2:18 – 2:57•Brian Hodson

Good evening, Camby. Welcome to September 2nd, 2026 work session and council meeting. We are having a work session this evening. Tonight's work session is to discuss recent developments in the urban growth boundary expansion, conversation and planning. And I wanna thank our city staff and our consultants for some tremendous work on this and as well as, gosh, so many people at different community meetings and all those things which we'll go over and then the tactical committee and their hard work on this as well. So Randy, are you leading this off tonight or are we just going straight to Don?

3:02 – 3:13•Brian Hodson

Perfect. Don, if you would, maybe we can get done like 6.45, 6.50, so we have time to... That is the goal.

12:16•Brian Hodson

Yeah, that one. Thank you for the pointer.

12:23•Traci Hensley

I wasn't noticing because I have it on my laptop as well. You just block it to the side. I did.

13:07•Brian Hodson

we could go up to a hundred and two and that' s the maximum we could go and the minimum is 72. 73 is the minimum and that would be required for us to do 73 acres of residential.

30:49 – 31:02•Brian Hodson

Just, and you might be getting this, which I appreciate. Just for conceptual, the new park that we just built and put in, how many acres is that? 2.3, I think. Okay. Yeah.

36:38•Traci Hensley

A reminder, everybody needs to use their mics.

39:43•Traci Hensley

Is there reasoning from the public comment about where they wanted it to go?

48:52 – 49:20•Brian Hodson

Sure. And, sorry, not to belabor this slide necessarily, but looking at like option D where we've got those seven parcels there that are designated. We're not necessarily that that's where parks would go. It could be somewhere where it's that more marigold yellow. That's just showing if we added how much added

50:13•Brian Hodson

Okay. Councillor Stearns, and then I think we need to get... Okay, just real quick. I vote for Dean, so...

51:23•Brian Hodson

Can I take this 25 acres and put it in Section 8?

51:30•Brian Hodson

Well, I think that's, I mean, not just neighboring the neighboring lovely beige that could come on later, but totally other part of the city.

51:58•Brian Hodson

Thank you. Councilor Waterman, did you have a question?

52:27 – 52:49•Traci Hensley

I have an opinion. I'll keep it to myself. But I think on this particular... That's probably best to not be on the mic. I guess D. To be honest, this whole conversation here takes me because the state demands so much. But I think of the options we are given, D looks the best.

54:58 – 55:13•Brian Hodson

Well, I know at that last community meeting, there was quite a bit of consternation about the whole concept and idea of having a commercial area designated out there in that part of Canby.

56:08•Brian Hodson

No. Not in this section when we get to the planning of breaking it down.

59:21 – 59:38•Brian Hodson

I think we hit bullet point one. Bullet point two, how much parkland in sub area 1A, we kind of already hit on that tonight. And then how much land for neighborhood certain commercial, which we just finished that conversation piece. I mean, are there anything we're missing?

59:40 – 59:56•Traci Hensley

I just want some clarity on timeline. Because what we're going to be asked of on the 16th, because I know that there's a public meeting in October. So how does all that fit in? So I just would like some clarity on what the timeline looks like and when this decision is final.

1:01:11•Brian Hodson

Are there pieces on here, Don, that you want to just... further flush out. I mean, we got a little bit, but... Or drive home?

1:03:12 – 1:03:51•Brian Hodson

So lots of moving pieces. you know, simultaneously here once we get through this phase, DLCD says, you know, great job, can be way to go. They slow clap us out of the building because we did such a great job. Then there's the concept planning for the newly added areas go on. We are starting the process for two and three. So all said and done with what we're looking at, it's probably another... two years of work to kind of, we'll say, complete this plan.

1:13:29 – 1:13:56•Brian Hodson

Great. Any other comments? And again, to Pastor Patton's point, I think a lot of that comes about in our conversation as we dive into the planning, as we break that down. Same thing, I think, to your point, Jim, as we look at, yeah, does that eat into some of the residential... what gets developed residentially if we're looking at some of those better buffer zones to prevent those kinds of things from happening.

