Thank you so much. We will now proceed to our ceremonial portion of the meeting. Thank you. This is the ceremonial portion of our council agenda. And for our first item, I want to invite our executive director of community development, Seth Floyd, to join us. Our employees strive to meet our values of being kind, committed, and smart, and they work to build our community to make life better. I am proud to announce that the employee of the month is Mark House. Mark, please join us. Oh that's great. Mark is a GIS analyst too, and he has been with the city since 2003. At the city, we're fortunate
I just happened, oh, I'm sorry. We just happened to have one right here. Actually, I'm gonna wait until after your remarks, and then I'll present it. Is that all right? Okay, Seth.
Mark, before we take our traditional photos, on behalf of the city council, I want to present you with this plaque which kind of validates everything that's been said and gives you a memento to know how much your colleagues and the members of the city council appreciate what you do. You make our city so much better and you also make our community so much better and we're very grateful to you. Thank you. You're very welcome. Did you want to invite your wife to come?
Oh, how cruel, okay. Now I would like to hand the microphone to Councilman Brian Knutson for our, to recognize a very, very important organization in our community.
Thank you, Madam Mayor, and Mark, that was an amazing speech, but if we start giving awards out for Best Hair, I will be filing a complaint with Human Resources. There are some things that are just not appropriate here at the City of Las Vegas. We have such an amazing city, and the organization I'm going to recognize right now is an important part of our community. So I'm going to ask them to come up. Come on up. We are recognizing the American Foundation for Suicide Prevention, and I'm just going to talk for a minute or two before I turn the microphone over to this. Come on up. So each one of
So on behalf of the mayor and Las Vegas City Council, this is American Foundation for Suicide Prevention. It's AFSP, Nevada Day. And I would encourage everyone in the audience and everyone watching to log on to the website, learn a little bit more about the organization, find out how you can give back. More importantly, find out about how real the struggle is and reach out to somebody and let them know how important they are to you and to those around you. Thank you very much. And we will recognize today with a seal and a signature of every one of the folks up here today. And this is your day.
Thank you. You're so welcome, thank you, thank you. We will reconvene the city council meeting promptly at 9.30.
Okay, we got Councilwoman Kelly. Okay, I got one, two, three. We're going to give our council people about another minute to take their seats. Okay. Good morning again, everybody. We will now proceed to agenda item seven. Public comment during this portion of the agenda must be limited to matters on the agenda for action. The amount of time any single speaker is allowed may be limited. Please say which agenda item you will be speaking about. All comments will be cross-referenced to those specific items. If anyone submitted a speaker card or who wishes to speak under this portion of the agenda,
Thank you, Christian. Good morning. Would you state your name for the record? Would you move over to there so we could hear you?
Would you wrap up? Your two minutes are up, but I'd like you to conclude so we could hear what you have to say.
Is there anybody else that wishes to address the council at this time? Please state your name for the record.
Thank you so much. Is there anybody else that would like to address the City Council? Eric, are you planning to? All right, is there anybody else? Oh, hello, how are you? Yeah, we missed you.
Thank you so much. Is there anybody else wishing to address the council at this time? Welcome and please state your name.
Thank you so much. We appreciate the input. Is there anybody else wishing to address the city council? Good morning. Please state your name for the record.
Thank you so much. Is there anybody else wishing to address the city council under this agenda item? Seeing no one else, we will move to agenda item number eight. For possible action, any items from the 9.30 a.m. session that the council staff and or applicant wish to be stricken, tabled, withdrawn, or held in abeyance to a future meeting may be brought forward and acted upon at this time. Mayor Pro Tem?
Yes, Madam Mayor, I have many, so please bear with me. Agenda item 36, an appeal of the decision by the City Council designee to impose a lien for 41,500 in daily civil penalties for illegal short-term rental violations for quote enforcement case CE24-06730 regarding property located at 8223 Hydra Lane, property owner King Kimberly Noel and Louis Marcellus Javon. An abeyance has been requested to the October 21st, 2026 meeting 2026 date requested by staff. 48A, 26-0013-VAR1, abeyance item, appeal item, applicant owner, 2331 MLK Investment, LLC, on point 42 acres at 2333 North Martin Luther Kin
is that in the form of a motion that is the motion all right please vote post motion carries and i should um state at this time that councilwoman kara kelly uh joins us uh by telephone so she is fully engaged in the meeting and i believe you voted aye all right thank you so much motion passes Agenda item number nine, for possible action to approve the final minutes by reference of the August 19th, 2026 regular city council meeting. Mayor Pro Tem, may I have a motion to approve the minutes? Yes, Madam Mayor, move to approve. Please vote. Aye. Opposed? Aye, no circles. No circles. Okay, motion c
Okay, we may not have a motion just yet, Madam Mayor. Let's see what Councilman Sandra Summers-Armstrong has.
Okay, please forgive me. No, quite all right, thank you. I think you said item five, and I don't think that the one that's mislabeled is number five. I think it's a different number.
Are you talking about what I have is 10, asking for a motion for the consent agenda for 10, 11, 17 through 32.
It was on everybody's agenda as a Ward 2 item, but it's a Ward 5 item. I think she's checking. Are you good? All right. And city attorney, please inform me. Should we vote on the consent agenda items and then have the discussion on the ones that have been pulled or vice versa?
All right. Thank you so much. Please vote.
I guess I'm going to make a motion to move to approve agenda items 10, 11, 17 through 32 with the stated amendments articulated by the mayor.
Motion carries. All right, now I'd like to bring forward items 12 through 16.
Thank you very much, Mr. Floyd. Is there any member of the Council wishing to speak address these issues 12 through 16. Yes, Ms. Rooney.
