0:01 – 0:13•Bobbie Singh-Allen

And at this time, I would like to call to order the regular Elk Grove City Council meeting. Today is Wednesday, August the 12th, 2026. The time is 6.01 p.m. Clerk.

2:10•Bobbie Singh-Allen

All right, thank you. Next up is our land acknowledgement. Assisting will be our Vice Mayor.

2:15 – 2:39•Darren Suen

Thank you, Mayor. We honor, respect, and acknowledge Elko's first inhabitants, the Plains Miwok, who lived as sovereign caretakers of this land and these waterways since time immemorial. We commemorate and advocate for their descendants, the Wilton Rancheria Tribe, the only federally recognized tribe in Sacramento County, who endure because of the bravery, resilience, and determination of their ancestors, tribal members, and leaders.

2:40 – 3:24•Bobbie Singh-Allen

Thank you. Next up is our Pledge of Allegiance. I would like to invite Councilmember Robles to lead. Thank you. At this time, please join us for a brief moment of silence. Thank you. All right, next up is our approval of the agenda. May I get a motion?

3:25•Bobbie Singh-Allen

All those in favor, please say aye. Aye. Thank you. All right, next item, clerk.

7:23•Bobbie Singh-Allen

All right. Thank you for that excellent presentation. Any questions or comments from my colleagues? Looking to the right.

7:30•Kevin Spease

Just a quick comment. I appreciate the collaboration in between commissions. I think that's a great thing. And so I want to thank the commission for doing that. I appreciate it.

7:40•Bobbie Singh-Allen

Thank you. Looking to the left. Yes, Council Member Brewer.

7:43 – 8:26•Rod Brewer

Thank you, Mayor. Cameron, thank you for the report. This is really good information and definitely shows what we can do and we're working together in collaboration to improve the quality of life for everyone here in Elk Grove. And this specific commission does that and has been doing that for a number of years. I remember sitting in on a couple of meetings in my past life and listening to some of the solutions that were being carried out. And it's very good to see because these are things that people take for granted and a lot of people just don't know about. But as you're out there educating

8:28•Darren Suen

Cameron, I just want to offer my own thanks for your service and the entire committee's representing our community. Thank you.

8:36 – 8:50•Bobbie Singh-Allen

And ditto what my colleague said, thank you all for your service to improving our city, and particularly the cross collaboration with other committees and commissions is excellent work, so thank you for that. With that, we will move on to our next item.

16:52 – 17:26•Bobbie Singh-Allen

All right, we want to congratulate all of our new hires and promotions. For those that are new to the city, welcome to what will be an amazing family for all of you. So thank you and congratulations to everyone. One more round of applause. All right, with that, I am going to move on to public comment. At this time, I will open up the public comment opportunity for in-person. We have two people signed up to speak. We will start with Lynn Wheat, followed by Alexander Bastin.

20:34•Bobbie Singh-Allen

Thank you. Next up is Alexander Bastin. Bastin.

25:21•Bobbie Singh-Allen

Thank you. I do not have any more in-person public comments.

25:43 – 26:01•Bobbie Singh-Allen

Excellent. All right. Then at this time, I will go ahead and close the public comment. I will just acknowledge that... The council did receive nine written public comments, so I just want to acknowledge those as well. I'm sorry? What are we hanging on?

26:08•Bobbie Singh-Allen

Okay. All right. With that, I'm going to officially close the public comment and move on to our next item, our city manager's report.

28:41 – 29:05•Bobbie Singh-Allen

All right. Thank you for your report and update. Any questions from council colleagues? Seeing none, thank you. With that, I will go ahead and move on to our next item, which is our consent calendar items. At this time, I will open up public comment opportunity. My mouse is jammed. Okay, there we go. On consent, We have one in person, Allison Randall for item 7.16.

30:15•Bobbie Singh-Allen

Thank you for your comments. Next up is Randy Becker.

32:41•Bobbie Singh-Allen

Thank you. Seeing no more in-person, we'll go to, oh, there's one more, okay. Can we...

33:15•Bobbie Singh-Allen

All right. Forgive me, I've already forgotten your name and it's not popping up here, but yes, thank you. Go ahead.

34:00•Bobbie Singh-Allen

Thank you. I thought I saw another name pop. Oh, okay.

34:51•Bobbie Singh-Allen

Thank you. Is that the final card? Okay. Online, no additional raised or any raised hand?

35:07 – 35:31•Bobbie Singh-Allen

Okay. Chief, did you want to address any on item 7.16 at all? I will say that this has been on the agenda. It's been publicly noticed. We've had many opportunities for feedback. And at least myself, I have not received any comments via email other than the speakers that I heard from today.

35:32 – 35:46•Kevin Spease

Also, if I could just real quick add, I wanted to make certain that folks understood that this has been included in our annual police report. This has been part of the budget, which was approved two months ago, month I have, two months ago?

