My name is Sophie Batli and I am here with the Legacy Works team, which is running today's workshop on behalf of the Santa Barbara County Long Range Planning Division. So I will start introducing the members of my team. Ellen Kwiatkowski, our regional director, and Molly Taylor, our construction and construction specialist. And I invite Julie to introduce the county's employees. Hello, everyone. I am Julie Harris.

I am the project manager in the county for the Open Space Element update and I am working with the planning and development department, long-range planning division. Our team includes our Supervising Planner David Lackey and our Planner Laya Spring, who are present in this workshop tonight. And our other Planner Allie Casta, who could not be present tonight.

Thank you for being present. So as a reminder, we have the interpretation facility available today. So if you want to listen to today's workshop in English or Spanish, I hope that if you choose, you will be given an interpretation button below the screen and you will have to choose the language of your choice. So what are we going to do today? We want to give a detailed overview of how we will spend the next 1.5 hours. We will start by giving information about the open space element through Swagat and Julie. Then we will see examples of the success stories of open space conservation that are already taking place in Santa Barbara County. And we have a wonderful guest who will tell us about that work. Then we have a community question and for the answer, there will be a first chance out of two. This is a chance to ask questions to the county and project team for you. It may be the questions that you have brought to this meeting or that may come to your mind during our initial presentations. Then we will move towards the breakout group activity, which will be focused on understanding the values and goals of the community members for open space in Santa Barbara. And then we will have another opportunity to ask questions from the county for the community. So there are many opportunities to ask your questions, to talk and to discuss openly with the team present here. And in the end, we will close by 7 o'clock. Before we start, we would like to talk about some of the ways to work together today. And first of all, be fully present. I know this is a virtual meeting. Sometimes being on a laptop can distract you a little, but we hope that people will be fully present today. It is necessary to ensure that when you are not speaking, you are on mute so that we can limit the background noise. And apart from this, if you are able and willing to start your camera, especially during breakout groups, then this will be very good. This helps people get involved in the conversation and you can see each other. We want people present here to listen to understand and speak in such a way that others understand. This means using technical words and complicated language at least, which sometimes comes with these issues, so that whatever we say is understood by every person present here. And in the end, stay open-minded and willing to learn during the next 1.5 hours because we will discuss the open space element. Along with this, I am going to talk about the purpose of this connection. We really hope that this connection will help to identify community values and goals for open space. These are your community values and goals. These are the things that you want to see related to open space in Santa Barbara County. This process started in April and we issued a comprehensive survey in May, which we hope many of you have completed. If you have not taken it yet, then my assistant Ellen will share the link. We have a link in English and a link in Spanish in the chat. I will strongly recommend everyone to fill it and send it to their friends and family. We want to hear the opinions of more and more people through Survection and this week is closing. So this is another opportunity to complete this Survection. In June, we are hosting three workshops. We hosted one in North County and one in South County. And now we have this virtual option. And in July, we will take all the candidates from the survey and focus groups and synthesize their translation. And then in September, we will meet again and draft a draft of the Open Space Element from the County Sarvajani Group. So what is the Open Space Element? To explain it, I will invite Julie. The general plan of the county, which we call comprehensive plan, describes the situation, vision, goals and policies for the use of land in the 11 designated parts of the county. Next slide. An open space element needs to be created for the use of 6 different elements of open space, which have been defined by the state law. And the first is open space for the protection of natural resources. Next is open space for the production of resources. In this regard, we are talking about agricultural resources such as sand, sandstone and rock. This is probably the most common mining facility in our county. And for Santa Barbara County, agriculture and mining facilities are the most common. The third type of open space is for outdoor entertainment and then we have open space for sanitary health and safety. Open Space is also described as the support of military bases and it includes things like the buffer areas and information areas near Vandenberg Space Force Base. Finally, for the protection of some of the most important American places, Open Space is described in the state law. And included in this is, for example, pavitra kabristan, dharmik ya obcharik sthal aur pooja ke sthan.

