Council meeting for January. Today is the 15th of January and it is now 10.08 a.m. Madam Clerk, please call the roll. Councilwoman Nicole Reynoso.

0:21 – 0:38•Christi Fraga

Okay, before we rise for the Pledge of Allegiance, I need a motion to excuse Councilwoman Cabral's absence. She had a medical... SITUATION WHICH I BELIEVE HAS BEEN CIRCULATED. MOTION. I HAVE A MOTION TO APPROVE BY VICE MAYOR PORRAS. IS THERE A SECOND?

0:52•Christi Fraga

MOTION PASSES. PLEASE RISE FOR THE PLEDGE OF

0:59•Nicole Reinoso

I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty.

1:13 – 1:37•Christi Fraga

Thank you. We had an invocation today by Father Israel Mago, but I don't see him present. So I've asked Councilman Pinedo to please lead us in the invocation. If you could please bow your heads. And as we do this, I would ask that we please think and pray for those in L.A. with the wildfires and also praying for the people in Venezuela and everything that's happened this past two weeks.

1:37 – 2:17•Rafael Pineyro

Thank you, Mayor. Dear Heavenly Father, we come before you today as a council to seek your guidance, wisdom, and strength as we make decisions that will impact our community. We ask for your presence to be with us throughout this meeting, guiding our thoughts and words with your divine wisdom. Grant us the humility to listen to one another with open hearts and minds and the courage to make the decisions that are just and fair. Help us to remember the needs of all those we serve. Bless our deliberations today and may they be filled with your grace and love. In your holy name we pray, amen.

2:17•Christi Fraga

Amen. Thank you, Councilman. Okay, we now have our agenda order of business. Go ahead and start with the city manager's office.

2:42•Christi Fraga

Thank you, Madam City Manager, and welcome to your first council meeting. Forgot to do that at the beginning. Anything from our city attorney?

3:03 – 3:15•Maureen Porras

Vice Mayor Papouras? I'm withdrawing my discussion item, 9D. The requesters have advice that they receive funding from another source already, and indefinitely, indefinite withdrawal. Okay.

3:37•Christi Fraga

Anything else, Vice Mayor? Okay. Councilwoman Reynoso, do you have any items to pull? No items, Mayor. Okay, thank you very much. And Councilwoman Cabral is not here.

3:49 – 4:28•Christi Fraga

All right, I have nothing to pull as well. All right, we will now move into the public comments portion of this meeting. The public comments portion is now open. You will have three minutes to speak to this council. Please approach the podium, say your name and address for the record, speak in a respectful manner, and anything that is on this agenda or germane to this council. I do not have any comment cards at this time, so if there's anyone in the audience that would like to speak, this would be your reasonable opportunity. Okay, being none, public comments is now closed, and I need a motion

4:37 – 5:20•Christi Fraga

All right, and we'll hear 6C after our discussion items, correct? Correct. Okay, I need a motion. Motion to approve by Councilman Pinero. Need a second. Second by Councilwoman Reynoso. All in favor say aye. Aye. Okay, I'll show the consensus agenda approved unanimously. We will now. Section 7, approval of the minutes. Yes, approval of the minutes. I need a motion on the minutes. Motion to approve by Councilman Pinedo. Second. Second by Councilwoman Reynoso. All in favor say aye. Aye. All right, the minutes have been approved unanimously. And we will now move into presentations. Item 8A, Keep Drill Beautiful Business Award. Mr. Edgar Estrada, please join us on the podium.

6:53•Christi Fraga

Thank you very much. Can you please approach the podium? Joe, Stephanie, welcome. Thank you for your investments in our community and for keeping it so beautiful. Would you like to say a few words? Sure.

7:23•Christi Fraga

Awesome. Please come up for a photo. Come right up here.

8:42 – 9:00•Christi Fraga

Thank you very much for keeping Doral beautiful. We'll now move into our discussion items. Madam Clerk, please read item 9A into the record.

9:13 – 9:47•Christi Fraga

Okay, thank you very much. This is my item. I think the memo pretty much states What we're doing here, I think it's important that there be clear distinction, and also that we revert back to the way that this has been done for many years. I think the salary also is important to correct from what had been happening previously for employee morale. If there's any discussion, then I'll take a motion. Motion to approve by Councilman Pinedo. Need a second? Second. Second by Council Member Reynoso.

