4:11 – 5:07•Robbie Cheek

Everybody's here. Move on to amendments to the agenda. We have one addition under executive session to at IT technology related issue. Secondarily, I would like to get into item five under Board of Commissioners restructuring of the Camden County Solid Waste Authority. I recommend that we Take that off the agenda for right now. I think we have more questions than answers. I actually put that on the agenda, but looking back, what I want to know and understand is where we started with the Solid Waste Authority, where we are today, and where we move forward, because I'm not 100% sure we are in co

5:11•Jim Goodman

We have a motion. Make a motion to approve the agenda as amended. Second.

5:16 – 5:46•Robbie Cheek

We have a motion and a second. All in favor? Motion carries. So we move on to adoption of the agenda as presented. Move on to the approval of the minutes of July 7th, 2026 regular meeting and the public hearing minutes. Any changes, deletions, or discussion? All right. Seeing none, entertain a motion to approve.

5:58 – 6:09•Robbie Cheek

And I'll second. We have a motion and a second. All in favor? Motion carries. We'll move on now to a presentation by Jared.

17:01•Cody Smith

I had a couple. So you mentioned the state-of-the-art fueling island. Do you currently have a fueling island?

17:18•Cody Smith

So in terms of those tanks, are you planning on reusing them?

17:41•Cody Smith

And then you mentioned fire separations. Have you had the chance for the fire chief to review the plans? Okay.

17:48•Robbie Cheek

No worries. So based on the material out there, do you anticipate any additional dirt being brought in to bring the site back up to grade?

18:06•Robbie Cheek

And then the... You spend around 58. You anticipate around 100. That's all budgeted dollars.

18:27•Robbie Cheek

Money we're spending outside of our own resources are rental equipment.

18:41•Cody Smith

So they x-rayed the ground and found that we didn't go far enough with organic material removal.

19:32•Cody Smith

Is there any kind of return that can be made on that organic material or is it just waste?

20:14•Robbie Cheek

I guess it doesn't matter at this point because we have to deal with it, but at what point was there stumps buried or debris buried on the site? It's such history nobody really knows, right?

21:05•Jim Goodman

Just for the record, you did not find Jimmy Hoffa?

21:19•Robbie Cheek

Okay. Any other questions from the board? Thanks, Jared.

21:24•Cody Smith

Thank you. One last question. Is there an ETA on when the building, like once this step is completed, an ETA on the building?

21:50•Jim Goodman

Thank you. So those pre-engineered buildings is going to make it go pretty fast once you get...

22:59•Robbie Cheek

Thanks. Okay, let's move on to the first public comments section, comments regarding items featured on the agenda. Anybody wish to speak?

28:44 – 28:55•Robbie Cheek

Anybody else? Okay, moving on to the regular agenda. Item number one, Kelsey.

29:23•Cody Smith

Mr. Chair, I move to approve the surplus pool table.

29:29•Robbie Cheek

I'll second. We have a motion and a second. Discussion? All in favor?

31:39•Cody Smith

Mr. Chairman. I'd like to move to approve this contract award for the roof replacement at Building 180 for Naval Submarine Base Kings Bay.

31:51•Cody Smith

I wanted to ask you, Jared, how long does it take you to put together a bid like this on behalf of the base?

32:22•Robbie Cheek

So essentially what we're doing, we're doing contract administration, not contract inspections.

33:36•Cody Smith

So I know you're just fulfilling our obligation that we signed up for under our government services agreement, so thank you for doing that. Are you still able to keep up with a lot of your County responsibilities? Why still?

34:17•Cody Smith

Well, I know the base certainly appreciates the work, and we appreciate the revenue that you bring in through doing this. Yes, sir. Thank you.

36:15•Robbie Cheek

We have a motion and a second. Any further discussion? All in favor?

36:24 – 36:58•Robbie Cheek

Okay, moving on to the reappointment of the Camden County Public Library Board of Trustees. We have two members that will be reappointed, Jackie Fry and Letha Massey. Do we entertain a motion to reappoint these two members? I'll make a motion that we reappoint Jackie Fry and Aletha Massey to the Camden County Public Library Board of Trustees.

37:01 – 37:30•Robbie Cheek

We have a motion and a second. Any discussion? All in favor? Motion carries. Okay. Moving on to the... We have a vacancy in District 2 for the Camden County Planning Commission. We have several applicants. I think you've all seen those. We've seen the resumes. Do we entertain a motion?

37:40 – 38:22•Robbie Cheek

Second. We have a motion and a second. Any discussion? Seeing none, all in favor? Motion carries. Okay, moving on, we took item five off the agenda, so we're going to move on to the intergovernmental agreement with the City of St. Mary's, City of Kingsland, and the County Public Service Authority for Parks and Recreation Operations and Programming. This has been an ongoing discussion. I think everybody's read the agreements. Do we entertain a motion?

38:41•Robbie Cheek

We have a motion and a second. Discussion? Discussion?

