City Council - Regular Meeting
The City Council approved ordinances allowing pet grooming in neighborhood commercial zones, indoor recreation in downtown mixed-use areas, and prohibiting large-scale data centers (20 megawatts or more). They also discussed the Parrish Medical Center's report, public concerns about flooding, and planned a workshop on future uses for the Titusville Municipal Marina.

Good evening, everybody. Welcome to the City of Titusville City Council regular meeting scheduled September 8th, 2026 at 630. I'm going to call this meeting to order. City Attorney, do we have a quorum? For an invocation, we will hold a moment of silence, please. Thank you very much. Please stand for the Pledge of Allegiance.
I have a motion by Member Nelson, a second by Vice Mayor Cole. Any discussion? All those in favor say aye. Aye. Any opposed? Motion carries unanimously. City Manager.
I have a motion by Member Nelson, a second by Vice Mayor Cole. Any further discussion? Seeing none, all those in favor say aye. Aye. Any opposed? Motion carries unanimously.
City Council, any questions about the report?
Thank you very much, Mr. Jordan. Vice Mayor.
All right. Good evening. So I want to thank you, first of all, for the report and for showing us all the recognition the hospital has received. I would ask in future reports if you could include, and I saw it a little bit on the report you gave now, but it wasn't in our agenda packet, but kind of a dashboard showing the financial performance. One thing I hear a lot about, and this is not just Parish, this is all hospitals, is the wait times for emergency. And so we could actually track, and I know you guys have that data, how it's improving or where we're at each year. So that kind of informat
Well, thank you. City Council, Member Nelson.
Second motion by member Nelson second by vice mayor Cole. Is there any further discussion? Seeing none all those in favor say aye Any opposed motion carries unanimously Thank you very much.
So a little bit more to that story. My wife gets loaded in my truck, truck's running. She's, I'm not there. And my wife is still under the effects of anesthesia. And they're like, where's your husband? He's across the parking lot. Somebody's on the ground. I don't know, but she was half out of it. So don't give her any credit for it because she was just sitting in the truck. But again, thank you so much. I really appreciate it. And it means a lot. So city manager, I believe we're on petitions and requests from the public.
Thank you, sir. I'm going to ask you to go over there and talk to those two on the end about your suggestions. I'm fairly certain that those are state roads and that the state maintains them, but they could outsource it to us. So I'll let them clarify that with you, whether it's our maintenance for timing or the state that sets those timers. So I'll let you talk to those guys. And, yes, we're all about improving traffic with technology because we can't expand our way out of this. There's just too cost prohibitive, right? Right. Appreciate the suggestion. I go talk to the that guy on the left.
Are you yielding the rest of your time? Yes. All right. Have a seat. Thank you. Member Moscoso.
Yeah. I'm sorry. Last time you came up during petitions and requests, it was the first time I was hearing about it. I'm okay with perhaps putting it on the agenda so that we can have a little bit more information to look into it. I don't know if we're able to make a decision right now, but at least get the discussion going. So that would be my suggestion.
Well, I think that'd be great for the mayor council reports. We can bring it up and discuss and talk about taking up whether to add it to the agenda at that time.
Wait until after your time is done. Wait until after.
You know, every time I go out on a cleanup with you guys, it's always more and more people just coming to help out. So it's very, very exciting, and I will definitely captain a team, and I'll take Zone 3. Zone 3, all right. We already got a zone picker in that. Sorry, North Zone 3. I apologize. There's different ones, but yes, I will have that zone, and I will work on getting volunteers. And thank you very much for doing the work to make our community better. All right. Petitions or requests from the public?
Thank you. Anybody else for petitions and requests? All right. Seeing none, we are moving on to the next item. But before that, Member Nelson. Thank you.
Sorry, just to piggyback off of that, we got this picture at 5.30 and I showed it to you. Could you just explain what is going on in this picture and pump the pump?
City Clerk? No more questions. City Council?