1:14:11 – 1:30:06•Brian Hodson

Steve, it's good to see you again. Thank you. Great job. Really, really appreciate it. That concludes our work session this evening. It is 6.48 according to Cupertino. We will be back at 7 for our city council meeting. Thank you. Good evening, Camby. Welcome to our City Council meeting for September, gosh, second. It's hard to believe we're already, I don't know where August went, or June or July for that matter, but here we are in September. For our regular meeting this evening, we have a pretty good agenda, so we're going to get into it. Please stand for the invocation and then pledge of all

1:30:24 – 1:32:20•Brian Hodson

Here. Just to note, Councillor Maldonado did reach out and said that he, unfortunately, had a work conflict and will not be here this evening. Or he may be late, but he did reach out on that. So item three this evening is staff introductions, which we don't have any. Next up, citizen input and public comment. There's an opportunity to address the council. on non-agenda items or make an announcement to the general community. If you want to do either, please fill out one of these wonderful white cards that are right there in the back by the back entrance, front entrance. The entrance. To the, ye

1:34:09•Brian Hodson

Thank you sir. The next card I have is Irene Brashears.

1:44:39 – 1:46:01•Brian Hodson

Irene, thank you for coming and sharing that with us. She's bolting for the door. It's okay. I've only had the opportunity to meet Mike a couple of times and always very much a gracious man. And if you don't know Irene, she was a postal worker here in Canby for a very long time, but continued to do a lot of work for our veterans in recognizing our World War II vets and still does. She works tirelessly. caring for Mike and for what she does in her community as well. Been very involved with the auxiliary. Both incredible people. Get to know Irene. She's pretty amazing. I HAVE NO OTHER CARDS OR A

2:04:56 – 2:06:09•Traci Hensley

I just want to thank you, Scott, and Gary and Gally for coming and taking the time to spend, educate a little bit to the community. And thank you, Scott, for stepping onto our board. I'm the last OG member of this task force, which I like the word coalition better, so we're going to go with that from now on. Yeah, the youth back then, they were close friends of my daughter's, and so I was happy to step up, if happy is the wrong word, I suppose, but compelled to step up and try and do something. And I feel like we have made a difference. And we've got curriculum in the school now. And I feel li

2:06:13 – 2:06:27•Brian Hodson

Thank you all very, very much. Yeah. And with, you know, Scott, it's, this is an important piece for sure. So it's not, you can take up as much time as you need with this topic. So anytime. Thank you. Thank you all.

2:06:36•Brian Hodson

Next on the agenda is our consent agenda.

2:06:39•Traci Hensley

If someone wants to... Mr. Mayor, I move that we approve that consent agenda that includes the approval of July 22nd, 2026 City Council Meeting Minutes.

2:06:48 – 2:08:46•Brian Hodson

Second. Motion has been made by Council President Hensley and seconded by Councilor Davis to approve The consent agenda, which include the July 22nd, 2026 City Council meeting minutes. Any comment or questions? All those in favor? Aye. Anyone opposed? Seeing none, that passes 5-0. Next on the agenda this evening are ordinances and resolutions. Item A is a calendar of second readings. So something we've started doing when we have second readings, we look at them collectively and approve them through just a single reading. So the community knows. Ordinance number 1677 authorizing the interim cit

2:10:46•Traci Hensley

Mr. Mayor, unless there's any objection to 1680, I would move that we adopt ordinances number 1677, 1678, 1679, and 1680, titles already read. Roll call vote. Second. Second.

2:11:11 – 2:11:22•Brian Hodson

The motion has been made by Council President Hensley and seconded by Councilor Patton to approve the calendar of second readings. Any further question or comment? Roll call vote.

2:12:03 – 2:12:41•Brian Hodson

moving these projects forward to get them completed and I know there's more on deck so appreciate your leadership and the directors for pushing forward to move these along for our city so thank you guys and also for delving in when we ask you for more info you guys have been great about that thank you Item B, ordinance number 1681, an ordinance authorizing the city administrator to purchase one police vehicle for the Canby Police Department in the amount of $54,665.49. Mr. Ely, I think that's you.

