thank you city attorney uh brief uh like to recognize um the people who help run the meeting here for us tonight um ryan whitmuth from our i.t department uh lieutenant davis and officer odio with our pd and offers and chris welk from public works welk welky welky We appreciate you guys being here to help get this, you know, for us to do our thing. We really appreciate it. All right. So we're going to start with a proclamation recognizing May 2026 as Bladder Cancer Awareness Month. I'm going to have Commissioner Rydell read the proclamation into the record, and he's then going to present it to our own Vice Mayor John Brody, and also Commissioner Jackie Raley's, Commissioner Raley's husband, John Raley, who is a bladder cancer survivor, and he's a great example and role model for Vice Mayor John Brody, who's going through the fight. So I think it's very important to have you both here tonight to accept this. And Commissioner?

4:03 – 5:346

Thank you, and Vice Mayor, it's an honor to be able to read this proclamation this evening. Whereas bladder cancer is the seventh most commonly diagnosed cancer in the United States with 8,500 new diagnoses and 18,000 deaths annually, seriously impacting families, friends, workplaces, and communities. And whereas more than 7,600 Floridians will receive a bladder cancer diagnosis in 2026. And whereas the Bladder Cancer Advocacy Network, BCAN, provides thousands of patients, caregivers, and the medical community with the educational resources and support services needed for navigating and managing their bladder cancer journeys. And whereas BCAN works collaboratively with medical and research professionals, as well as the patient community, encouraging and facilitating sharing of their experiences with others. And whereas, BCAN also champions innovative research and responsive national policy to inspire hope, hope for tomorrow, while building awareness of the disease today. And whereas, bladder cancer survivors are a testament to courage and the importance of promoting awareness about bladder cancer, providing information, funding research, and offering treatment to those who are affected. Now, therefore, be it resolved that the City Commission of the City of Coconut Creek, Florida, proclaims May 2026 as Bladder Cancer Awareness Month. in the city of coconut creek and urges all residents to join in supporting those impacted by bladder cancer and to work together toward a future free from this disease it's signed by the mayor the vice mayor and the commission and attested to by the city clerk thank you mayor

Thank you.

6:390

Thank you.

6:408

Robin Walsh, please.

7:01 – 8:2216

So, thank you everybody for coming tonight and listening to this. It's very important, as you know. For me, it came out of nowhere. But ironically, it was the easiest test in the world to find. It's an ultrasound. It's non-invasive. And I'm going to say, stop being hard-headed, men. Because the more I speak to people, men always seem to be the ones that are behind the power curve on this. All right? I've had many conversations with people where they're telling me, well, I was urinating blood for six months. It just blows my mind. Like, that's ridiculous, the weight. So there's signs. Back pain. go to the bathroom a lot, and blood in your urine. If you got those, go get checked out. It's the easiest thing in the world. And listen, what I have is a highly aggressive type of this cancer. So you have to go get it checked, because nobody wants to have to use a bag the rest of their life. And this is an easy test to come and do this. So everybody needs to go get checked. I took note of who's here today. So I'm going to be asking you guys, did you get checked? Because it's easy. It's curable. But you've got to go get it tested. And John and I have had a lot of these conversations about this. And he's been a great mentor for me to kind of bounce ideas and complain and whine and cry a little bit. So I appreciate him being up here as a support in this, too. And so I'm going to turn it over to let him say a few things, too.

8:24 – 9:079

If anybody doesn't know, if you've smoked, it's the number one blot of cancer. That's it. If you've smoked, that's the number one. I'm very lucky. It's been 14 years. I've been through a lot of things with it. I had chemo. I had radiation. And in the beginning, they wanted to take the bladder out. And we spoke about it and I opt for radiation. But John's right. If you have a problem, go see a doctor right away. Don't wait, because you could end up with a bag on your side. And you certainly don't want that. Thank you very much.

9:098

Thanks to both of you.

9:22 – 10:475

May I? Mayor, may I? Of course. Thank you. Oh, geez. Well, God bless both of you. John, I said it a million times. You're going to be great. You're going to be fine. You have a supportive family. You have friends. Your wife is going to take care of you to get you through this. Like John said, it's been 14 years that he's been clean. He did have cancer. They went through some treatment, and it came back. They thought they got it. It came back. But then he had to do chemo and radiation, and he responded very well. But the point, and God bless, lots of prayers. That's what you need too, confidence and prayers. But what I want to mention is that this isn't just for men. Women get bladder cancer as well. So please, women out there as well, get yourselves checked. I actually know a couple of women that have bladder cancer. So you have to get checked as well and that's the bottom line um early detection that's the lifesaver so thank you coconut creek thank you mayor vice mayor commission for uh bringing this to everyone's attention absolutely uh commissioner rydell

10:47 – 11:246

Yeah, I just wanted to really obviously give a shout out to my colleagues and everything. But I think something also that's significant to note, I mean, Carrie, you're here. Jason, you're here. And it's really important. And to you, Jackie, really as a caregiver, It's something really significant that we try to do as much as we can, the caregiver support system around not just the patient. I don't say it to diminish, obviously, anyone that's experiencing cancer, but it affects families and lives, and we've got to support the whole family, not just the person suffering. And I commend you, Carrie and Jackie, for the caregiving aspect of this. So I appreciate that.

