0:35•Johnnie Parks

I know. Justin, how you doing? Good to see you. I was betting on all of you making it back.

1:00•Debra Wimpee

Call the Broken Arrow City Council meeting to order. We have invocation by Pastor Pittman.

2:35 – 3:05•Debra Wimpee

Here. Please stand and join me for the Pledge of Allegiance. Attention. Salute. Pledge. I have items S and D to be removed from the consent agenda. Are there any other items?

3:19 – 3:58•Debra Wimpee

Roll call. Item S is approval of an authorization to execute the renewals for firefighters Stephen Hines, Jill Beckman, Nolan Jamison, Christopher Rivera, and Brady West to participate on the Oklahoma Task Force One Urban Search and Rescue Team for fiscal year 2027. I just asked to pull this. I'm going to have the chief come up and share. But I just wanted to recognize our firefighters that participate in this program. I didn't want to just vote it on through and nobody realize what these outstanding firefighters too for us.

4:35 – 4:48•Johnnie Parks

I'll just make a comment, not about that, but about Mission 22. Two of our firefighters were there in ceremony on Saturday morning and did a great job. They really looked good for broken air.

4:48•Debra Wimpee

I think Captain Beckman was there, right? All right.

4:53 – 5:13•Lisa Ford

Thank you, sir. I'll make a motion to approve item S. Can you not hear me? This still has consent agenda on here.

5:43 – 5:55•Debra Wimpee

Yes. Item B is approval of and authorization to award the lowest responsible bid to Scissortail Construction and approve and authorize execution of construction contract for Indian Springs Sports Center baseball shade structures.

7:13•Lisa Ford

A little bit of shade makes a lot of difference, so I'm glad to see that. Absolutely. Yes, it does.

7:47 – 8:11•Debra Wimpee

Yeah. All right. Item seven is public hearings, appeals, presentations, recognitions, and awards. 7A, presentation of a citation recognized or recognition signed by the mayor and presented to the Brooklyn Air Police Department. Officer Z. Vick recognizing his recent outstanding life-saving act. I'm going to turn this over to Councillor Pickle, and he's going to read the proclamation for him.

15:44 – 16:08•Debra Wimpee

All right. Item 7B, presentation of an authorization to execute a proclamation declaring the week of September 15th through the 21st, 2026, as Constitution Week. As you can tell, I'm going to pass off these proclamations. Oh, wait. No, you said you did want me to read them. Well, I thought Councilor Ford might want to read it because she is a daughter of the revolution. I'll read it. If you want to read it.

16:12 – 18:09•Lisa Ford

Okay, whereas, and we have two different chapters in Broken Arrow, so this will be for both of them, and then we'll have our photos taken after I read this. Whereas the Constitution of the United States of America, the guardian of our liberties, embodies the principles of limited government in a republic dedicated to rule by law, and whereas September 17, 2026, marks the 239th anniversary of the framing of the Constitution of the United States of America by the Constitutional Convention, and whereas it is fitting and proper to accord official recognition to the magnificent document and its mem

18:11•Lisa Ford

So they're both attached. Oh, they're single ones. OK, gotcha. Got it? OK.

19:30 – 20:00•Debra Wimpee

Well, I thought I would just share just a real quick quote from George Washington regarding the Constitution. If to please the people we offer what we ourselves disapprove, how can we afterwards defend our work? Let us raise a standard to which the wise and honest can repair. The event is in the hands of God. George Washington. And he, he spoke this at the constitutional convention to the delegates. So, um, it's important that we remember our constitution and what it stands for and what our country is founded on.

20:00 – 21:00•Lisa Ford

So, all right, if I can just add to, so I did have my meeting today with the AR And I was actually presented a certificate that I was unaware of. But what's exciting is it was for me being able to bring to the council to get the Muscogee Creek Nation flag presented in our council meeting. And so it was a certificate from the National Society of the Daughters of the American Revolution, the American Indians Committee. And I got it presented to me, and I got first place in the South Central Division for Historic Preservation. And so I was excited about it. Thank you. I was excited about that. An

21:03•Debra Wimpee

All right. All right. Let's see. Item C is presentation regarding access for a special event, Scott Fest. Rocky.

