um oh i see chris has just joined i think jacob is joining as well so we should well actually we should have quorum anyway yeah i'm on oh hey jacob

2:36 – 2:48•Bree Farrugia

I believe so. I think, well, we have four now, and given we have a quorum, I think we can start.

2:49•Christopher Cotton

Yeah, good afternoon, Commissioner Darl. Good afternoon, Frank. Good afternoon, Chris.

3:01 – 3:13•Christopher Cotton

All right, let me get my stuff ready to take some notes. I'll be standing by and we'll start. Is Jacob going to be joining us?

3:13•Bree Farrugia

Jacob has joined. He's on the anonymous iPhone.

3:25•Bree Farrugia

Jacob's joining from South Africa, everyone.

3:42 – 3:58•Bree Farrugia

So I'll call this meeting of tonight's community enhancement board to order Thursday, April 30th at 6.30 PM. I'll proceed with a roll call. So Jacob Petrini.

4:13 – 4:27•Bree Farrugia

Absent. And let me just... I'm having some technical troubles here.

5:18 – 5:48•Bree Farrugia

OK. So we have a quorum. So next item up on the agenda is approval of the February 25 minutes. Has everyone had a chance to review? And thanks for preparing those, Chris.

5:49•Christopher Cotton

Yes, yes, you're welcome, you're welcome. It's always last minute trying to get to it, but what are you going to do?

5:56•Bree Farrugia

No, we appreciate it. Can I have a motion to approve and a second?

6:05•Bree Farrugia

A motion to approve? Second. Great, excellent.

6:12 – 6:43•Bree Farrugia

So before we move into the items, number three on the agenda, the third item on the agenda today was all business, which was updating on the board action tracking document. I wanted to note that this is now attached to the agenda as a PDF. So thanks to everyone, Lily and Isabel and the staff who have attached that. I'm sending it in once a month.

6:46 – 7:44•Bree Farrugia

Yeah, so the intention is that that becomes our primary tool for tracking progress now. I wanted to take a couple of minutes just to get some updates from people who are listed as the primary point of contact, 30-second updates based on what is in progress. and pending updates on this list. There's only two or three key issues I just wanted to grab some updates on. So I'll start with one, I'll start with number, I want to start with number 13, which was just the community center grand opening and center signage, which we had as a pending update. I had Lily as the owner of that. I know it's bee

8:28 – 8:40•Bree Farrugia

That's excellent. Everyone's invited to that, is that right, Lily? Yes. Fantastic. Fantastic. We should definitely make a point of going there.

8:42•Christopher Cotton

Is that June 26? Is that still the target timing?

9:00 – 9:18•Bree Farrugia

Yep. Great. Actually, on that, on the same topic, Lily, we had in here, in my tracker, I had you to give an update on community center signages.

9:31 – 10:01•Bree Farrugia

Okay, great. That is very good to know. It was mainly for this board's information as to whether this was something we needed to continue to track. Another thing on my list before we move into the... on the future of the forward-looking business is the bus shelters. Commissioner Dara, do we have an update on the bus shelters installation timeline?

10:41•Bree Farrugia

Absolutely. How many are we installing? And how many are coming down?

10:53•Bree Farrugia

Okay. That seems like it could be... That seems doable in a matter of like... Yeah.

13:52 – 14:47•Bree Farrugia

That's fantastic. That's great. Excellent. I did have one other item on my rolling agenda, but I'm going to keep that for the new businesses at a later point because it relates to Alexi's comments and our discussions last time about the shade system. um shade structure examples for future park planning um we have an agenda item that's about north bay village parks so alexi i'll shift your i'll shift our update on the rolling agenda to that future agenda to that agenda item in due course um also i alexi i didn't include you on the roll call so uh chris can we amend can we can we amend the um Ro

14:47 – 15:06•Christopher Cotton

Oh, I mean, I wrote it on here anyway. 6.34, roll call. Alexi's alphabetical order. He had the first name in here, Alexi, and then you, Bree, alphabetical order here. So I got him on here on the roll call. I was looking at Neo. Yeah, and I had pulled up the participants of it.

15:07 – 15:18•Bree Farrugia

My computer is only showing a certain number of people before you have to toggle through various new pages. So thanks for that. It's OK.