Thank you. Thank you. Mr. Floyd, can you go back to your slide that had item number 13, please? Thank you. Can you clarify under the future conversion, we see Betty Wilson. We had this conversation. I know my office has received a couple of calls. Can you just share or confirm that you're not pulling up grass on the soccer fields?
Thank you, Madam Mayor. I see that Herz Park is also on the list. This is a large park right off of a smoke ranch road and just if you could just clarify for any of the Ward 5 folks who might be watching it is not the entire park but just a little portion that is being repurposed with something else.
Anyone else? In that case, seeing no other questions from council members, is there a motion for item 12, Mayor Pro Tem?
Post. Motion carries. Thank you so much. We will now move item 65 forward before we proceed with the rest of the agenda. Agenda item number 65, reports and presentations. Report by Dr. Reese Oswald, region two superintendent on the current educational operations in the schools within the Clark County School District in the city of Las Vegas. This impacts all wards. Ms. Rose.
Welcome, and would you stage your name for the record?
Thank you so much. Are there any questions or comments from members of the council? Ms. Somers-Armstrong.
Thank you, Madam Mayor, and thank you so much for your report. I think the thing that I hear that is not being expressed in your report today is the information that we received about the decrease in student population and I'm very concerned about that. I have some schools in my district that are already being spoken about for closure and I would like to know how those numbers are going to specifically affect Ward 5 schools and I would love to have an opportunity to meet with your office or whoever the appropriate folks are and the trustees that are both appointed by the city and our elected t
Thank you so much, I appreciate it. Anyone else on the city council? Yes, Mayor Pro Tem.
Thank you, Madam Mayor. Thank you for your report, Mr. Reese. I think to some folks, global community high schools increase in star rating from two to three may kind of be like, well, isn't the top five, but I just want to say how proud I am of the student population that attends global because they're usually newcomers to our country. So many of them come knowing little to no English. And so for them to already be performing and raising that star rating means that that staff is doing an amazing job with the children they have, ensuring that they have the language skills and then also the cont
Thank you, Madam Mayor. I just wanted to say thank you for meeting with me personally. I have some very strong feelings about some schools in my area. The fact that you met with me is an indication that the school district's ready to be transparent and open and take the time to sit down and talk with community leaders. So thank you and I just make sure my colleagues know that you're open and accessible and the school district is a different school district than it was a couple years ago. I appreciate you. Thank you. Thank you.
Thank you so much. This is a report only, so no action will be taken at this time. Thank you so much for being here. Thank you. Agenda item 33. This is a public hearing regarding the lease of approximately 1,759 square feet of City of Las Vegas-owned real property located at 401 South 4th Street, Suites 155 and 165, also known as the Fifth Street School, to the Las Vegas Philharmonic for less than fair market value. pursuant to NRS 268.064. This is in ward three, Ms. Diaz. Please note this item is related to council item 32, R-59-2026. This is a public hearing that I now declare open. Ms. Boyc
That's it. Okay, is there anyone else wishing to be heard on this item? Seeing no one, are there any questions or comments from members of the council? All right, thank you so much. No action is required on this item. We're now going to pull forward item 35. Agenda item number 35, administrative discussion for possible action regarding the ratification of Michael Cunningham as public works director, salary of 215,000 plus benefits from the general fund, Ms. Jansen.
Thank you. Are there any questions from members of the council? Yes, all right. Mayor, Councilman Knudson.
Thank you, Madam Mayor. I just wanted to say that I can't speak to your engineering skills. I have no idea about that. But I can speak to leadership skills, and you make people feel good when you walk into a room, and that matters a whole lot. And I can see your kids in the background. They're cheering you on like stronger than everybody else. And I would just say to them, you should be so, so, so proud of your dad because he is such an amazing leader and just a wonderful person to have in the building. So thank you for making the city of Las Vegas better than it was yesterday. Appreciate it.
Thank you. And Mr. Cunningham, I'd like to invite you to ask your family to stand up so we could acknowledge them. Do we have, oh, yes, Mayor Pro Tem.
Thank you, Madam Mayor. I just wanted to comment that behind every great leader is a great support system. And so I know that your wife and your children enable you to come to work focused, ready to do the job. You don't have an easy role with the city having been in the acting role as public works. I know that. You're drinking from more than just a fire hose because there's constant demands in the space and there's always things that are going awry. But I do really appreciate your thoroughness and your prompt responsiveness to when we're getting those SOSs from our constituents and our reside
Thank you so much. Ms. Summers-Armstrong. Thank you, Madam Mayor. So I can remember seeing you every now and again at EAC meetings when I worked at the RTC, always very kind, always just cheerful. And I'm really excited for you. It is important when the work that we do that we have somebody, even if you're not born and raised here, but you are, you fit that, who from the core of their being cares a lot about the city, and you do. You've been responsive. We have a lot of issues in our urban core. Your team has been Johnny on the spot when we've had issues that need to be resolved, and I appreci
Thank you so much. I will now entertain a motion, Mayor Pro Tem. Madam Mayor? Yes, ma'am.
Post. Motion carried. Thank you. Agenda item number 34. This is a public hearing and discussion for possible action regarding the termination or extension of the interlocal agreement between the City of Las Vegas and Clark County for establishing a joint position on corporate boundaries, planning and public facilities service provision. This is in wards four and six, Ms. Alan Polenski and Ms. Bruni. This is a public hearing, which I now declare open. May I hear from staff, Mr. Floyd?
Now, that's not an arbitrary deadline from the city. That's in the agreement.
Could you slow down a little so we could actually understand what you're saying?
Thank you. If you could just clarify for me, I see the gold are two planned fire stations. Got that right? Yes. Okay. Those are city planned fire stations? Correct. Okay. The red, all existing fire stations?
So let me ask you something. So who provides fire service for those living within the county islands?
Okay, so the city provides for and pays for all of the fire services in the county area.