There's a motion by Member Nelson, a second by Vice Mayor Cole. For discussion, I don't really have any questions. I just kind of have a general statement. So items G, H, I, and J, I did not pull because there's no sense in pulling it. If you guys remember this time last year, these health care contracts came up before us at a time where open enrollment for our employees was already happening. And this is the second year in a row that this is happening again. So there's no time to bet. There's no time to make changes. There's no time to strategize of another way. This is the way. Unfortunately
Thank you. So I think I mentioned this during the budget workshop that I wasn't really in favor for this, but I started looking into our estate appropriations, and I actually spoke with Mr. Steele today about some of these questions that I did have, and it's not personal against him. There was just no... And that was because I think a lot of what was happening at the state level, the governor vetoed a lot of the things. And so I recognize that. Some of the things I do have concerns with, and I don't feel like the city has been on the same page as our lobbyist, is right now for 2026, 2027, we s
Thank you, Member Moscoso. I'm very supportive of moving forward and trying to get money out of Tallahassee in any which way we can. Now I think it's a fair question to say at our next city council meeting we can go over a list of projects and let council kind of give that feedback because I think last time it was more of a staff-directed conversation. So I think that is fair to say, hey, at our next council meeting, we'll have a conversation about which projects we're going to go after and what does that look like. To my understanding, staff felt comfortable that they had the capital funds in
All right. Thank you, council, city attorney.
Yes, thank you. And I mean, I would agree. I think if you guys decide to move forward, then there have to be those things as we request reports. And I know he does do a good job of calling us and sending us these little emails, which I do appreciate. But I do think a formal report to the council to know where we are. And then we can also give the feedback, too, of, hey, we're not going forward with this project. So I think that those things built into the contract would be very helpful as well.
Well, I would make a recommendation that you give very clear direction of the city attorney to engage in a contract establishment and also the city staff prepare an agenda item for the next meeting to discuss our project priorities. So, again, I think it's two parts, but I think you can include it in one motion.
I'll call the cards once the motion has been clearly identified. We didn't know which way this was going to go.
Well, are you going to include the contract part?
Okay, so just for my own edification, we're just making a motion to have a discussion at the next meeting about our list of project priorities, and then at that time we'll discuss about the contract. Right.
All right. I was just making sure I clarified the motion. City Clerk.
Thank you, Mr. Fuller. All right, so there's a motion and there's a second. Any further discussion? Seeing none, City Clerk?
I'm sorry, could you repeat the motion? I'm so sorry. I'll try.
Do you want me to try or do you want me to try? No, I want to hear what the City Clerk has as the motion. Okay. Okay.
She's just a great city clerk. All right, so that motion passed, and we're on to 9A. Yes. She did.
Any questions for Mr. Parrish? City Clerk? City Council? Sir? This is a public hearing, so once you're finished speaking, please go fill out a card.
So we have a zoning district called Neighborhood Commercial, which is adjacent to more high-intensity commercial.
No, there's a zoning district that's commercial that's called Neighborhood Commercial. So it's commercial properties. Currently a vet could go there. A salon could go there. Oh, I see. Okay, yeah.
Second. Motion by Member Nelson. Second by Vice Mayor Cole. Any further discussion? Seeing none, City Clerk.
Any questions for Mr. Parrish? City Clerk.
Thank you, Ms. Canada. Just for clarification, this has nothing to do with Marina Park. Miss Canada, it's my turn. Thank you. This is about indoor amusement throughout our city because currently it's pretty much not permitted anywhere except for one tiny little zoning district to allow for recreation for our children. I think it's very common sense. In fact, this ordinance doesn't go far enough, only allowing limited uses in our downtown mixed use. It doesn't permit it in any of the other commercial zoning districts outright. So whether we wanted a sky zone or indoor mini golf course and busin
City Clerk, are there any other cards? No, sir. All right. Any discussion from council? I already kind of said my piece. I think we also need to give staff the direction when we pass this ordinance to look at bringing back other permitted uses throughout our commercial zoning districts, whether it be community commercial, regional commercial, urban village. I mean, I think that there's a lot of more meat on that bone where we can allow for fun things to happen.
A motion by Member Nelson, second by Vice Mayor Cole. Any further discussion? City Clerk?
Ms. Canada, do you want to talk about the data center ordinance? Thank you. All right. Member Nelson.
I have a question, a clarifying question, because when I met with Brad and we were discussing this, he said 25 megawatts. So, I mean, what is the number that you said you can rationally justify based on the literature? 20. All right. I just want to make sure it wasn't changing because it felt like it changed on me.
Motion by Member Nelson, second by Vice Mayor Cole. Any further discussion? Seeing none, City Clerk.