2:13:20•Brian Hodson

So this is replacing an existing one, not replacing one that's recently gone through some bumper cars maybe?

2:14:40•Traci Hensley

So it's still a work in progress is what you're saying? Work in progress, yeah. Okay. Well, thank you for keeping on that.

2:15:18 – 2:16:32•Brian Hodson

a motion made by Councillor Davis and seconded by Councillor Patton to approve ordinance number 1681, an ordinance authorizing the City Administrator to purchase one Ford Expedition 4x4 from Gresham Ford in the amount of $54,655.49 to a second reading on September 16th, 2026. Any further discussion? All those in favor? Aye. Anyone opposed? That carries 5-0. Thank you very much. Thank you. Appreciate it. Item C is ordinance number 1682, an ordinance authorizing the interim city administrator to execute amendment number two to the professional services agreement with Scott Edwards Architecture,

2:17:13•Brian Hodson

All right. We've got, so we're at that point, it's construction point, we're through the design and...

2:19:37 – 2:20:24•Brian Hodson

All right, motions has been made by Councilor Patton and seconded by Councilor Waterman to approve ordinance number 1682, authorizing the interim city administrator to execute amendment number two to the professional services agreement with Scott Edwards Architecture LLP for the Cambie Swim Center remodel, increasing the current agreement by $57,700 and maintaining a cumulative project limit of $249,999 for all SEA services and extending the agreement through April 1st, 2027 and to us for a second reading on September 16th, 2026. Any further discussion or comment? All those in favor?

2:20:26 – 2:20:58•Brian Hodson

Anyone opposed? Abstention? We're good. Thank you. Item D, we're going to build on that. So 1683, an ordinance authorizing the interim city administrator to execute a construction contract with Inline Commercial Construction Incorporated doing business as Inline for the Canby Swim Center remodel in the amount of $1,000,000. $244,837.44 and declaring an emergency. Again, that's Interim State Manager E and Mr. Templeman.

2:23:16•Brian Hodson

And this company is also doing the work on the new building for the event center. Oh, very good. Yeah.

2:24:02 – 2:24:39•Brian Hodson

Thank you. Second. Thank you. Motion made by Councillor Patton and seconded by Councillor Davis to approve ordinance number 1683, authorizing the interim city administrator execute a construction contract with Inline Commercial Construction Incorporated, DBA Inline for the Canby Swim Center remodel in the amount not to exceed $1,244,837.44 and advance the ordinance to a second reading on September 16th, 2026 and declaring an emergency. Any further discussion? Yes, Councillor Stearns.

2:26:05•Brian Hodson

Okay. Works for me. Does that work for you as well, Counselor?

2:26:09•Traci Hensley

I just like the explanation of it. I know you do.

2:26:11 – 2:26:41•Brian Hodson

Thank you. All right. Great. Without any questions, all those in favor? Aye. Anyone opposed? Thank you very much. Thank you, sir. Next on the agenda is ordinance number 1684, an ordinance authorizing myself, Mayor Hudson, to enter into an interim city administrator employment agreement between the City of Canby and Randy Ely for our first reading.

2:26:42•Traci Hensley

You, the one that's not talking? Yes, me. You want to do the negotiations when you...

2:30:27 – 2:32:12•Brian Hodson

I will add, I received a number of emails this week and last week about this topic and A couple of emails wanted to address like, well, why do we as a council not just make Mr. Ely the permanent city administrator? And there's really two reasons that prevent that. One, he has to want to take the position permanently. So that's number one. Number two is because of our city charter, it requires the city administrator to live within the city limits of Canby. And so right now, Randy does not, sorry, Mr. Ely does not live within the city limits of Canby. So that precludes that process to move forwa

2:32:19 – 2:32:54•Brian Hodson

Yes. On the ballot? Thank you, yes. We have put forward in the ballot coming up and when that gets published, but we as a council have moved forward with changing, putting that on the ballot to change the amendment to change that charter. charter piece about having the city administrator live within the city limits. So if that is something that citizens want to change, then they'll be able to vote and make that change. So thank you for bringing that up. Appreciate it. Yes, Council President.