If you don't mind, tell us about the parks. Who builds them? Who maintains them? Who pays for them?
Could you define what automatic aid means?
Okay. Chief, I don't know whether you want to add anything to that, but you're certainly welcome to.
Okay, so, all right, so you get a call that there's a fire and the residents that... under distress is in the county island. But since Las Vegas Fire and Rescue is closest to that fire, without hesitation, we go and take care of the situation.
Thank you, madam mayor. Just to follow up. It's nothing that anybody said in this room, but over our email, there was a suggestion that if there is no interlocal service and response in the County Island or reduce, but I just want to ask you very directly, regardless of a, whether a person lives in the city or a County. Regardless of whether we have this interlocal agreement, fire service will be there, fire service will be quick and responsive. This is very important for our collective citizenry. I don't care what people do, in these political bodies at all, fire service will always be there
Every time, thank you. Madam Mayor. Yes, Ms. Summers-Oxstraw.
Thank you. Could you go back to the, since Chief is here, Go back to the map that gave us the list with the red fire stations and the proposed ones that are coming online. Yes. OK. So you had mentioned earlier that we have one new station that has more calls that they answered that's already exceeded its Can you tell us which station that is and why is that? Why is that station so heavily used?
I just want to dig into this a little bit. Y'all know I'm originally from California. And one of the things that we've discussed previously is, in our briefings, is as the city continues to grow, we now start to reach into and build homes into terrain that is a little different than what we have had here in the valley. And that is going to require, if we're going to stay on top of this and be forward thinking, And it require us to increase the types of resources that we purchase in order to better respond to, you know, even wildfires now. We're moving into wildfire country and we're paying for
I appreciate that. Are there members of the council that have any comments or questions that they have not already asked? Ms. Rooney.
Thank you, Mayor. So could you go back to your first slide where you showed the mutual aid, not that... Whoops. Yes. So here you kind of show, I guess, the net balance, right? Net city responses. And then you pointed out this was for the entire city. And so then you showed the next slide. which showed 7,944 responses, but it doesn't show kind of the imbalance. So do we have the data of what we provided versus what we received? So we're kind of comparing apples and oranges. This is good because it focuses on the Northwest.
Thank you for that. My second question has to do with parks. So it sounds like in the previous interlocal, the city and the county shared costs or collaborated around the cost of providing and working on the trails specifically, or for example, the 215 to cater to Tenaya. Is that?
So you've never shared costs or sort of collaborated on building a park or?
Okay. Mr. Jensen? Go ahead. Can you answer?
Well, I was thinking over the weekend as we were leading up to this conversation that I don't think we have a county park in Ward 6 where we've seen so much growth from Mr. Floyd's slides. So I think we do have one at Mountain Crest and Lone Mountain, but in Ward 6 specifically. And I don't know whether the shooting range is... I know it's Clark County-owned, so I don't know if that counts as a park. I know there are a couple of... There's some plans many years ago for the county to build an equestrian park, which I don't think is moving forward, but I know that my office is getting a lot of r
That is OK. Francis, since this discussion impacts both you and Ms. Bruni more than the rest of the city, do you have any comments or questions that you'd like to ask or make?
I guess, yeah, sure. Thank you, Madam Mayor. Lots of thoughts, lots of opinions. I do feel very strongly that the current version of the interlocal agreement does not serve the people of the Northwest, my residents in Ward 4 in its current form. I am certainly open to negotiate and talk to our counterpart members at the County Commission. I welcome it. But in its current form, as Mr. Floyd has very, very adequately and comprehensively outlined, we are left holding the monetary bag on this agreement, and it's not right. And it's our fiduciary obligation to the taxpayers of the city of Las Vegas
And those are my thoughts. Thank you so much. One of our constituents, yes?
Can I just add, since we're putting, I guess, comments on the record, if you go back to your slide where there are three options, I would echo my colleague's sentiments. I do hope, too, that we have a new agreement, but I would not, I don't support to allow the current agreement to extend because, as Councilwoman Allen-Palenski said, I don't think the current agreement serves the needs that we're seeing with respect to parks and infrastructure. as we adjust to all of the explosive growth that we've had in our two areas over the last 10 years. Thank you.
Thank you so much. One of our constituents just texted me with a question.
Let us not text the mayor during a meeting. But can you tell us what a normal call volume would be? Would you know, or should we ask the chief to come back up? I'm not sure. I guess on average, let's see what the chief has to say.
I wouldn't know. I'll let you know. Ms. Rooney, I understand you have another question.
Yes, well, actually, I just had a comment, I think, just to echo some of the comments, especially from my colleague, Councilman Alan Polinsky. We take our number one priority of public safety very importantly, and hopefully we will have a new agreement, but I think it's really important that the public knows that we're using our one BDR to go up to the legislature to address fire service initiative funding. And so we are trying to make sure that even if we don't have an agreement, we are going to continue protecting the residents of Southern Nevada with fire service. Thank you.
Thank you so much. I know that many people would like to speak on this issue. You've been very, very patient while we go through our discussions and presentations. May I get a show of hands of how many people are here to address this issue? All right, what we're going to do is invite people to come up. Mr. Collins, I invite you first. We're going to have a two-minute limit on the discussions. Please try. Everyone is welcome to speak and express their opinion, but if your opinion has already been expressed, if you would just say, I agree with that, I think it will help us with time. So, Mr. Col
Tom, I love you. Would you mind getting to your point? A lot of people want to talk.
Thank you so much. I appreciate it. Who else would like to speak? Please state your name for the record.
Please come forward and state your name.
Oh, hello. How are you? It's been a while.
We appreciate it. Would anyone else like to come forward? Please come and state your name.
And may I ask you to stay up there because Ms. Allen Polinsky would like to ask a question.