11:2416

Because both Johns aren't easy to get along with.

11:28 – 11:426

We know that. But, you know, in these fights, you know, and I'll quote former Mayor Tooley who's there, which is a national motto, early detection saves lives. And I've heard John say that. So that's the one thing I just wanted to say. Early detection saves lives. Thank you, Mayor.

11:43 – 13:448

Thank you, Commissioner. And yeah, no, I think there's so much. People have viewpoints. People have beliefs. But when it comes down to health, humans have so much more in common than we think. And I think it was really impactful to see Mr. Raley and also Vice Mayor Brody, you know, together and just seeing, you know, it's just pretty incredible that we were all, you know, just together having to deal with this stuff. And John, we support you. Anything you need from the commission, you know, we're always here. We're going to read a proclamation recognized in May 2026 as Jewish American Heritage Month. I'm going to read the proclamation into the record. I'm going to present it to the members of the Chabad Lubavitch of Coconut Creek Congregation, with also Commissioner Rydell, as he is also a member of the Jewish tribe. Whereas Jewish Americans have played a vital role in shaping the cultural, economic, educational, scientific, and civic foundation of the United States and communities across our nation, And whereas generations of Jewish Americans have contributed profoundly to the advancement of public service, medicine, law, business, the arts, education, philanthropy, and social justice. And whereas Jewish American Heritage Month provides an opportunity to recognize and celebrate the enduring contributions, traditions, and rich history of Jewish Americans while promoting understanding, inclusion, and unity among all people. and whereas the city of coconut creek is committed to fostering a welcoming community where all residents are respected celebrated and empowered to share their heritage and culture whereas this month residents are encouraged to reflect upon or appreciate the many ways jewish americans have strengthened our nation and enriched communities throughout south florida and beyond that therefore be it resolved that the city commission of the city of coconut creek hereby proclaims the month of may 2026 as jewish american heritage month in the city of coconut creek and encourages all residents to recognize and celebrate the contributions and accomplishments of Jewish Americans throughout our community and the nation. It is signed by myself, the Vice Mayor, and the rest of the Commission. And I'd like for you guys to come up here and accept this proclamation.

14:09 – 15:080

Okay, ready? Don't move, got one more. It was a good one. Thank you.

15:10 – 16:051

right we're recording yeah i would like to thank all commissioners city officials for giving us this on behalf of the community jewish community for this surprise proclamation needed at this time um myself and baila we lived in this community for more than 33 years and there are days i don't leave this coconut creek i get up i work here We have multiple places where we work, where we live. And it was a wonderful 33 years. And let's continue. Let it continue being this beautiful city where you have community behind you. You have the police department, everyone working in unity, that it should be a city for all, for Jewish people, all faiths, all religions, and only blessings and goodness for the rest of time.

16:10 – 16:5914

I want to just take this opportunity to really thank all the city officials, mayor, vice mayor, commissioners, City Council, like my husband says, we've been here for 33 years now. I brought up 11 children, Jewish children that felt safe in the city. I run a Jewish school here. And I want to give you a blessing at this time that you should all be healthy. that we should only see health. You should be strong to lead this city and continue keeping all the members of the city safe, healthy, and that everyone should accept everybody and love each other and be there for each other. Thank you so much.

17:05 – 17:528

thank you to the both of you for coming tonight and also as i mentioned a big congratulations to you guys and a new grandbaby um pretty incredible uh you have a growing family and uh we appreciate all your contributions to our city and uh hopefully 33 more years plus and plus all right okay let's do it We're now going to have input from the public on non-agenda or consent agenda items. I remind everyone wishing to speak that all comments must pertain to city business. Respect and proper decorum will be maintained. Behavior that disrupts the orderly conduct of this meeting, such as clapping, shouting, booing, and cheering, is not permitted. Any person who violates the decorum rules will be subject to removal from the commission chambers. As a reminder, all comments must pertain to city business. City Clerk, is there anyone who signed on to speak tonight?

17:537

Yes, ma'am. We have one individual that signed up to speak this evening, Lucretia Peterman.

17:598

Ms. Peterman, come on down.

18:07 – 18:1910

Good evening. My name is Lucretia Peterman, Coral Springs, Florida. Mayor, Vice Mayor, and Commissioner, I'm here to address.

18:208

The floor is yours. Take it away.

18:2210

OK. This is my first time. Please forgive me.

18:258

No problem.