22:29•Johnnie Parks

So that's the main parking area, is it Northeastern?

22:34 – 23:11•Debra Wimpee

And then I'll just, I've been told this is their last year, which is kind of sad, because isn't it like their 44th year or something? It's in the 40s, yes. Yeah, it's in the 40s. I want to say 44th, 46th, something like that. So hopefully people make it out to this last year that they put on Scott Fest. And is it Friday, Saturday, and Sunday, or does it start? Friday, Saturday, Sunday. OK. All right. Thank you, sir. Thank you. All right. Adam D. is update on the Data Center Study Committee and the Data Center Regulatory Study and Development of Permanent Zoning Standards. Mr. Sturgeon.

29:27 – 29:50•Debra Wimpee

Thank you, sir. All right. Item eight, a citizen's opportunity to speak. We do have two items or two residents here. This item is available to citizens to speak. on any subject, not on the agenda, but related to city business or service. However, by state law, no action may be taken on this topic at this meeting. It can be studied for a future report or action. The first one is Alan Jackson.

30:14•Debra Wimpee

Okay. Yep. It shows here the acknowledgement on there. You're correct.

33:53•Debra Wimpee

Sure. Your time has already started, so yes.

35:43•Debra Wimpee

Well, we'll take this, and I'll get it with Rocky. And we'll get with you on this topic.

35:54 – 36:11•Debra Wimpee

Thank you, sir. Thank you, Mayor. All right, item nine is general council business. Item 9A, consideration, discussion, and possible appointment of member to the Downtown Master Plan Advisory Committee. Rocky.

36:47•Johnnie Parks

I would make that motion that we appoint Farhad to that. Second.

36:53•Debra Wimpee

I knew he wasn't going to stay retired long.

37:03 – 37:21•Debra Wimpee

I love it. All right. Approved. All right, item B, consideration, discussion, and possible approval of one reappointment and three new appointments to the visitor, the VBA board, with terms expiring September 30, 2027 and September 30, 2028. Michaela.

43:13•Debra Wimpee

Okay. Roll call. All right. Item C, consideration and discussion on possible adoption of ordinance number 3953. Trevor.

43:56 – 44:25•Lisa Ford

I think the mayor had mentioned this at the last meeting. We had talked about this. I felt comfortable about raising this amount just because he, they still put it on our agenda. We're still made aware of what they sign. It's not, they're just like going rogue and signing things and not letting us know about it. So I felt confident to raising that amount. Plus I trust them, but still they also make it, we're very transparent and everyone, not just the council, because all of our agendas are also made public on what amounts are and

44:26 – 44:46•Johnnie Parks

what the contracts are for and so i feel very comfortable about approving this i felt comfortable and i know we have auditors too so uh kidding with the city i'm glad we do all right entertain a motion i'll make a motion to approve 26-1444 i'll second said motion

47:09•Debra Wimpee

47:53•Lisa Ford

49:51•Johnnie Parks

I'd make a motion to approve ordinance number 3958. I'll second.

50:09 – 51:19•Debra Wimpee

Second. All right. Thank you, sir. Item 12 are remarks and inquiries by governing body members. We just returned, four of the five of us just returned from our newest sister city, visiting it, Rincon de Ramos en Aguas Calientes, Mexico. Yes. And the hospitality that they showed us was off the charts. It was wonderful to be brought in. They treated us like we were family and like we had known them forever. So I see this partnership thriving. And when they come here, we're already planning on what we're going to do to show them our city and connect them with our education and higher ed as well a

51:21 – 51:34•Debra Wimpee

And ran the city. He was so brave. Continuity of government. Yes, thank you, sir. And we made it, didn't we? Yes. You guys did just fine without us. But do you all want to share anything?