Hey, hello, Ms. Christensen. Thanks for being here today. And thank you for the Thank you to the mayor for the personal privilege here. You are a member of the Nevada Rural Preservation Alliance, correct? Ms. Christensen, I'm going to read you a judicial order here. It says, here the requested award is reasonable under Bruzel versus Golden Gate National Bank, additionally pursuant to NRS 18.010 and NRS 7.010. the award of attorney's fees is proper when a claim is brought without reasonable ground or to harass the prevailing party. Therefore, the motion for attorney's fees is granted. Responden
Yes, okay. And I thank you for that clarification. Is there anyone else wishing to address the council? Please come forward and state your name. and welcome.
Thank you. Anyone else wishing to address the council on agenda item 34? Welcome and would you state your name for the record?
Thank you so much. Is there anybody else wishing to address the, yes.

We appreciate it. Anyone else, would you please come forward? Welcome and state your name.

Thank you so much. Is there anyone else wishing to speak to the council? Please come forward, state your name for the record and welcome. Good morning. Good morning.
Thank you so much. Is there anybody else wishing to address the city council on this agenda item? Okay. Eric, you will take us home.

I just want to make sure that folks know that we do talk to our county commission colleagues, that we try to have a very cordial and amicable relationship. We share shared constituency. I have... a county commissioner for over every inch that represents residents that I also represent. So I just want to make it very clear that we try to keep a very professional, open, two-way communication, line of communication. I just wanted to state that this council tries very hard to do the right thing by our residents and the people that we jointly represent. And we welcome conversations and we welcome c
Thank you. Thank you so much, Mayor Pro Tem. I would like to speak on this agenda item. and share with my fellow councilmen and those that are impacted by this agenda item and the interlocal agreement. I believe that government must be collaborative, that we all have to work together and for the good of the people that we represent. I, for one, love the County Commission. Many of the members, most of the members of the County Commission are lifelong friends of mine. We socialize together and we have similar interests and we all have an expectation that we are leaders in the community. We've be
Thank you very much. Until October 7th, that is the deadline for coming to an agreement before the interlocal agreement lapses. None of us are interested in creating any problems or causing any pain. We just want to improve it. And with that, I'll call for the vote. Please post. Sorry, Cara Kelly. Cara, thank you for hanging in. You're welcome. And the results are motion passes. I want to thank everybody who has taken so much of your time to be here expressing your concerns. And we will work with everybody in order to reach an agreement that will carry us into the next 20 years.
So I'm, let's see, it's all right. We will reconvene at noon, which is 13 minutes from now. Disconnected? I think she is done. I'm going to reconvene the City Council meeting. Agenda item 36 was obeyed until the October 21st City Council meeting.
Agenda item 37. a public hearing and discussion for possible action to adopt a written policy for the implementation and process of job order contracting. This impacts all wards. This is a public hearing which I now declare open. Welcome and please state your name.
I thank you so much. This is a public hearing, which I now declare open. Is there anybody wishing to speak on this item? Seeing none, I will close the public hearing. Are there any questions or comments from members of the council? Again, we are in agenda item 37.
Opposed? Motion carries. Agenda item number 38. Discussion for possible action on naming a new park as part of the Las Vegas Metropolitan Police Department Sky Canyon substation located at the southwest corner of Hualapai and Grand Teton Drive as Providence Park. This is in Ward 6. Ms. Bruni. Hello, Mr. O'Mara. Would you state your name for the record?
Okay, thank you, Mayor. I'd like to make a motion to approve item number 38, which involves naming the new park Providence Park.
Please vote. Post. Motion carries. Providence Park it is. Agenda item 39, boards and commissions. Discussion for possible action regarding the reappointment of Tina Frias to the Building and Safety Enterprise Fund Advisory Committee. Ms. Frias was originally appointed in 2024 to fill the seat designated for a representative of the residential construction industry. She has a recommendation from the Community Development Department and she wishes to be reappointed. I move to approve the reappointment. Please vote. Post, motion carries. Please vote. Post. Motion carries. Agenda item 41, recommending committee bills eligible for adoption at this meeting, bill number 2026-31. Councilman Knudson, would you like to have the bill read?
Thank you. And Mr. City Attorney, I want to thank you for the painstaking way you went about this, consulting every interest group on planet Earth that had an interest in the Fremont Street experience and making it a place that people want to go and enjoy themselves. And I want to thank you on behalf of the City Council.
Post. Motion carries. Agenda item 42, recommending committee bills eligible for adoption at a later meeting. Items 42 and 43, bills number 2026 to 32 and 2026-33 will be heard at a later meeting. Agenda items. 44 through 47B appear on the one motion, one vote agenda and may be considered in one motion, one vote as they are routine items with no condition changes. I would suggest you contact your city councilwoman Kelly because this is in her area.
Anyone else wishing to address the council on this agenda item? Seeing none, I'll close the public hearings. Mayor Pro Tem, may I have a motion for the one motion, one vote items 44 through 47B? Please vote. Opposed? Motion carries. Agenda items number 48, 48B and 48C. And this is the one, the 48 is the one that's been evaded. We're going to trail that and we're going to take the agenda item. Oh, is that okay? Would you make your request publicly? Okay.
Thank you, Madam Mayor. I asked Councilman Summers-Armstrong if she would indulge in my applicant on agenda item 52 going at the top of discussion as he has a plane to catch. So Mayor has agreed to move this item forward. So at this time, we're going to entertain agenda item 52.
All right, thank you so much. We are going to bring agenda item 52 forward at this point. 26-0306 EOT1, abeyance item, extension of time, site development plan review, SDR-78820, applicant owner, 1200 Las Vegas Boulevard, LLC, for possible action on a land use entitlement project request, for the third extension of time of a previously proved six-story, 70-foot-tall mixed-use development, including 270 residential units and 4,000 square feet of commercial space on 1.70 acres on the west side of Las Vegas Boulevard, approximately 640 feet south of Charleston Boulevard. Thank you so much. May I have a staff report please?