2:32:54•Traci Hensley

I just wanted to clarify. Did I hear you say June of 2028 for the contract?

2:33:03 – 2:33:21•Traci Hensley

And next year is the 27th. So the November election is this year, 26th. I'm just wondering why we're going out a year plus, a year and a half almost. That's my only question is why aren't we going to wait to see what the voters have to say? That's all I wanted to know.

2:36:08 – 2:36:33•Brian Hodson

Motion to be made by Councillor Davis and seconded by Councillor Waterman to approve Ordinance 1684, an ordinance authorizing myself, Mayor Hudson, to enter into an interim City Administrator Employment Agreement between the City of Canby and Randy Ely to a second reading on September 16, 2026. Any further discussion? Yes, Councillor. Yes, thank you, Mr. Mayor.

2:38:39 – 2:39:05•Brian Hodson

Any other comment? No? All those in favor? Aye. Aye. Aye. Anyone opposed? That carries 5-0. Pete, thank you very much. All right. Item 8 this evening, other business. Regional Infrastructure Fund for Oregon's Small Communities. So permission to apply is the purpose of the letter, and I think Randy and Patrick is here as well.

2:41:51 – 2:42:08•Brian Hodson

We'll work through that. So consensus to move forward with Randy and I creating that letter and getting that into the hands of the application on this. Okay. We need the money. Get the money. Easy. You're doing well.

2:42:14 – 2:42:33•Brian Hodson

I think we're good on that. We'll get it drafted and we'll get it in. Right? Too sad. The worst that they can say is no. So, all right. Perfect. Thank you all. Appreciate that. And, you know, Randy and I will get to work on that. Great. Item 9, City Administrator Business and Staff Report.

2:43:03 – 2:43:15•Brian Hodson

Well, the ILC priorities piece is not fully baked for conversation tonight, so we're going to table that until our next meeting on the 16th. So you have the gift of time.

2:43:15•Traci Hensley

It's also very early in the month, so I don't know about the rest of y'all, but we don't have much to say, I don't think, on the 2nd of September, so we'd rather hear from you, I think. Oh, stop.

2:43:26•Brian Hodson

So, Mr. City Administrator, the floor is yours. Okay. Plus, this gives us time to think and ask you questions.

2:44:45•Brian Hodson

So this paving is not dependent on the project that we approved for this evening?

2:46:01 – 2:46:43•Brian Hodson

That would seem to make sense, depending on how things go. Okay. Spencer, I know you've been wearing a number of hats, and you've been doing it with tremendous leadership and grace, and I just want to say thank you for that. It's not every day that you tackle what you tackle, so thank you to you and your team for... picking this up and really sprinting with it to get us to this point. So I'm very excited. I know this has been something that we, well, for me, I'm very excited about seeing this get done. I know there's a lot on the council here that feel the same way. So thank you for staying af

2:48:22 – 2:48:40•Brian Hodson

Okay. So now let me rephrase. No, I'm just kidding. Stop. It happens. I'm glad that we're catching it now and not after it craters and we have a bigger problem to deal with. I appreciate Spencer bringing that to our attention. Not bearing.

2:49:59•Brian Hodson

There is such a thing as too much of a good thing.

2:50:04 – 2:50:42•Brian Hodson

Don't want to ruin the specialness of it, right? No, when you and I talked on Monday, yeah, you were very complimentary and very, like, holy smokes, I can't believe. So, I mean, I talked a little bit about the history of that event and how it came to be and how much it's grown to what it is and continue to add to it. So, yeah, so... Is Tyler still sitting there? No. But yeah, I mean the downtown business between Backstop and Ebner's and FOB and all the other businesses and then, you know, Jamie, you really working to get this off the ground. So yeah, it's definitely a signature event for Camby

2:54:21 – 2:54:48•Brian Hodson

All right. Well, then we'll go into mayor's business. I don't have too much. Today was Fiber Day at DirectLink. So just some interesting... our local provider, DirectLink, or KB Telecom, for many. Now I'm trying to find my...