15:22 – 15:39•Bree Farrugia

All right, moving on. First item here is the discussion on emergency and disaster relief trailers. Does someone have a ownership or does someone want to take this?

15:39 – 16:21•Alexei Julian Segall

So that's me. It's sort of like it's dual purpose. So this is a business that my wife and her father started. It's called Rapid Deployables. So I was going to share materials before the meeting, but I was instructed to show them at the meeting. So, am I able to share my screen? It's easier for me to share a quick video versus explaining exactly what it is and I can sort of take you through some things because it's sort of a dual purpose topic. If I click share.

16:34•Christopher Cotton

Yeah, yeah, you should be able to share.

16:36 – 16:49•Alexei Julian Segall

Okay. Thanks, Johnny. Can you guys all see this? The YouTube video?

16:51 – 17:08•Christopher Cotton

It's on you right now, so it hasn't shared yet. It's still on your screen. But you might be looking at your screen on the Zoom if you go open it. What about now? No, still you. Still me. Yeah.

17:08•Alexei Julian Segall

Please grant browser access to screen recording.

17:25•Christopher Cotton

It's great. Do you have two screens? Do you have two screens up or just one?

17:36 – 20:53•Alexei Julian Segall

Hmm. So how about this? I got an idea. I will put it, the link in the chat so you can maybe watch it on mute. Um, we don't have a chat. Okay. So essentially what it is, it's a trailer that's, you know, towable by pickup truck where the sides come down and a tent pops out. Um, and so it becomes a, 430 square foot, fully air conditioned, enclosed space. And right now they're working with the National Guard, federal agencies, federal and prime contractors. And it was initially designed as a glamping unit, which has a bathroom and a kitchen, drop down deck, all of that stuff. But now, you know, th

20:54 – 21:57•Bree Farrugia

um yeah i i wouldn't i would actually was at this point alexi because i think it's it's one thing it's certainly one thing for um the uh village to kind of consider whether or not we should look at um like emergency trailers and that sort of thing um but i would know for the record given it and it's clearly a personal relationship and a potential conflict of interest in the context of the procurement of the village and the very strict policies and conduct that exists around it. At this point, I'm not sure it's something that the board, without conferring with what the village policy is on disc

22:22 – 23:06•Bree Farrugia

Yeah, I think what it would be helpful to do is to, rather than trigger any potential ethics or code issues under kind of Florida local governance norms right now, and certainly to preserve the optics of the impartiality of this board, um i think we should kind of like perhaps keep the discussion to a more general uh keep the discussion more generally to the issues of whether or not emergency trailers of this kind of of this kind of description is something that the village could consider and whether it's more generally something we as a board could make a recommendation about i mean i i would

23:57 – 24:13•Bree Farrugia

Like I said, I'm sure there's certainly merit, I think, in discussing the general need or utility of something like this within the village, more broadly speaking, rather than the specifics.

24:15 – 24:26•Alexei Julian Segall

Awesome. Okay. And then on the ShadeNet, I have the pictures and videos.

24:27•Bree Farrugia

Great. Actually, Alexi, would you mind holding that until we get to the parks discussion, which I think is number four on this agenda?

24:40 – 25:07•Bree Farrugia

It's number five on the agenda. um okay oh excellent so moving moving to item 4b which is the discussion on the island walk this has a few moving parts so helpfully the agenda is being broken down into four sub parts Jacob I think this is something that you have been looking into do you want to update the group

27:18 – 27:37•Bree Farrugia

I imagine these concerns aren't exclusive to Grandview Palace. I agree. I imagine that these are probably concerns shared amongst whichever else, which the other buildings that are potentially limiting their engagement on this as well.

36:17 – 38:12•Bree Farrugia

yeah yeah yeah i think like if we're talking about legit if if from what i hear we have liability we have safety and we have security so those are the main concerns that we're dealing with i think the liability question really rests solely with the village attorney um we probably need clarity from then and that from them that seems like it's far more a commission issue than our board issue in terms of what exposure the village would actually assume under these kinds of proposals. But I think we as a board could definitely propose, I mean, I think this comes with it squarely within our purview

38:13 – 38:48•Alexei Julian Segall

safety measures that their village like has in place in other areas where there's open you know open walking and get listen at that you know these points along the water we have these types of lights and we have these you know emergency phones or these types of measures that we would implement um in your island walk to ensure the safety and you know we can point to other areas where there's been infrequent incidents and say like these have served as a good deterrent, you know, like we could sort of point to what's already working now and show them that we could do that here.