38:45 – 40:04•Cody Smith

Yes. So, I mean, the first time we received a copy of it, while I'm speaking for myself, was this Thursday when the agenda came out. It was the first time I'd seen a copy of an updated PSA agreement. Just looking through it, I mean, there are some things I do have questions about. So if we're looking at... On page eight, number one, there says the PSA shall maintain such insurance as will protect him from claims other where other other places, you know, certain entities are referred to as their or them. Also on page 10, when it comes to programming, it says the PSA shall develop, maintain, and

40:22•Cody Smith

Okay, so that's gonna be separate from PSA sports? Yes, sir. Yes. So PSA is not going to offer any soccer programming?

40:29 – 41:34•Cody Smith

Okay. And then the other thing I had a question about on page 15 when it comes to withdrawal and transition. It says, upon notice of withdrawal, the parties shall develop a transition plan that includes continuity of services, allocation of assets and equipment, and use of facilities. I think we saw that it was kind of a... laborious process as far as the county and the municipality is just taking back responsibility for their parks. I think before we all get into an agreement, if we're going to have a section about what withdrawing from this agreement and what transition looks like, we should

42:30 – 42:47•Cody Smith

I think I'm just now learning that Woodbine residents are going to have to pay more to participate in Camden County sports. I don't know. For those reasons, I don't necessarily feel comfortable signing this tonight. And I think we should get some more, maybe even a work session on it.

43:00•Cody Smith

Who was working on this on behalf of the board? Like I said, the first time it was ever presented to me was Thursday night when the agenda came out.

43:58 – 44:13•Cody Smith

Well, then we've we've learned, you know, that things can change fairly quickly. I think I think when we decided to take back responsibility of maintaining county owned parks, it was right after we had just signed an agreement with the PSA or some sort of extension.

44:27•Cody Smith

Wholeheartedly agree. I've seen that improvement as well.

44:36 – 45:04•Cody Smith

My point being is that, you know, I understand, you know, three of the five have worked on this, but... This is the first time we're seeing it. I've noted some very clear issues and I think maybe we could use some more time on this. And we just have to send it back to the cities and have them look it over again. I don't know how much each of their boards have been involved in the process, but I know as far as this board is concerned, not everybody's been involved.

45:10 – 45:32•Robbie Cheek

Further discussion? We have a motion and a second. All in favor? All opposed? Okay. Moving on to reports. Any changes in the calendar?

46:32•Robbie Cheek

Okay. Thanks, Joey. I have a question. Yes, sir.

46:40•Jim Goodman

If more than three of us show up at the town hall meeting, are we okay?

46:46•Robbie Cheek

We are. As long as we don't discuss county business.

46:56•Jim Goodman

I had the rabies shot that I was planning on coming in here with a muzzle on to protect Martin or to protect me from reinfection. I don't know what you do.

47:08•Robbie Cheek

If three of us show up in that forum, there's no issues.

47:25 – 47:38•Robbie Cheek

OK. OK, so let's move on to the additional public comment section. Anybody have anything to bring to the board?

51:42•Robbie Cheek

Thanks, Janie. Anybody else? Yeah, come on.

53:05•Jim Goodman

Ricky, was any of that pound cake left over?

53:20•Robbie Cheek

Anybody else? Moving on. Commissioner comments. Anybody have any comments? Suggestions?

53:29 – 53:44•Cody Smith

I just wanted to thank Mr. Manning for keeping us updated of his observations as he travels Camden County. And to Ms. Jeannie, I just wanted to echo that same frustration and publicly just say that the hand is out for the city of Woodbine if they're just willing to take it.

53:48 – 54:06•Jim Goodman

To the to the dad in the blue shirt back there, sir They pay us in skittles if those little girls would like these skills. I can't have on my diabetic So come up here and get them when you when you get a chance Yeah, I just want to make a comment about the the town halls Joey I

54:07 – 54:30•Robbie Cheek

I know I've had several, most commissioners have several. It's just a good environment to take away from the rigid part of this discussion to you can have an open comment section. I think it's going to be a great thing, I think, so I'll accommodate you for doing that. And I ask all the commissioners to show up if you can.

54:35 – 54:49•Cody Smith

That's all I had. Chairman? Yes. I would move that we adjourn the regular meeting and convene an executive session for the purposes of discussing real estate, personnel, and information technology. Second.

54:49•Robbie Cheek

We have a motion and a second to adjourn the regular meeting and convene an executive session. All in favor?

2:08:28•Robbie Cheek

We have one item that we need to deal with and we entertain a motion, Mr. Turner.

2:08:44•Cody Smith

Mr. Chairman, before we do that, I move to adjourn the executive session and reconvene regularly.

2:08:51•Robbie Cheek

I ask you to adjourn the executive session.

2:09:00•Robbie Cheek

The motion is to adjourn the executive session. Do we have a second? All those in favor. Okay, now Mr. Turner.

2:09:21•Robbie Cheek

We have a motion and a second. Any discussion? All in favor? I have a motion to adjourn.

2:09:27•Jim Goodman

I make a motion to adjourn, Mr. Chairman. Second.

2:09:30•Robbie Cheek

We have a motion and a second. All in favor?
