0:580

It's 05:15, sir.

1:00 – 1:121

Okay. Called to order the CCPD meeting. Are there any anyone in the audience signed up to speak?

1:130

No, sir.

1:18 – 1:331

The new business is, discuss the process and timeline for renewal of the crime control prevention district and the fire control prevention and emergency medical services district. Any discussion on that?

1:37 – 2:070

Yes, sir. In the packets, we did provide y'all the updated brochure. There have been a couple of grammatical changes since this has been sent out, but this is just the English version. Again, I did not provide the Spanish version because it's not translated yet, I didn't wanna waste the paper. But this gives you a better idea of what the fire and the crime districts are the fire and the crime departments are wanting to put in there.

2:08 – 2:510

And then I also provided in your packet a a quote so you would have an idea of the cost of printing the brochure. And the quote we received is from a company called Richmond Printing. They are the company that does our LEPC calendar, and they can do 10,500 quantity, which is approximately the mailing list for everybody in the city of Deer Park, and that would be for $5,851. And then to mail that out would be approximately $3,000. Of course, you never know until you actually get it and weigh it, but that would be approximately $3,000.

2:52 – 3:260

So there's no action on those two items tonight. We would take that bring that back to you at the next meeting, because that's not a budgeted item in the fire or the crime, budgets. So but we do have the brochures. You can see I did provide everybody a copy and there may be some copies up at the front if you don't have a copy. But do you have any questions on on the actual brochure?

3:262

Is that something we would split cost?

3:290

Yes, sir.

3:292

Between the two districts?

3:300

Yes, sir. That would be a split cost between the two.

3:392

I have one question. Is this the only thing that the election would be for?

3:470

This would be only thing that the special election would be for. Yes, sir.

3:532

When I show up to vote for this, I am only voting for these two items.

3:58 – 4:440

For the special election. Now I I I did I didn't bring it with me, but the the last meeting, I did show the ballot. And this is the same year that we have our ballot our general election, which is for the mayor, council position one, council position two, and council position three. If those positions are uncontested, then I can cancel my general election, and then the only thing on the ballot will be the two items which are at the bottom, which is the for and the the against. If I have people who are running against my incumbents, then the ballot will reflect, the council positions one, two, and three in the mail races plus the ballot item for fire and the ballot item for crime.

4:45 – 5:180

And we do have new election equipment this year, so it'll be very similar, to how you vote for Harris County. So we finally, got new equipment, and this will be our first election to run it with it, so it'll be exciting. So if you voted in Harris County, it's very similar. It's touch screen. Print the paper. Put it through the election equipment scanner. It's gonna be really nice. So are there any other questions on the brochure? And, again, there's no you can't change the ballot language. That is the law.

5:19 – 5:320

And y'all had already agreed to the twenty years, term, so that's that's the only part that you can change is just the term, but the language is what the law requires us to put as the language.

5:331

Is there another meeting scheduled or do we need to schedule a meeting for the joint group?

5:40 – 7:150

This is our next meeting as you know is gonna be January 27 because the city is closed for January 20. And so y'all had approved moving the regularly quarterly meeting to January 27, which is the Monday following. So we'll have the fire meeting normal quarterly meeting, the crime normally quarterly meeting, and then the CCPD normal quarterly meeting all on the same night. At that particular meeting, can discuss the, you'll have separate meetings, you all can discuss the budget items for the printing and the postage, and then you'll also be approving, calling for a special called meeting, both entities, for February 3, which is I believe the following Monday, and I apologize for making y'all come out so many times, but the election code requires us to call an election only during a certain period of time, and, February 3, if I'm remembering in my head correctly, sorry, that would be the night that y'all will call your special elections, and then you'll also approve the joint election agreement with the city, to run your elections. And then the city will approve on the on the February 4 council meeting.

7:15 – 8:010

They'll approve the joint election agreement, and then they will call their general election. And then y'all shouldn't have another meeting on the election until after the May 3, which is May 3 is the election date. There is eleven days after that that you have to canvas your votes. So y'all will most likely need to meet on bear with me one second so I get the right date in my head. Y'all will need to most likely meet on the May 12 to canvass your elections, and that basically is just stating that you're accepting the results of the election.