For example, if open space is kept separate from public health and safety reasons, such as to address flood hazards or standoff, then that open space can also fulfill another purpose, such as entertainment on those lands. Or the protection of natural resources and water areas can be protected. Next slide. So what is open space in general? This is a developed field that has been dedicated for the use of open space. In other words, this is a field that has not been developed for the use of speech, audiovisual and audiovisual means. In some examples, the field of park and entertainment and the field of construction are included. Those fields and ranches that provide food and other items to which people are dependent. In Santa Barbara County, many people give importance to open spaces by landowners of both organic and private land. Land management has been done for a long time. In addition, the current policies of the county that limit development to urban areas and prevent urban expansion, today people are able to enjoy the many values ​​and benefits of open spaces as a result. Next slide So why are we updating the open space element now? Well, it is necessary by the law of the state. Senate Bill 1425, which was adopted a few years ago, and it requires the update of the open space element to address these three things. To reach open spaces, social, economic and gender equality should be implemented. There should be benefits and new possibilities for flexibility and open spaces. But thinking, In August last year, the Board of Supervisors gave instructions to the employees regarding this update.

So, the Board of Supervisors thought over a number of issues and gave instructions to the employees. First of all, they gave instructions to the employees to follow the three requirements of the State Law, i.e. the Senate Bill 1425. They have instructed the employees to sign the Open Space Element Update with other county initiatives, in which the environmental law, which has recently been adopted, entertainment, master plan, water-air-friendly plan and safety element update are included. These are the three projects that are currently in progress. However, the purpose of the Open Space Element is not to repeat those efforts. That's why I want to stop here for a while and give an example of what this means and I want to make it a little clearer because in some of our other workshops, some common misunderstandings have been made. So I want to give an example. For example, we have got some tips where people from us as part of the open space element, new special entertainment, were saying to make a plan for facilities, For example, we were asked to make a plan for an aquatic center in a community. Or in some other community, people wanted to see more horseback trails. So these are different types of entertainment outside. But the entertainment master plan is the one that is really working to make a plan for very special entertainment facilities. And instead of this, open space element, open space Bhumi upyog ke drishti kond se uch chishtariye laksh aur neetiyan pradaan kar raha hai aur un neetiyon ka uddeshi manuranjan master plan mein kiye ja rahe, kaare mein saheita karna hoga, lekin ye us kaam ko dohraayega nahi. So you know what is normally included in this open space element, talk about it. There will be high-level goals and policies in it, which will support other initiatives as well as other programs and political aspects, which will be helpful in the future's initiatives. And for example, the protection of the future is going to be updated. We have been instructed by another state law to do this, but we are not doing this yet. The Board of Administrators had thought of giving instructions to work on both open space and protection at the same time, but in the end they decided to focus only on the open space element. Next slide. And finally, the Board has given instructions to increase the possibility of rewilding and connectivity on the regulated land for the use of natural resources and to identify possible connections between these lands and to work to identify opportunities and priorities for future study and innovation efforts. And he pointed to an example, which is the Gaviota Pass US-101-Vanajeev Connectivity Study, which is a good example of such an effort somewhere in the county, which can be extended further. So, as I mentioned earlier, the possibility of rewilding is one of the needs of the state law for this update. And Rewilding is a word and an example that can be interpreted in many ways. That's why we needed to identify this open space element. What does it mean for Santa Barbara County in the context of the update? And that's why Santa Barbara County includes some examples of Rewilding and some examples of the real world. For example, a project is going on in Gaviota Creek and in the near future, they are going to start a project on the Sata Yanez Nadi Mohane. Another example is to remove barriers so that steelhead fish can have a presence, such as Halama Creek and Gaviota Creek. Another example includes a group of individuals or landowners who take care of the resources and water resources and implement rejuvenation agriculture projects and adopt a comprehensive vision for water resources management. As I said earlier, there are studies to remove obstacles, such as the Gabiota Pass 101 project. Next slide. In addition, the rewilding incident will focus on those policies that are supported by public agencies, non-profit land management organizations and those hidden landowners who want to protect the rewilding activities on their land. And so, while talking about what rewilding is as part of this project, we are also talking about what rewilding is not. And now we do not have any proposal. We are not proposing to change any land use code or zoning code. We are not proposing any new rules in the land use code. And in the end, we are not proposing any major plan to bring back animal species. And I mentioned this because looking at the many definitions of rewilding, some people may think that we are moving forward in that direction and whether to do it or not, and which species to choose, as there can be very different opinions on issues. That is why it is outside the open space element of the county. Next slide. So in this update, we want to tell the story of open space in Sata Parwara County. The way the county looks today, it is due to the work of good land owners, local land trusts and non-profit organizations and the policies and initiatives of the county, which are already in place, which focus on internal development of the urban areas of the county, and which have so far made a large part of Santa Barbara County an open space and have stopped the spread of the city to a large extent. This open space element will include many benefits of open space, such as setting and context updates, open space inventory, maps updates, community values, and many benefits of open space. And because we want to implement community values, that is why we are organizing these workshops. And today evening, we are asking you all for input so that you can share your thoughts about open space and its benefits. And next slide. This is just one more schedule, we had talked about it earlier. We are completing our initial WSCA outreach and in the next few months, we will work on preparing a deal for it. So, let's move on to the last slide of my presentation. As soon as I reached the end, I wanted to share this map. Now it is really difficult to see it on a small screen. We had shown it on a poster in the private workshops and we will finally make it available on our website. It is not available now, but through these different colours, what it is showing is the existing open lands in the county and their ownership pattern. So, we mainly have open space land owned by Sanghiya in green colour and then