53:09•Debra Wimpee

And their city loved their country, you know, and I love that, so.

53:15 – 54:22•Lisa Ford

They definitely love their city like we love our city. Yes. For sure. They do indeed. They're very nice people. I enjoy talking to the council members. They're very passionate about serving their citizens There was one spicy spicy city councillor Elisa was her name and the youngest city councillor in the state of Mexico and Her passion was to make their state more their city and state more accessible for people that had challenges like ADA ramps they They did have some ramps. You could tell where there were a lot of new ones. Every time I saw something that looked like it had freshly painted,

54:23 – 55:17•Debra Wimpee

Agreed. I'll also mention, Well, we mentioned Scott Fest, so that is this weekend. So invite everyone out for that. And then just to put on your calendars, the Homecoming Parade is October 1st, and it starts at 4 p.m. So make sure you're out here supporting that. And then just to also put on your calendar, because we need to have the same kind of turnout that we have for Rooster Days Parade, Homecoming Parade, Christmas Parade, as for our Veterans Day Parade. It is November 7th at 10 a.m. on Main Street, and I would love to see our streets packed. It's very sad that we have hundreds of floats

56:22 – 56:44•Lisa Ford

The Senior Center is having a fundraiser, a pickleball tournament. Pickleball, there we go. Yes, so if we are looking for pickleball players, it's this Sunday. And if you need information, you can go to the Senior Center Facebook page. and probably the web page. But it's a fundraiser for the senior center. If you don't play pickleball, we'll still take donations.

56:44•Debra Wimpee

I've never played pickleball. Apparently it's a hot thing.

56:47•Lisa Ford

So you should come out. You should come out, Mary.

56:58 – 57:38•Johnnie Parks

I had a couple of questions if I could ask. Yes, you may ask questions. In between the pickleball. I don't know how to play it either, but. If you challenge me, I'll bet I can learn. I have a question of Rocky and, you know, maybe Kenny. But from my understanding, we talk about water coming out when a developer develops a development. I've always said that he cannot have more water come off that property than what came when it was in a natural state. I mean, water's going to come off whatever's been coming off. Is that correct?

58:22 – 59:12•Johnnie Parks

Well, that's what I've always told people, our citizens, that it can't come off any more than what it does. They have to detain it, pretend it some way, have to slow it down, stop it. Another thing was talking about the... the moratorium on the data centers. I saw in the news last night that, from my understanding, Inola continued their moratorium on the smelter plant until April the 7th. And I thought it was good what they got up and said. is they wanted more information, similar to what we're talking about. They want more data on it, more information on it. So just to let you know, that's at

1:03:31•Lisa Ford

Thank you. I know you're going to be glad to hear that.

1:10:25•Debra Wimpee

I like that. I'm going to post that. Okay. Thank you.

1:10:54•Debra Wimpee

Yes. Call the Broken Arrow Municipal Authority to order. Roll call.

1:11:11•Debra Wimpee

Here. Are there any items to be removed from the consent agenda?

1:11:18•Lisa Ford

Make a motion to approve this consent agenda.

1:11:27 – 1:11:43•Debra Wimpee

1:14:19•Debra Wimpee

Here. Are there any items to be removed from the consent agenda?

1:14:46•Debra Wimpee

Item five, public hearings, appeals, presentations, recognitions, and awards. 5A is a presentation by the City Tourism and Economic Development Department for the third quarter of calendar year 2026. Travis Stevens.

1:20:54 – 1:21:09•Debra Wimpee

That's the phase one for phase one on Aspen Ridge. I know part of that economic development contract was going to be retail. There's yet to be any retail that I'm aware of. Is there any is that

1:23:01•Lisa Ford

Hopefully by the end of the year. Michaela?

1:23:19•Debra Wimpee

All right. Thank you, sir. All right. Thank you. There is no general authority business. Any remarks by governing body members?

1:25:47•Debra Wimpee

1:26:00•Debra Wimpee

We are back in council. We do have an executive session, so I entertain a motion to take a brief recess.
