I'd like to call this Hybrid City of Edgewood Regular Council meeting of August 25th, 2026 to order at 7 p.m. Will you all please stand and join me in the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. And will the clerk please call roll?
Very good. Council Rule 9.3 allows a council member or the mayor, who's not here, to add or delete an item to the agenda if the necessity is explained and receives a majority vote of the council to suspend the council rules of procedure and add or delete an item. Are there any requests to add or delete an item from any of the council members? Okay, very good. Next on the agenda is a presentation. Tonight we have a presentation by Pierce County Library Systems Executive Director Gretchen, and is it Casarotti or Casarotti?
Do all branches have screen readers or are select branches?
I had a question. Is there any new programs or ideas that you guys are working on that excite you?
Sure. I'd like to add, too, that I have an Amazon Kindle Fire, so I read a lot of e-books, and you're able to check out e-books from the Pierce County Library, and they've got a really nice selection there, so...
Audio as well. Yes. Anything else for Gretchen? Thank you so much.
All righty. Moving right along the audience comment section here. Um, we have, uh, Each speaker will have about five minutes to speak. Can somebody run the clock there for me, Rachel? Can you let the speakers know when their time is up? Yep, we've got it covered. You guys are great. Appreciate that. So five minutes to speak. It's a one-way communication. In other words, don't ask questions of the council. They're just there to listen to your comments at this point. And let's go to the list. And if anybody in the, I see we have two in the virtual audience, raise your hand as well if you'd like
Thank you, Roseanne. Next up is Parker Thomas.
Thank you, Parker. Next up I have Angelina Koenig.
Thank you, Angelina. Pastor Andrew Conley Holcomb.
Thank you, Pastor. John West. Good evening.
Thank you, John. If you did not sign up, we would still like to address the council. Is there anybody in the audience who would like to come forward? And please do, yes, come forward. And just give your name and that you're either a resident or not a resident of Edgewood. Thank you.
Thank you, Lucy. Anyone else who has not signed up but still wants to speak, you're welcome to come forward. Okay. Seeing no takers and no hands online.
Oh, of course I was. All right. Well, thank you, everybody, for your comments tonight. And if there's anybody else who's not signed up and would like to come forward, please do. Anyone? We'll move on to the consent agenda. Are there any items to be amended or pulled from the consent agenda? No. Okay. All right. Seeing none, may I have a motion to approve the consent agenda as presented? So moved Edwards.
Okay. It's been moved by council member Edwards. Second by council member Keith. Any, well, let's go ahead with discussions. Council member Edward. Nothing to add. Just standard business. Okay. Council Member Keith.
Anybody else have any comments on the agenda or the consent agenda?
And all in favor of approving the consent agenda as presented, say aye. Aye. Any opposed? All right. Since agenda has been passed. Next on the agenda is AB 260714. Ordinance related to electric security alarm systems adopting amendments to the EMC Title 18. And tonight we will have Director Metzler brief us on this subject.
Do I have a motion to adopt Ordinance 260714 related to electric security alarm systems adopting amendments to AMC Title 18?
All right. We have a motion to approve by Councilmember Southerd. And second by council member Ramirez. Council member Southern, comments?
Well, thank you to staff for working on this, especially the last minute corrections that we asked for. I appreciate the input from the community about what kind of changes can this prevent in the future with that awful set of events with that business owner. But thank you for doing all that work. Thank you, Jeremy.
Thank you, Josh and Jeremy, and especially to Planning Commission for all those late evenings of retaining walls and fencing. And it's just nice to empower local business to protect their stuff. So thanks.
Very good. Anyone else have any comments? All right. It's been moved seconded to adopt AB260714. All in favor say aye. Aye. Any opposed say nay. Okay. Motion has passed. We are moving right along folks. Good job. All right. Next on the agenda is council comments. Who has some council comments? Just raise your hand and Council Member Keith.
I was Surprised and concerned about the movie night. I, when it was announced that we were doing the Sandlot and the mayor announced the date, it wasn't clear to me that it wasn't part of the Mountain View contract. We have an MLU that's very detailed about movie nights with Mountain View. And I... I guess, I assumed that there's old sayings about assuming, but I assumed that it was part of the MOU. So I was concerned about that. So I would like to make a motion to review the event, the MOU. I'm specifically looking to learn about the budget for this event, about risk and safety issues, were t
Oh, of course I am. I seconded. Sorry if I was muted to be the second. And shall we open this for discussion? I think it's reasonable.
You can, Mark. I mean, but our bylaws say that a first and a second is enough.
Very good. Okay. All right. Any other council comments? Seeing none, and there being no further business to come before the council, I call the meeting adjourned at 745. Good night, everybody.