40:11 – 40:31•Bree Farrugia

Yeah, absolutely. I think that's a great idea. Frank, do we have an updated island walk map? That was something that I think was brought up a few months ago. I understood the map was in flux.

41:39 – 42:00•Bree Farrugia

OK, that's great. All right. We should note for the record, next steps will be circulating that map and for further analysis slash information pooling to be done by Jacob. All right, next topic is sidewalk hedge clearance.

42:57•Bree Farrugia

Yeah, yeah. And I would say it's more a question, I mean, it is aesthetics, but it's more a question about pedestrian safety and just general accessibility, right?

43:06 – 43:36•Christopher Cotton

Yeah, I legit had to deal with that this morning, walking the dog. Somebody was coming around the corner there with their bike and I was walking the dog and between the edges and the sign, one of us had to like walk into the street to like go around. Like you couldn't really walk through there. It's only in a few areas, but yes, the hedges do take like 30% of the sidewalk. Then if you add a sign, two people can't even walk down the sidewalk and, you know, one going one way, one going the other way.

43:37 – 43:49•Bree Farrugia

Yeah, I don't know. Do we have? Do we have city wide ordinances or regulations regarding like encroachment of hedges?

44:57 – 45:17•Christopher Cotton

It's a regular street sign. Yeah, a regular U-channel street sign and just the placement of it plus the edge kind of like makes it... Yeah, that would be an example. Yep, exactly. It's definitely not a sign I'm paying attention to because I've passed it plenty of times and I can't tell you what it is.

47:33•Bree Farrugia

Road line repainting on East South Treasure Drive.

49:51•Bree Farrugia

Okay. Final item is the status of Treasure Island Parks.

50:06•Bree Farrugia

So the final item on the agenda is discussion on the status of Treasure Island Parks.

52:53•Bree Farrugia

All right. What's the, what's the foreshadowed timeline on that, Frank?

54:04 – 54:28•Bree Farrugia

Hmm. So from this board's perspective, Frank, is there anything we should be doing now or any priorities we should be setting now or designs we should be kind of like, not designs itself, obviously that's the designer's job now that they're engaged, but is there anything we should be doing or setting now to kind of guide the design of these parks?

55:46 – 56:10•Bree Farrugia

Yep, yep, yep, absolutely. That kind of segues nicely into, Alexi, your point. Well, interestingly, now that Frank's kind of laid out the budgetary constraints, but Alexi, you had some ideas about shade structures and other kind of infrastructure that might be used or usable in there.

56:11 – 57:25•Alexei Julian Segall

Yeah, I do have the pictures and videos from Peace Park. which does a good job of having a huge open field that, I mean, it's not a soccer field, but it could be a kid's soccer field or just a face run around. And then a nice, really well covered jungle gym sort of structure there. I know, I don't know what is in the budget or how big the budget is in the future, but I can send pictures and a video. I can maybe make like a Google Drive probably because the file size might be too big to fit in an email. But their canopy is really great. It was like 90 degrees the last time I went there and ther

58:32 – 58:57•Bree Farrugia

Yep. Noted. All right. Thanks so much for the update, Frank. That's really, that's really good. That's a great update. It's great to see the progress happening. Are there any updates from Mr. Daru?

1:00:17 – 1:01:10•Bree Farrugia

But that's all I got. Fantastic. That's a great, I love that idea. I think it's a really great idea. And also I don't think the boards really get to hang out, like really get to kind of liaise or spend that much time with each other and, or with, you know, internally and externally, I should say. So I think that's a fantastic idea. I think, I think, I think it's going to be a really great opening. Thanks for all your work on it, Lily. I think it's, I think it's, I think it's a really great show. Thank you. All right. So unless there are any other comments or updates, can I have a motion to adj