City Clerk? I think the other challenge we have with this is if we don't do this, now we just have more concrete and impervious pavement running around that nobody's using. So I think it is a catch-22, but at the end of the day, I think the more we can decrease our impervious pavement, the better off we are. So that's kind of my first thought. But we're just on our first reading. Okay.
Okay. We'll just go into our second public hearing and see what happens because we've already advertised it.
Member Nelson. None. Vice Mayor Cole. None. I have talked with the applicant of, hold on, what number are we on? 10A, and I have gone up there and seen it, but it doesn't affect my ability to be impartial. Mr. Parrish?
Thank you, sir. City Clerk? Thank you very much. All right, we're on to our next item. You definitely have that right, but, you know, no decisions are going to be made here tonight.
Now, I do have a question. How long are you planning on presenting for?
Sorry, my question is more for Brad, but you might be able to chime in as well. It said that you, because this was a split parcel, and it said that you tried to contact the owner to the north because it will affect the amount of units. I kind of looked up who the owner was, and I think he actually attended your meeting that you had. It's Robert Molitere.
Well, that was like my only concern is that we are able to at least get his consent and have a letter or something stating that he's okay with this.
I just think we need to have something in writing more than a gentleman's agreement because in 20 years, somebody else is going to come up with this property and say, what happened here? How did we get here? How come I don't have the available units that I maybe had before?
I think he sits on one of our boards, so it should be pretty easy to get his, I just think from a legal perspective, I'd like to hear your opinion on this.
Mr. Parrish, did you have anything? Okay.
That's what's before our council right now.
Thank you. Thank you very much. City Clerk, any other cards? So obviously, you know, I brought this up because I think it's important that we address recreation for our kids. The city has no money to create spaces or invest capital into our parks. In fact, I think the Parks Department has a hard time doing that. And we have a few unique resources available to us, which is our city-owned marina, which is on a land lease deal and currently unable to really commercialize down there for families to go down there. And I think that's really important is that more families be able to go into our park
Please, you do not have the floor. Member Nelson has the floor. Please have it. I'm going to have to ask you to leave. If you do not, call them to order.
Thank you. This feels like there's a lot of history that you've kind of told us about. And it feels like a really big deal. And I know that this is just the conversation. But perhaps it's something we could advertise and have a workshop so we could have people in the community come out and tell us. I mean, it's their park. Tell us what they want to see in the park. What you know, if it's. families want more activities or perhaps people who worked really hard to preserve it and we could kind of just workshop together and come up with some ideas and so that's kind of where where I am I want to h
I think we can continue the conversation with the state because, again, we still haven't finalized anything. They might not let us change the terms to our in perpetuity land lease that was written in, what, 1948? Thereabouts. While the city staff works on that, we can have a workshop. We can talk about what people want to see in their parks because at the end of the day, if you want any of these things to come to the parks, we've got to figure out what it is and how much it's going to cost and how do we move that needle.
But again, no decisions have been made about exactly what it is. I think just clearing this first hurdle so that we can have a conversation is important because the state might come back and say, no, you're not allowed to do any of these things, and then it's all for naught. But at the end of the day, if we can't at least be able to do some things down there, it's like there's really no point of a workshop. Member Moscoso.
Can you, this might be for the city attorney, explain the process of reaching out to the state and what that looks like? Do we have to have a plan set in motion?
It was my understanding, City Attorney, based on how I read the memo, is if we had our ideas, kind of like what was presented by the Assistant City Attorney, these are the types of things we would like to see, that would be enough for us to take it to the Department or Board of Trustees.
Yeah, I personally would say I'd like to have a workshop first and see if the people even want this before we move forward with the state and just getting their ideas because maybe they do and they'll add additional ideas or things than what we want. And so I would kind of like to go that route first. I mean, I don't know if this is a time-sensitive thing. I mean, it doesn't seem like it.
No, it's just government moves slow. I think I brought up this idea six months ago. Actually, a year and a half ago, but whatever.
All righty. Well, I'll entertain any sort of motion, but I think it's probably good for us to put it on our agenda to talk about what sort of ideas we would like to see and at least have that conversation amongst ourselves, and then we can work on additional details. So I'll make that motion. Okay. And I think that will give us plenty of time to go out into the community and get some feedback if you want to schedule it out, I don't know, two months. Does that make sense? Three months? It doesn't matter to me. But I think at the end of the day, you know, that's our job is to talk to people and
It doesn't matter to me. Again, it's not time sensitive. All right. There's a motion to put an agenda item on our agenda in two months so we can have the conversation. There's a motion by Member Nelson. Second. Second by Vice Mayor Cole. Member Moscoso.