Thank you. Thank you so much. Are there any questions or comments from council members? Seeing none, Ms. Diaz, this is your ward. Would you?
Thank you, Madam Mayor, and thank you, Mr. Gordowsky, for being here today. I do know that you are a very important stakeholder to this area. This area is already very, in that I call it it's the area south of Charleston Boulevard with a lot of missing teeth, a lot of lots with nothing on them and I remain hopeful that this development can continue to move forward. I think for the time that it was approved in 2020, it hearkens to some adjacent developments that have actually been built. I don't think it would be inappropriate for us to continue with that vision. My only hope is that it does ma

Thank you, Madam Mayor. I do believe that we are on the second continuance. The first one was for 30 days. Somebody help me, Peter. Is that right? And then we had this one, which was 90 days.
Madam Mayor, if I may, I'd like to obey for one more 30 days. Our staff will reach out directly to try and contact the developer and see if we can't figure out what it is they intend to do.
I think that is a very, very wise motion. Is that in the form of a motion? Yes, Madam Mayor. All right. Shall we vote?
Okay. Yes, thank you. Shall we vote? All right. Post? Motion carries. Agenda item 4926-0078-SDR1 abeyance item site development plan review applicant owner Maria Emma Griselda Covado Diaz for possible action on a land use entitlement project request for a proposed two story five unit multifamily residential development with waivers of Appendix F interim downtown Las Vegas development standards area two on 0.16 acres at 617 North 10th Street R3 Medium Density Residential, Zone Ward 5, Ms. Summers-Armstrong. The Planning Commission and staff recommend denial. This is a public hearing, which I no
Would you please state your name for the record and tell us about your project?
I understand that that's already been presented, so that's no longer an issue. Is that correct? We don't have it. It just...
She hasn't seen it. Staff was trying to show it to me earlier today, but on her phone, which is difficult. Staff, do we by chance have anything that we can put on the screen?
All right, and is there anything you want to tell us about the project?
Okay. This is a public hearing. Does anybody wish to be heard on this item? Seeing no one, I will close the public hearing. This is in Ms. Summer Armstrong's district, our ward. Would you care to share your thoughts with us?
So I thank you both for coming to the office to talk to me and we talked about, it's been a minute and I had thought that we would have a conversation before today and that you would show me something before today. Let me ask you, would you mind giving us a couple of weeks to review what you have put forward, because I don't have anything to really study. And so if you wouldn't mind coming back at the first available. Not at all. OK. One thing I want to have clarified for me from staff, if the unit that was built on the back was not done per our code and all of that, how do we ensure that it's
Okay. Wonderful. So just give me a couple of weeks. Um, madam clerk, if you could just tell me when would be the next October seven, October seven. Can you come back in a couple of weeks? All right. If you just make sure that you've send what you have, um, staff will get it to me, but you send it as well. I'll look it over. If I have any other additional questions, I'll reach out to you through staff to talk about it. I just want to remind you and others because I know you are an enterprising ma'am and you might purchase other buildings because you're a smart woman like that. In the future, pl
All right. So I'm depending on you to be a good mentor. Okay. Thank you. All right. We'll see you in a couple weeks. Appreciate it, everybody.
Okay. Madam Mayor, I'd like to make a motion to have this item returned to us on October 7th. September. October. October 7th. Okay. October 7th.
Thank you. There's a motion on the table. Please vote. Post. Okay. Motion motion carries. Thank you very much. And we'll see you on the seventh agenda item. Uh, uh, 50 has, uh, been stricken. Uh, agenda item 51 was held in abeyance to the October 21st council meeting. We already did 52. And now we are addressing agenda item 53. 26-0213-VAR1, variance. This is a public hearing. Applicant Guadalupe Fausto, owner Casas de Lupe, LLC, for possible action on a land use entitlement project request to allow an existing front yard wall fence that does not conform to Title 19.06, Development Standards f
Thank you so much. I am going to close the public hearing and ask if there are any questions or comments from council members. If not, Ms. Summers-Armstrong.
Thank you, Madam Mayor. I do not see that my resident is here again today. So again, I would like to request that we hold this until October and we will make an effort through our office. Two weeks is plenty, I think. I think two weeks. This is the 7th of October. So we're talking about the 7th. Yes, ma'am. And that would be my motion.
Thank you so much. There's a motion on the table. Please vote. Post. Motion carries. Agenda item 54 through 54B, item 54, 26-0229 on the following land use entitlement project requests at 2921 West Sahara Avenue, C1 Limited Commercial Zone. 54A, 26-0229-SUP1 for proposed 3,503 square foot alcohol off-premise full use. 54B, 26-0229-SUP1 for proposed gaming establishment restricted, one to five machines use. The applicant is Alan, would you say, I don't want to mess it up.
Thank you so much. And the owner is Katana Holdings LLC, planning commission and staff recommend approval on the entire land use entitlement project. These are in ward three, Ms. Diaz and our public hearings. I now declare them open. Is the applicant present?
All right. Would you like to tell us about the project?
Thank you so much. May I have a staff report?
Thank you so much. Is there anyone wishing to be heard on this item? Yes, indeed. Please come forward and state your name, Mr. Manhattan.
Thank you so much. Is there anybody else wishing to be heard on this item? If not, I will close the public hearing. Are there any questions or comments from council members? In that case, Ms. Diaz?