10:12 – 10:40•Christi Fraga

OK, this is also my item. Again, this is to clarify the record. Section 2-376 of our code provides guidelines on how to handle requests to staff from council members. I don't think that we should have any additional privileges over what would be common for a member of the public or a business owner. Therefore, I'm asking that this be reverted back to its original form so that everyone can be treated equally. There's any questions?

11:05 – 12:03•Christi Fraga

Okay, thank you very much. This is an item that I said I would be bringing back after the moratorium that was passed at the December 18th council meeting. The policy is attached. I think everybody had time to see it. There is one change that I am asking to be made. Under section five, event criteria, item B, we're gonna strike out where it says non-for-profit, and so it shall read, the event cannot benefit a private organization. Additionally, in section... Sorry seven under city logo in the added area in any event organized I'm sorry any event organized and paid for by a council member throug

12:04•Christi Fraga

Second by Councilman Pinedo. Any questions? Being none, Madam Clerk.

12:16•Christi Fraga

Yes. This would also now lift the moratorium. Correct. FYI to everybody.

12:44 – 17:47•Rafael Pineyro

Thank you, Mayor. As you might all know, during the 2024 Florida Legislative Session, the State of Florida adopted amendments to Florida Statute 125.0231, titled Public Camping and Public Sleeping, which provides that a county or municipality may not authorize or otherwise allow any person to regularly engage in public camping or sleeping on any public property, including but not limited to any public building or its grounds and any public right of way under the jurisdiction of the county or municipality as applicable. As you know, we have been dealing with more homeless presence in our city f

17:48•Christi Fraga

Thank you, Councilman Pinero. Any comments or questions, additions to his item? Councilman Reynoso?

17:55 – 18:42•Nicole Reinoso

Thank you, Madam Mayor, through the mayor. Thank you, Councilman Bineto for bringing this item. I think it's very important to educate as well the community as to what can be done with this type of situation. My office also receives several concerned residents calling, texting, asking what can be done. And it's more of a safety issue, right? But I also think as a city, we need to find a way to help the people that are less fortunate that are spending their nights in public areas. We can't just abandon them and I would hope to do some further research as to how the city can also be of help and

18:46 – 19:09•Christi Fraga

Okay. Being none, I think that we need a motion. Motion to approve by Councilman Pinedo. Second. Second by Councilman Reynoso. Thank you, Councilman Pinedo, for bringing this forward and for taking on this initiative. I think it's extremely important, and I love the idea of doing an educational campaign on what resources are available to the community to provide support. SO IT'S ABSOLUTELY VERY WARRANTED. THANK YOU VERY MUCH.

19:37 – 20:42•Maureen Porras

Thank you mayor. Good morning and welcome back everyone happy new year. This is an item that I really thought would help a lot of our staff members who are eligible would be eligible to maybe work remotely once a week this isn't a directive I don't want it to be you know a directive from the city council because ultimately the decisions regarding supervision, hiring and firing of staff are under the city manager. So what this really is, is a way for us to maybe pre-approve that, you know, exploring that if it's something that the city manager would like to do at any point. And so I wanted to p

20:42•Christi Fraga

THANK YOU VERY MUCH. WOULD YOU LIKE TO SAY SOMETHING?

21:27•Christi Fraga

Thank you very much. Any other comments? I have a comment. Okay. Yes.

21:31 – 22:16•Nicole Reinoso

Council Member Reynoso. Through the Mayor, Vice Mayor Porras, I appreciate this item. I'm in support of it. I believe when feasible, we should look into having that opportunity available for our employees. Again, if the city manager so sees it fit. I think it's a traffic solution. I think it helps alleviate also pressures for expenses. And I believe it helps morale at some point as well, having that flexibility. So if it's something that the city manager sees that is an opportunity that certain departments or certain personnel can have, I am in favor of this. Thank you so much.

22:17•Christi Fraga

Thank you, Council Member Reynoso. Any other comments? Yes, Council Member Pinero.

22:21 – 23:20•Rafael Pineyro

Thank you, Mayor. I certainly, I also echo what Council Member Reynoso mentioned. And I want to thank the vice mayor for us as well. However, I want to add, well, I know the city manager already expressed her feelings about it. Do we need a resolution to move forward with this? Because if we move forward with a resolution, I'm afraid that we are asking her to come back to us, which I don't think is appropriate. But I also want to leave on the record that the new sheriff that was elected, by the way, Rosie, she actually is ending the remote work for staff. I think that we have a lot of prioriti

23:21 – 24:22•Christi Fraga

Thank you, Councilman. Yeah, I'd just like to add that I think being here for a bit and watching how the administrations have functioned somewhat more than others. I think there traditionally has been flexibility in allowing the discretion to the supervisors and the directors to allow for those flexible schedules without compromising efficiency and operations. And that's really important. I don't think this is something that needs to come back to us unless the manager feels that there is a policy that should be codified or should be, you know, a function of the council. So I have full faith in

24:45•Christi Fraga

Okay, Council Member Reno, so this is your item.