18:26 – 21:2510

So I'm here today because I'm a mother of four sons. My oldest son graduated from Board Anderson High School, and my last three graduated from Coconut Creek High School. I have three high school All-Americans from Coconut Creek High School. One of those high school All-Americans went to Clemson, drafted to the Raiders. One of those sons went to Indiana. He was underdrafted to the Chargers. He went and played for CFL. My baby boy, he went to Indiana, James Madison, and he just graduated from Illinois University as a student athlete. Ball wasn't for him, so he got his education. I'm thankful for that. But I'm here today because I have been going to Creek on numerous occasions about why my sons haven't been presented inside the school. There was a ceremony held one time about the jerseys framed and was supposed to go up and be retired. That hasn't happened. So I'm here today because I don't think it's fair to my sons that their mother, who stayed here when all of them left, to try to get to school, to hang my kids' jerseys up, pictures up, anything. Nothing has been done. I've even asked to be maybe... advocate for kids at the school because I've been there a long time. But Creek makes me don't want to be there. I have a son that came back from planning a CFL. He's actually at Creek, working with Creek. And I wonder how he feels to be there every day and nothing is there. to show his successfulness. Taiwan also actually went to Indiana and became the first cornerback to be a first team All-American. So I'm saying that to say all of these things have gone on with my children in the city of Coconut Creek. The school, though, not the city, the school, I'm sorry. And nothing has, there's nothing to look at. Before I conclude, my son texted me and said he's very embarrassed that he can't take his son, Trayvon, the one that drafted the Raiders. He's embarrassed that he can't take his son to Crete because Crete is a mess. And there's nothing there that he could show his son. I don't even like going back to Creek. And I don't even see how one of my sons could even be there. But I respect the fact they love Creek. But Creek hasn't shown any love. And we've spoken to the AD on numerous occasions. And we actually have a meeting with him on the 30th or the 31st or something like that.

21:258

Sorry. I just had one question. I know the city manager wanted to respond. Has there ever been a promise that something was going to happen?

21:33 – 21:5310

Yes, we actually had a ceremony. The jersey was put in a case, and nothing was ever hung. And my son asked him to retire the jersey because we have three brothers that don't wear the jersey, and everybody went off to do something. Now you have kids that don't wear this jersey behind them. I'm not saying it's not fair, but it's just...

21:538

So the jersey is sitting in a case or in a frame somewhere in the school that's not hung up.

21:57 – 22:1910

So, no. So the jersey, it was, so actually it wasn't a retirement then because kids have worn the jersey after my baby son, Travell Mullen, which, I mean, I'm not saying that I have a problem with it, but I have a problem with it because it should have ended. I feel like it should have stopped at Travell Mullen by the brothers being three high school All-Americans.

22:198

So I understand you have a meeting coming up? Yes. Please let us know how it goes.

22:248

And if we need to speak to the administration, we will certainly try our best. We can't make any promises, as you know.

22:298

But let us know how the meeting goes.

22:318

And we wish the best.

22:3210

Thank God.

22:328

All right, thank you for coming.

22:3310

Have a blessed day.

22:34 – 23:088

Thank you. Is there anyone else here tonight who would like to provide input on any consent or non-agenda items? Yes? Do I see a hand? Come on down. Please say your name. Please say your name and your address for the record. Sir, I'm going to let her speak, and when I call for another one, I'll ask that information, okay? Thank you.

23:11 – 23:3311

Thank you, and good evening, city councilors, mayor, vice mayor. My name is Maria, Maria Rojas. I'm not a resident of Coconut Creek. I'm a resident of Tamarack, and I'm a fairly new resident of Tamarack. I'm here tonight because of something that happened in Coconut Creek.

23:338

Can you please say your address for the record?

23:35 – 26:3711

Absolutely. I live at Kings Point. It's 7932 Exeter Circle West in Tamarack. Would you like the zip code? OK. So something happened to my husband here that was, I'll let you put a label on it. He went to a doctor appointment here in Tamarack. My husband suffers from chronic sinusitis. Since we've been in Florida, we came from Boston a few years ago and lived on the west side of the state in Cape Coral area. Moved to Broward a few months ago. Very nice here in general. He went to the doctor and he's been having a lot of trouble in Florida in general, getting medical treatment. It seems like Florida really does want older people to die. He had some issues in how he was treated at this doctor and complained and was asked to leave. He asked the facility to please call the police in so that he could document what was going on. He's a journalist. He's a YouTube journalist. And so when the police came, he was outside. And they jumped him. They jumped him because they didn't like a word that he said to them. And they Baker-acted him because they couldn't arrest him for trespassing since he wasn't in the facility he had left. He has all of this on video. It's disgraceful, that was the word I was looking for, that the city of Coconut Creek... should have had one of its law enforcement members do this for no reason other than he got his feelings hurt by the word my husband used with him. So I just want to share this with you. He was held against his will for 72 hours at Broward Health. We did hire a lawyer at that time, but we fired the lawyer since because Apparently, they were intimidated that should they ask for body cam footage from the police that there would be some type of retaliation where they would now suddenly file criminal charges. I think that's notable as well. I wanted to share this with you because it's not the kind of welcome that we would have expected. So thank you for giving me the opportunity to share that.

