Thank you so much. Thank you. Before we proceed to the ceremonials, I would ask everybody to please have a moment of silence for Judge Jackie Glass. She recently passed, left far too young, but had made a tremendous impact on this community. And I, for one, will miss her very, very much. So may I ask now for a moment of silence? Thank you so much. We will now proceed to the ceremonial GOOD MORNING, EVERYBODY.
AND FOR OUR FIRST ITEM, MAYOR PROTEM DIAS WILL HONOR OUR CITIZEN OF THE MONTH. MAYOR PROTEM?
Thank you, Madam Mayor, and good morning, everyone. It's always great to have you all join us, especially for this very uplifting part of our meeting. I do have the honor today of recognizing an outstanding Ward 3 resident. From the moment that I was elected, he came to me seeking to offer help and support to make a change in an area of Ward 3 that needs it desperately. And I think we're on the right path. And so with that, I'm gonna invite our honoree, our citizen of the month, Mr. September David Ranon. I know. We don't have anything queued up as he walks up here, but it's OK. David Renan is
So we have a certificate recognizing David as our citizen of the month, and we also bought him a money tree so that he can continue to make the magic happen.
For our final item, Councilwoman Kelly will be recognizing an outstanding community partner. Councilwoman?
Thank you, Mayor. I'd like to invite Joyce and Steve Haldeman to come up with me. Steve, apparently... Apparently, Joyce didn't tell you that you were coming up, Steve, but here you are.
All right. Today, I have the extraordinary privilege of honoring someone who has been part of civic life of this community for so long, it is difficult to know where to begin. Fortunately, Joyce Halderman's children have offered some assistance. And they have provided what I would like to describe as the unauthorized biography of their mother. According to them, Joyce showed signs of her future career unusually early. Apparently while other babies were learning to crawl, Joyce was making her way toward a typewriter to prepare meeting agendas and grant proposals. They have also made certain tha
And I want to invite... And I left my paperwork here.
I want to invite her children, Nate and Amy, Josh and Renee, and Jimmy to join us up here, as well as niece Michelle, her husband Huck, and siblings Paul, the best brother, Paul Rogers, and Mindy.

Report by Michael Cunningham, Acting Director of Public Works regarding the City of Las Vegas Street Rehabilitation Program. This impacts all wards. Mr. Cunningham.
Thank you, Mr. Cunningham. Are there any members of the council that wish to comment or have any questions about the presentation? Oh, yes, Mr. Knutson.
Thank you, Mr. Cunningham, for the presentation. I think your team does a really great job. I've had to interact with my neighborhoods and the work that your team does, so I appreciate that. The question that comes up most often for me, you kind of highlighted the coordination between this team and the Vision Zero team and the CIP projects and the coordination. The question that comes up most often is do we do that same thing with other utilities? Because what the neighbors see sometimes is we'll come in and slurry steal a neighborhood or redo a street and then the water district or NV Energy
Thank you, Mayor. Thank you for the presentation, Mr. Cunningham. You mentioned the federal grants, and I was just wondering what cycle they're on. So are those grants that we can apply for every year or every two years? I was just wondering about that.
Thank you so much. Ms. Summers-Armstrong.
Thank you, Madam Mayor, and thank you so much, Mr. Cunningham, for the presentation. If you can go back a couple of slides, I wanted to ask a question about something in particular. One right here. So on the very left-hand side, that's a street that has been not slurried. Crack sealed. Crack sealed. Okay. And then slurry is a thin coat over. Do you mill? What's the process?
Okay. So one of the things I see, because I'm in an area that has old neighborhoods, is that we'll often see streets that have the crack seal. And I don't know if you've driven down one in the brightness of the day, but that stuff reflects, right? And it makes it a little bit difficult to see how many times do we do this before we say it's time to slurry? Because I have gotten, well, on the campaign trail, when you're knocking on doors, these are things that people say. And I need to make sure that I have an answer because I'll be knocking on doors again soon. So how do I talk to my folks abou
Thank you, Madam Mayor. Thank you, Mr. Cunningham. One thing I did want to note is what I'm seeing from my residential streets in Ward 3 is that there's higher presence of bigger trucks, like service trucks that people use for their work, and then also I'm seeing semi-trucks, and so my concern is the wear and tear that that weight brings on the residential areas, and so I wanted you guys to factor in that Maybe some areas are gonna need more TLC sooner because of the dynamic of the work trucks coming into, and we don't have enough code enforcement strength to stay on top of every single one, b
Thank you for that information. And then last, just to make sure that we do a survey on the crosswalks that are school adjacent. I'm noticing many in my neighborhood schools are basically blacked out. You can't even tell where the crosswalks are because, unfortunately, that's just a nature of living in Vegas, not getting a lot of rain. And we just have a lot of cars kind of going over them. And so then they're missing. We can't see them. And They're a visual cue for a lot of the drivers, hopefully, to respect that space and allow pedestrians the courtesy to cross. And like the mayor has said,
And thank you to all your team. Just like Councilman Knutson stated, you guys are one active, busy crew, never-ending. I just reported to you some flickering lights on Washington the other day, and there's something always kind of needing attention and repair, and we appreciate how quickly and nimble your team addresses some of these issues on behalf of our residents. So thank you so much to them and to you.
Thank you. Anyone else? Okay. Thank you so much, Mr. Cunningham. This was just a report, so no action is required. Agenda item 28. We will set the date on any appeals filed or required public hearings. I would instruct the city clerk to set the public hearing dates and appeals from the city planning commission meetings and dangerous buildings or nuisance litter abatements.
Thank you so much. Agenda item 29, citizen participation. Public comment during this portion of the agenda must be limited to matters within the jurisdiction of the city council. No subject may be acted upon by the city council unless that subject is on the agenda and is scheduled for action. If you wish to be heard, come to the podium and give your name for the record. The amount of discussion on any single subject, as well as the amount of time any single speaker is allowed, will be limited to two minutes. This is your opportunity to address the council, but the council is not able to respon
Thank you so much. Is there anybody else wishing to address the city council? Welcome and please state your name for the record.
Thank you so much. You will have two minutes to speak. Will you state your name for the record?
Thank you so much. Appreciate it. Is there anyone else wishing to address the City Council? Please come forward and state your name. Welcome.
Thank you so much. Is there anybody else wishing to be heard? Seeing no one, we will move to agenda item 30, council emerging issues. Discussion regarding potential items for future city council agendas. This impacts all wards. Any discussion must be limited to whether or not such proposed items shall be placed on a future agenda. No discussion regarding the substance of any proposed topic shall occur. No action shall be taken. Do any members of the council have any topics they would like to bring forward under this item? Seeing no one, I will move to agenda item 31. Council member recognition
