Good morning, everyone. Welcome to our December council meeting. Today is Wednesday, December 10th. The time is now 10.09 a.m., and I hereby call this meeting to order. A reminder to please silence your phones, and if you have to take a call, kindly step outside so we can maintain a respectful atmosphere. Madam Clerk, please call the roll.

0:36 – 1:01•Christi Fraga

All right, please rise for the Pledge of Allegiance led by Councilman Pinedo. Okay, and today we have our invocation led by our pastor from Metro Life Church, Steve Alessi. Welcome.

2:14•Christi Fraga

Thank you, Pastor. Okay, agenda order of business. Madam City Manager.

2:30•Christi Fraga

All right. Vice Mayor Cabral. All right. Councilman Reynoso.

2:37 – 3:40•Christi Fraga

And Madam City Clerk. I got nothing. All right. Perfect. Okay. I also have nothing. So we'll go ahead and move into our public comments portion of this meeting. We'll now open the floor for public comments. Each speaker will have three minutes to address any item on today's agenda or anything that germane to this council. Please begin by stating your name and address for the record and ensure you are registered with the city clerk. We will first hear from any pre-registered speakers followed by any walk-in speakers. Once all have spoken, I will end with any final speakers before closing the pu

7:02 – 7:40•Christi Fraga

Thank you, Mr. Glutzbach. Merry Christmas. Thank you. Okay. Any other speakers at this time, please approach the podium. This would be your reasonable opportunity. Being no more public speakers, Public comments is now closed, and we will need a motion on the consent agenda. Madam Clerk, would you please reiterate the consent agenda? It's all the items on section six. Thank you. Motion. Motion to approve by Councilman Reynoso. Second by Councilman Pinedo. On favor, say aye. That the record-reflected consent agenda has passed unanimously. All right, we will now need a motion on the minutes.

7:41 – 8:00•Christi Fraga

Motion to approve by Councilman Reynoso. Second by Councilman Pinedo. On favor, say aye. Aye. Let the record reflect that the minutes have passed unanimously. All right, we will now go into our presentations. Item 8A, Keep Draw Beautiful Business Award. Mr. Del Toro, hello.

9:25•Christi Fraga

All right. Welcome. Thank you. Would you like to say a few words?

9:36•Christi Fraga

You don't mind just looking up to the microphone so that anyone watching us online can hear you.

10:35•Christi Fraga

Thank you for all the support you guys have always had for the city and for our police. I know that you all support very much, so thank you. And we'd love to take a picture with you if you wouldn't mind coming up here.

13:51•Christi Fraga

I just want to confirm that there's no street closures, like permanent street closures for this event?

14:02 – 14:14•Christi Fraga

All right, I have no further questions. I need a motion to approve or if there's any questions for the department. Motion to approve by Councilman Reynoso. Second. Second by Vice Mayor Cabral. Any other questions, comments? Yes, Councilman Pinedo.

14:14 – 15:22•Rafael Pineyro

Thank you, Mayor. First of all, I would like to actually say thank you, Eduardo, for being involved in this one as well. I think it's a great, great initiative. And I have had the chance to meet with you and the organizers of the event. And part of the conversation I know has been also since it's happening here in our city to make an announcement. that this is coming to our city, which I think is great. It's the first time that we host something like this. So I know you're not gonna make it, but I'm gonna make it on your behalf. There is a request for them to be able to make the announcement f

15:23 – 15:37•Rafael Pineyro

So I know it's up to the council and the city manager. But it's my understanding that it is something that it will be for an hour, no more than an hour, an hour and a half, one hour.

15:38 – 15:51•Christi Fraga

Eduardo, do you want to come up real quick? I have no issue with it. We just had to coordinate with Parks to see. My only question is wouldn't you want to do it from City Place since that's where you're taking off from?

15:54•Christi Fraga

No, you wouldn't want to do it from CityPlace since that's where you're taking off from? Like do something official there?

16:16•Christi Fraga

You wouldn't want to do it at CityPlace since that's where you're taking off from?

16:22 – 16:59•Christi Fraga

Okay, because I can help you. We can work with that. We can be there and do it with the city. Wonderful. What we can do is we can put the flyer up on our social media, which we don't normally do, but since you're asking for use of the logo, we can advertise it on the page. Wonderful. Is that okay? Okay, so we're gonna work with my young and and we'll work with city place. I'm sure they will have no problem We've talked to them a lot and we'll do it from there and we can all be present or you can invite whoever you'd like And and what we'll do is we will publish it on our on our social media Ok

17:06•Christi Fraga

So I Absolutely. Just keep following the rules and doing a great job, and we're always going to support you.

