Thank you. Are there any questions or comments from members of the council to staff? Hearing none, seeing none, we'll move on to our public comment for this item. First person is Michael Paisner.
The next public speaker is Bill Blankenship.
I don't have any other public speakers left for this item. I don't see anybody on Zoom. Madam City Clerk, have we received any written comments on this item?
Okay, thank you. I'll now close the public hearing. I'd like to bring back the matter to the City Council for deliberations. Are there any deliberations from the Council? I'd also like to propose the City Council... Who? Oh, I'm sorry. I'm sorry, I didn't see you and you didn't speak up, so thank you. Go ahead.
Sure. I just want to thank the public commenters tonight. I know we've been talking about this for years. And I'm glad that we're finally at this point where I'm hoping tonight we will approve a warehouse ban and listen to the people of Redlands who have been telling us for years that they do not want any more warehouses In this city, and I agree with the comments that we should not include the loopholes that the Planning Commission has added. We should just have a straight warehouse ban that considers, you know, if a fire or natural disaster should happen, then the existing buildings should b
I am also in favor of a warehouse ban when we can, but... Wanted to be able to give an opportunity for old warehouses to come into the 21st century Because you know that they have old Air conditionings and ducts and everything else and the whole idea of this was to be able to clean these These buildings up to make it more efficient And but it doesn't seem like we're getting there with this so I I'm not really comfortable with him with the modifications at all and I mean, the whole thing, it goes back to the old Lazy Boy building, and that thing is, what, 75 years old, at least 70 years old or
Sorry, can I follow up on that? Because I agree with a lot of what Councilmember Baric just said. And I have a question for city staff around the existing warehouses. What allowances are there currently? And if we move forward with this, what would that look like if modernization in a sustainable way, because I think that's the spirit of what you're trying to say, is we want to do something environmentally friendly. What would that look like? And is that included here? What would we need to do to allow for that to happen?
A REAL QUICK COMMENT AS WELL AS MY UNDERSTANDING IS THE DEVELOPER OF THE WAREHOUSE SAID THEY'RE NOT GOING TO INCREASE THE SIZE OF IT. THEY PULLED THAT BACK THAT WAS INITIALLY BROUGHT TO THE CITY COUNCIL A YEAR AGO, WAS IT? AND WE END UP TABLEING IT. THEY WERE JUST GOING TO IMPROVE AND BRING IT UP AGAIN UP TO THE 21ST CENTURY.
So I have a general question, so I'm sorry I Understood your question correctly it's the environmental impacts of an increase in height not necessarily I'm asking how we allow for no future warehouses, but if there's a current warehouse and How can we ensure that maybe we don't do a 15%, but how can we ensure that they can add solar, for example, or make amendments, make changes to make them more energy efficient and sustainable? Yeah.
And how would this impact that process, if at all, what we're voting on tonight?
Okay. I think that's really helpful. That's what I was looking for.
Let's, I think we're not necessarily spinning our wheels, but we're only talking about one building. We don't have capacity to build any more warehouses in Redlands, which is okay.
But I'm talking about the rebuilding of the Lazy Boy. That's the one I'm talking about.
Unfortunately, we can't control the Donut Hole. And we got stuck with that. And if you drive down 10, go through Beaumont or going through Beaumont, they're loading up with warehouses there. And we can't prevent that. So I want to make sure that we just don't have a lot of, you know, we have efficient warehouses that they're up to code. They're up to the quality of what we're looking, again, like solar and. and new filter systems and things like that to keep them efficient. As you well know, it's tough enough already to get electricity to some of these buildings. Again, I'm not sure if this do
Do you mind going back to that slide with the alternative motion on it? I'm wondering if we just move forward with what was presented to us before the Planning Commission did some amending, move forward with this, which excludes the additional truck docks or the 15% building height, if that would be okay as a warehouse ban given we already have an ordinance in place that is meant for sustainability of any Revisions is that correct? Or would we need more?
Well, it allowed for a height increase, but only 15%.
It sounds like we might need something else to come back to us.
Go ahead, Marlon. Let me ask this question. We're not approving any new warehouses, nor are we approving any assemblage of property to make warehouses a bigger footprint, correct? That is correct. Okay. So I would like to propose, and then we can deliberate after my proposal, that The City Council for consideration of modification to the ordinance section 11, section 18.156.970 subsection C1 to read as follows. Number one, the building height may... be increased up to the maximum height allowable within the applicable land use district to incorporate technology upgrades, energy efficiency impr
My concern with that initially is just increasing the number of truck dock positions It seems counterproductive to the sustainability goals Can you answer can you speak to that director Riley?
So they don't just automatically get the increase in docs. They have to justify it, and they have to be able to do the conditional use permit process through the planning commission.