Thank you, Madam Mayor, and I thank Mr. Manhattan for speaking on behalf of the residents in the area. I unfortunately have very little of those applicants coming through my office wanting to bring the myriad of offerings that you mentioned, even though I hint and I ask, even in the downtown areas, we've been wanting more of a, you know, to nip the food deserts in the bud and offer more healthy, fresh produce alternatives. And my EUDs had people, it's just, it's hard. It's very hard. You have to find someone from the community that has the investment behind them to make it happen in the commun
So I just feel like at this point, if I don't bless it, then I have this half-built shell that then breeds no positive effect to the community. So do I want a half-built dilapidated structure? Do I want something that's gonna be, at least open and hopefully of some assistance. I know Councilman Knutson may swing by there once or twice. I don't know. He likes, no, he's like, I go to the bars. Okay. Do I hear a motion? But so with that, I do want to request a review. I want to make sure that they live up to what they are articulating, that they will make sure that there is no loitering, that the
Let's keep it public so that we can give the public an opportunity to speak to it.
Let's keep it at planning because that one is in the evenings and I think more people can make the evenings per everyone's input today.
Okay. Then that will be my motion. Do you agree to that added condition, Mr. Ross? Okay. With that, I'm going to move to approve agenda items 54A and B with the amended stated conditions by Mr. Floyd.
Motion carries. Best of luck in your project. Agenda items 55A through 55F were held in abeyance until the October 21st city council meeting. Agenda item 56, this item was held in abeyance to the October 22nd, 2026 city council meeting. Agenda item 57, this item has also been held in abeyance to the October 21st, 2026 city council meeting. So we are now on agenda 58. 5826-0272, on the following land use entitlement project requests on 0.76 acres at the southeast corner of Utah Avenue and Main Street, 58A, 26-0272-ZON1, from CM Commercial Industrial to C2 General Commercial, APN162-03-A, 210-02
Thank you so much. May I have a staff report, please?
Thank you. And you're recommending denial because of lack of parking? So if there was parking, the staff would withdraw their denial?
Before we ask you any questions, let me see, is there anybody here wishing to speak on this item since this is a public hearing? Seeing none, are there any members of the council that have any comments or questions? Seeing none, I will pass the, oh, okay, Ms. Summers-Armstrong.
Thank you. You had mentioned walkability. Can you give us an idea how close this is to the newly constructed parking garage downtown? Oh.
Yeah. I have a staff. Can you share with us where this address is in location to the parking garage?
So there is parking. It's just not on site. OK. Oh, does that answer your question?
I just have one more question for staff. So is that considered part of an idea of walkability, having two blocks, two-way parking garage? Would that be considered walkable?
Colin. Because I was going to say Sheldon, but I know that's not your last name. Can you, I guess, give more detail as to what the retail spaces that are coming into the space will want to bring or offering the opportunity to what kinds of entrepreneurship opportunities?
And I'm not going to hold you to it. But who are they going to potentially want to rent some of the space? They haven't relayed it? No. I apologize. But I do see some of it labeled restaurant retail. So is it fair to say some of the space could go to artists in the community? Could it be a gallery space? Could it be?
CLOSER TO WHAT'S THE NEXT STREET DOWN FROM? IS IT WYOMING?
Okay. I think it's healthy to have more retail spaces and especially being arts district adjacent and we know that we have blessed and we already see a lot of more housing product that is on both sides of the arts district and I feel that that will also propel more needs for those future residents and tenants of those apartment complexes that have been built and are already being leased out. So I don't see why there couldn't be more barber shops, nail shops, or other services that need to be rendered to folks choose to live here. So with that in mind, and I like the aesthetics of the exterior,
May I interject? I understand from another text from another constituent that it's 350 feet away from the garage. within walking distance. Even I would walk that and I'm not a walker.
And I believe that as we did all of Maine, we did do the wider sidewalks all the way to Wyoming. Or what was the end point, Mr. City Manager, that we did that?
Yes, Madam Mayor. So with that, I'm going to move to approve agenda item 58 A and B. That's my motion. With, yeah, no, no conditions. Because you said they were already there, right? Are there already conditions or no conditions coming from planning? Conditions. Nothing.
Motion carries. Thank you so much. Agenda item 59. We're going to hear agenda item 59 through 60B together, but act on them separately. Agenda item 59, 26-0280, on the following land use entitlement project requests on 10.58 acres on the south side of Radley Avenue, approximately 970 feet west of Pooley Road, U undeveloped zone PF public facility general plan designation 59A 26-0280-VAR1 to allow private gated streets that do not conform to title 19.04 complete street standards 59B 26-0280-TMP1 Montero unit one for a proposed 62 lot single family residential subdivision. Agenda item 6026-0292
Thank you so much. May I have a staff report, please?
Thank you so much. This is a public hearing. Is there anybody wishing to address the council on this agenda item? Yes. Please state your name for the record.
Thank you so much. Is there anyone else wishing to be heard? Yes, please come forward and state your name.
Thank you so much. The last time I checked, I think campaign contributions are not illegal. There are any other people that wish to be heard? Seeing none, I will close the public hearing. Are there any questions or comments from the council? Ms. Rooney.
Thank you. Speaking of trees, Ms. Lasavage, could you put up, I believe, the site plan for Montero 1, please? It's just... Is it this site plan that you want to see? Sorry, the next one must be, sorry. Montero 2, please. Thank you. I know when I spoke with Mr. Graunauer, the green areas, it's the drainage ditch, but they're planning on filling it and putting trees in there, but they won't know what kinds of trees until they actually sort of figure out what the drainage ditch looks like. But is that in the, I guess, either condition or in the record that that area would have trees and vegetatio
But the green area does suggest that that will have vegetation over it, correct?
Okay, perfect. I don't care about the trees. It's not going to just be a drainage ditch. It's going to have vegetation or trees on it, the green area.
Correct. I guess when I met with the applicant, they just shared that it's a drainage ditch, but they're going to be covering it over with vegetation or having like dual use and having kind of a green space. I just wanna make sure that was in the conditions or on the record. Okay. And with that, I'm happy to make a motion to approve item number 5926-02080, items A and B. And can I do 60 or do I take each one separately? So we'll vote on this one first.
