5:33 – 5:45•Andrew Connors

Good evening, everybody. Welcome to the City of Titusville City Council Special Presentation and Recognitions Meeting on August 25th, 2026 at 530. I call this meeting to order. City Attorney, do we have a quorum?

5:47 – 6:24•Andrew Connors

Thank you very much. In lieu of a prayer for our invocation, we'll hold a moment of silence, please. Thank you very much. Please stand for the Pledge of Allegiance. Thank you very much, City Manager.

6:47 – 11:23•Andrew Connors

I'm going to first read off the Titusville Community Service Rewards Select Committee, and if you are here, please stand. We have Chairperson Sharon James, Clergy Representative Alex Bowman, Christopher Childs, Barry Russell, Amanda Bates. Not seeing any. All right. So we're here this evening to honor a citizen from our community who was nominated for the 2026 Community Service Award. This award was first named as the Harry R. Lee Unity Award in honor of reverently spirit, words and actions that personifies the concept of service and unity in the Titusville community and setting the example fo

13:05•Andrew Connors

You ran off without your award. Maybe your daughter could help you because we got two big ones here.

14:33 – 14:53•Andrew Connors

I would just also like to say congratulations to all who are nominated. I know it was very competitive this year. Your actions speak volumes about your heart of service, but as you can imagine, that was a pretty amazing resume. Thank you again. Congratulations to Ms. Billy. All right, city manager, moving on to item B.

32:23•Andrew Connors

I have a question about the lease and these leases that we structure that, you know, we don't own the building. We're just paying rent. Who's responsible for the maintenance?

33:17•Andrew Connors

So if the HVAC went out, the roof started leaking, the chiller exploded, that would all be covered by the owner of the building?

33:36•Andrew Connors

Thank you very much, gentlemen. I don't see any other lights on. Thank you.

41:55•Andrew Connors

I don't know about y'all, but that voice was very soothing.

59:26 – 59:42•Andrew Connors

Thank you very much, Interim Chief Wright, Lieutenant Joyner, of course, Mr. Davis, for being here. As always, an effort of time. I'm going to ask if anybody has questions on this board to get with you directly. But you guys are doing the work out in the community. And on behalf of this board, we really appreciate it. So thank you very much.

59:56 – 1:00:28•Andrew Connors

Thank you very much. All right, ladies and gentlemen, we have a big crowd here tonight, and we're not into our 630 meeting yet. It is 628. We're at the special presentations meeting where no action is taken, but there still is a petitions and requests portion. So if you come up here and ask us to do anything, that doesn't happen at this meeting. So at this time, petitions and requests, if you'd like to come up, now is the time. Mr. Johnson.

1:03:42 – 1:04:12•Andrew Connors

Thank you, Mr. Johnson. Any petitions or requests for our first meeting? Again, we don't take any action in this meeting. We've got to get into our 630 meeting before anything can happen. Did you have something? That'll be at the next meeting. Yep. We're still at our 630 meeting. We're still in our 530 meeting. I'm trying to end one meeting and go into another meeting. So again, I apologize. I know we have a lot of newcomers here. That's what I was trying to explain. Like we're not at that point yet. Anybody else? All right. Sure.

1:07:38•Andrew Connors

Not disputing that, but we will get into the whole stormwater conversation. I understand.

1:07:46 – 1:08:06•Andrew Connors

All right. Anybody else for our first meeting? I'm trying to end so we can get into our second meeting. I'm not seeing anybody. I do want to recognize we do have a special visitor in the House, and I would like to invite him an opportunity to speak and close this out before we move into our next meeting. Congressman, the floor is yours.

1:10:22 – 1:10:38•Andrew Connors

Well, first of all, Congressman, thank you for representing us up in D.C. Oftentimes people ask me about national issues and I say, you know, I don't know. I'm too focused on Titusville. That's why we elect somebody to represent us. So thank you for that. And I think I heard a crazy stat. How much money from the federal government have you brought back to Brevard County?

1:11:54 – 1:12:17•Andrew Connors

All right. I don't see any other questions. Thank you very much. Thanks, everybody. Have a great night. Thank you. All right, ladies and gentlemen, just bear with us. We're going to end this meeting, and we'll take a short 10-minute break, and we'll reconvene for our 6.30 meeting that will convene at 6.50. So with that, I'll have a motion to adjourn.