26:388

Yes, ma'am. Thank you for sharing that.

26:4211

And he's there waiting to talk, too.

26:478

Is there anybody else who would like to speak and address the commission on non-agenda items?

27:01 – 30:0613

Hi. I'm Kenneth Fox. So it's the same address as her. So yeah, so that stuff that happened, I didn't listen to it. I'm getting a real panic attack. When they put me in there, I was at 175 blood pressure. Even like two days later or something, it just goes. Because it's not just fear, it's like performance anxiety. Because I've been a journalist. So I think they might have done this so I could sue you guys. And they're doing it out there like that cop that did it. It's not necessarily. It will. It'll crush me out. Maybe it's that way because it discredits everything. The courts or whatever, if this is going on with me and nothing's done. But it could also be like I'm supposed to sue them. So just so you know what happened with it. And so, yeah, I want to talk about the Holocaust. So I just found out in last year that my mom, she was, I always knew, she was born, probably born in Germany in 1933. Probably near Buchenwald, they have the mental hospitals and stuff. And so then she was flown over to Massachusetts and to be adopted. So that's my grandparents up in Orange, Massachusetts. And her mother was probably executed right after that. So I've been doing a lot of research. It's kind of open. And it shows what's going on now with 9-11, the way the government's crazy. Trump's crazy with a fake war. Congress is just all over the place. Everyone's cuckoo. Because the West did the Holocaust. They installed Hitler, planned the whole Holocaust. The SS was working for British and American intelligence. From the beginning, Munich, it's like Munich. All roads lead to Munich. You just see who is there. And Albert Einstein came from Munich. And they had all this stuff planned out. They had the stuff... The atomic bombing, that was planned out with Japan. They had that inner thing. And then Nagasaki, that was all. And so that's what's going on. If you wonder why the world's crazy, you know, I apologize for why people act the way they do. Because there's something going on. Because it was the Holocaust. And so we kind of inherit that. You know, I find out that I kind of grew up on the rat line with this stuff. And... Up in Boston, the CIA, they just control everything. They're on everything. Israel was supposed to have a Holocaust conference in 1982, and it just got all busted up, like Elie Wiesel canceled. It's because they did the invasion. Or no, because Turkey was complaining about the Armenians.

30:0715

Sorry, your time is up.

30:0813

Okay, I'll talk next time, too. Kenneth, thank you. I will tell you one thing, though.

30:13 – 30:268

You're in the right city for Holocaust remembrance. We host events every January here. We also have a Holocaust memorial that you've probably walked by here. I don't know if you've seen it. It's a beautiful memorial.

30:2613

I gamed it all out.

30:278

Hold on, hold on, hold on.

30:2913

40% of the doctors in Berlin were Jewish. Kenneth, thank you so much. Thank you.

30:368

I understand. I just want to let you know we have a Holocaust memorial here. We appreciate you being here.

30:3913

Thank you, Kenneth. Yes, sir. Thank you.

30:47 – 32:398

Moved by Commissioner Railey, seconded by Commissioner Welch. Can you believe it? Osama is still here to give us another report.

36:43 – 37:3712

evening again good evening so um this is a follow-up to our success with sir tax money um we had a few projects a couple more coming down the pike and this is a agreement that allows us to we've been awarded this money for the design at this point of the comprehensive phase three project which is north of sagras boulevard past hillsborough and also for the design of Northwest 74th Place. The money is there, approximately $30,000 for design for 74th and $161,000 for the comprehensive project. So the money that we obtained is really $343,000. So whatever is left, the difference will be moved to next year to be added to additional money so we can start construction at the time by segments.

37:39 – 37:528

Thank you. Any members of the public like to speak on this item? Any other further questions or comments from the commission? No, nobody signed in. Let's call the roll, please.

37:537

Commissioner Rydell. Yes. Commissioner Welch.

37:567

Commissioner Raley. Yes. Vice Mayor Brody. Yes. Mayor Wasserman.

38:00 – 38:298

Yes. As noted at the beginning of the meeting, agenda item number 10 for second reading of ordinance number 2026-005 regarding an amendment to chapter 5 of the code ordinances related to the definition of hobby breeders has been removed from tonight's agenda and will not be heard. Resolution 2026-078, a resolution authorizing the city manager or designee to execute an agreement with Segaris Corporation for the Oak Trails Park Expansion Project pursuant to IFB number 04-15-26-11. Is there a motion to second?

38:300

So moved. Second.

38:32 – 38:438

Moved by Commissioner Rydell. Seconded by Commissioner Railey. Public Works. Thank you, sir. Welcome.

38:44 – 39:0315

And if I might, before Brian starts, he did ask him just to give you a refresher on the design of the park that you've already approved. So the contract is what's on the agenda tonight, but I thought because it's been a while since you've seen the design plans, which have been completed by our consultant, it would be worthwhile just to have a refresher.