All right. Wait, I think there's a condition coming.
And we agree with that condition. Thank you. All right, that's my motion with the condition.
Yes. All right, all those in favor, please signify. Opposed? Motion carries.
Thank you. Okay, and again, I really wanna thank the applicant for working with us to make a beautiful community with lots of green open space. And with that, I'm going to make a motion to approve item number 6026-0292, A and B. With the condition.
All right. There's a motion on the table. Please vote. Post, motion carries. Thank you very much. Agenda item 61, 26-0297-SDR1, Site Development Plan Review. This is a public hearing. Applicant, Las Vegas Billboards owner, Twisted Willow Investments LLC for possible action on a land use entitlement project request for the proposed structural modification and addition of digital LED electronic message illumination to the east and west faces of an existing non-conforming off-premise sign on 2.19 acres at 2401 West Bonanza Road, C2 General Commercial Zone Ward 5, Ms. Summers-Armstrong. Planning C
State your name for the record before you enlighten us, so to speak.
Thank you so much. This is a public hearing. Does anybody wish to speak on this agenda item?
Is there anybody else wishing to be heard? In that case, I will close the public hearing. Are there any questions or comments from members of the council? I like this. And if, in fact, Mr. Esposito, what you suggested with the wall and that light doesn't bend and that it will actually be less light that the neighbors will be dealing with, I think this is entirely appropriate. Planning Commission voted to approve it. And at this point, if there's nobody else, I will throw it over to Ms. Somers-Armstrong.
Thank you, Madam Mayor. And I agree with you. I like that we are moving into technology in this particular area that is going to positively impact communities, especially our urban communities and folks who happen to be living adjacent to high traffic areas where billboards are appropriate and freeways. Many people in this community, we were talking earlier and this is always in my mind, we are 80 to 90,000 units of affordable housing short in this valley. That means that regular people can't find and can't afford to take advantage of purchasing homes or living in homes that are in darkness be
Sorry, I just wanted to, if I might, Councilman, I think it's really important because there are a lot of families in that area. I think something you always mention but you didn't today is the company, Las Vegas Billboards, and kind of their policy on what they advertise, and I think that would be really important for your residents to know?
Thank you so much. There's a motion on the table. Please vote. Post?
You're very welcome. Agenda item 62, 26-0298-SUP1, special use permit, applicant, Las Vegas billboards owner, 1615 North Decatur, LLC, for possible action on a land use entitlement project request for a proposed 40 foot tall, 14 foot by 48 foot off-premise sign not qualifying as a city communication sign use at 1615 North Decatur Boulevard, C1 Limited Commercial Zone, Ward 5, Ms. Somers-Armstrong. The Planning Commission and the staff both recommend approval. This is a public hearing that I now declare open. Is the applicant present?
Would you care to tell us about the project?
Thank you so much. Is there anybody from the public wishing to be heard on this agenda item. Seeing no one, I will close the public hearing. Are there any questions or comments from council members? Seeing none, I'd like to call on Ms. Summers-Armstrong.
Thank you, Madam Mayor, and thank you so much for meeting with me and, as I stated before, being thoughtful about the community in which you are doing business. And looking forward to you participating in some of our school outreach so that we can show young people in the community that there are small business opportunities and the things that they can do and just sharing that there's opportunity for our kids out there. So with that, I recommend approval.
There's a motion on the table. Please vote. Post. Motion carries. Thank you so much. Agenda item 63, 26-0304-VAR1, variance, applicant owner, EVARTS, family trust for possible action on a land use entitlement project request to allow an increase in sign area for a legal nonconforming freestanding sign that does not conform to Title 19 requirements for sign area on 0.16 acres at 607 South Las Vegas Boulevard, C2 General Commercial Zone, Ward 3, Ms. Diaz. Planning Commission recommends approval. Staff recommends denial. This is a public hearing. I now declare open. Is the applicant present?
Thank you so much. May I have a staff report, please?
Thank you. This is a public hearing. Is there anyone that would like to speak on this agenda item? Seeing no one, I'll close the public hearing. Are there any questions or comments from council members? Seeing none, I'd like to call on our Mayor Pro Tem for a motion.
Thank you Madam Mayor. Thank you for coming and presenting this item before us. I am a huge supporter of Vegas retaining its brand of marriage capital of the world and I think that the more we can maintain that relevancy and I think that This very tasteful neon sign is going to be a reminder that we're still very much wanting folks to come and get married. Hopefully not divorced, but, you know, sometimes we go in with all good intentions, but... But I do love, I see the beautiful neon. I do like that you're going back to the original name of the chapel. That's kind of a nod to the historic rel
Motion carries. Thank you so much. Agenda item 64, 26-0305-VAR1, variance, applicant Rhythm Roast Inc. owner BJH Property LLC for possible action on a land use entitlement project request to allow 37 parking spaces where 70 are required for a previously approved restaurant, a coffee shop on 0.97 acres at 2747 North Rainbow Boulevard, C1 Limited Commercial Zone. This is Ward 1, Mr. Knutson. The Planning Commission recommends approval. Staff recommends denial. This is a public hearing. I now declare open. Is the applicant present? And would you state your name again for the record?
Thank you very much. May I have a staff report please?
Thank you so much. This is a public hearing. Is there anybody that wishes to speak on this agenda item? Seeing no one, I'll close the public hearing. Are there any questions or comments from council members? Seeing none, Mr. Knudson.
Thank you, Madam Mayor. We've waited all day long for a cup of coffee. So I could use a cup of coffee and a little something in it, if you know what I mean. So I will move to approve.
