Thank you, Mr. Lucy. We appreciate your comments. There are several of you... They have given us cards, and you do not wish to speak. These are on agenda items. So if you have submitted a card, Krista Mitchell, supporting. Baxter will comment. Apartments, Renee Francis, opposing. Item 26-00742Z and 26-001A. And Balakshina, and I apologize. If I mispronounce the name, speaking in support of Baxter Well Apartments. Those cards will go as part of the city council's records. With that, we will move on to the next part of our agenda, which will be the consent agenda. Do we have any comments on the

8:33•Patrick Cloutier

Mr. Mayor, I move that we approve the consent agenda as presented by staff.

8:38 – 9:22•Bill Cox

Motion by Councilman Cloutier, second by Mayor Pro Tem Franklin to approve. The consent agenda, which consists of items 26-0757 through and including item 26-004M2. We have a motion and a second. First item is 26-0843, a public hearing to consider an adoption of the budget appropriation ordinance for fiscal year 26-27. Mr. Holloway.

13:19•Bill Cox

Thank you, Mr. Holloway. Any questions? Anyone?

13:21 – 13:32•Patrick Cloutier

No, I wanted to thank you, Mark, you and your staff. You know, you worked hard over the past couple weeks to get the tax rate to be where it was last year and your efforts aren't lost on us and I appreciate it.

14:39•Michael Jones

And just to be clear on that, the North Texas Municipal Water District, we are a member of that district, but we are just one of many members.

15:06 – 15:23•Bill Cox

Anyone else? Mark, thank you very much. I appreciate your presentation. This is a public hearing item. If you come to address the City Council regarding this proposed budget, seeing we have no one signed up, we would entertain a motion.

15:27•Michael Jones

Mr. Mayor, I move that we approve the budget as presented by Mr. Holloway.

15:33 – 15:49•Bill Cox

I have a motion by Councilman Jones to approve the budget Appropriation all seconds for mr. Holloway's presentation second my counsel including right any discussion Record vote on this. I'm sorry.

16:06 – 16:23•Bill Cox

All right, that motion carries. The next item is 26-0884, consideration of an ordinance to ratify the property tax revenue increase for fiscal year 26-27 as a result of the city receiving more revenues from property taxes. Mr. Holloway.

17:14 – 17:26•Patrick Cloutier

And Mark, that's because the existing values by and large declined. Not everybody's house went down in assessed value, but many of them did. And so many homeowners will be seeing a little bit of a lower city tax burden this year. Is that fair to say?

17:55 – 18:48•Rick Franklin

Anyone else? Mr. Mayor, I'd like to make a motion. No. I move that the increased revenue from property taxes in the fiscal year 2026-27 city budget is hereby ratified with the following declaration. Based on the tax rate of 0.412284, this budget will raise more total property taxes than last year's budget by $5,684,486, or 3.16%. and of that amount, $6,108,741 is tax revenue to be raised from new property added to the tax roll this year.

18:51 – 19:25•Bill Cox

Okay, we have a motion by Mayor Pro Tem Franklin, second by Councilman Cloutier. Is there any discussion? Empress, you want us to vote here? Please cast your vote. All right, that motion carries. The next item is 26-0845, a public hearing to consider an ordinance adopting a tax rate for fiscal year 2026-27. Mr. Holloway.

20:16 – 20:28•Bill Cox

Very good. Thank you, Mark. This is a public hearing item. If you come tonight, I'd like to address the council on this tax rate for fiscal year 26-27. Since no one has signed up, we will move on. Do we have a motion?

20:29 – 20:40•Patrick Cloutier

Mr. Mayor, I move that the property tax rate be increased by the adoption of a tax rate of 0.412284, which is effectively 0.75% increase in the tax rate.

20:40 – 21:00•Bill Cox

I have a motion by Councilman Cloutier to close the public hearing and adopt the motion. for the motion that made by Councilman Cloutier, second by Councilman Lynch. Any discussion? I appreciate your roll call.