24:48 – 25:35•Nicole Reinoso

Thank you, Mayor, through the Mayor. Well, this item came about through the time that I spent with the community walking, knocking on doors, and hearing the feedback. Through my office, my main priority is to definitely address first the concerns of the residents, and this was one of the concerns. How our trees are managed, what has been done to our trees, and certain issues that have happened around the community. So I felt that this addresses some of the concern and has the ability to provide constituent services in regards to landscaping, tree protection, tree concerns.

25:36•Christi Fraga

and this is my item thank you madam mayor thank you councilman reynoso any comments or i think um

27:31•Christi Fraga

Thank you very much, Madam City Manager. Any other comments or questions? Council Member, are you okay with that?

27:36 – 28:02•Nicole Reinoso

Yes, through the mayor. I'm not opposed to best practices being informed in the best way possible for this item. Definitely don't want to create any extra work or unnecessary burdens to our employees. So through the mayor, Madam City Manager, whatever you see fit to get this item approved. Going, for lack of better words, go for it. Thank you.

28:50•Nicole Reinoso

With the recommended changes of the city attorney. Thank you so much. Second.

28:58•Christi Fraga

Madam Clerk, any other questions, comments? No. Madam Clerk, please call the roll.

33:03 – 33:51•Christi Fraga

Okay, so I just wanna mention, I did speak to Lee from downtown Doral. I have a pending meeting with the applicants, and I discussed with them that Doral has been involved with the Doral International Arts Festival, which actually, I believe, is suggested to take place on the same weekend. And so we're gonna work together to collaboratively make sure that we're kind of feeding off of each other, because the city has invested quite a bit into that festival already. So I think it's a good complement. And I have no problem with the use of the city logo, but at this time I would not be supportive

34:07 – 34:30•Christi Fraga

Thank you. Yeah, I did speak with them. So I have no issues with that. I look forward to it. I think it's going to be great and look forward to collaborating with the investment that the city's made in the Doral International Art Fair, which will now be taking place for the third year. and I think would be a great compliment to what you guys are looking to continue to do throughout the county. So with that, if there's any other questions, then we just need a motion.

37:26 – 37:41•Christi Fraga

I have no questions, additional questions. I don't know if you want to add anything, but if not, if there's no other additional requirements, we would ask for a motion to approve. Motion to approve by Councilman Pinedo. Second. Second by Councilwoman Reynoso.

37:52•Christi Fraga

Thank you. Thank you. Yes, sure. Absolutely.

38:43 – 39:07•Christi Fraga

So we've already taken a vote on it that would have had to been done before but I believe my chief of staff is in the room We will make sure to get your contact and have a conversation. Thank you. See how we can help. Thank you All right Okay, we move on now to the mayor's report Item 60 60. Oh, that's right. I'm sorry. I forgot your item was pulled councilman P nato. My apologies. I

39:24 – 41:40•Rafael Pineyro

Thank you, Mayor. As you all know, on October 23rd last year, we adopted ordinance number 2024-30, which requires the specific establishments to display human trafficking public awareness signs at their place of business. The ordinance also allows for the design specifics, including color, graphics, and additional verbiage to be adopted via that resolution that was approved. The reason why I decided to pull this item is just to make a few observations on the sign that has been proposed by Code Compliance Department, which I wanna take the moment to recognize the city attorney, the city adminis

41:43 – 42:15•Christi Fraga

Thank you, Councilman Pinero. I actually looked at it as well. And I think that they make the right under the photo. I agree. I think the seals make it more official. And then if you actually create like a bolder resource with the number being more prominent, it's really what we want people to know is that there is a hotline and the place that they can call. And then I think the information should be secondary. Website, place where people can go find more resources. But I agree. I think it's a little wordy. Any other comments? Council Member Reynoso?