34:26 – 35:44•Christi Fraga

Yeah, I think that this is extremely exciting and needed for some time now. There is a lot of antiquated systems that I think we can improve on so that just to rent a gazebo, you're not having to go to the park and give a deposit and kind of just very old traditional ways of doing it. I think there's a much better solution. This is clearly the one that you've found. I have just a couple of questions that I think they're things that I've heard in the community and I know we've discussed. And I'm hoping the system will eventually be able to do these things. One of the things that I think we got

37:03 – 37:28•Christi Fraga

I just think that people would appreciate more if we say we're sold out for Saturday. Positions may open up at noon, let's say, if people don't come check in. Then people coming and having to wait hours in line to get into the water park. Or they wait in line and then they don't have an opportunity to get in because we're at capacity. So just something I really want to work on before we open again this season.

38:17 – 39:28•Christi Fraga

It would be great if on their app they have their ticket for the day. They come, they swipe, the waiver and everything is done, and they go right in. And it's also a big saver for staff. Yes. Because you don't have three people there just trying to register people to get into the park. Yes. So that's one thing. The other thing is we talked for a while about class registration. So right now, I think the way we're doing it, and this was a big discussion when we opened up the recreational facility in the gym, was do we include classes in the monthly membership? Knowing that that is a sales point,

40:30•Christi Fraga

Awesome. And I'm assuming also that all the programming, you'll be able to register for the programming on the app as well too and pay for it there and all of that. You don't have to go to the park anymore.

41:36•Christi Fraga

Okay. And then obviously this will be rolled out in all the parks. So even legacy that you have to pay a fee to be able to use the track and stuff, it'll be the same system, a scanned.

41:49 – 42:18•Christi Fraga

Perfect. I think it's great. I'm really looking forward to it. I hope it's less than six months. I know that's ambitious, but. I'm looking forward to being ready and being utilized as of next year in the summer. I think people will be very happy and as a smart city, this is something that I think is very much needed. So, thank you. Any other questions? Motion to approve by Councilman Pinero. Second. Second by Councilwoman Reynoso. There's no further questions. Madam Clerk, please call the roll. Good job, guys. Awesome.

42:23•Christi Fraga

Councilman Reynoso? Yes. Vice Mayor Cabral?

42:39 – 46:06•Rafael Pineyro

Thank you, Mayor. Well, the reason why I'm bringing this forward is, number one, because we have been very proactive when it comes to our special needs community in the city of Doral, especially in the last in the last year, something that I take the chance to thank the mayor and the administration as well, because we have done a lot of good things for these families, especially in the last year when it comes to services and programs. So the idea is, and what I'm looking for is the support from our city manager and my colleagues to explore establishing job opportunity programs for adults on th

46:46•Rafael Pineyro

Absolutely. Okay. I appreciate it. Great. Thank you.

46:52•Rafael Pineyro

Any comments, any questions? No. Motion.

46:54•Christi Fraga

Second. Motion to approve by Councilman Pinedo. Second. Second by Vice Mayor Cabral.

47:24•Christi Fraga

Motion to approve by Councilman Renato. Second. Second by Vice Mayor Cabral. On favor say aye. Well, you don't need a motion for that one.

47:33 – 49:22•Christi Fraga

All right. Mayor's report. Okay, so... Not much to report this month other than I just wanted to thank our incredible Parks Department, Public Affairs, and everyone involved, Public Works, for the events that we had during the holidays. Very successful. I think every year we continue to see more and more people coming to these events. I think we've grown out the space for the tree lighting ceremony. Spoke to Michael about that and hopefully next year we're going to be able to expand a little bit more and have more activities. The park events this weekend, the holiday celebration at the park th

49:24 – 50:13•Christi Fraga

We're going to sing happy birthday to Frank real quick. Ready? Happy birthday to you. Happy birthday to you. Happy birthday, dear friend. Happy birthday to you. You can blow on it. I love how you do this, and then you blew really, really hard. You can have the whole cake. All right. That's all for my mayor's comments. Thank you all, guys. Merry Christmas. Happy holidays. City manager's report?

52:15•Christi Fraga

Thank you, Felix. If you'll just wait for us to wrap up so we can take a picture. Take a picture right after. We have two more items and then we're going to take a picture. Is that okay?

52:56 – 53:49•Christi Fraga

Thank you. I get my own cake. It's a different cake. Open it up. Last year in my 30s. All right. Is that all for the manager's report? That's all for the manager's report. Thank you, manager. Next. To the attorney's report. To the attorney.