2:54:51 – 2:59:32•Brian Hodson

I may have lost mine. Oh, there it is. So what's coming to conclusion for Camby, for DirectLink, I almost said Camby Telecom, is a $50 million fiber project. And so as of today, there is, between the city of Camby and, and Mount Angel, thank you, there are 24 homes that do not have fiber in the Mount Angel area. So everyone in Direct Link's service area of Cambie officially has fiber. So it's a huge, like I said, $50 million project that they've been working on since around 2012. At that point, 25% of Cambie was served with fiber. And so to have this accomplishment is pretty huge. They started

2:59:34•Brian Hodson

That's pretty impressive. So if you missed it, you have to wait until next year, I guess.

2:59:41•Traci Hensley

So we just have to stop all traffic on 99 and just can be as a car show.

2:59:46 – 2:59:58•Brian Hodson

Well, I think the year that they ran it, so that summer after Frank had passed, I think they had 850 cars. It was a lot. Oh, it was a lot that year. Yeah. So, yes, Councilor Barron.

3:00:07 – 3:01:37•Brian Hodson

Thank you. Yeah, so, yeah, again, great weekend. Another weekend for the Dahlia Festival, so if you haven't seen your dahlias yet this year, go out there and talk about that, and then... We did this evening start, we started early at 5 30. We had a really big update regarding the urban growth boundary expansion and that conversation. We will be, that will be coming out again next meeting. We will have a public hearing about it. That will be very crucial. If you want to know how Kami's going to grow, what that's going to look like, Please watch the work session from today. Come to our next meet

3:06:00•Brian Hodson

So that's all. Okay. No, definitely worth the conversation and thinking about. For sure.

3:09:24 – 3:09:48•Brian Hodson

Question for you, Councillor Davis. So with, and I think this has been brought up a couple of times, but I don't remember the answer. So with the Kennedy Adult Center moving, what will happen with the World War II Iwo Jima stone and memorial there? Will that follow the Adult Center?

3:09:59 – 3:11:25•Brian Hodson

That would be good to know. And on the heels of that, and I left this off before going to Council President Hensley, the 25th anniversary of 9-11, is next Friday. And this year it is at Cambie Police Department. We are moving the World Trade Center relic that is at Ackerman, the Ackerman Center that will be moved or is already moved to Cambie Police Department Police Station and so that so the 9-11 remembrance will be there this year to officially install that as a memorial piece here in Cambie. Myself, I believe Senator Drazen uh and several other people will be speaking so please um if you'r

3:11:53•Traci Hensley

Well, we probably need to also check in with the VFW and the Legion. Because I think they have a very big stake in that.

3:12:08 – 3:13:17•Traci Hensley

I don't have a lot. My group earlier spoke to the somberness of this month for me. I have my liaison reports will be later because this is only the second. All my meetings haven't happened. But I likewise went to the direct link press conference. But also I went to the chamber luncheon yesterday. Yeah. And I wanted to give Shetrina a thank you for bringing those folks in. We spoke to a lot of what's going on with AI and how fraud is very relevant, and especially in the senior community. But with the advances in AI, it's not just the seniors anymore that are getting taken for lots of money. it

3:13:17 – 3:13:45•Brian Hodson

Great. I have 8.45 on the clock. I know we have a hard stop at nine. Does council think that we'll be done by nine or do we need to? How many do we have left? We have Council Patton's report. There's a follow-up with citizen input. There's a lot of citizens here this evening. Action review. And action review. We did a lot tonight, so...

3:14:07•Traci Hensley

Don't encourage him. Let's go to the next thing. Really, really.

3:14:26 – 3:14:38•Brian Hodson

With that being said, any citizens wish to come to the table and opine about the evening? Seeing none. Perfect. Teresa, action review, please.

3:15:11 – 3:15:28•Brian Hodson

Perfect. Thank you for that recap. If there is nothing else by the council, I will take a motion to adjourn. So moved. It has been moved and seconded to adjourn. All those in favor? Anyone opposed? All right. We are adjourned. Good night, Candy. Thank you. See you in two weeks.