42:18 – 43:00•Nicole Reinoso

There you go. Through the mayor, Councilman Bineto, I think this is a very important item. I agree that the more simple the message, because we really don't know how long somebody that may be in distress or despair has to read a message like this, right? So the quicker that we can get out the message as to where they can seek help, the better we're doing our job. And I agree, based on the severity of what this is, Using the seal, in my opinion, would fit what the subject matter of this item is. So I agree, less wordy, more direct, something simple. So whoever is actually needing of this inform

43:35 – 43:57•Christi Fraga

As long as legal is okay with how we're advertising it, I think we can work with the Councilman's office and we've all given direction of what I think should be seen more than anything. You're good with that? Thank you. Okay. Great, thank you. So let's have a motion to approve just in case so that that way the item is approved since it was on consent. Motion to approve. Motion to approve by Councilman Pinedo. Second. Second by Councilwoman Reynoso. Madam Clerk.

44:05 – 46:08•Christi Fraga

Motion passes. All right. Thank you very much. Now we can go into Mayor's Report. All right. Okay, well, everyone, I hope everybody's off to a good start to the new year. Welcome, Madam City Manager, to your first meeting. I want to thank Deputy Manager Rios for taking on the responsibility for the first two weeks of the year in making sure that things got accomplished, that this agenda got accomplished, because really it was overseen by you, so thank you very much, and Fernando as well. Our Assistant City Manager, you guys have been wonderful. Thank you. and we look forward to continuing to c

46:09 – 48:46•Christi Fraga

Perfect. And then lastly, the chairman of the County Commission yesterday put out a communication that the Board of County Commissioners will be having a workshop on the incinerator on June 28th. I'm sorry, January 28th, my apologies, regarding the discussions and options that will be presented. And so I encourage all of you to be there. I know that there will not be opportunity for the public to participate. But it will be a great opportunity for us to sit and listen to what are the suggestions. I will be having several meetings from here to there. I do have a pending call with the mayor's of

48:48 – 51:40•Nicole Reinoso

Through the mayor? Yes, Council Marino, so you're recognized. Thank you. Well, first, thank you so much, colleagues, for the support of my item. Environmental issues are important to me because they're important to our residents. And this item furthers the city's commitment to bettering our community and showing our residents that we do listen to their concerns. Second, my heart goes out to those in Venezuela. I believe democracy is something that we should all be fighting for, especially when you don't have it. My husband, my children, the Venezuelan, the blood that runs through the veins of

51:43 – 52:37•Maureen Porras

Yes, vice mayor. So again, good morning, everyone. Welcome back and happy new year. And to our new city manager again, we're so happy that you're here. Welcome. And I look forward to working on great things for the community and continuing that work. Thank you to our deputy city manager, Frank, and also Fernando as well for all the great work that you guys have done throughout the last two years and keeping us up to speed. And again, I look forward to continuing that great work. And to the rest of the city staff and the departments, I also look forward to a new year of great initiatives. And I

52:37•Christi Fraga

Thank you, Vice Mayor. Councilman Pinedo.

52:40 – 54:37•Rafael Pineyro

Thank you, Mayor. I also want to welcome our new city manager, someone that I had the privilege to work with years ago. So it's good to see you again back to your home. So welcome back. And I certainly look forward to four years of great work together. also want to thank the administration the rest of the staff you know 2024 was a good year for the city but this year is going to be an even better year for us so i look forward to working with each and every one of you to to keep making the rally a great place to to leave work learn and play i also want to thank councilwoman reynoso for speaking

54:38•Maureen Porras

Mayor, I forgot to mention our city attorney, of course. All of our departments, thank you for the great work.

54:45•Christi Fraga

Thank you, Mayor. All right, Madam City Manager, do you have anything in your report?

56:00•Christi Fraga

I have no problem. Is everybody okay with that? Sure. Okay. All right. Mr. City Attorney.

57:08•Maureen Porras

Yes, I have another meeting at 1130. So I'll take part for the first hour. Yeah, if unless we can get through stuff.

57:25•Christi Fraga

Thank you, Mr. City Attorney. All right, City Clerk's report. Brace yourselves.

57:38 – 57:50•Christi Fraga

All right, I need a motion to recess for the afternoon. Motion to recess by Councilman Pinedo. Second. Second by Councilman Reynoso. All in favor say aye. Aye. We are recessed.

57:57 – 58:12•Christi Fraga

Good evening, everyone. We're now calling this meeting to order. It is now 6.12 p.m. This is our evening session of our regular scheduled January council meeting. Today is January the 15th, 2025. Madam Clerk, please call the roll.

