Councilwoman Pandora, would you lead us in the pledge?
Okay, we now turn to council reports. Councilwoman Williams, would you start?
Thank you, Mayor. So tonight I wanted to recognize that it is National Voter Registration Day. Voting is one of our most powerful ways that we can shape the future of our city, our state, and our county. I know firsthand that every vote matters. I won my seat four years ago with just 12 votes. 12 votes made the difference. If you recently turned 18, or someone in your family, or if you have moved, changed your name, or you are unsure whether your information is current, Please take a few minutes to check your voter registration. Californians that are 16 or 17 years old can pre-register to vote
WE HAD ANOTHER GRAND OPENING DOWNTOWN, SHELL'S. THEY HAD THEIR GRAND OPENING LAST NIGHT. IT'S ON THE 700 BLOCK, NEW RESTAURANT HERE, AND THAT IS JUST ADDING TO THE NUMBER OF RESTAURANTS THAT ARE COMING TO TOWN. HUSTLE AND GRIND, A NEW COFFEE SHOP WILL BE OPENING SOON. SO I'LL KEEP YOU ALL POSTED ON WHAT'S GOING ON DOWNTOWN. AND THEN, CHAIR, I JUST WANTED TO, I MEAN, MAYOR, I JUST WANTED TO SAY A LITTLE QUICK We can all disagree up here, and we can disagree on votes and politics and policy. That comes with the job. But the personal attacks and classless behavior that have gone on long enough, t
Yes, thank you, Mayor. I'll be brief. Fall's coming, everybody. We need to get out and get walking before the bad weather. Don't forget about the park over there. Octa Park has a nice walk area. The weather's real nice. Hope to see you guys out there walking. Also, I'd like to concur with Councilmember Tonneson on what he said about the personal attacks, the hate. It's getting better. I do have to say I've been out in the community a lot lately, Mayor, and I have to say I'm getting a lot of positive feedback. remarks people on the positive side and the negativity is slowly going away but the p
THANK YOU, MAYOR. HI, EVERYONE. I ATTENDED THE ONE OF MY FAVORITE PLACES TO GO TO LUNCH IS AT THE ARC CENTER, WHICH IS THE ADULT REC CENTER DOWN THE STREET. AND THEY HAD THEIR FIESTA TACO LUNCH. AND MYSELF AND COUNCILMEMBER TONNESEN ATTENDED. AND IT'S ALWAYS REALLY FUN TO MINGLE WITH THOSE FOLKS. THIS TIME THEY HAD A DJ AND I MAY OR MAY NOT HAVE LED THE MACARENA.
with one brave soul who was up there with me. So I always have so much fun. The next one I think is a Halloween one with karaoke. And so I will probably sing along with them too up there. So fun. So join if you ever can, it's only $10 and you get to spend time with some amazing folks from our community. I just wanted to give a thanks to Chief Marshall and then to Minerva Figueroa, who's one of our outstanding code enforcement officers. I was made aware that there was several restaurant owners that were going to be meeting over their frustration of pop-ups that are happening around town. I know

Thank you, colleagues, for your comments. I mean, we all understand First Amendment, but we don't have to condone personal attacks up here. We don't have to condone hate speech. Last week, I talked about Matt Garcia. It was the anniversary of his death. And I know one thing Matt talked about many times was trying to bring everybody together. He believed in Fairfield. He believes in our community being powerful. as far as all the different groups of people working together. And I agree, we haven't seen that up here in the last few meetings coming from some people. you know it's it's just unfort
No worries, Mr. Mayor. Can you hear me okay? Yes. Can you hear me? Okay. One quick thing. It was a privilege to attend and support the kind of the work that the Levin does in the community, not only in California, but nationwide. They do a lot of good work and uh myself and also the mayor and chief marshall came out supported that fundraiser for them their annual gala here in fairfield and uh just wanted to acknowledge the work that they're doing and the fact that we had a chance to go and support as the city of fairfields thank you man
Yeah, thank you. One last thing, I forgot to say, I was at 11, also I had the privilege of giving the annual Harry Price award out. So I was honored to do that, our late mayor. City attorney, your report, I'm sorry, city manager, your report.
THANK YOU. MR. CITY ATTORNEY, YOUR REPORT.
OKAY. SO WE'LL TURN NOW TO PRESENTATIONS. MADAM CLERK.
Thank you. This is Pastor Christian Bravo and his lovely wife from Liberty en Español. Casa, como?
Casa Liberty. And you'll hear more about that in a little bit. So National Hispanic Heritage Month, so it begins today and it goes through October 15th. Whereas each year from September 15th through October 15th, Americans observe National Hispanic Heritage Month, celebrating the rich histories, cultures, and contributions of citizens whose ancestry traces to Spain, Mexico, the Caribbean, and Central and South America. Whereas the observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson, and in 1988, President Ronald Reagan expanded the celebration to a month-long p
We'll do one and then we'll do a big group one.
