I move to accept the minutes as provided.

5:03 – 5:35•Dr. Patricia Goetz

Yes, being a child psychiatrist, this is near and dear to my heart. I do wanna say that that training by the state of mind Hudson, it was a project of leadership Hudson. It's 930 to four and it is no cost to anybody that registers. And this is a great program to learn how you, the ordinary person, can help intervene in a way that really can help another person who's struggling. So I would encourage as many people as could go to that. It would be a great thing.

5:44 – 6:15•Dr. Michael Bird

Just building off what Patricia said, it's in a way a lot of us have taken CPR training to resuscitate somebody whose heart stopped or they've stopped breathing and this training really sounds like it will help us kind of respond to those mental health emergencies that happen not infrequently and the better prepared we are, the better our friends and loved ones will be able to be helped and the community will benefit.

29:18 – 32:10•Kyle Brezovec

A few comments. First, the HCTV Advisory Committee met last week. There wasn't much as far as new business. The one item was that they are looking into technology and working with legal as far as the need to provide closed captioning in events. There is an FCC regulation that requires community television. provide closed captioning. They already do most of the closed captioning in-house. The one kind of outstanding question is with the live broadcasts, because that's not something we can do in-house. We have till 2028 on that, so it's not pressing, but it is being worked on. Next, I do have a

32:15 – 33:01•Dr. Patricia Goetz

Yes, last evening I had a forum on short-term rentals and long-term rentals at Barlow Community Center, and we actually had a full house, and I want to thank Greg Hannon, Mary Rodak, and Brian Griffith for their help in organizing the whole thing. There was really a very lively discussion for and against them. People had a lot of good ideas, and we're reviewing all the ideas that were presented. We will be having another workshop on it at some point, so nothing has been decided yet. But I want to thank all the residents who came out, because it was really very, very helpful that all of you wer

33:07 – 34:18•Dr. Amanda Weinstein

Thank you, Mayor. I just want to start off by thanking all the residents who showed up to provide input. I appreciate hearing the input from residents, and we take note of that input. I was at a planning commission meeting, a special executive meeting that was held last night with the city. It was with the planning commission members and the city solicitor to be briefed on the Ravenna development settlement issue. I am the liaison for the Planning Commission, and I would just like to say, I will hold comments until we discuss this more officially, but I would just like to say that it is a prio

37:54 – 38:21•Dr. Michael Bird

There are no appointments, but the clerk nicely listed a number of appointments. boards and commissions that we are interviewing for. And I'll read that. Council is accepting applicants for Cemetery Board Environmental Awareness Committee, Planning Commission, Board of Zoning and Building Appeals, and the HCTV Advisory Committee. The deadline for accepting applications is Friday, September 11th, 2026.

41:47 – 41:58•Dr. Patricia Goetz

I would ask that we move this ordinance amending chapter 478 to a date certain of October 6th so we can have a chance to talk about this more fully in a workshop.

42:38 – 43:03•Dr. Amanda Weinstein

I'll just say I'm fine with moving it to give us more time to discuss what we want to do going forward. I think the discussion we've had at the workshop was pretty productive so far, and I think we're pretty close. I think we just need a little bit more discussion, and we can, I think, come to a compromise that works for residents and kind of balances allowing residents to use the golf carts that they have and that they enjoy, and also making sure that our city is safe for those residents.

43:14•Dr. Michael Bird

I agree. I think there's been a number of amendments put forward in the last several days. Good idea to take more time to discuss them.

44:35•Kyle Brezovec

Councillor Brezovic? I would like to make a motion to suspend the three reading rule.

45:58 – 47:19•Kyle Brezovec

Thank you. Pursuant to codified ordinance 220.03e, I move to adapt and amend the item 26-115 as follows. That the title be amended to include the words, and declaring an emergency, and that the language of section six be replaced with the words, this ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety, and or welfare of, excuse me, welfare of and within the city because the city and the city manager must be able to immediately protect and preserve life, safety, health, property, public peace, and general welfare of those

47:58 – 48:24•Dr. Amanda Weinstein

I'll just say that I appreciate the work that the staff did to get these standards out to make sure that the drilling processes that we use for velocity and other drilling is safe so that we can help prevent the incident that happened in Twinsburg. And I know residents are also looking forward to resuming activities safely, and I think this gets us there.

48:30 – 48:52•Dan White

I would just echo what Dr. Weinstein just said, and any residents that I've spoken to that were concerned about our previous rules appreciate the work that staff put into this. They feel that this is a much safer way to go, and I think we've given this the opportunity to breathe, opportunity for comment, and I think it's right to move forward.

49:02 – 49:29•Kyle Brezovec

Agreed. Thank you, staff, for all the work you've done on this. It was the right call to postpone. Safety is paramount. But I do feel we're at a place now where it's time to move forward. I don't know if this is a... point of information, but would we be able to direct the city manager as we would maybe in a workshop that where you're comfortable with removing the directional drilling hold if this were to pass?

49:49 – 50:36•Dr. Michael Bird

Yeah, I think the feedback that we have gotten has not been, we have not had concerns about this legislation and the process that we're going through. And I think people are very comfortable with the amount of work and analysis that has gone into these new regs. The other thing that is potentially out there, though very unlikely, we still have the current standards in place. Somebody from outside the city could perhaps submit for a permit and be held under these current rules unless we pass the new ones tonight. So that's why I think I'm supportive of this. And Kyle, thank you for the work tha

54:13•Kyle Brezovec

Oh, I did believe it backdates to yesterday.

54:47•Dr. Michael Bird

Move to pass resolution 26119 with the 9126 amendment.