we have open space land owned by Rajya, County and cities. So, all these are shown in different types of land ownership. We mainly have land trust and open space land owned by Land Conservancy. And this map also shows the lands that are still under private ownership, but have been kept under Sanrakshan Sukamta Conservation Easement. So they will remain an open space forever. And I just want to end my talk by saying that while looking at this map of Low County, keep in mind that we have many kinds of open spaces in different colors, but there is one place that is not shown in this map, which is not shown in this map. All those areas that are slightly covered in mud and sand are the land of agriculture of this county. They have been zoned for agriculture. Many of them are being actively cultivated and farmed. Some are not being cultivated or farmed, but they are open spaces for all means of production, which is one of the six main types for which the state asks us to make a plan. So in our entire county, we have a very good agricultural land. And many of these lands, as we will show in the next slides, are under the jurisdiction of the Agricultural Development Authority. That is why their owners are planning to keep those lands in agricultural production for the next decade or more. So my presentation ends here. So back to you, Sophie. Thank you, Julie. So this was a brief glimpse of what an open space is and what this open space element is trying to do. And now we will see two small examples of conservation work that are already taking place in Santa Barbara County. First of all, we will hear from Lissa Clark of Caltrans Caltrans, who is in Corridor 101, to raise the voices of the animals and tell them about the efforts to reduce their mortality. And then I will tell you a story of the success of Dengerman Preserve. And after those two examples, you all will have time to ask questions to Julie, County, me or Lisa. So now I invite Lisa. Very good. Thank you, Sophie. Thank you all for participating in today's program. As Sophie said, my name is Lisa Clark and I am an environmental scientist at Caltrans District 5. I have been working on efforts related to projects related to Vanajiv Connectivity. Next slide. People who are not familiar with Kaltrans, Kaltrans District 5, this is a small map that shows how far our work area has spread. So this district is made up of Santa Barbara County, San Luis Obispo, Monterey, San Benito and Santa Cruz counties. And here on the screen, the red star shows the location of our project, about which we will talk in the evening, which is located in the Tathya area of Santa Barbara County. This image gives an overview of how transportation systems can affect the sound quality of living creatures in the field. We know that animals travel a long distance between sound areas due to many reasons, such as the sound quality, exposure, and the same way, and the roads and roads that pass through the sound areas can be a barrier to this sound, which can affect many species and their vital sounds. In return, this can affect the safety of the track due to the height of the collision of animals and vehicles. Next slide. For this reason, for the use of Caltrans, Vanijeev connects the potential effects of connectivity. In which the sound connectivity can be included in those known Vanijeev streets, which has been divided by Rajji Rajmarg Pranali. We do this in various ways through GIS database and other CDFW data as well as field surveys. In 2022, Caltrans started one-way connectivity for the US-101 in the Giotta Pass area, where, as Julie has mentioned, protected land and open spaces are present on both sides of the state road, such as Los Padres National Forest, Dengar Preserve and Giotta State Park. So these study consultants were guided by ICF and supported by Caltrans and were used for various purposes. Next slide. In the study, a lot of charitable outreach was also included. And as you can see here, we have a long list of charities, agencies, non-profit organizations, and nearby property owners who were part of this project from the initial stages of the project. And this study started because of the concern about the risk of the death of animals in the Giotta Pass area. Next slide. In response to these concerns, Om District 5 expanded a road ecology study for this area. The aim of this study was to provide information about the opportunities for improvement in one-native connectivity. We worked with California Department of Fish and Wildlife as well as many agencies. We also included a panel of independent specialists in the initial planning stages of the study so that they can be used by the advisors for the evaluation and can consult on the study design. They were very important to establish the study scientifically and to use the best information available. Next slide. The field of study is spread from the Gavita Pass area to 6 miles. Because it was a long part of the study, we divided it into three different study areas. North, Central and South study area. For Mulyankan, we protected Raj Raj Marg Pranali with a buffer of one-fourth mile. Next slide. This Mulyankan is made up of many different study holes. The first part was to gather information and study the literature. Then we went outside and studied the current properties of Vanayjeev Mahav Mulyankan. That is, the bridge inside the study area and the bridge. After that, he helped to give information that where the Vanayjeev camera will be installed. Then the Vanayjeev camera was monitored and it was connected with the roadkill monitoring. During the months of studying, We sent them to do roadkill survey and then used the landscape connectivity to prepare the entire landscape. As a result, we got the opportunity to increase the connectivity. In our targeted populations, we focused on the middle and large indigenous tribes. We gathered data for small populations as well as for pet animals. We also found many people on our cameras and security stations. Next slide. Next slide. All this data helps to identify the site's special opportunities in the field of road surveillance and road surveillance. In the study, there are opportunities for each and every bridge or bridge, such as retrofit or other improvements, whose aim is to reduce the impact of wild animals and vehicles, improve the connectivity of wild animals, and provide outreached education for the traveling population. The importance of Vanejeev Connectivity is very important to understand it in a better way. Next slide. So during this time, when all this data was being drafted for the Wildlife Connectivity Assessment, it was very good because the Wildlife Crossing Pilot Program was announced, which is a program of the Federal Highway Administration, which was announced in April 2023. at the same time when we were giving the final assessment and were available at a price of $111 million. So next slide. We prepared a proposal together with the employees of our headquarter and this proposal is to make a wildlife undercrossing near US Exxon in North Santa Barbara County. so that the people living under the highway can get a safe route so that the animals and vehicles can be protected. The Federal Highway Administration received 67 applications from all over the country. This project was selected from the state in California. It was the only project. And we received $8 million for the Galliota Pass wildlife connectivity and vehicle collision management projects. The preparation of the project, forgive me, one more thing. The preparation of the project was a big task for the recognition of the donation. This donation is actually at a time limit from acceptance to construction. That is why I would like to emphasize that the assessment and all the data was really important in making our application successful and successful. So what are these funds doing?