8:02 – 8:340

And then the city most likely will canvass their election dates on the thirteenth because, again, we only have a certain amount of days after the election to do this procedure. And both of y'all will hold separate meetings to canvass your votes. The really nice thing about canvassing is I only require two people to canvas a election for quorum, which is nice. It's the only time that we can get away with only having two members to accept the election results.

8:391

That should be we're ready to adjourn.

8:420

Are there any other questions in regards to the brochure? Or do you have any other questions in regards to the election process?

8:59 – 9:102

So each time we've seen this, there's been grammatical tweaks in this and that. Is that still happening or are we we putting an end to it?

9:10 – 9:410

We did. Due to the holidays, a lot of people were off when I sent this out for review, and one of the departments did just give me a couple of changes that they would like to make, which are very small. But we did in this particular one, we did change some of the pictures like we took the picture of the scuba, Sorry. The, oxygen tanks off of the first page, and we replaced that with a picture of the police vehicle. We added some of the information, like the quotes.

9:41 – 10:120

We changed that for chief Greg. And then on the second page under crime control and prevention district, what they wanted to do was they combined both the five year and the ten year into a fifteen year term. And so everything that's listed there has occurred within the entire fifteen year term of the crime district as opposed to just providing what has occurred for the last ten years. They also added the major project, which is their drone program. We've got pictures of the new EOC.

10:13 – 10:550

They updated their future district goals, and then also provided, the quote, from chief Greg. And then under the fire, which is the next page, they modified some of the items under the volunteer fire department, and then they replaced, the picture of the, the gear with a a great picture of the fire apparatus. And then they also we've got chief, Rural, provided his quote at the bottom. And then on the last page, paramedics, they've updated that. It used to say four paramedics and now that actually includes 13 paramedics now. So they have updated that information as well.

10:552

Okay. So if we have any kind of like just minor grammatical things that we would like to suggest, can we give them to you?

11:03 – 11:480

Yes sir. Please feel free to email me any of those grammatical issues and then I'll make those and then pass it to the two departments, make sure that everyone's okay with that. Because you're not approving anything tonight, this is just to let you know the next step. And our next meeting again is gonna be January 27 at the normal times for fire and the normal time for crime. CTPD is the only one that had to be moved, because of the two other meetings. So we have crime at 05:15 and fire at 05:45 and we've got CDC at 06:15 just in case there are additional questions. So we wanted to give y'all plenty of time.

11:55 – 12:083

Is there a deadline that you want to I'm not suggesting there needs to be, but that you wanna give or suggest for to cut off any grammatical edits or additions or things like that?

12:08 – 12:370

That's a great idea. If everyone can get me their information by the January 22, that gives me time to get it changed and in the agenda, because I'll be sending out the agenda on, that twenty second through the twenty fourth, for the meeting on the twenty seventh. Fire and crime, would y'all like to, make any comments if you need to?

12:41 – 13:114

Just to answer mister Martin's question is if there's any changes that'll be minor unless there's some big thing that something somebody comes up with. But as far as we're concerned, there are a few grammatical things that I'd like to change. And Jay just sent me a deal. We may wanna put 14 here instead of 15 since we're doing it a year early. But if you have other things like that, we'll certainly take those into consideration and get them to Angela by the twenty second so we can get it finalized.

13:112

I'm gonna hand you what I've noticed today before I leave, so I'm done.

13:17 – 14:050

Wonderful. And then the only other cost that's not counted in here is the translation cost. You don't wanna use Google Translate for election purposes because you wanna make sure that you are using the correct terminology. So once we do get the English version set in stone, then I'll be able to send it to a translator so that they can provide the English the Spanish translation, which will be just added to those pages that were already there. It shouldn't be that much because we didn't change a whole whole lot, but there is that slight added cost which of course I don't know how much that'll be yet, but I did mention that in the Granicus item, but I don't have an exact cost for it yet.

14:100

Fire, would you all like to say anything? No? Okay. Alright. If no one has any other comments then I'm done talking.

14:211

The CCPD meeting is adjourned.