58:23•Christi Fraga

All right. We have special guests today that will be doing our Pledge of Allegiance. So please rise for the Pledge of Allegiance led by the Boy Scouts. Girls are here today. 552.

58:59 – 59:12•Christi Fraga

Thank you, ladies. Thank you very much. All right. We now have our agenda order of business. I do believe there may be an item that needs to be pulled by the sitting attorney.

59:29•Christi Fraga

Okay, perfect. If there's no other changes, additions, or deletions to the order agenda business.

59:57 – 1:00:20•Maureen Porras

If the council is okay with it, I'd like to move my item, 19-20, a discussion item, to right before the budget amendment to allow our special guest, Mr. Eric Trump, who's here with us, to hear his item first, and then mine would be right before the budget amendment, if that's okay with all of you.

1:00:21 – 1:00:54•Christi Fraga

No problem. Okay, that's okay with everybody? All right. If there's no more items to move on the agenda, we'll move into public comments. The public comments portion of this meeting is now open. Anyone who would like to speak on any item germane to this council or on this agenda, please approach the podium. If you fill out a comment card, give me a chance to call the comment cards out. You have three minutes to speak in a respectful manner to this council. Please state your name and address for the record. And for the first comment card and the only comment card I have today, I have Mr. Bruce

1:04:16 – 1:04:40•Christi Fraga

Thank you, Mr. Kaplan. Anyone else would like to speak in public comments? Please remember that we do have public hearing for each public hearing item. If you'd like to speak at that time, you can as well. Okay, being none, going once, going twice, three times, public comments is now closed, and we'll move into our public hearing items. Madam Clerk, item A, and if you could please swear in, yes.

1:05:23•Christi Fraga

That was going to be my next comment. If we could please read in also to the record 20J and 20K, since they all have to do with the same topic. We're going to take them all up at the same time. I believe we do have to take individual votes.

1:06:21 – 1:07:00•Christi Fraga

I will now open up public hearing for items A, J, and K. Public hearing is now open. Again, we are taking public hearing for items 20A, J, and K, also known as 25-5998, 24-5774, and 25-6003. If anyone would like to speak on these items, now would be your reasonable opportunity. Being none, public hearing is now closed, and I will take any ex parte communication from any members of the Council before we hear presentations.

1:07:02•Maureen Porras

Do we have any ex parte communications? I've met with the applicant, and that does not influence my decision. Thank you, Vice Mayor.

1:07:09•Rafael Pineyro

Mayor, I also met with the applicant. It doesn't affect my decision.

1:07:13 – 1:07:26•Christi Fraga

OK. I've met with the applicant and also it does not affect my decision. Okay, Madam Clerk, we're ready to hear from our presentations, which I believe we'll start with staff. Michelle.

1:23:44•Christi Fraga

Thank you, staff. Now I believe that the applicant has a brief presentation.

1:31:14 – 1:31:33•Christi Fraga

Thank you, Mr. Misarte. All right, we'll take questions from the council if there's any. Does anybody like to start with any questions? I have a quick question. I just want to confirm, there's no changes currently to the golf courses, right? The golf courses will be unimpacted.

1:31:41 – 1:34:19•Christi Fraga

I think it's important to try and preserve the green space. Doral is known as a golf community too, and I think it's what makes us so special and unique. And in South Florida, we're seeing less and less of that. And so for me, it's really important to make sure that we are preserving the golf course. I know you guys did do a conservation easement on the Blue Monster, and we look forward to continuing to work to preserve those green spaces moving forward. I think there was some concern from residents who maybe didn't understand that this is a development that's taking place off of 87th Avenue a

1:34:25 – 1:36:32•Rafael Pineyro

Thank you, Mayor. I also want to echo what the Mayor just mentioned. First of all, I want to thank you, Mr. Lazarte, because since we have been working on this, we have been back and forth on several conversations. I also want to thank the applicant and your team. Certainly it's not a secret what my position has been in the previous conversations, but I want to leave on the record that I appreciate the fact that you have been listening to my concerns. I believe, as the mayor said, my main concern at the beginning when I started was the number of units. And I'm glad that we were able to work th

1:36:33 – 1:37:22•Maureen Porras

I also want to thank Mr. Losarte, Mr. Trump, and the entire team, our staff, that worked on this project. I think it's important to note that this project really does exceed required city standards. It includes enhancements to public transportation, sidewalks, bus shelters, traffic improvements. It's compatible, really, with the designs and character of our city. And as you mentioned, Miss Losarte has been reviewed by and approved by all the appropriate agencies. And truly, it adds value to our city. And something that's very important as well is that our staff recommends the approval. And I w

1:37:22 – 1:37:37•Christi Fraga

Thank you very much. It would be appropriate at this time to make a motion. We're going to take one item up at a time. So at this time, I would need a motion if there's no more discussion. Motion to approve. Motion to approve by Vice Mayor Porras. Do we have a second?

