0:02•Kevin O'Neill

My name is Kevin O'Neill. I'm the chair. My colleagues introduce themselves.

0:48•Kevin O'Neill

Congratulations. Glad to have you, Jason. Thank you. It was a fun meeting yesterday with you. Well done. Testing your boundaries of patience.

1:02 – 1:15•Kevin O'Neill

We'll be holding 2608.52. We will hold 260729 and 260739 off docket. I would read the first ordinance, 819.

4:24 – 4:45•Kevin O'Neill

Thank you for coming. Appreciate it. Any other question other than $17 million for offense? I'm in the wrong business. All right. I hear no questions. Any public testimony? No public testimony. We'll entertain a motion.

4:52•Kevin O'Neill

Second. Those in favor? Aye. Opposed? Ordinance passes. Thank you. Thank you, guys.

7:18 – 7:40•Kevin O'Neill

I would, I don't know if we've been notified of the current SL, KC, SLBE program, is it what we're calling it? We were originally at 14% on most of our requirements and are we now just at 12% for everything to start with or is?

7:47•Kevin O'Neill

But we're not holding anything to one particular 14% or everyone's going to have a different goal.

10:21•Kevin O'Neill

OK. Any other questions? If none, any public testimony?

10:37•Kevin O'Neill

Second. All those in favor? Aye. All those opposed? Ordinance passes. Thank you very much.

11:48 – 12:08•Kevin O'Neill

Sir, this is an exciting project for me. We've been working on this for a long time. Absolutely. Kind of a finality to something that's been around for a long time. So thank you for all the work you guys have put in. I would ask for any input. Anybody have any questions?

12:08•Lindsay French

I'm just very excited about this project as well. So let's get it done.

12:31•Kevin O'Neill

Oh, not him. I meant real public testimony.

13:45 – 14:22•Kevin O'Neill

Second. All those in favor? Aye. All those opposed? Ordinance passes. Thank you. Appreciate it, guys. I would, if you guys don't mind humoring me, I would, if we have a few minutes to have Jaime come up and kind of give us a quick update on the new program, just to, you know, just from... the ABCs of this and how, because this is quite a change from our current MBEWB program. If you could just kind of hit on some of the highlights of what this program is about and how it works.

17:19 – 17:30•Kevin O'Neill

I'm not sure that I missed something or not, but I would like a short and I would assume most of us would like this. First off, this is still interim.

17:32 – 18:15•Kevin O'Neill

I would like to see some bullet points on the certification process, what it takes to be certified, and I'd like to see what your plan is for a timeline on getting certified, whether that takes three months, six months, two weeks, or whatever. And I know that it's probably going to take longer as you start up, but I would like to see, you know, what you anticipate right now versus six months from now and what your goal getting signups in is. Any other questions from my colleagues? If not, we would have the CIP conversation, I believe. Thank you.

18:15•Lindsay French

Thank you. Thanks for asking. Appreciate it very much.

26:35 – 28:11•Kevin O'Neill

So kind of a question. If you go to your capital projects and maintenance in FY2027, you break down the budget for 2027. I'd be interested to know what portion of that budget is of the deferred maintenance that already exists. And I'm assuming all of this general maintenance is based on a graded projection of what the worst, going from the worst to the best, which I don't think we have any best. And I truly appreciate both of you advocating for this because I do think it's one of the things that is going to hurt the city significantly in 10, 15 years when a lot of these buildings and assets st

28:41 – 29:23•Kevin O'Neill

Okay. That's better than I thought. Any other questions from my colleagues? not I said appreciation yeah appreciate you guys and I will say I think two of the biggest problem issues we're gonna face here at City Hall in the next five to six years is maintenance of our assets as well as the water water treatment plan. I think those two things are going to demand a lot of money to get fixed, and hopefully we still have some bond capacity left for those. Thank you very much.

32:25•Kevin O'Neill

So is that HVAC, is that connected to the newer portion of the, or is that a separate?

34:57•Kevin O'Neill

How big a factor was the new bond issuance that we received?

37:20 – 37:46•Kevin O'Neill

Question. We're putting a lot of effort and money into convention facilities, which I'm thrilled about. My concern is we're now at 25, 24 years of the T-Mobile Center. What should we expect from them coming up in the next three or four years of maintenance needs and the basic requirements needed for a state-of-the-art facility?

39:52•Kevin O'Neill

Thank you very much. Appreciate any questions.

39:56 – 40:59•Lindsay French

I'm just going to say my appreciation, and I'm being in a lot of these conversations, and as you know, I travel to a lot of convention centers. Yes, you do. And I'm in our convention center a lot, too. So just appreciate the long-term vision, and I think you answered my question with all of this maintenance. renovations that we're planning now, how does that dovetail into our long-term plan and vision for the future? And I've been very fortunate to be in those conversations with Populous and our consultant, and just looking at the renovations of the conference centers and all of that, and how

42:03•Lindsay French

I just want to make sure that everybody knows that we're doing all of this now, but there's so much more to come in the future.

43:08•Lindsay French

Yeah, definitely. I mean, just our. entertainment district with T-Mobile and with the Convention Center, it's a huge economic driver for the city.

44:20•Kevin O'Neill

You're welcome. Thank you, guys. Appreciate you very much. That is it.