54:17 – 55:00•Christi Fraga

I'd like to just real quick mention before we recess for our afternoon agenda, the police department also won this year the Pig Rose Challenge, the overall champion. So congratulations to you all, and thank you to our incredible sponsor. Yes, I forgot. I forgot about the pig roast challenge. Congratulations to you guys who really showed out that it takes a village. And to our sponsor, John Bell, for all the support. It was a great event to be a part of and supporting the law enforcement of our community. So thank you. And then I wanted to just open up if there was, for a moment, a personal pri

55:01 – 56:25•Nicole Reinoso

I'll go first. Thank you, Mayor. Well, it's been exactly one year since I've been elected into this seat. And instead of having a super long speech, I'm just going to say one word that really describes this year for me and my family. It's just gratitude. Gratitude to be able to serve, gratitude to be able to expand my network of family, starting with my seniors and my special needs, the staff that I've been able to work with, really learning the needs of a community and being able to be at the forefront of the things that are necessary for a city to run efficiently and effectively as we do I m

56:59 – 58:44•Rafael Pineyro

Thank you, Mayor. I also wanna thank all the staff, the administration, it has been, I would say is gonna be considered one of the best years for the city of Doral. So congratulations, because it's thanks to you guys. I mean, we're here, we're just a picture, but it's thanks to the staff, it's thanks to our amazing police department, which by the way, everything that we talk about our police department, this year has been a great year for you guys. So congratulations. I'm proud to say everywhere that I go that we have the lowest crime rates in Miami-Dade County. So it's thanks to you. I'm alwa

58:45 – 59:02•Christi Fraga

All right. All right, I need a motion to recess. Motion. Motion to recess by Councilwoman Reynoso. Second by Councilman Pinero. All in favor say aye. Aye. All right, we'll see you back for our protocol and then at 6 o'clock meeting. God bless you guys.

59:17 – 59:34•Christi Fraga

So we'll hear the presentation once for both items. We'll go ahead and open up the public hearing for item 19A and 19G. If anyone would like to speak, please approach the podium. This is item 19A, also known as 256429, and 19G, which is 25-6340. Being no public speakers, we will close the public hearing. Madam Clerk, let the record reflect. Thank you. Michelle, I don't know if we're going to hear from the applicant at this time. Are they ready to present? Mr. Adler? Thank you.

1:09:06 – 1:09:28•Christi Fraga

Thank you, Mr. Adler. I don't know if there's any desire to hear the whole presentation. I believe it's similar to the one made by our staff, unless there's specific questions that would like to be asked. Before we do entertain a motion, though, I would need to know if there's been any ex parte communications. I'll go ahead and start. I did meet with Mr. Adler about this project, and it will not affect my decision at this time.

1:09:42•Rafael Pineyro

I also had conversation, but it wouldn't affect my decision either.

I'll also have Planning and Zoning present this, and then I just have some comments because it is in correlation to my item.

1:20:32 – 1:22:22•Christi Fraga

Thank you very much, Michelle, for the presentation. I just want to remind everyone, we had started this process a couple of meetings ago in looking at this as part of the conditional uses. Same thing with the one we just approved previously, which basically is part of the process of striking it from a comprehensive plan so that we can now have a process for which conditional uses are a form of of accepting a curated process that's called for accepting certain uses in the industrial zones that were prohibited. While we want to protect our industrial zones, and I'm very much in favor of doing t

1:22:23•Christi Fraga

1:29:36•Christi Fraga

Thank you very much. Any questions from the council? Comments? Concerns? Yes, Council Member Pinedo.

1:29:45 – 1:32:26•Rafael Pineyro

Just a quick comment. First of all, hi, Tony. Good to see you again. Thank you. You know, sometimes when we have these type of, certainly, requests or presentations, for residents, especially the ones that are out there, most of them, they don't see these council meetings, so they don't know what's really going on. They just see when a new construction is start and that's it. So sometimes it's easy to hear some concerns or complaints about, oh, it's a new construction, there's gonna be more traffic in the area, for example. And sometimes people don't understand that it's actually better having

1:32:47 – 1:33:14•Christi Fraga

I just also like to put on the record that historically this property was residential at one point and there was a change to my understanding so I think that you guys have done this in a very tasteful way and will add a benefit to the community so I've had several discussions about it with you all and I think it was you know very pleasantly done for the property and to enhance the hotels and the amenities so I'm confident it'll be a good project.

