All right. Good morning, everybody. I'm going to open up this Yamil County Board of Commissioners formal session on August 27th at 10 a.m. And I will lead us in the flag salute. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. That brings us up to our calendar session. Is there any changes? None. Public comment, if you're here to make public comment, raise your hand. Or if you're online, raise your virtual hand. Seeing none, we'll move on. EAS Department updat

Chair, I'm going to move that we remove this. And I'd just like to add a few comments about if the process was not followed to advertise this vacancy or this change. And also, we're going to add other members. It needs to be advertised. If we look at the bylaws, it talks about Uh, we will advertise the openings and newspapers of general circulation on both the county and yct ycta websites. And then the appointees will will submit the appropriate application. So I just want to make sure that we're getting it out widely.

Are you talking about for the transit specifically? Not the minutes? Okay. Um, I think we, I don't know about the newspaper. I'd have to ask Cynthia, but there's several openings in that committee for a long time at this point. And Brandon's been on the board, sorry to interrupt. Brandon's been on the board for a while and was unanimously, you know, just as chair.

Right. I did speak to Frank Sheridan. He's been on the board. Yeah, yeah. for quite a long time and was kind of perplexed as to why he was being removed, was kind of, you know, he's been on it. He represents the West Valley and he's been on the committee for a long time. So I did have some reservations about that, but there's nothing about that. But I just, there were a couple of things that in emailing Cynthia, I think you might've been copied on those. The application is kind of hard to find, and she's going to ask them to add it to the website. But to find it, it's a little onerous. You hav

advertise widely yeah it is hard to find i agree with you but i mean you did have there was an application from a uh jessica yeah who just came in we haven't had a we haven't had a meeting since that one she just uh emailed this week um

So if there's not a super rush, then we can just put this off to a further meeting, basically. Is that what you're requesting?

Yeah, because then Cynthia sent out an email to Jessica, who had applied, and said she wanted to speak with her a little bit more. So I think this might be a little premature. I just want to make sure that we're doing everything according to what the bylaws recommend.

Yeah, this one's not Jessica. This is just Brandon, though, so... And yeah, I don't have a problem with it.

We'll just get it ironed out if you're okay moving it out. And that's the request is to move it out. Yes, please. So I make a motion to remove consent agenda item G1 and move to approve. You want all one motion, Ken, or you want me to separate motions?

And do you need a vote on that though? No. Okay.

So I moved to approve the consent agenda with item G1 removed. Okay. is there any further discussion none none none all those in favor signify by saying aye aye aye motion passes unanimously thank you for that h is old business there is none eyes other business i one is consideration of approval of a board order in the matter of delegating signing authority to department heads for all student affiliation agreements who's got info on this

What if we get up on the mic? Is that better? That's better?

And that was just an internal thing where sometimes she could...

Yeah. Okay, good. I would move approval. All right. Any further discussion? All those in favor signify by saying aye. Aye. Aye. Motion passes unanimously. Thank you. I choose consideration of approval of a board order in the matter of amending board order 26-218 to remove tax lot numbers R4316CB00500. R-551-200-690 and R-431-7DA-04200 from the tax foreclosed property auction list. I move approval. Motion's been made. Why are we removing these?

Got it. All those in favor signify by saying aye. Aye. Motion passes unanimously. Thank you. I3 is consideration of approval of amendment number one to an intergovernmental agreement between Yamaha County Transit Authority and Washington County Board Order 25-129 to include Washington County's stiff plan effective August 27th, 2026 through June 30, 2027. Move approval. Motion's been made. Any further discussion?

None. All those in favor signify by saying aye. Aye. Aye. Motion passes unanimously. Thank you. I force consideration of approval to submit a letter in support of Marion County's filing of an ORS 183.390 rulemaking petition brought to us by Commissioner Starrett.

Thank you, Chair. And our HHS director, Lindsay Manfred, is here to sort of flesh out the details. But the reason why this is so important is since June, we've had this discussion, had discussions with Marion County, and we've also talked about it on our local government advisory committee through HHS, talking a little bit about some of the concerns that OHA is really not being receptive to the concerns we have about safety issues. So what this is really doing is asking them, it is a petition to require them, OHA, to do a public comment period to take input about some of the concerns about res

And the really important thing is really safety to the staff because this doesn't, the way it's written now is something has to happen to someone before you can take action, a staff or the organization can take action. Now we're saying, hey, wait a second, if it's looking like there's a threat here, we need to be able to have the ability to say this might not be an appropriate placement.