1:37:40•Christi Fraga

Second by Councilwoman Reynoso. Madam Clerk, do you want to just read the item one more time, each one individually?

1:38:13 – 1:38:25•Christi Fraga

Motion passes. All right. I need another motion for item 20J. Motion to approve by Vice Mayor Porras? Second. Second by Councilwoman Reynoso. Madam Clerk, please read the item one more time.

1:39:11•Christi Fraga

Second by Councilman Reynoso. Sorry, I got ahead of myself.

1:39:48•Christi Fraga

Mayor Fraga? Yes. Motion passes. Okay. Thank you very much.

1:40:18 – 1:40:30•Christi Fraga

Thank you. If we weren't tough, we wouldn't be doing our job. Thank you. Thank you, Mr. Lizarte. Thank you, Mr. Trump. So everyone from the Trump Organization. Thank you. Thank you very much. All right. We're going to go ahead and move on to the next items.

1:40:34•Christi Fraga

She asked for it right before the budget item, so let's just go ahead and go in order.

1:41:08•Christi Fraga

Yes, let's take them up together. Thank you.

1:41:29 – 1:42:20•Christi Fraga

Okay, I think we're gonna hear from planning and zoning. Actually, sorry, we need to do public hearing, yes. Public comments is now open for item 20B and 20C, also known as item 25-5973 and 25-5974. Anyone who would like to speak on these items and these items specifically, please approach the podium. You have three minutes to speak in a respectful manner towards this council. I have no comment cards. Public hearing is now closed. Let the record reflect that no one has chosen to speak at this time. And I will now take ex parte communication. There's been any ex parte communication on this item

1:48:05•Christi Fraga

Thank you very much. I don't know if we need to hear from the applicant. Do you want to make a, you don't need to, but no.

1:48:42 – 1:48:55•Christi Fraga

Okay, thank you very much. All right, is there any questions for staff? Otherwise, I need a motion. Motion to approve by Councilman Pinero. Second. Second by Councilwoman Reynoso, who will take up item B first. Madam Flick, you want to read that one into the record?

1:49:54•Christi Fraga

Motion to approve by Councilman Pinedo. Second. Second by Councilman Reynoso.

1:50:39•Christi Fraga

THIS IS AN, THIS IS, SORRY, THIS IS THE CITY ATTORNEY'S ITEM.

1:51:24•Christi Fraga

All right, I need a motion to approve. Motion. Motion to approve by Councilman Pinedo. Second by Councilman Reynoso. Madam Clerk, please call the roll.

1:52:01•Christi Fraga

All right. Council and Vice Mayor Boas, this is your item.

So last November, the voters approved adjusting council member salaries to 30% less than the mayor's current salary. and to cap all future increases in the same. And this amendment is resulted in establishing an annual salary for the mayor of 80,690 and 56,483 for council members. Currently the city council receives an extra compensation, which is in addition to the salaries of $2,500 a month and the form of a stipend totaling an expenditure of $150,000 a year. The In an effort to promote honesty, fiscal responsibility, and also to avoid confusion as to the Council's exact compensation, I'm pr

1:53:16 – 1:53:49•Christi Fraga

THANK YOU VERY MUCH, VICE Great initiative, great idea. I think that now with the budget amendment that we're taking up next and second reading coming up on the following Monday, not this coming Monday, but the following Monday gives us an opportunity to think about this and see how it affects each and every single one of us independently and how we use our stipends. I think deferral would be necessary to be able to evaluate this further and have a better understanding of how the implications will affect us. Is there any comments? Yes, Council Member Pinero.

1:53:49 – 1:54:03•Rafael Pineyro

Thank you, Mayor. I also concur with your comments, and thank you, Vice Mayor Porras, for bringing this forward. I think it's a good initiative. However, I agree with your comment, Mayor, so therefore, I place a motion to defer.

1:54:05•Christi Fraga

Okay, I have a motion on the table to defer. I need a second. Second. All right, we have a motion to defer and a second.

