I appreciate everybody coming out this evening and those watching online. It seems it's been forever since I've been in a meeting. It's only I missed two, but a lot has certainly transpired. over the last month or so, a lot of changes. It was unfortunate I couldn't make the 9-11 event. Regrettably, I had a conflict, but I do want to thank Mark Hindsley and all the staff that put forth an effort to pull that off. It was amazing. I did see some of it on TV, on the feeds, so a great job by everybody involved in that. um i got a couple of things i want to put out there one major thing this actuall

45:58 – 48:38•Jennifer Milele

Thank you. I have a couple of flyers to put up. Okay, if you play pickleball or if you don't play pickleball, you can also donate. So the city's fourth annual Pickles for Pups is coming up on October 3rd. It's on a Saturday, starts like eight o'clock. This is a fundraiser for our animal shelter. We do not budget veterinarian expenses, things like that for the animal shelter. So that's what this fundraiser is for. It goes to the animals. So if you love animals and you want to donate, please feel free. Or if you play pickleball and you would like to participate in the tournament, it's a lot of f

Mature landscaping, I think, was the term that was used by the gentleman earlier. I understand that they've got a requirement to put in a buffer, but I don't think it calls out anything specific to mature. First of all, do we even have a definition of what a mature buffer would be? I think the comment

1:04:01•Scott Hefner

Or they have to take out some natural buffers, and there are going to be some areas they're probably going to have to. I just don't want to see them planting saplings, which are going to take 10 years to mature.

1:05:13•Scott Hefner

Well, I mean, we can add the language of mature buffer where you're having to take out a natural buffer.

1:05:34 – 1:06:02•Scott Hefner

So the dilemma you see where there's going to be some natural buffer you're going to have to take out, and where you're taking that natural buffer out, which has been growing for probably some trees that have been there 30, 40 years. I'm not saying you replant with 40-year-old trees. That wouldn't be possible. But something other than a sapling, I don't know. We'd have to define what mature buffer is. Maybe it's based on definition of height or year. I don't know. I'm going to need it.

1:07:29 – 1:08:10•Scott Hefner

stormwater because i heard storm come up um shane what are the um retention pot what's the stormwater mitigation efforts that going in because here's the thing stormwater some some new new subdivisions sometimes will help your flooding problems that's there's what i won't mention well yeah i want to get into that but there's A lot of the new developments that are coming in are actually solving a lot of flooding problems for neighboring neighborhoods. So I just want to understand what the storm mitigation, stormwater mitigation efforts are that are going in for this project.

1:09:02 – 1:09:17•Scott Hefner

Okay. Okay. Okay. Are you satisfied with it? Yes, sir. Okay. And if not, you're going to address it at FMTP? That is correct. Yes, sir. Okay. And it's 100-year?

1:10:16 – 1:11:16•Jennifer Milele

number 17 it says all streets and sidewalks within the development shall be private so the amendment is to remove the period replace it with a comma and add and maintained by hoa that's the motion any objections or without objection okay um I have one other motion I'm going to make, and then I want to discuss something. So the second motion is to motion to north to south. I got a Google map here. So I can't tell on this map exactly where the property line is, but you can tell where the driveway starts. So here's Oakmont. Here's the property line. How many feet into the property line do the tre

1:11:34•Jennifer Milele

Well, yes. Heading east to this property.

1:11:42•Jennifer Milele

Yeah. I mean, I've got the Google here, but of course I don't know where the property line is.

1:11:54 – 1:12:55•Jennifer Milele

All right. So if I made a motion to say... preserve that tree line north to south. And I know some of it up north on the western section is not going to be touched anyway. But to preserve a do not disturb tree line down the property line with it including outside the drip line of the tallest tree. So that's the motion I want to make. That's the reason I was asking how many feet into the property. whether it be 10 feet, 20 feet. But if we determine it from the tallest tree, that the do not disturb would be to the drip line of the tallest tree. But what I want to do is to protect and do not dist

1:13:01 – 1:13:25•Jennifer Milele

20? Okay. Then I'd like to motion the north to south property line edge would be a do not disturb tree buffer, not landscape buffer, tree buffer for the existing trees there now. And the do not disturb would not go in from the tallest trees drip line.