39:05 – 43:123

Good evening, Mayor, Vice Mayor, Commission. Very excited to bring this item before you. It's been a couple years in the works, and we're finally at the finish line. Just to catch you up a little bit on the history, we have the Oak Trails Park on the north end of the city. And in 2017 and 2018, the city decided to purchase two adjacent properties with the idea of expanding the Oak Trails Park. So after that point, we went for a Florida Communities Trust grant and was successful and received $1.1 million to help offset some of the costs with that. As you know, with any grant, there is requirements, and this project coming before you covers all of the requirements that the grant needed. so if you want to look at your screen you have the existing oak trails park here if you're not familiar with it or haven't been and this is an overview of what we have out there now we had existing building and structures old barn and you know existing ponds that are on the property here's some pictures Here's the FCT grant requirements that we're addressing with this. We need to have a public classroom space. So there's an existing single family home that we're keeping. And we're going to be renovating and creating this space. We're also going to create public restrooms in this building. You have water fountains, interpretive kiosk. um you're gonna for the building itself we're required to achieve lead certification so we'll be going for that half a mile of sidewalk we'll be wrapping around the whole property and connecting to the existing oak trails loop we'll have exercise equipment picnic areas and open multi-purpose open play fields and then we also have to create an acre of natural area which we'll be doing in the back of the park here's some of the trees and palms that we're going to be planting a very big landscape project here is the overview of what we're going to be doing we'll have some parking spaces associated with the the nature center we're going to create and then there's the fields we're talking about and picnic areas and the loop system which will connect to Oak Trails Park in the center Some of the amenities we're going to be putting in, bike racks, water fountains, picnic tables. The exercise equipment, we'll have an exercise area and a cluster of equipment. Along the front on 74th Street, we're going to have a concrete split rail fence, which will give it that nice rustic look and also be very maintenance friendly. um this pretty much goes over some of the uh the major improvements to the the house that we're going to be doing there'll also be a small office for parks and rec in there here is the overview of the house in the center with the tan area you have the big assembly area where we'll have the meetings and classrooms and then the other rooms in the restroom shown there Here is a rendering that was done. This is what the Nature Center will look like after we improve it. And that's it. So we do have Cigarus here represented. Cigarus, this is our first time working with them. They're adjacent to us in Coral Springs. And we're very excited to have this first project together with them. Here to answer any questions.

43:168

Commissioner Raley is wondering if we can get some pictures. Which pictures, Commissioner? The cluster. The cluster. Could you go back to... She'll tell you when to stop.

43:44 – 44:133

These are existing pictures of what we have out there now. So you can see at the bottom center, you have the single family house. You have what was a pond with a gazebo that will all be demolished, and the pond will be filled in. And a lot of the property is open, and there was former ranch that operated out of that.

44:18 – 44:358

Excellent. We do have, the Vice Mayor is going to, I think, has a couple questions, but I do find it interesting that Rabbi and Baylor here, Rabbi, this is, I think, where you and I had our first walk. We walked over at Oak Trails together. I find it interesting you guys are here tonight. We're talking about this. Vice Mayor? Thank you, Mayor.

44:35 – 45:1916

So I like the design that we're doing on this. But the question has been raised, and I kind of agree with it, about adding at some point a dog park to this park. And the reason it's being brought up is because people from the north end of the city trying to get down to Windmill Park to the dog park at rush hour could take up to 45 minutes. So the idea is maybe putting a smaller type dog park in here I know it's not the time to talk about it, but it is the time to bring it up So I definitely want to put that in everybody's ear Maybe we need to consider a small dog park in this area being a passive park the way it is I think it's fitting I think that it's it's something like that's needed for the north side of the city and just wanted everybody kind of Let it roll around in their head for a little bit Commissioner Rydell

45:22 – 46:116

I wasn't going to comment, but I'll comment on that. It's a passive park. It's surrounded by horses and stables and equestrian areas. It's not something that community wants, a dog park. I think people in other parts of North Creek may be interested in that, but the rural equestrian communities on the east side of Lyons on 74th, that's a very rural area, and I think when we did some outreach with some of the equestrian centers this has been going on for years they were not supportive of that obviously in my district it's not something that i've been vocal with my residents about people have inquired on it but that is not the consensus of really north coconut creek asking for a dog park up there in terms of north of hillsborough so i just wanted to put that out there totally understand it john and i agree with you that maybe people in winston park are saying hey i'd love to get something closer agree with that and i think we've had potential opportunities at lakeside park we've made a decision not to do it where it would be appropriate at lakeside park

46:12 – 46:3116

that would be the appropriate active Park space to potentially do a dog park not at a passive uh very nature-centric Park that's just so I would be okay with Lakeside too just the idea is the north side of the city is being able to kind of cater the needs of their animals too and and I think we we have the space to do it somewhere I I believe so so that's all I had Commissioner Welch

46:33 – 46:482

Thank you. I won't comment on the dog parks. I just wanted to know the net cost to the city, because we have grants, other things that have already been in consideration. So what will the net cost be to us?