35:46•Bobbie Singh-Allen

During two meetings, we've had discussions.

35:47 – 36:07•Kevin Spease

Over two meetings. And even during the presentation, Mr. Berman did specifically call the item out. This has never, up until this point, been anything contentious, and I think it's quite appropriate to be on the consent calendar. If anyone wants to remove it, I can certainly support it, but I personally don't find it necessary.

37:44 – 37:56•Bobbie Singh-Allen

Thank you for the additional information. Any questions on consent? All those in favor, please say aye. Aye. Thank you. All right, our next item.

47:59•Bobbie Singh-Allen

I'm going to open up public comment, but could you go back to the slide on the enforcement, the penalties?

48:24•Bobbie Singh-Allen

Okay. I just want to make sure I had it in my notes. Okay. Thank you.

48:29 – 49:03•Kevin Spease

Can you just, for the purpose of, if you could back up one slide that you were just there, Matt. we were talking about the personal assistive mobility. Yes. I have seen on sidewalks where it looked more like a go-kart, a covered go-kart, as opposed to anything else. So if you could kind of define for folks just specifically what we're talking about when we're talking about those personal mobility devices relative, yeah, I mean, I've seen one, it's a wheelie, right, that has the cover on it, right? Right. Yeah, okay. If you could.

49:30 – 49:47•Kevin Spease

My purpose in bringing it up is that I've seen one that is covered, and it kind of looks like a little covered go-kart, and you don't know what's inside of it. I just want folks to know that that would be a personal assistive mobility device, particularly in that instance. Yeah, I know what you're talking about.

49:59•Bobbie Singh-Allen

Yeah, because actually I had a few constituents reach out about their own mobility as seniors. So, thank you.

50:14 – 50:59•Rod Brewer

In fact, I'm glad you alluded to that because it's something that has come up not only through our emails, also being approached by folks who have certain physical limitations. So in addition to the scooters themselves and the one that I call the Geo, because the Geo lives over by my house, just trying to figure out is there any sort of way to do Any sort of reasonable accommodations? Do we have to put it something in ordinance form to help provide a clear line for those mobility devices? Because people will say, well, they're scooters too, but they are not. They are, but they're not. Correct.

51:47 – 52:37•Rod Brewer

And that's helpful because some of the individuals that I know that have these types of vehicles they're riding in the bike lane. They're trying to do the right thing and ride in the bike lane. But in reality, it's slow to the point of being like a pedestrian vehicle and should be on the sidewalk in areas where a sidewalk is available. And so there has to be, so we have to make sure that we're thinking about that in these terms, because The last thing I want is to have someone get hit or to have someone on an e-motorcycle kick them over because after seeing what I've been seeing over the last

52:40 – 52:53•Bobbie Singh-Allen

Thank you. I'm going to go ahead and open. We have four people signed up to speak. So if there's further questions, we'll call you back. Thank you. Thank you. At this time, I will go ahead and open up public comment for in-person first, starting with David Baker, followed by Terry Burke.

55:07•Bobbie Singh-Allen

Thank you for your comments. Next up, Terry Burke, followed by you, Raj Singh.

57:58•Bobbie Singh-Allen

Thank you, sir. You brought sing followed by Randy Becker.

1:04:01•Bobbie Singh-Allen

Thank you. That was our final in-person public comment. Turning to you, clerk.

1:06:19 – 1:06:30•Bobbie Singh-Allen

It's not coherent on our end. I'm going to ask you to pause. I keep hearing, I'm Katie James, but that's it.

1:07:08•Bobbie Singh-Allen

Is there another public comment? Maybe we come back to Katie.

1:07:19•Bobbie Singh-Allen

Here? Katie, can you hear us? Okay, and she's gone.

1:07:38•Bobbie Singh-Allen

Yes, let's go to our next speaker, Ty Wilson.

1:14:29 – 1:14:56•Bobbie Singh-Allen

Thank you, Katie. Anyone else online? Excellent. All right. Yes. At this time, I'm closing public comment. And I would like for our chief to provide some additional information.

1:17:51 – 1:18:02•Bobbie Singh-Allen

Thank you very much for that additional information. So I'm going to open it up here for council comments. Questions, I'll start to the left. Council Member Brewer.

1:18:03 – 1:21:34•Rod Brewer

Thank you, Mayor. No, I want to thank Chief for this because this is something that we've been seeing not just with, we've been seeing a lot of safety-related incidents happen throughout town over the past two years. And within the last couple of months, especially along Elk Grove floor, and I've been seeing more and more of it, And it's really doing it for the protection of the riders, but also for people who are driving, because you do have drivers who are trying to do the right thing, trying to drive slow, trying to mind traffic. But you will have an instance where someone will do a stunt,

1:21:36•Bobbie Singh-Allen

Thank you, Council Member Brewer, Vice Mayor.