Can we add a workshop into that? I just want to give people the opportunity that you know different people than I know people. I mean, we all will reach out to different people, whether, I mean, it might be 10 people that show up, but at least say we've had the opportunity for you to come and share your ideas. I think that would be useful and helpful, at least for me.
So you're saying to amend the motion where one of our special presentations meetings at 5.30 would be a workshop on our parks and the activation there?
And then after that said meeting, we would have an agenda item to discuss the results.
Well, I apologize. She already had her time. We're making a motion right now. So there's a motion by Member Nelson to amend one of our special presentations meeting in a couple months to do a workshop on the parks and what we would like to see. And honestly, it could be all the parks for that matter. I think that's a fair conversation to have. And then afterwards, we'll have an agenda item to discuss the results and feedback of that. That was motioned by Member Nelson, seconded by Vice Mayor Cole. Any further discussion?
Yeah, but it's not really a workshop. It's just a presentation. So people will have more than three minutes if they want to speak? Yeah.
I mean, it's going to last about an hour, but yeah.
Okay, so as long as it's not just a 5.30 presentation that people can really get up, I mean, I think, okay.
So the goal was not to add an additional meeting, but to replace a meeting with a workshop.
Okay. Can we see the format of the workshop?
So everybody's clear on what's happening? There's a motion by Member Nelson and a second by Vice Mayor Cole. Any further discussion? City Clerk.
Motion carries unanimously. Thank you very much. City Manager.
Second. A motion by Member Nelson, a second by Vice Mayor Cole. Any further discussion? City Clerk.
All right. City Council. City Clerk. City Council.
A motion by Member Nelson, second by Vice Mayor Cole. Any further discussion? Seeing none, City Clerk.
Yes. Motion carries. Thank you very much. All right, we're on to item 13, petitions or requests from the public, non-agenda items. Not seeing any. Were you coming up here? Okay. I said, yeah. I said not seeing anything. I thought you were walking out. So I just want to make sure I didn't miss you.
Thank you very much. Anybody else for petitions or requests? Non-agenda items? Seeing none. Moving into council reports. Member Moscoso.
Yes, I just wanted to bring up what Mr. Wright talked about. I'm just going through his email, developers facing economic hardships, if that's something we would like to put on the agenda. I personally don't have a lot of information on it, but I don't want to ignore his request, but I would like more information on it and see if that's something you guys would like to discuss.
Well, I think the question before us is two years' ample time to go from site plan to construction.
Yeah, and I don't know that because I haven't had any information on that. So I'm kind of asking if staff could maybe brief me, or I just think it would be good information. I don't know if it's a policy question that we look at, but I'm asking for more information on that. Because what happens if we don't, he has to go through the whole process again?
Well, there's a way to extend it, which is what he did, which is pick up a building permit. Once he has a building permit, there's built-in extensions in the building permit process. There's just not that in the site plan process. And I can imagine they did that because they didn't want people with open construction sites for more than two years.
And do you see his issue as a hardship where...
So what would you recommend? I mean, how do we handle this situation? We want to be able to help him. We want it to move forward, but I feel like we're kind of stuck here.
Any other discussion? Does that conclude your report? Member Nelson?
I mean, that sounded sarcastic, but it was a genuine yay for you. Is there anything else?
Thank you. All right. I just have one item. It's on the agenda. Request to do a proclamation at the next special presentation and recognitions meeting for Suicide Prevention Month. Can I have a motion to approve that? Move to approve. I have a motion. I have a second. Any cards on this item? All right. All those in favor say aye. Aye. Any opposed? Motion carries. Thank you very much. City Manager, your report. Yes, sir.
I believe that is December 22nd. That is correct, sir. Motion by Member Nelson and second by Vice Mayor Cole to cancel December 22nd meeting. I'm assuming there's no cards on this. Does anybody want to speak on this item? Seeing none, all those in favor say aye. Aye. Any opposed? Motion carries unanimously. All right. Does that conclude your report? Yes, sir. City Attorney? I'm not here. All right. With that being said, I will entertain a motion to adjourn. Motion to adjourn. We're adjourned.
