Michelle.
No questions, Madam Chair, just a comment. I wanted to thank the team for this work and just how important this is and what an inspiration Tina Cherry is. Tina, as many of you know, is Louis T. Brown's mother. Many of us can remember vividly when he lost his life. It struck with me. We were the same age. I think he was a couple months older than I was. And Tina has channeled, I think, that unimaginable loss and just made it such, helped countless lives in his honor and her son's honor. So it's wonderful to see this work continue nearly 40 years after the fact.
Thank you for that. Additional questions or comments? Hearing and seeing none, a motion is in order. So moved. Second. All those in favor? Aye. Opposed? The ayes have it. Motion passes. So item number 16 requests authorization to adopt the Cleary square Squares and Streets Small Area Plan, which will guide future development, direct capital investments to design safer streets, enhance the public realm, and advance policies and programmatic investments to increase small business
Thank you. Questions or comments from the board?
Thank you, Madam Chair. often easy in government to do nothing. It's seldom the right policy or the right thing to do, but it's typically easy. So I really appreciate this administration and this team that has engaged in a process where we're talking about change, we're talking about development. And I believe this is our third Squares and Streets project that we're voting on. It seems like the process gets better and better with each iteration. There have been some dramatic changes from St. Patrick's Day when the first map came out, and that's a direct feedback of good, engaged citizens and r
Great. And before we continue with board questioning, we are just going to give the floor to Councillor Bippin. If you'd like to give some comments, we'll take you out of order.
Great. Thank you. Counselor. Do we have anyone else to take out of order? Okay. Okay.
Additional questions or comments? Okay, so I have a couple. I'll echo all of the kudos, definitely plus one for me on that, particularly the evolution of our public engagement process. Again, I've been on the board for almost 11 years, and it's come a long way, so I just want to thank you for that and encourage you to keep up with the communication needs and channels that are most used in each neighborhood. So something I definitely saw and have seen over the squares and streets, different ways that you are using by neighborhood to engage with residents. So just keep up the good work on that.
Okay, great. And definitely acknowledge that a lot of conversation with the community was had and a back and forth kind of If you could just go over some of the major points of maybe initial opposition or items that you really worked with the residents to kind of come to a consensus and that are particularly of interest for me was this fear of the commercial gentrification or the displacement of the existing small businesses that are there and many of them immigrant-owned. trying to get a sense of the height limits. I know there was a lot of discussion and changes on that. So just an overview
And how about the other one? Oh, the height limits. Or did you just answer that? And I don't really know what all the... Oh, yeah, sorry.
So with that, so it's four stories. Is that what's kind of...
So we're not really are we creating ability for additional density in other areas zoning there we're not expecting like development.
but from a density perspective. So here's, I see that there are so many transit-oriented, transit nodes, right? And obviously, you know, transit-based development is what we've been pushing. So I'm just trying to get a sense of, like, is this density the right density, right, for these type of uses, right? And from a transportation perspective, just given that there's just a lot of access here. But I'm not totally, yeah, anything you can say on that.
great progress, right? But just to kind of note from a board perspective, I'm trying to kind of compare, right, how we're selecting these squares and streets, why we selected these particular corridors as opportunity for density. So again, happy that, you know, that the process went and if, so if something were, if a developer wanted to increase, right, that density from what that is, what process would that go under for a specific project?
Great. And I'm just going to challenge us all as an agency and as a community and fellow residents to, you know, as we come to these consensus, be thinking about the entire housing need that we need, not just for this particular, you know, we need to make available for this particular neighborhood, but across the city and what that the the magnitude of what that is. So just keeping that in mind of the size of the challenge that we have as we are going through these processes. Again, I think it's been a great process and I love what we're coming up on, but it's just something that I'm kind of,
Oh, no. I have to read one, and then I have to read another one. So I'm going to read the first one first.
Okay. Item number 16, request authorization to adopt Cleary Square Squares and Streets Small Area Plan, which will guide future development, direct capital investments to design safer streets, enhance the public realm, and advance policies and programmatic investments to increase small business longevity and and housing supply and affordability within the Cleary Squares and Streets study area, the recommendations for a land use and design framework, targeted programmatic and policy investments, and regulatory mechanisms. A motion is in order. So moved. Second. All those in favor? Aye. Opposed?
Excellent work. But a motion is in order. So moved. Second. All those in favor? Aye. The ayes have it. Motion passes. Thank you very much, Maya. Good job. Item number 19, request authorization to adopt a text amendment to Article 68 and a map amendment to zoning map 4F to allow for planned development areas to be permitted in the waterfront manufacturing sub-district and clarify the boundary between the First Street Local Industrial and the Waterfront Manufacturing Subdistricts. Michelle.
Okay, thank you. Questions or comments from the board? All right, hearing and seeing none, a motion is in order. All those in favor? Aye. Opposed? The ayes have it. Thank you, Michelle. Item number 20, request authorization to grant permission to the director of planning and zoning to sign the municipal plan board notification form on behalf of the board signifying that the board has been notified of the intention of Clippershift Wharf Multifamily Holdings LLC to file a chapter 91 license amendment application with the Department of Environmental Protection.
OK. Questions or comments from the board? So what are we voting on? Sorry, a little bit. I was just like, can you, yeah.