1:21:38 – 1:23:03•Darren Suen

Thank you, Mayor. Yeah, in our suburban community, these e-bikes are a great tool to get people out of their cars. Another mode of transportation for our kids as well. But absolutely, the numbers, I agree with my colleague, Council Member Brewer, the numbers that we've seen on these slides and what we've just seen, any reels on the social media, it's horrific when you see these young kids in these accidents. And so, I'm really glad to see this come about as well. Chief, I want to thank you and Kaylee, Public Works and Police Department for the research and effort you guys put into this, the th

1:23:03•Bobbie Singh-Allen

Thank you, Vice Mayor. Council Member Spies.

1:23:06 – 1:24:53•Kevin Spease

Thank you, Madam Mayor. First, Sergeant Glazer and everyone else who's put into this ordinance, I appreciate it. Thanks for being here tonight, Sergeant Glazer. So I'm going to support it, and I don't have a whole lot more to add, just a few more asks, short asks. The next time that we do some update to this, which might be far away, I do like some of the ideas that were brought up relative to training. You can do training before, you can do training after. Our goal certainly isn't to collect money on this. Our goal is to get compliance through the education. and perhaps maybe before we find t

1:25:01 – 1:25:38•Sergio Robles

Thank you, Madam Mayor, and I agree with Council Member Spies. Perhaps some education, if there is an offense, I also agree that we shouldn't be penalizing. I mean, it's a serious, it is a serious issue, especially on the trails, but I did want to go on the enforcement side because I see here is the misdemeanor would be for both adults and teenagers. And then usually it'd be five years for a teenager, right? So if he's 17 or 16 and they have one offense, would that be on the first offense a misdemeanor?

1:25:44 – 1:26:00•Sergio Robles

I'm just trying to kind of like, you know, if it's a teenager that gets in trouble for, you know, writing and then gets cited and it gets fined, I just don't want to kind of add on to that. them having some legal troubles or because when they become an adult. Does that make sense?

1:26:48•Sergio Robles

I also just wanted to ask, being on the parents, the citation is going to go directly to the parents, correct?

1:28:00•Sergio Robles

Perfect. Thank you. I just wanted a clarification on the enforcement and definitely did that. So that's all the answers or other questions I have.

1:28:08 – 1:30:14•Bobbie Singh-Allen

Excellent. So thank you, Sergeant Glazer, Chief, the entire department. This is something that we've talked about, as you mentioned, over a year. I actually get, on a given week, maybe five residents that will reach out on this issue. So add that up over the course of a year of how many times our residents have brought this up as a serious, serious concern. not just for the operator, but also just the general public as well. So this is definitely very necessary. I do like some of the comments, just like Council Member Spitz, that we've heard of the education opportunity on how to operate these

1:30:16 – 1:30:30•Bobbie Singh-Allen

All those in favor, please say aye. Aye. Aye. Thank you. All right. Next, council comments, reports, future agenda items. I'll start to the right. Council Member Robles. Yes. Council Member Spies. Yes.

1:30:30 – 1:30:57•Kevin Spease

Real quick, on Monday, we will have an ad hoc working group for Sacramento Metropolitan Cable Television Commission to determine the final budget for this year relative to cable distributions to both member agencies and to channel licensees. I'm sure it'll be a difficult discussion. We're catching a falling knife when it comes to

1:30:58 – 1:31:26•Darren Suen

the um the budget or excuse me the cable revenues as everybody continues to uh cut the cable and and go to streaming so anyway um that's all i have thank you thank you vice mayor uh thank you mary um sewer district meeting was canceled today's uh sacog board meeting next week and then i just want to publicly congratulate madam mayor and councilmember brewer on their The reappointment reelections that'll take place soon, I guess.

1:31:32 – 1:31:56•Rod Brewer

I have no items to report committee-wise, but we definitely want to send our well wishes and root on the Elk Grove 10 Under Blue All-Star Team as they're playing in the Cal Ripken Baseball World Series. It's definitely a historic team that is going on this search or this quest, so we definitely want to root them on and wish them well.

1:31:57 – 1:33:31•Bobbie Singh-Allen

Thank you. For my comments, want to recognize all of the emails and public comments that we've been receiving as it relates to the resurgence of a discussion on flock cameras. And I know that our chief and our city are working towards not only one updating the website, but also providing a response. But I also want to pause. I have seen some horrendous, disgusting, vile comments directed at our Police Department. And I want to sincerely apologize for what you all may be seeing. I know that it does not reflect the values of our city. Our city respects the work that you all do. And I've seen tha

1:33:33•Bobbie Singh-Allen

And with that, I will go ahead and adjourn at 735.