46:493

The contract for this is $2.8 million. So we have a $1.1 million grant. So it would be the difference between that.

46:59 – 47:152

I mean, I can read it. I just wanted to reiterate for the residents. No problem. And the beginning date and the duration. Because everybody wants to know when does it start and when does it stop. And I appreciate that you're very nearby. So thank you for coming.

47:173

I could see a pre-construction meeting occurring in July, and they're given 365 days, so it would be July to July of next year would be the construction period.

47:272

Okay. And to reiterate, this Passy Park closes at dusk.

47:34 – 47:473

That's correct. Although we are, as part of this improvement, we are going to be putting a few parking lot lights for safety, but currently it's dawn to dusk operation.

47:472

Okay. Thank you very much. Thank you for your work.

47:503

Oh, you're welcome.

47:538

Commissioner Raley.

47:55 – 48:115

Thank you, Mayor. Ms. Price. is when was, are we locked into this? Because I know everything has gone up. Cost of everything has gone up, but we're still within our budget.

48:12 – 48:313

We are within budget. And I do have contingency as part of your approval. So even with the contingency, we are within our budgeted amount. And yes, the price is locked. The bids are in. So they're obligated to perform at that price.

48:315

Great. Thank you.

48:358

Anything else from the commission? Are there any members of the public who'd like to speak on this? All right.

48:457

Please call the roll, clerk. Commissioner Rydell. Yes. Commissioner Welch.

48:517

Commissioner Raley. Yes. Vice Mayor Brody. Yes. Mayor Wasserman. Yes. City Manager report.

48:59 – 49:2615

Good evening. Good evening. We are following very closely what will be happening in Tallahassee next week. Just to comfort you, I am working already with the Finance Administration Department on plans on how we'll address any potential changes. We are in the throes of preparing the budget right now. And I think you'll be pleased we have already tried to tighten some areas.

49:2611

So all is good. That's it.

49:318

City attorney, please.

49:34 – 50:244

Good evening. I did just want to mention that we have another redistricting board meeting on Tuesday, June 2. And as the latest consultant report comes out, I will forward that to all of you. We haven't received it yet, but I expect to receive it before Tuesday. And then also, I just wanted to let you know with regards to our litigation against the Florida Department of Transportation in the Turnpike matter, the judge denied their motion to resolve their motion to dismiss the papers which means we will go forward with a hearing on July 15th which is what we requested we did not want them to rule on the papers alone so that's a good thing and I'll keep you updated there as well thank you thank you and thank you so much for your attention to detail Commissioner right out

50:27 – 53:566

I think we had a great event today at the police officer's award ceremony three year. Big shout out to Cheri Stabile, who won for our city. Maybe we can get Sheila Avon to post the story of sherry and how she won the award from from the book i'd love i would love to see that uh or freddie with uh maybe scotty can do it but actually pump that story out i think it's a it's it's really good what she's been doing to keep our residents safe uh solid waste voted i don't i always forget with solid waste did i tell you we voted for the amendment to change and opt out Sometimes it's all a garbage haze with what we're dealing with sometimes. So the day after our last commission meeting, after some of the dialogue we had that segued from garbage to solid waste, Commissioner Brody, and I know this was a point to you, so I'll speak more directly to you even though the whole commission was concerned, there's going to be an opt-out that's going to be added. It was voted on. It passed 10 to 8. let me explain the 10 to 8 because i think it's significant were you on the meeting uh they don't show who's on on listening so i don't know i don't know what does that stand for sandra welch oh so so well i thought it was so so well So, well, your mic wasn't on for that. It passed 10 to 8 that there's going to be an opt-out. John tied from the RFP. Once the RFP comes in, there's going to be a time. So obviously, if cities don't think they're going to get the value, they're going to have the opportunity to opt out. That being said, The narrative and where they came out of that meeting was it was a ten to eight vote and people were against an opt-out But let me explain why because after that vote came I asked a very important question in that meeting I said why why did you vote no on this and the answer is? Seven of the eight no votes were due to the fact that they didn't want an opt-out They wanted commitment. They wanted togetherness. They wanted to move forward. So it's good compelling If people were saying no, they wanted a different opt-out, it was just interesting for the purpose of the room. I'll keep you all updated as it posts. I forwarded Sheila an email. I think we're at 16, 17 cities now. And there's a schedule of others moving forward. They've all passed. So the one big one is going to be Fort Lauderdale. I'll keep you all on the loop with that. And I know Sheila and Tara will get all the solid waste stuff, and I hope it all trickles to you. If it doesn't, ask, because both of them get it routinely. And I know we're going to be addressing solid waste next time, so I'll refrain from any additional comment. But I'm going to make this urge, and again, I don't want to discuss it tonight. I think it's really important that we all may have our personal beliefs up here in terms of what we think we should go and how we think. But I was surprised when I really took some time to ask community members about recycling, the future of it, what it looks like, what they expect from their city. that i i don't want to get into the responses but i was a little surprised at some of the responses in terms of what at least some of the residents i talked to want to do so i just urge you to really get your communities and talk about this before we make a pretty big financial decision uh in two weeks that's all i have i want to thank city staff for their work i want to thank our police and first responders after today it's really compelling uh how important our first responders are and how you know in a time where it's hard we appreciate everything and I don't think anyone in this city uh takes any of it for granted so thank you very much again for our first responders and and today for those listening it was it was a big banquet to celebrate people today reaffirms that thank you Mr Mayor thank you Commissioner Commissioner Welch