1:54:22•Christi Fraga

Mayor Fraga? Yes. Motion passes. Okay, thank you very much. We'll now move into the budget amendments. Yes.

1:54:55•Christi Fraga

I think we have a finance here, as well as the city manager's office.

1:56:55 – 1:57:06•Christi Fraga

Thank you very much, Sol. All right. We have this item. I don't know if there's any other additional comments. I do have one. I have some comments. Okay, go ahead.

1:57:08 – 1:57:43•Maureen Porras

So I have a concern. Well, first of all, we just deferred the item, my item to remove $150,000 from the city budget. And we're increasing the mayor's budget with three new positions. One that was previously funded, unfunded, and now with two additional ones, which are going to be over $250,000. Are those positions specifically and strictly working solely with the mayor's office? Is that a question? That's a question, yeah, or whoever can answer that.

1:57:43 – 1:58:02•Christi Fraga

So the positions will come back to us. We're really right now just creating headcount and allocating funds. The positions will come back at the January 27th council meeting, and there will be a description there of each position and what they'll do and how they report.

1:58:03•Maureen Porras

My second question is, the deferral that just happened, was that indefinite, or was that to that meeting?

1:58:09•Christi Fraga

I think that each of us are going to review and consider, and it'll come back when we're ready. I do plan to possibly bring it back at the next council meeting.

1:58:19 – 1:58:54•Maureen Porras

I would say for all of us to consider, now that we're doing budget revision, maybe transferring that stipend, if it is something that you are open to looking at, into possibly helping the council members have an additional role as well, in addition to these three new positions under the mayor's office. And again, I don't know exactly where they're going to be fitted, but an idea that could really also help the council members to also help support those things. So just letting you know that.

1:58:57 – 1:59:17•Christi Fraga

If there's no other questions, I do have one clarification. I want to make sure that the funds that are being reallocated from the Doral Contemporary Art Museum are being allocated now to the DF, the Doral International Art Fair, because it does say Doral Art Fair. So I want to make sure it's Doral International Art Fair.

1:59:23•Christi Fraga

Yeah. And the other thing is, I think it was 15,000. It should have been 50. So I just want to make, yeah. So between first and second reading, we can change that.

1:59:38 – 2:00:11•Nicole Reinoso

Regarding this item, I appreciate that the cultural arts of this city has been mentioned along with helping out a organization that has dedicated their time to the military. I believe that the military community that we have in Doral is very special, very important. And I'm happy to see that we are taking care of an organization that does so much for the military families within this community, including our veterans. So thank you.

2:00:12•Christi Fraga

Thank you very much. Okay, I need a motion. Motion to approve by Councilman Pinedo. Second.

2:01:01 – 2:01:21•Christi Fraga

All right, item G is, well, let's open up to public hearing. Public comments now open for item 25-6014. Anyone would like to speak, please approach the podium regarding this item. Being no one, public comments is now closed. And I will turn it over to our city clerk.

2:01:35•Christi Fraga

OK, thank you very much. I need a motion. Motion to approve by Councilman Pinedo. Second. Second by Councilwoman Reynoso. Please call the roll, Madam Clerk.

2:02:14 – 2:02:27•Christi Fraga

Opening up public comments for item 25-6023. Anyone who would like to speak on this item, please approach the podium. Seeing none. Public comments is now closed. And we will turn this over to our city attorney.

2:04:29 – 2:04:56•Christi Fraga

Thank you, Mr. City Attorney. Any questions for the City Attorney regarding this item? Motion to approve by Councilman Pinedo. Second? Second. Second by Councilwoman Reynoso. There are no additional questions. All right. I am going to ask for each of us to bring back our nominations for the committee at the next hearing, which would be February 12th. Madam Clerk, please call the roll.

2:05:11•Christi Fraga

Provide your names to the clerk so she can put an item on the agenda for the next meeting to approve the board to select the I G all right to move on to the next item item I.

2:05:48 – 2:06:00•Christi Fraga

Please approach the podium. I All right, being none, this item is now closed for public comments and I'm gonna turn it over to the city attorney. Mr. City Attorney.

2:06:42•Christi Fraga

All right. Thank you, Mr. City Attorney. Is there any questions on this item? I have a couple questions. Motion to approve by Councilman Pinero, and we have questions by Vice Mayor Borjas.

2:06:52 – 2:07:07•Maureen Porras

Go ahead. Mr. Attorney, I know we discussed this item, so I want to make sure that page 2, section 2-5-3 will be amended to reflect what we discussed.