Which comes to the city council. We approve conditional use permits. Is that correct? Typically, that would be the planning commission. Okay. The Planning Commission. Okay, so it doesn't come to the City Council.
We have checks and balance. I don't want to begin. I'm not trying to degrade the Planning Commission. I appreciate what they do, but essentially it comes down to us. We're the elected officials.
So if I can add something to the conversation. Just in the... The many times that I viewed the planning commissioners discussed this item, one, they did receive the same training that we had with respect to how you approve and deny distribution centers and other types of development. And so that brought them to where they were with this recommendation. Initially, the conversation was to kind of tighten up or to see what they could do about a full ban. of just basically not letting these distribution centers come back. After having all the training that they had, they understood that we are pro
I think there's a better path forward, and I think that Mayor Pro Tem Shaw's idea is a good one. I think we should pursue an amendment, but make sure that we are staying strict with our sustainability goals.
Can we move forward tonight with a warehouse ban and then come back with a separate item to talk about existing warehouses?
Can we just add the language that we're looking for in in one of the bullet points that that's available and just add that we
Let me propose a proposed motion and see if it covers what we're talking about, Mr. Riley. That to introduce ordinance number 300 as amended by me during the deliberations section 18.56 and 970 subsection C1 and find the proposed exemption of environmental review pursuant to section 150361B3 and 15308 and 15378B5 of the California Environmental Inequality Act. But I think I mentioned earlier about the proposed modification to remove the 15% language simply to allow the building height to a maximum allowed in the zone. The modification aims to strike the balance between the business needs of th
I second that, Mr. Mayor. I think I understood what you were saying.
That's fine. I agree, but I don't like to, again, I don't want to be backed in the corner when we're kind of forced to vote on something because of legal matters that we were, and again, the example of that is the The old water park, you know, that's a good-looking warehouse, but it's not being occupied And I like I said, I go back, you know by at least a couple time anytime I have to go west I get on the California street off on ramp and it doesn't seem like there's any action there But again, we were told that legally we did we weren't we we'd be acceptable to a suit because it was already a
And what would my colleagues agree or with the removing of the 15% and allow the maximum height and each of the zones.
No. How much time do you need is what we're asking.
Yes. All right. Moving on to item L1, a consideration of a sole source agreement with Redlands Historical Museum Association, MPQA LLC for Museum of Redlands Store and Event Pavilion Operations and Consideration and coordination services, approval of an additional appropriations and determination that the approval of the agreement is exempt from the environmental review pursuant section 15061B3 of the state CEQA guidelines, Assistant City Manager Garcia.
Are there any questions from my colleagues to staff?
No? I don't understand. $95,000 is coming out of the general fund to support this. Is that correct? Yes?
Thank you. Any other questions or comments? I've got three speaker slips. Bruce Laycook.
Thank you public speaker is Steven Rogers John Malcolm
I don't have any more speaker slips. I don't see.
You want to comment on the, I mean, the city lent the organization a million dollars. If I'm not mistaken, if it's not totally paid back, I know three quarters have been paid back to the city. So I think they're good for the money, so I'm not concerned about that. But we also have to make it feasible that they'll be able to sustain what they need to do. And ultimately, if that works, it helps the city. So I'd be in favor of doing anything that would help this organization make sure that we're solvent with this new addition to the city.
entertain a motion i move to approve the single sole source procurement services from from an agreement with the redlands historical museum association and mpqa llc for museum of redlands store and event pavilion operations and coordination services in an amount not to exceed ninety five thousand dollars and i move to approve an additional appropriation in the general fund in the amount of ninety five thousand dollars and i move to determine that Approval of the agreement is exempt from environmental review pursuant to section one five zero six one B three of the state's CEQA guidelines second

No, I think that's great because sometimes these situations don't happen Monday through Friday, 8 to 5. A lot of these incidents happen on the weekend or when people are in crisis when normal business hours don't happen. So I appreciate that that service is offered on the weekend on a 24-hour call. So thank you for that. I don't have any other questions.
Just a comment. It just improves. I think we have the best homeless program in the state of California. Mayor Bass, they brag about theirs and come close to how well ours is working. I'll put ours against anybody. You're doing a fantastic job. And this new grant just improves, expands our services. So thank you very much. I'm fully in favor.
With that, would you like to make the motion?
I move that- I don't have any public speakers and I don't see anybody on Zoom.

It's on the west side of Alabama. I understand, yeah. Yeah. So those are our sea beach paths that we... Okay.
Yeah, the one between the two on ramps, right? Is that the property? Right, like I said, between the Tennessee on ramp and the Alabama on ramp, so that would be east of Alabama. Is that correct?
Well, we can't have comments from the audience.
I want to make sure that we're talking about... I didn't... Again, I've always blamed it on Caltrans why it's so filthy.