21:12 – 21:30•Bill Cox

Yes. That motion carries. Next item is 26-0846, discuss an ordinance to change rates and fees for city services. Mr. Holloway.

21:52•Bill Cox

No questions? Mark, thank you very much. Mark. This item does not have a public hearing component, so we have a motion.

22:01•Rick Franklin

I'll make a motion we approve this item.

22:05 – 22:44•Bill Cox

I'll second. Motion by Mayor Pro Tem Franklin to approve the item as presented. Second by Councilman Jones. Is there any discussion? Please cast your vote. That motion carries. The next item is 26-0013, SUP 2. This is a public hearing to consider a specific use permit for passenger fuel vehicle sales, Wildwood Marketplace. This is on the south side of Lord Howell Parkway, 700 feet west of County Road 201. Mr. Riley.

24:52•Bill Cox

Thank you, Lucas. Any questions, anyone? Lucas, is there an applicant here?

25:31 – 25:48•Bill Cox

Anyone? No, sir. Mr. Seabolt, you're free to go. I appreciate it. Thanks for being here very much. Yeah, thank you all. This is a public hearing item. If you've come tonight and would like to Address the council on this SUP. Mr. Rain, do we have anybody signed up?

25:49•Rick Franklin

All right, then we would look for a motion. I'll make a motion we approve this item.

25:56 – 27:02•Bill Cox

Motion by Mayor Pro Tem Franklin to close the public hearing and approve the item as presented by staff. Second by Councilman Lynch. There we go. Any discussion? Please cast your vote. If that motion carries, that item, Lucas, has been approved. The next item is 26-0074Z and 26-0010A. This is a public hearing on a petition to annex and request a zoning to MF36. This is on the south side of Baxter Well Road, 1,200 feet west of FM 1461. Mr. Raley.

28:46•Bill Cox

Thank you, Lucas. Any questions? No? Very good. Thank you. Is there an applicant here? Yes. Very good.

29:23 – 29:41•Bill Cox

Of the applicant, Ms. Rogers. Thank you. We appreciate you being here. Absolutely. Thank you. This is a public hearing item. If you've come to nine, I'd would like to address the City Council on this proposed annexation and rezone. We do have Tisha Blakey Blanton.

32:01 – 32:24•Bill Cox

Thank you, Ms. Blanton. If you sent in comments via our online portal and you sent a letter in on that, we received your letter. Anyone else that sent a letter in, please know that we didn't receive it. That's the last speaker that we have. Do we have discussion? Anyone?

32:26 – 35:06•Patrick Cloutier

You know, Mr. Mayor, I do feel for what Ms. Blanton and her neighbors are going through. What happened here, though, is that TxDOT came in with their 380 alignment for the bypass. And when they did that, it's coming right to the south of this. And Lake Forest and the 380 bypass is going to be, to me, about as busy of an intersection as, like, Virginia and 75. It's going to fly over there and it's going to do that. And it's going to change the complexion of that area. For the last number of years, ever since I've been on council, there's been a lot of development there outside of our city limit

35:07 – 35:51•Michael Jones

No. I've heard a lot about this. And I actually live in this area. We have multiple apartment units coming up that are market rate in that area. They're not even done yet. I do feel the resident's concern about the pressure that it's going to put on the infrastructure because there's really nothing up there right now. We did, and I'm one that voted to approve the multifamily that was for affordable housing, but those were smaller density. It was under 300 units. To me, it's just a massive apartment complex. And so, I mean, I just think we just, it just needs time. We don't have the infrastruct

35:53 – 36:25•Rick Franklin

Anyone else? Any other comments? I'll, I'll, what's my opinion? I'm kind of like Michael. I live fairly close to this. I understand the residents out there. It's a lot of apartments in one area. And I realize we're in a very tough position because they can do what they want to do anyway because they're outside the city. And we have no control. We can't do anything. So it's better to have them in the city. However, I'm going to have to be a no.