2:07:10•Maureen Porras

Clarification on a proclamations are to reflect the name of the current mayor and should the mayor not be available to present it. The requesting council members shall be able to present it.

2:07:42•Maureen Porras

Okay. So you'll be making that change, right?

2:07:44 – 2:08:38•Maureen Porras

Okay. And then the second one was on page three, section two dash five, four clarification on C certificates, plaques, et cetera, which bear the name of the city of Doral, includes the logo seal of the city of Doral, or which indicate that the certificate of recognition is being bestowed upon by the city of Doral, its council members administration, shall only be authored, created, and bestowed by the mayor. So what we had discussed was whether there was a prohibition or a limitation on individual members of the council that want to recognize and do their own certificates recognitions without

2:09:27•Maureen Porras

NEW SPEAKER Which is the use of the seal and the logo, right?

2:09:38 – 2:10:06•Maureen Porras

Okay. And then the last one was page four, section 2-56, the four-fifths vote. I asked you to look into it, and if that's something that's valid, as I mentioned to you before, there's been other resolutions, and this is ordinances, that have had this language written in, and have been reversed with three votes, including the pension ordinance.

2:10:54 – 2:11:14•Christi Fraga

Okay. All right, is there any other questions? So I think the only thing that we're going to be adding is in section three, I'm sorry, section 2-54C, there's going to be a reference to section 2.1 of our city code regarding the seal. And 2-53.

2:11:36•Christi Fraga

Oh, okay, I'm sorry. Yes, we're adding from the code. Correct. Into that item. Yes. Thank you. But only into section 2-54.

2:11:43•Maureen Porras

Yes, Madam Mayor. Item C. There's another one. 2-53, 2-53 into the proclamations.

2:11:48•Christi Fraga

Well, there should be no proclamations created in any, or any type of recognition that resembles a proclamation.

2:11:55 – 2:12:09•Maureen Porras

No, no, no. The language that needs to be added is all approved proclamations are to reflect the name of the current mayor. and should the mayor not be available to present the proclamation, the vice mayor will present the proclamation.

2:12:09 – 2:13:36•Christi Fraga

No, it says right here, it says, all proof proclamations are to reflect the name of the mayor, and should the mayor not be available to present the proclamation, the requesting council member shall be able to present it. In addition, in the vice mayor's absence, the mayor may delegate a council member. So basically the way it works, and we talked about this when we did the policy, is that if If the mayor is not available, we've always done it where the council member that requests it gets it. For a year, for a year, as the mayor and the official spokesperson, I wasn't even asked when a proclam

2:13:39•Christi Fraga

And so what happened this past year was not against the charter, Vice Mayor?

2:13:43 – 2:14:23•Maureen Porras

What happened this past year was not against the charter? So this is policy. I'm fine with it saying that whoever requests a proclamation can present it. I'm fine with that. But when you state that only the mayor can present it, and if they can't, the council member requesting it, I mean, I have an issue with that. So either we say that all of the requesters get to present the proclamation or following the charter, it should be the mayor, then the vice mayor, and in their absence, then the mayor delegates.

2:14:24 – 2:14:38•Christi Fraga

I apologize, but there's no consistency in your recommendation. I'm okay with it the way it is. We will make the change to Section 2-54, Section C, unless there's consensus on something else. I don't think that the policy needs to be amended any further.

2:14:38•Maureen Porras

I would like to hear from the attorney. Is this, presenting it this way, is this a violation of the charter?

2:14:56 – 2:15:22•Christi Fraga

Yeah, I think that between first and second reading, if you want to bring back some type of additional opinion, that would be great. It gives you some time to look at it. In the meantime, from first to second reading, I think that we'll make the changes that we've discussed and move forward with the current language. There's a motion on the table. Is there a second? Second. with the amended changes to Section 2-54, Section C only. Yes. Thank you.

2:15:38 – 2:16:17•Christi Fraga

All right. We move on to the next item, second readings. Oh, that's right, we did these. That's right. So we've exhausted our agenda for the evening. Thank you very much for joining us. And I do want to mention that today is Ginger's second birthday. I was just told by our business chief. So happy birthday, Ginger, our emotional support dog. We need her around here. Bring her. Thank you very much. I need a motion to adjourn. Motion. Motion to adjourn cohesively by Councilman Pinedo and Councilman Reynoso. The second is by Councilman Pinedo today. All in favor say aye. Aye. Motion is approved a