53:58 – 54:542

I do echo for Sherry's recognition, as well as Canine Titan and The Handler, because these are the stories that really bear repeating and resonating within the community, because if they're not privy to what's going on on a daily basis within our police department. I don't think not everyone is aware of the breadth of all the work that is done and how many people it affects and the value of the work, as well as our canine. So if we can do that, I think it can't be done enough for everyone. Happy anniversary, Sheila, June 1. I did reiterate that it was on the COCOnet that it is June 1. How many years?

54:5515

A lot? More than 20.

54:59 – 57:442

More than 20. OK, well, we'll stop at that. And thank you for sending out the Miami Health update. It was very helpful. I look forward to seeing more information as it comes through for Main Street. I do have one request. I'm not going to get into the recycle issue that we're going to be voting on in a couple of weeks. But I do want to address one that we're currently involved in, in the two drop-off centers. I think it would be of value if we had a leader board at both locations to show the impact from the beginning of our fiscal year to date, even if it was updated once a month, that the value of those that are participating in the voluntary recycle program, how many tons that we accumulate over just now a six-month period of time. I think we're almost at 44 tons. There's something very close to that. So I think it's important that the residents see that. I try to tell them when I'm there dropping off at the same time they are, but I think they'd rather see it rather than hear it from me. And I can't read my own handwriting, so I'll just No, just for your benefit, I'm going to go on. So the solid waste, I appreciate you going on about the opt out. Don't you think that's only fair? I will. I did give the information to our city manager to pass on to the resident that came about the Coconut Creek High School, because that was one of the things I was going to mention tonight about the introduction to her. Those of us that were at the Tradewinds 30th anniversary, which was just a bang up. um affair they really went all out and miss landia was testament to her involvement in that but so that she could get in touch with the new coconut creek principal and maybe get started on a right foot with conversations with the person there today so because i don't know any about anything about any of that story that's not really something we can control but i thought it You know, I'm about done. You didn't really need to put that on, but nonetheless. Okay. Well, you know what? That's it. Unless I think of something else, Commissioner Rydell.

57:458

No, Commissioner Welch, if you do think of anything else throughout the rest of this, you interrupt at any time, okay?

57:492

I reserve the right. You do. Thank you.

57:518

You got it.

57:512

I'm trying to find an appropriate alarm for Commissioner Rydell later.

57:568

And I'll say next meeting, you can speak before him at the commission comments. Okay? You got it. Commissioner Raley?

58:03 – 1:01:095

Do I really have to follow that? OK. All right. Well, thank you, though. I needed a little levity. Thank you. We need that. Absolutely. PBA, great job, by the way, emceeing. Great job, Josh. For those that he failed to mention, Josh Rydell did have to see the ceremonies at the PBA Awards Luncheon. Thank you. Great job. But congratulations to all the honorees and to all our first responders. God bless you. Stay safe out there. And we do value you. To echo Chief Blizzard's words, that he felt that we valued our our first responders and our staff, and we do. With that, I want to wish Chief Blizzard a happy, healthy retirement. We were blessed to have him, and we thank him for his succession plan, because I know we're in good hands with our next chief. Thank you, Mike Rodriguez. Also, I want to say congratulations to the scholarship winners at the at the Do the Right Thing. That was fun and for our teacher of the month. I do have a happy anniversary, Sheila and Dennis. Also, on a somber note, those of you I hope remember Chick Chase. He's a very dear friend, a comrade. He worked on Coconut Creek. of planning and zoning for many years. And what? 10 years. It was 10 years. And we worked side by side for longer than that. He passed yesterday. But at 103, you have to celebrate this wonderful man and his life. I don't know, those of you that know the story of Chick Chase. He fought in World War II. He was a gunner. He was shot out of a plane, landed in a tree, broke his back, and was captured in German territory and was held prisoner for nine months. When they liberated him, he came home and started his life and never looked back. God bless him. He didn't survive. He thrived. And always a kind word. Well, not always. Right, Chick? But anyway, loved him. He loved life. He loved people. And he will be missed. So God bless and his family. Johns, my two Johns, too. You're going to do great. And God bless. And praying for you always. Jackie out.

