All right, I've got six o'clock, so six o'clock, call this meeting in second on city council order. Please rise for the pledge.
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.
That's the invocation. Our new friend, Pastor Dana Coker from the Saginaw United Methodist Church. Welcome.
Thank you, Reverend. that is covered on the screen, but if there's an item you have to speak on, there's a form there by the chief police. Fill it out. You can speak on any item that is on the agenda. Consent agenda. A is an action regarding minutes of September 1st. B is an action regarding cancellation of city council meeting October 6th. C is an action regarding resolution 2026 S12, approval of investment policy. D is an action regarding increasing general fund emergency reserve balance for enterprise fund and financial management. E is an action regarding ordinance 2026 S30, amending chapt
Mayor, I make a motion. We have... I'll second it. I'll second it.
Motion passes. Let the record reflect, we do have a core, full house. We are on to 3A, Presentations and Recognitions. Gabe?
No, thank you. That's a great point. I encourage all folks to find a neighborhood night out to go and attend. The council and many staff members, police, fire will be at those events, so we hope to see you out there. It's a great, great time. Moving forward, Proclamation 3B, National Community Emergency Response Team Week. We have a couple things. First of all, we have a certificate that Mayor Protzen will read, and I think you've got something.
Okay. I'm happy to read this proclamation. I've actually been a member of the CERT team here in Saginaw for the last 12 years, so I think I'm the longest running member right now. So, Office of the Mayor Proclamation, City of Saginaw, National Community Emergency Response, CERT Week. Whereas communities across the nation are strengthened with individuals are prepared, connected, and empowered to take an active role in emergency preparedness, response, and recovery. And whereas Community Emergency Response Team, CERT, program was established in 1986 to educate and train community members in dis
Moving on to 3C, update regarding City events. Vicki Weldon, Recreation Services. Welcome.
Fireworks and drone show pay for by donations, right?
Thanks to the Parks Board and all our friends.
Are we having beer sales at Training Green this year?
Appreciate it. Great update. Our 3D work plan update. City Manager Gabriel.
Randy wants you to add another chapter. That's true.
And then we'll get your feedback as to moving forward. So sort of on the tree assessment, I know we've taken some trees down in Willow Creek Park. And a few people have complained that we've left like two feet sticking out of the ground. Is that so that they can dig them out? Or is that how we're going to leave them?
Tabletop exercise for emergency management. Tabletop, yeah.
Any questions for Gabe? All right, thanks, sir. Appreciate it. All right, moving on to 4A. So at 625, we're in a public hearing. Consider it an action regarding Resolution 2026, that's 13, adoption of the revised budget for fiscal year 2025-26. Kim Quinn.
Where are we at from what we budgeted to where we're finishing the year? Do we have excess funds or are we
Could we look at funding the hotel, motel study?
That's a lot lower than we originally estimated.
Any other questions for Kim? Are we on a public hearing? Anyone who wishes to speak on this item may approach the microphone now and speak.
If not, then it's 627. I think it's time for a public hearing. And I will entertain a motion.
Mayor, make a motion we approve the resolution 2026-13, adoption of the revised budget for fiscal year 2025-26. Do I have a second?
Thank you, Kim. Great job. All right, at 628, we're in a public hearing. Consideration act regarding a specific use permit to the operation of a convenience store with fuel sales at 501 and 711 North Saginaw Boulevard. Louisa, Louisa Pina.
Any questions for Louisa? Thank you, ma'am. We'd love to hear from the applicant, so you want to come up right now? One or both, would you ever like to speak?
All right. Council, any questions for this gentleman?
The fuel tanks on this property, how old are they?
The fuel tanks in the property, how old are they?
Pardon? They are from years. The underground fuel tanks, how old are they? Are they old steel ones that are deteriorating or, I mean?
But I mean the tanks in the ground are going to change? Yes, yes, yes.
Other questions, council? Mary, go ahead.
So is this filling station in operation at the present time? Yes. in operation? OK. Are there other filling stations with that name, charge up 24? I've not heard that before. And I'm a little concerned about the quality of the gas. Would that?
So are there other charge up 24 stations that you know of anywhere? And I did go to the property the other day just to look at the site, and I did notice that the parking lot was in disrepair. And if we were to approve the SUP, I think we should make that a condition of the SUP to correct that parking lot, make it like new.
So the parking lot, are you looking at redoing it or just patching it?
I got pulled in there tonight and it almost ate my truck. Yes, yes.
If we did a motion, we need to add that to the motion tonight. Yeah. Do you have that information?
We had the requirements on how many square, a maximum square footage for tobacco sales, what type of stuff could be sold. that kind of thing that we're in there.
Then if we did table, we would have to republish in the paper and do all those pieces, right?
Okay. Can we just continue discussion at the next meeting? Okay. Is...
Right. To me isn't enough. You know, we've got racetrack up the street that's very nicely landscaped, and this hasn't even come close to it. Yeah, I mean, it's rough.
Like the half moon grass thing is it going to have any stone work things like that.
So as far as landscaping, half a dozen shrubs and a tree just isn't going to cut it.
Any other questions for Louisa or the applicant? I think the impression I'm getting is we want to table this.
We want another meeting for a month, so I think that would give them plenty of time. Our next meeting won't be until October the 20th, so I think that should be the time to get everything answered, questions answered. That seems reasonable to me.
Thanks, sir. We are in a public hearing, so anyone else that wishes to speak on this side can at this point. If not, at 641, take us out of a public hearing and I will entertain a motion.
Mayor, I make a motion we table the SUP request until the October 20th meeting. Second. Second.
Brim, was that acceptable? Yes, sir. All right, motion passes. We will see you in a month. All right, so that's the regular session. We are now at 641. I'll make a motion.
Brack? Valerie, second? We've got some votes. Nick?
