All right, we're good to go. Call this meeting to order. Uh if uh everyone can please silence their phones at this time. Um I will conduct the invocation and spring can lead us in the pledge. Lord, we are meeting today to conduct matters of business. Guide our hearts and our minds in the spirit of fairness, right thought, and speech. Import your supreme wisdom upon our activities so that our affairs may reach a successful conclusion. Thank you for being our source of guidance today in Jesus name. Amen. Amen.

0:48 – 1:300

To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. J roll call. Board member Bohack here. Board member Langston here. Board member Hennings here. Board member Carneahan here. Board member Ki here. Vice Chair Overway here. Chairman Dooall here. Okay. Uh, has uh everyone had a chance to review the minutes from the last meeting? Yep. [snorts]

1:28 – 1:590

Yes. I need a motion to approve the minutes. Motion to approve the was it February 17th minutes? Second. All in favor? All opposed? Motion passes. Minutes pass. Director Fry, uh the uh the floor is yours.

1:57 – 3:370

All right. So, as always, thank you very much for coming out and joining us this evening. Uh we just have one aisle tonight. It's the property located right here at the 5,000 block of Whitaker. It's also kind of at the dead end of Douglas. I'll zoom out so you kind of see where this is a little better. We're going to take Highway 22 and take a right. And then Whitaker is the little kind of a narrow road, not very well traveled. Most of the houses actually face Doug Douglas. [clears throat] The uh property owner has asked Mr. Alejandro Martin, who was a local realtor, to apply for reszoning of the property. I did get a letter of authorization. This one right here gives Alejandra the permission to apply for it. I believe he's out of town. The request is to change the property from residential multifamily medium density to [clears throat] R5, which is residential single family houses. Um, each lot would be required to be 5,000 ft, but they will not be allowed to do duplexes or apartments of any kind. That is not their goal. Their goal is to build new houses

3:37 – 4:110

and um the houses will be for sale or rent or we don't know. I don't know. Okay. We don't regulate that. So how do we add? Okay. I have one question. If we approve it and the council approves it and the buyer backs out or whatever, will it go back to or will it'll it'll new owner will inherit his own. Okay. So stay until it's reszoned or again

4:09 – 4:490

because the way I was reading this that was the whole thing of this is so the guy could buy the property or whatever. But I was wondering if he backed out or we didn't approve it, which way it would go or whatever if he backs out before the ordinance is passed. Well, either either way, if he backs out in the middle of this or whatever. Yeah. Okay. Well, uh I mean the application has already been submitted. So if he submits if he requests me to pull this then he doesn't get his $300 back. Well, I understand that.

4:52 – 5:360

That's what that's my major question is is which way will it go? So it's either going to pass or fail. Okay. the way that piece of property is configured and the way the houses on Douglas Street face. Do you have any idea about a road to accommodate the construction of houses on that property?

5:34 – 6:170

Yeah. So, we haven't gotten there yet. That's going to be part of the development order process. [clears throat] Okay. They're going to have to engineer it to meet all of our code, including road width, design, storm water, all that. that will come back to this board before before they're allowed to do any permitting. This does not permit any construction at all. All this is doing is changing the landing. Well, I I understand that. I'm just trying to in my mind. Yes, sir. Conceptualize how that would be done. It's a problem in Whitaker still.

6:150

Pardon? been coming off Whitaker still. They don't have to come in off Douglas.

6:19 – 7:040

Well, I agree. But the other side of that property, it's pretty well blocked off and the other end, both ends are blocked off cuz there's NO WAY TO get to it or off of it with a construction that's already there. That's what I'm looking at cuz I got out there and eyeballed it, drove around it, and trust me, Douglas is the only way to it. Except Whitaker.

7:03 – 7:470

Yep. And that's why I'm asking the question. I I like the idea, but there's another I'm baffled. There's another street off the other side off Bob Rule, isn't there? That it's a dirt gravel road, but it comes in up to it. That would have to be negotiated because that piece of property does not belong. That's why I'm asking. That's a parking lot for Huh? That's a parking lot for apartments. Well, there's homes in there. There's apartments in there. But this it's not our problem. I mean we got right

7:49 – 8:290

this whole we are here to discuss reszoning. That's right. That's it. That's it. And we're going from who knows multifamily medium all I'm doing is you know this is a reszoning uh issue and it's m residential multifamily medium density right now which could be a lot of people right to where we're going to R5 which is single family homes and I don't really see a big deal here right but Mr. will have to answer your question. If this were my project, the road would come from Douglas,

8:27 – 9:110

come out here and make some kind of a circle and tie into Whitaker, the fire department, EMS, and all. They're going to love that. See, I like that idea. Yeah, we do not like this dead end right here. Nowhere to turn around except for these poor people's driveways. They'll be eliminating that problem. So, but when we get to the development order stage, you've answered my question. Thank you, sir. Okay. Any other questions or comments on this resoning application? I have my same question. Did you have any emails? None whatsoever. No calls, no emails, good, bad, or indifferent.

9:08 – 9:530

Thank you. It's important to know that. Okay. Anybody in the audience like to comment? [clears throat] Can I get a motion? Second. Make a motion. We approve the reszoning application of 5,000 block of Whitaker Street. Second. J. Roll call. Board member Langston. Yes. Board member Conne. Yes. Board member Ki. Yes. Board member Hennings. Yes. Board member Bohack. Yes. Vice Chair Overway. Yes. Chairman Dooall.

9:51 – 10:090

Yes. Preszoning passes and um any other business, Bill? No, sir. Uh can I get a motion to adjurnn? Some move. Second. All right.