Did you move to approve? Thank you. I was busy laughing. I'm sorry. All right. There's a motion on the table. Please vote. Opposed? Oh, motion passes. All right, congratulations, and thank you for coming in.
Item 65 was heard earlier in the meeting. Item 66, report by Carolyn Leverling, and you've been very patient waiting here all this time, manager of the Office of Emergency Management on the office's mission to coordinate and integrate all activities necessary to build, sustain, and improve the city's capacity to mitigate against, prepare for, respond to, and recover from threatening or actual natural disasters, acts of terrorism, or other man-made disasters affecting the city of Las Vegas. This impacts all of our wards. Welcome, it's lovely to see you.
Behind the scenes, we work year-round to plan, train, and prepare for emergencies before they happen. Y también ofrecemos recursos en español.
Take time to learn about the resources available to you and how you can be ready when it matters most. Being prepared starts with knowing the risks and hazards we may face right here in our city.
Earthquakes can happen without warning. If you feel shaking, remember to drop, cover, and hold on.
Flash flooding can develop quickly. Never walk or drive through moving water, and always avoid flooded roads.
Power outages can disrupt essential services, so make a plan and have supplies ready for your household's needs.
Build your emergency kit, sign up for emergency alerts, and know where to find reliable information when you need it. Know the risks, make a plan, and prepare now so you're ready if an emergency happens.
Thank you so much. Ms. Levering, thank you for the work that you do. Also, thank you for pointing out some of the challenges we have going forward. I sincerely wish that some of the people on the federal level that are making these decisions would take into account the impact on the local level and our ability to protect our fellow citizens. So thank you for making that a part of your presentation. Is there anybody on the city council wishing to comment? Thank you so much. This was a report only. Uh, so we do not need to vote on this item.
You're very welcome. Agenda item 67, set date on any appeals filed or required public hearings. I would instruct the city clerk to set the public hearing dates and appeals from the city planning commission meetings and dangerous buildings or nuisance litter abatements. Will do, thank you. Thank you so very much. Citizen participation. Agenda item 68, citizens participation. Public comment during this portion of the agenda must be limited to matters within the jurisdiction of the City Council. No subject may be acted upon by the City Council unless that subject is on the agenda and scheduled fo
Thank you so much. Is there anybody else that wishes to address the council? You have two minutes. Thank you.
I hate to interrupt you, but your two minutes are up. Could you please wrap up for us?
Is there anybody else that wishes to address the city council?
Thank you so much. Is there anyone else wishing to address the council? Mr. Manhattan, please state your name again.
Thank you so much. May I make a suggestion? I think you should contact your city council member and discuss this in a form of an email so that you can get some redress of your grievances for that. You're very welcome. Thank you so much. Agenda item 69. Oh, is there anybody else wishing to address the city council? Seeing no one, we will move to agenda. We do? Yeah. Oh, okay. Welcome. Please state your name for the record. Hey, it's Philip. Once again, how y'all doing? Good.
Thank you so much. Is there anybody else that wishes to address the city council? Seeing none, we will move over to agenda 69. Council emerging issues, discussion regarding potential items for future City Council items or awards. Any discussion must be limited to whether or not such proposed items shall be placed on a future agenda and no discussion regarding the substance of any proposed topic shall occur. No action shall be taken. Do any members of the Council have any topics that they would like to bring forward under this item? Seeing none, we will move to agenda item 70. Council members r
I was trying to put on my timer, but I can't make it work. Okay, I'll just talk fast. Okay. First item, Chicanos por la Causa mural unveiling will be happening on the 18th. Two local artists, Antonio Serrano and Brian Guerrero, it will be unveiled. They are participants in the Growth Opportunity Program through a Ward 5 non-profit program. nonprofit, now you've made me nervous, Mayor. Ms. Allen-Polinski. Thank you, Madam Mayor. On Friday, September 4th, I had the opportunity to pass out backpacks to the students at Ruthie Deskin Elementary. I love seeing the students' excitement as they receive a new backpack and supplies. I was grateful to be able to contribute in a small way to help the students have a successful year. On Friday, September 11th, I started the morning by heading back to Ruthie Deskin Elementary School for their attendance campaign kickoff. I want to give a big thank you to our Youth and Social Initiatives Department for all the work they have done with the
Thank you, Madam Mayor. I just want to bring attention to a few upcoming events and deadlines. The first one is inviting our youth to submit ideas that they may have to improve their neighborhoods. So the city of Las Vegas will have the window for YNAP grants open and anyone that has a group that has an awesome idea to execute in their neighborhood must submit something by October 29th. They can receive up to $2,000 to complete their projects and it's an incredible opportunity to really get some change done in a positive direction in our community. If you need information, please email Tara Ma
Thank you so much. And would you let my office know about the book fair? Absolutely.
Thank you, Madam Mayor. Just to follow up from this morning, National Suicide Prevention Month. Remember that 988 is not just an immediate crisis. They're there for you all throughout the day, night and day. So 988 is the number to call if you need to. And second, there's auditions coming up for the 19th Annual Senior Idol Showcase. This is highly competitive. You can audition October 20th through 22nd in Ward 3 at the East Las Vegas Community Center. And you'll be performing, if you are so inclined, January 4th to January 8th at the Charleston Heights Arts Center. And that's all I got. Thanks
Thank you, Mayor. I'm gonna start by summarizing what we've been up to the last couple of weeks. Last week, Team Bruni attended Metro's Unhoused ComStat meeting, where we learned about resources for our unhoused. Next, last week, the Mayor and I were pleased to open Jets Pizza in Ward 6. Thank you, Mayor, for coming. It always really elevates the experience for everyone. Great Detroit-style deep dish pizza, so please stop by. Next, we also attended CSN's inaugural State of the College last week. The mayor received a key to CSN. CSN's everywhere and they're doing great work. Next, the following