1:13:37 – 1:13:49•Jennifer Milele

Well, it's the canopy of the tree. Like this is the top part of the tree. This is the edge of the drip line right here. Yeah, from the tallest, most mature tree.

1:13:58•Jennifer Milele

Instead of letting it be determined at final development plan, I want to put that end now.

1:14:29 – 1:15:04•Jennifer Milele

All right. Then I change my motion to preserve the north-south property line tree buffer of the existing trees to be determined at the final plan. And take into consideration the tallest tree and the do not disturb buffer would be at the tallest, most mature tree at the edge of the drip line. So how are we going to word that?

1:15:50•Jennifer Milele

But I want that in there about the drip line.

1:16:35 – 1:16:51•Jennifer Milele

If you cut into the drip line, you will kill the tree in a matter of three, five years. I want to protect those trees. Okay.

1:17:34•Jennifer Milele

All right. The other thing I want to talk about.

1:17:54 – 1:18:07•Jennifer Milele

Okay, the other thing was a discussion. I know it was just to consider the consolidated lots 203 and 204. What was the result of that?

1:18:11•Jennifer Milele

Is that enforceable, or do we leave it up to the developer? How does that work?

1:18:49 – 1:19:23•Jennifer Milele

without any real negative negative you know result did we get the representative's feedback on it yeah i mean i i don't know because we got the preliminary plan and that's what we vote for when the final development plan comes in we don't see it so you know as much as lang More language we can put in now, and whether, you know, if we approve it or not, to me, is better. So if you don't mind, would you?

1:19:48•Jennifer Milele

Not worth, okay. Yeah, that's a challenge. Because I knew you had eliminated some before.

1:21:58•Jennifer Milele

I'm not making a motion on that. I just wanted to discuss it at the table and get your feedback.

1:28:02 – 1:28:15•Jennifer Milele

Commissioner lately, I have one thing question for the traffic engineer. A lady that lives over there on Oakmont had brought up the question of the turn lane. Did the traffic study warrant the turn lane?

1:49:05•Jennifer Milele

Can we get opinion from? Steve Chandler here.

1:53:27 – 1:53:38•Scott Hefner

The mini, you call it mini roundabout? Yes, sir. Okay. Like a mega plane, but a mini roundabout. Anyways, that's an inside joke. Can an emergency service vehicle turn around in that mini roundabout?

1:53:58 – 1:54:12•Scott Hefner

No statues. No. But you do like the idea of maybe doing a crash gate of some locked gate. Yeah. I think that could be the best of both worlds. Okay. Perfect. How do we codify that?

1:56:48 – 1:57:05•Scott Hefner

no no no no over there behind um uh uh yeah yes yes it's the cry law project well this is first rating so i'd like to see options of that crash gate?

1:57:12•Scott Hefner

To me, I think you've got the best of both worlds. Keep your cul-de-sac, mini cul-de-sac, and then you have for emergency service access only. Okay.

2:04:14 – 2:04:50•Jennifer Milele

Instead of changing the numbers, like on 13 under planning, can we just do a 13 A and B? Sure. Okay. My motion is to add 13A and list the amenities, which is pickleball, court, pet park or dog park, nature trails, disc golf, playground, play lawn, and pavilion.

2:05:56 – 2:06:14•Jennifer Milele

All right. And then I have a question for John. On the preliminary plan page C100,

2:06:30 – 2:06:46•Jennifer Milele

Okay. It says, due to the uniqueness of the development, request to omit the clubhouse and provide amenities as shown. So I didn't see anything in the ordinance that referenced omitting the clubhouse. What is your position on that?

2:07:40 – 2:07:51•Jennifer Milele

All right. Do you feel that the list of amenities is an appropriate list for replacing the clubhouse?

2:08:02 – 2:08:19•Jennifer Milele

And then I guess a motion would be to add a 13B and say that the request from the preliminary plan to omit the clubhouse is granted. Is that how to word it? OK.