I HAD THE PRIVILEGE OF GOING THERE WHEN THEY OPENED UP. I THINK MYSELF AND COUNCILMAN WILLIAMS WERE THERE. IT WAS QUITE AN EVENT. VERY FESTIVE. The real highlight of it was the 104-year-old resident that was there, and she was amazing. It was amazing to see how alert she was. It was just like our 98-year-old architect that I met the other day who actually designed this entire building and outside. So that's 200 years plus of people, you know. So anyway, so this is to certificate of congratulations presented to the Emanuel Care Center. Congratulations on your grand opening and sincere appreciat
Questions from council councilwoman Williams Thank you for the presentation Councilwoman Pedro and I did the point-in-time count this year And what I noticed was that One of your stats has stood out, you know what and I didn't catch the page number but it was but I can give it to you because I wrote it. Page 18. It closed. So what was interesting about the point in time count was that I believe you all maybe did some pinpoints of where encampments were, where cars were, beforehand you did a lot of pre-work and then when we arrived at locations there were those cars were all cleared out so I do
Yeah, I got a question on the transitional housing beds Where do they get those numbers exactly? Did they have all the registered? transitional housing and they contacted the Director owner. Is that how though you're getting those numbers?
And lastly, I forgot to bring my flyer, so if you could make the announcement.
Thank you. At the Capsulano meeting when you presented this, there was some question. I think it might be helpful to also explain the time that the pit count happens, and I think it correlates with my other question with regards to the demographic, age demographic number on page 16, where it's a 1.8%, where I'm just wondering also if the McKinney-Vento kiddos are counted in that, and I know that there was a, like, folks were saying, well, the youth aren't being counted because we're starting when they're getting ready to go to school. So then are we including the McKinney-Vento numbers?
Thank you. I want to get clarification about transitional homes. Like I said, I run one. And there is unofficial housing providers. We talk a lot. We're connected. And we've never been contacted for our numbers ever. And we're not on HMIS. Is that a gap, or are you all pulling those numbers from Solano County Behavioral Health? Because they would have a closer sense of the data.
vice mayor bertani thank you samantha great job as as usual and great job just depicting and breaking down all of these numbers this question is probably for the city manager because i'm looking at the homeless intervention team the homeless engagement and response team or heart, our fire department, all of the calls that have been serviced, all of the encampments that have been tagged and removed, all of the fires that have been put out. And so my question is, do we have a sense of how much these activities cost our city over the past two years?
So those expenditures that cover this report are already on the website?
Okay, and you're going to provide that to us. And are all of those general fund expenditures?
but primarily general fund expenditures.
Okay, thank you. Again, great job. No problem. And looking forward to seeing those numbers.
Any other comments from council? I my only comment would be I know I'm really familiar with the McKinney-Vento account So he said they are not counted.
I don't understand why it's not is this just a structure of Yeah, there's so many no, I mean there was so there would be so many more. Mm-hmm Yeah, yeah, yeah Councilman Sandu. Do you have any comments? I
Okay. Thank you, Samantha. Appreciate it. So now we turn to public comments from Madam Clerk.
Let the speaker speak and that's it. Okay, thank you.
Would anyone else like to speak that's here? Is there anyone online?
Any of the council members? Okay, so I will entertain a motion. So moved by Councilman Tonneson. Second. Second by Vice Mayor Bertani. All those in favor? Aye. Aye. Motion passes.
All right, so we'll move on to new business.
If we don't have any other speakers, I'm going to entertain a motion. So moved by Councilman Tonneson. Do I have a second? Second. Second by Councilman Carr. All those in favor? Aye. Aye. Motion passed. We'll go to the next public hearing now. Sorry.
I'll bring it back for council. Any comments?
Could you go back a couple slides, Manisha? One more. One more. Right there. So did we on the... public infrastructure, public facilities, $430,000. Are we approving that, or has that been approved? That's what was approved, and that's what was expended.
So my question is actually for the city attorney since I had to recuse on Lee Bell do I have to is there any recusal for the.
Any other comments? Councilwoman Pandora?
Thank you. Thank you for the presentation. I had a question around under seniors for empowered aging. So the goal was $1,700, and then there was a big gap between the goal and served. Can you speak to the gap? And then question number two is, when we give money to, say, like the Levin or empowered aging, Actually, I don't know about impaired maybe more so the Levin so where they with 11 has like they don't just have sites here in favor But they also have sites in Vacaville and other cities. Is that money? Just is there like a requirement that it's just used for youth in this city specifically
ANY OTHER COMMENTS FROM COUNCIL? GOOD PRESENTATION. MY ONLY COMMENT WOULD BE I'M GLAD TO SEE MEALS ON WHEELS. IT'S A GREAT ORGANIZATION. OKAY. SO WITH THAT, ENTERTAIN A MOTION. I'M SORRY. OPEN A PUBLIC HEARING.
I'm going to close the public hearing, bring it back for council action. I'll make a motion. Motion. Who made a motion? I'm sorry. Councilman Carr made a motion. Do I have a second? Councilman Pandoro. All those in favor? Aye. Motion passed. So we go to our last order of business.
Okay, so I'm gonna open the public hearing. Do you have any comments?
Okay, council, any comments? Okay, then I'm gonna close the public hearing and bring it back for council action. Entertain a motion. OK, MOVED BY COUNCILMAN TONNESON. DO I HAVE A SECOND? SECOND. SECOND BY VICE MAYOR BURTONI. ALL THOSE IN FAVOR?
AYE. THANK YOU. THANK YOU AGAIN, MAYESHA. GREAT.
OKAY. IF WE HAVE NO OTHER BUSINESS BEFORE THIS COUNCIL, THE NEXT CITY COUNCIL MEETING IS NOT UNTIL OCTOBER 20TH. SO WE'LL SEE YOU GUYS IN ABOUT A MONTH, RIGHT? oh four more meetings a couple see how happy they are