36:28 – 37:13•Justin Beller

Anyone else? Mr. Mayor, just to kind of address a couple of things. One, infrastructure is brought by the developers. And so... They will complete the grid and bring the infrastructure into this area that is needed. The second thing is we've got about a how many acre civic center going basically across the street from here where we've got a public facility plant, a water facility. We've got a new apex center coming. This is where people are going to be. And so that's going to come whether it's in the city limits or not. And so I'd prefer it to be in the city limits. So I will second Patrick's

37:14•Bill Cox

Anyone else? We have a motion by Councilman Cloutier, second by Councilman Beller.

37:23 – 38:00•Bill Cox

Motion is to approve as per staff recommendation. Please cast your vote. This motion carries about a vote of four in favor and two against. The next item is 26-086Z2, a public hearing to consider a reasonable property from PD plan development to C2 local commercial district. This is on the south side of El Dorado Parkway, south of Custer Road. Mr. Raley.

39:15•Bill Cox

Thank you, Lucas. Are there questions, comments? Anyone? Lucas, is there an applicant here?

40:04 – 40:16•Patrick Cloutier

So Randy, when I think of District 121, I think of the casino and the little amphitheater in the back and restaurants and something activated on that level. Is that fair to say? Yes.

40:19 – 40:31•Bill Cox

Anyone else? Thank you, Mr. Hollett. I appreciate you being here. This is an item with a public hearing. If you are here tonight and no one has signed up, so we will entertain a motion.

40:33•Rick Franklin

Mr. Mayor, I'll make a motion. We approve this item and close the public hearing.

40:37 – 41:15•Bill Cox

I have a motion by Mayor Pro Tem Franklin to close the public hearing and approve the request per staff recommendation. Who was that? Mr. Jones? Second by Councilman Jones. Is there any discussion? Please cast your vote. But that motion carries. That item has been approved. Next item is 26-0847, a public hearing to consider a request by the City of McKinney to amend Article 6, conveyance of land for recreational areas and facilities. Ms. Kincaid.

41:38 – 41:49•Bill Cox

So we have a motion, or I request for a motion to table, leave the public hearing open, continue the public hearing and table until September 15th.

41:50 – 42:53•Bill Cox

I have a motion by Councilman Cloutier to that effect. I'll second. Second by Councilman Jones. Any discussion? Please cast your vote. All right, that motion carries. That item has been tabled. That does conclude our regular agenda. We'll now move to public comments on items not on the agenda. Just as a reminder, when you do come to the podium, you'll have two minutes to share your thoughts with us. We appreciate you being here. We ask that you be respectful of each other, including the two-minute time. In the event there is a disruption in the meeting, we will recess the meeting and remove th

Thank you, Mr. Mayor. This is the first week in over 20 years that I don't have a kid living at home. And my wife has already told me that I talk too much. So I don't have anything else, Mr. Mayor.

1:46:27 – 1:48:28•Patrick Cloutier

I do a lot of reading in the morning. Reading is a de-stressor for me, and I need that these days, so I do a lot of reading in the morning. I read something this morning that maybe stressed me a little bit, and it might stress you, but I want to share it with you because I think about things in a larger context. This was something I got, and I can share it with any of y'all if y'all want to see it, but it was something from the Census Bureau. And it projects the US population in 2050, which is 24 years from now. And it says we're going to grow by 8.2%. That's not that bad, 8.2%. That is 62, ex

And I stayed as long as they wanted to stay. And it was a great e

1:49:35 – 1:50:53•Bill Cox

I'd like to recognize the McKinney Fire Department. Over the last month or so, we have deployed personnel and equipment to areas that have flooded in our state and then also fires. around the country, and if you watch the news, you understand the tragedy that people are left with when they are faced with disasters like this, and if you're not a firefighter, and I'm not, and I don't pretend to know what those guys go through, but I can only imagine when you see someone in distress that's not from your hometown, and you're there trying to save someone's life, it's got to impact you in some way,

1:51:46 – 1:52:02•Bill Cox