1:01:12 – 1:04:3716

Vice Mayor. Thank you. Yes. You know, John, thank you for leading the way on that and being a great example. Honestly, I did bounce a lot of stuff off him. Because, you know, when you're going into something and you don't know it, you need somebody who's kind of been through that path. And thank you, John, for being that guy for me. So I do ride-alongs with the police, and I love doing it because it gets me around the neighborhoods in the city, and it gets me around our first responders. Not that I don't do stuff with the fire guys, but only when I want to sit in recliners, massage chairs, eating caviar. So just joking, just joking, Mike. But it was a lot of fun. I went out Saturday night, and ironically, Odeo is here. I actually rode with him. This guy is my hero. That guy is a super cop. We needed to have the super badge on. I saw him just absolutely being that total example of what we want to see in our police department, looking out for our residents, making sure that the tickets are going to be valid, making sure that when he spoke to somebody, he was always polite. If he didn't have to give a violation, he didn't. If it was felt that it was something that they could work through, or maybe it was just a mistake. And that's the kind of stuff we want to see with our residents, that we're not harassing our own residents with stuff like that. And he did a great job, not to mention his WWA. body slam that he did. That was spectacular. But listen, when we start seeing examples of what our PD does when they're on shift, we're not sitting at lights, by the way. When we go through there, we see our cops' cars, their tinted windows. And we think, oh, they're on their phone, or they're just jaw jacking in there. Uh-uh. They're running plates. There's this nice little thing called an LPR, mobile LPR, which reads license plates that tell you revoked licenses, tags expired, all kinds of stuff. It's amazing. And if they don't see that, then they start running tags anyways. So their little fingers are a little busy at that stoplight. So it's amazing to see that because it goes into the idea that we're keeping our residents safe and making sure that the people that are on the road are safe, that we're not having the bad people on the road doing stuff and committing crimes. And it's certainly a great example. I appreciate it. It was a wonderful night. Ended on a high note. It was a lot of fun. Not that I'm saying Baker wasn't good. Baker was also awesome. Different styles, but definitely they made sure they dumbed it down enough for this guy to understand what they do by explaining his pullovers, explaining what they're going through, their mindset. Both these cops are examples of what I think we should all be looking at when we see our traffic police. So great job, Fred, for hiring some great guys. Odio, thank you very much for absolutely keeping me entertained. You are my hero. That was amazing. Maybe when I'm not on the speaker here, I'll tell you what happened. But it was truly, I got to see the entire thing that a cop does, from the simple stop to an arrest. So amazing. I give a lot of credit to our PD. So I got two more to go, which I'm scheduling for next week. I always tell my colleagues here that if you can get two hours of your life to go ride in a police car and see what they do, I absolutely suggest doing it. You will not be bored, and you will not think that it's a waste of time, because these guys are amazing. So thank you for protecting us. Thank you for keeping me safe, especially. So thank you very much. Police Department, you did a wonderful job. Thank you.

1:04:40 – 1:04:518

Thank you, Vice Mayor. I started thinking about what you were talking about, about the ride-alongs. I'd like to learn a little bit more about that, if possible.

1:04:52 – 1:06:338

Thank you. So we had a South Creek community organization meeting. Becky was there. She's here tonight. There was discussions about e-bikes. Somebody brought up a cool idea. I don't know if it's even possible, if it's even within the law, but like a registration system. If you own an e-bike, like I don't even know... how that would work, if that's something a city could do. Is that county? Is that county led? I don't know. But maybe registering them if they are. I don't know what we could do. But it would be nice if we could look into that. Because although we did pass an ordinance, it's still rampant out there. And we do have people who are walking, just enjoying their time outside. And then, you know, in comes an e-bike. Memorial Day was beautiful. It was, you know, we do those. And, you know, I mean, I've done about six or seven of them now. But I will say it was just a... It was definitely the most powerful one. I think we've had the emotions from everybody. And Janet, with your first event, I would say, really went off without a hitch. And appreciate your attention to detail. And thank you. And to your team, please. I know I spoke up there to say thank you. Please make sure that I'm appreciative, the Commission's appreciative of all they do. We'll see you guys all on Monday. Did I just remind you, Sandy? See you Monday. Josh is opting out.

1:06:342

I'll be zooming in.

1:06:36 – 1:06:588

Okay. Go Knicks. I got to say, my wife really stepped up this past week for my birthday on Thursday. Hit me. Hit me what you got. Thank you. You're going to speak. I don't know if you're going to speak next meeting. So we're going to all have a discussion at the beginning of the next meeting.

1:06:586

It's a basketball air horn. It's like for you. It's a go Knicks.

1:07:00 – 1:07:178

But no, thanks to my wife, we went to the Knicks game last week on my birthday on Thursday in the garden. It was a very special night. And it's just great to be surrounded by loved ones and a really, really special wife I have. Super great. Move to adjourn.

1:07:172