Right, they're applying to amend. And so are there current, because they're changing the use of the canoe thing, the kayak thing?
All right, so we're... And I'm just here to notify you. Notify, okay. Understood.
So, Madam Chair, if we were to vote no, then Chief Shen could not sign a letter, and what would happen to the restaurant?
Well, I will be voting yes. But perhaps this could be when the department is doing such a great job cleaning up some of the antiquated language and codes. Maybe this is worthy of a discussion going forward because it seems needlessly onerous. But I will happily support yes so that Chief Shen can sign off.
You can't. Okay. Any additional questions or comments? Okay. A motion is in order.
All those in favor? Aye. Opposed? The ayes have it. Motion passes. Thank you. Thanks for the notification. All right. Item number 21. Request authorization to issue a certificate of completion for the successful completion of the Phase 3 Landmark Center Redevelopment Project, located at 421 Park Drive in the Fenway neighborhood, in accordance with Section C.4 of the Cooperation Agreement by and between the Boston Redevelopment Authority, doing business with the Boston Planning and Development Agency, and ARE-MA, region number 112, owner LLC, dated December 20, 2022. This is certificate of comp
So now we're going to go through, OK, I'm going to announce the next four items are going to be presented jointly with separate board votes to follow. So I will read each one first, and then we'll do the presentation, and then we'll take the board after that, the vote after that. All right, item number 22, request authorization to adopt a demonstration project plan under Massachusetts general law chapter 121B, section 46F for the proposed project located at Alston Yards, building D in Alston. Should we take a break? Do you need to take a break? No, no, no, no, no, no. But maybe we could all ta
Thank you, Councillor. Do we have anyone else to take out of order? Nobody? Good. Okay, perfect. Ruben, the floor is yours.
Questions or comments from the board on this section so far?
Thank you. On can you talk a little bit about the. The process and kind of in the population, right? That we're talking about. With regard to this, so the process on how we came to identify those parameters. Absolutely. And yeah.
Okay. All right. Sounds good. And go ahead. Yeah. Go, go, go. Okay. Too polite to each other. Okay. So can you go back to the ROI and return on capital and treasury slide?
Yeah, if you can just go back to that one. Can you break that down a little bit more and maybe a little less non-financial jargon of like, what does that really mean?
As a former auditor of Real Estate Investment Trust, I think that was fine. Thank you for that. I just want to make sure that you're- You should have answered that question. Well, you know, I'm evaluating your answer. No. And then can you comment on, you know, you said we- did some internal analysis and some external analysis as a requirement. Can you talk a little bit about the analysis that we did? Yeah, so the independent and then kind of who was involved in the internal analysis.
Thank you. Thank you. And who did we use for our external financial independent?
All right any other questions up until so far?
Thank you. Great. Additional questions? Okay, let's move on.
Just real quick on this one. So for the project benefits, are those the project benefits that we've already, that were part of the original approval, or are those like additional things? That's the original approval. That's what we approved.
Okay, so this would unlock the. Availability or us to be able to start to realize those benefits if we got it.
Okay. Questions or comments from the Board?
Thank you, Madam Chair, and Ruben, thank you. This is, as Chief Shen is always interested to know, this series of votes are my favorite things to vote on today. I'm an enthusiastic yes. And it's for one very, very simple reason. And that is this. The Venn diagram of economic growth and public benefits is a circle. They go hand in hand. And right now, we are facing unimaginable challenges. Every city is. We feel it. You've talked about the rising construction costs, high interest rates, other financing challenges, tariffs, uncertainty at the federal level. You're seeing projects that have, one,
Great additional questions or comments. All right, I think, you know, definitely echo what my fellow board members are saying, you know, but I mean, as a, you know, as a member of this board, we have a fiduciary responsibility, you know, to thoroughly, you know, take this proposal seriously and look at the details of it. So I want to, you know, thank you for, you know, again, all the work that went into this, but for, I like the way... Mr. O'Malley presented this as a tax relief investment, an investment, right, that this vote is what it's doing, right? It's allowing this investment in this ti

Tyler.
Thank you. Questions or comments from the board?
Thank you, Madam Chair. Did you say, it was unclear, did you say that you are looking at photovoltaics for the roof?
So part of the design is you have to sort of see if it's ready. I would just argue, I mean, it's a project that because of the sort of lower energy intensity compared to other projects, comparable buildings of that square footage, there could be an opportunity. It looked like in the overhead shots that there was a neighboring building that had photovoltaics. You could actually be flirting with net carbon negative, which is a standard that is quite impressive. So I would urge you to do more than exploring. And if you can make that work, you'll generate revenue. I mean, it seems to me it's a goo

Great. Questions or comments from the board?
Thank you Madam Chair. I always knew that Pat Capogreco was an environmentalist, but I am particularly impressed with some of these milestones in the sustainability front. It's not always easy in the commercial and manufacturing industry to hit these things, so I think it's great. On-site solar, you know, I ask this question at most meetings and you beat me to the punch, so appreciate the work there. I also want to talk a little bit about the community process that you folks have clearly done. The incredibly talented BPDA staff provides all of us with these very exhaustive, you'll see us on ou