1:33:34•Christi Fraga

Motion to approve by Councilman Pinedo. Second. Second by Councilwoman Reynoso. Madam Clerk, there's no more questions. Please call the roll.

1:35:25 – 1:37:13•Rafael Pineyro

Thank you, Mayor. As many of you know, over the past few years, we have seen an increase in the use of golf carts on our municipal streets here in the city of Doral. According to Florida Statute 316.212, give local governments the authority to regulate this activity. And with that growing demand, I believe it's our responsibility to ensure that safety remains our top priority. Therefore, the ordinance before you today creates a new article in chapter 44 of our code dedicated only to golf carts its purpose is simple to establish a clear consistent rules that allows residents to enjoy these mode

1:37:49 – 1:38:10•Christi Fraga

All right. I think this is great. Any questions? I just want to commend Councilman Beto. He's become like the micromobility guy in our city. So I love it. Thank you. Great flag. I agree. It's great. I'm looking forward to this. All right, if there's no more questions, I need a motion to approve. Motion. Motion to approve by Councilwoman Reynoso, seconded by Councilman Pinero.

1:38:45 – 1:39:09•Christi Fraga

All right, we're going to go ahead and open up public comments. Public comments is now open for item 19H, also known as 25-6356. Anyone who would like to speak on this item, please approach the podium. with no show of public comments. Public comments is now closed. Madam Clerk, I have the record of the record. Being known and seeing the enthusiasm of our Public Works Department to give their presentation, public comments is now closed. Madam Clerk, I can't affect the one who's chosen to speak at this time. You have the floor.

1:46:29 – 1:47:14•Christi Fraga

Thank you very much. Thank you for doing the presentation. The first time it came to us, we had so much going on that it kind of just flew by. And there are a couple of things I wanted to just point out, which you did throughout this presentation so one is the need that we've seen the workshops we had there was a lot of buy-in from the community a lot of support we talked about the possibility of finding more spots and I think we had identified a couple that could be striped for parking has that been done or is that been looking yes we've gone out there measured I think we could pick up maybe No? How long do you think it'll take us to get those parking spots open?

1:47:31 – 1:47:43•Christi Fraga

Okay, which was my next question. Ideally, this is going to be rolled out for January, right? Correct. Okay. And we did get the buy-in of the HOAs and the CDD. Everybody's on board, so all streets are included, which maximizes our potential for...

1:48:00 – 1:49:56•Christi Fraga

So then if we start the enforcement in January without those potentially being part of it, when we open up the registration process for people to get the permits, which I believe we're gonna do, how many percent? I always forget this. What's the percentage we're gonna open up for? 70. 70%? How does that work then? Would we open up again when those are available? We would open again at the CDD roads, correct. Okay. Okay. Okay. And then I think the other thing that's important to point out is that there's no enforcement during the day. So what we saw when we studied this was there was a lot of o

1:50:34 – 1:51:25•Christi Fraga

Just real quick, can we put up the presentation one more time and go to the zones? And I know there was a lot of discussions. We started with like five zones. We went down to two, which seemed to be the one that was most desired amongst the residents. I think it makes the most sense. Just want to see something. A lot of those red lines are, well, they're pretty evenly split. Go to the next one, the slide that had the, that one. I guess they're evenly split. I was just trying to see the red. There's a lot more, I guess, in zone two of those private roads. So just trying to see how much availabi

1:51:25 – 1:51:50•Nicole Reinoso

To the mayor. I want to thank staff. This was a super tedious project, and the community engagement that was had based on your presentations and everything else was excellent. I echo the comments that the mayor and the city manager made, so excellent job. I'm glad that we're finally offering some relief to the residents as well. Thank you. Thank you all.

1:51:53•Christi Fraga

Motion to approve by Councilman Reynoso. Second. Second by Vice Mayor Cabral.

1:52:37 – 1:52:52•Christi Fraga

All right, opening up public comments for item 19K, also known as 25-6413. Anyone who would like to speak, please approach the podium. Being none, public comments is now closed, and this is Councilwoman Reynoso's item, second reading.

1:52:52 – 1:53:11•Nicole Reinoso

Thank you, Mayor. Again, everything that we do is for the benefit of our community and this will benefit and prevent a lot of future issues that we may have with our residents. So for the health and safety of our residents, this is the item I am presenting. Thank you.

1:53:11•Christi Fraga

Thank you very much. I don't think there's any changes from first to second reading either. Would you like to speak at all? Sure.

1:53:55•Christi Fraga

Motion. Motion to approve by Councilman Reynoso.

1:55:15•Christi Fraga