Thank you. So with that, I would move approval.

I appreciate it. Any further discussion? Thank you all. Okay, all those in favor signify by saying aye. Aye. Motion passes unanimously. Thank you. Thanks, Lindsay. Jay, it's public hearings. There is none.

Sounds like there was some discussion already. Do you want to make a motion to...

Well, I just want to make sure that, okay, so you're right. We are just voting on replacing Mr. Sheridan. And then the other application that came in, I want to make sure that That is because my understanding from lots of emails back and forth with Cynthia is the application came in and it was pretty much just a foregone conclusion that that was someone who's going to be added to the committee.

No, that's not the way I understood that one. Sorry, Ken wants to.

And the back story on Brandon and Frank, there was, in my understanding, was general consensus and a vote that Frank would still be on the committee and and have his institutional knowledge of the system. But Brandon spends a lot of time in Salem. And so he would be kind of advocating as chair of that committee for funding during the long session this coming year. So that's why we decided to put Brandon as chair, or why they decided. I don't think I'm a voting member on that one. why they decided to put Brandon as chair instead of Frank. So it was nothing against Frank. And I think Frank agree

Okay. Well, I spoke with him and he was sort of a little surprised by it. And I don't want to overstep, obviously, if the committee made that decision, they do have, for the bylaws, the ability to do that. But I want to make sure, because in reading these emails... Reading these emails from Cynthia, she said, yeah, I basically kind of overstepped. I think this might have been in regard to Jessica's application that there was some, the process wasn't followed. But as far as the chair, appointing the chair, the committee does have the authority to do that. And then the board would.

They don't. We have to approve it. No, no.

the committee has the authority to appoint a chair or to nominate a chair and then the board would approve it. So that's where we are today. I just want to make sure that in terms of the discussion that went on at the meeting that everything was followed so it wasn't just a we're going to submit, we want this to submit it to the board of commissioners.

I think it was but I don't have the emails in front of me. I don't But we can table this to another day to double check, make sure that the process was for bylaws until next week. I'd be fine with that.

advertising the anytime we want somebody else on on it, because I think we, you know, I'd really like to make sure. And I know there there might be a disability designation in this particular application, which is is great. But we also would like to cast the net pretty widely for veterans and folks who use user. So I just want to make sure we're following those bylaws.

So if we could just put this off till next week, we can try to figure out where we're maybe not following the rules here.

So, but this one's just appointing Brandon. Do you want to wait on that also and just get to the frame?

Just so that we can get everything squared away because I think there's a lot of confusion and Cynthia was saying, hey, maybe I didn't follow the process, but I want to make sure that did or didn't happen. That's all.

So you want to call that item I-5 then, Ken, and vote on it, or are you good?

Okay, so we're going to take no action on item G-1 and it'll be on a future agenda. Cool. Moving on. We're going to go to, there is no public hearings, which is JK is announcements and we'll go to commissioner King.

Thank you. Minor short this week, lots of emails and phone calls, but last week of summer. So I spent quite a bit of time with my kids. So thank you. Sure, sir.

We had our meeting, our monthly meeting of the Suicide Prevention Coalition. I want to thank, Kelsey's doing a great job of getting a variety of different stakeholders together. One of the things we talked about was a youth outreach project, a banner project to get messages of hope regarding suicide prevention more broadly in the schools and different things. Something else which is new, and every time you turn around, there's another threat to the mental health and wellbeing of our youth, but apparently kids are using AI as therapy a therapy for chat, where they're going to AI and asking them

Fair board meeting was last Thursday. It went well. And we hit a record attendance this year. We were 31,000 ish last year and we were over 36,000 this year. So yeah, we're up across the board between 18 and 30% on our vendors. So yeah, All in all, great fair. It continues to be well, so we need to keep kind of keeping track of that as far as what it looks like to upgrade our fairgrounds. I know there's fairs in our vicinity that are struggling, but we are the opposite of that. We keep growing. We keep doing better every year, and so we need to make sure that we pay attention. Monday, we gave

So if there is nothing else for the good of the order, I'm going to close this out at 10.