They are designing and manufacturing the wildlife crossing.

They are also setting up a shelter for animals to reach safe routes. It is also worth noting how many support letters this project received. This was a very important project on a local level. The map on the right side of the screen also shows the protection of the land. The orange color is Kalyota State Park and the green color is Los Padres National Forest. Next slide. Right now, this is in the design phase and we are moving towards the construction in the beginning of 2028. And the next slide. I wanted to end with this interesting video. Wild Life Connectivity is working on projects in the entire district of Caltrans District 5. And this is one of our very successful projects on Highway 17 in Santa Cruz County. This is also an undercrossing. In the first 15 months before the crossing opened, 934 animals crossed it. During construction, they came to see if this was a place they could use. We have an example of a very good project in Santa Cruz County. Since this crossing has been built, more than 1000 animals have used it. And the place where there was a roadkill hotspot earlier, now there is almost no problem there.

So with this, I will go back to Sufi. Thank you. Thank you. This is really a wonderful project. I just want to emphasize on this for everyone. We are very fortunate that this is happening here and this is a great example of the efforts to improve the connectivity of Vanay Jeev. But now I will talk about another example of the value of open space, and that is rewilding. So if you are not familiar with it, we have Tangerbund Preserve in North County Santa Barbara, which is an area of protected land managed by Nature Conservancy. And this is one of the last natural areas on the southern California coast, so it is very important. And what makes Denjaman Preserve special is that it is a very unique hotspot of biodiversity. It has more than 8 miles of unspoilt land. It is very unique. It has 78 miles of long streams and ponds, thousands of acres of land, thousands of wild animals and plant species, and thousands of acres of arable land. So this is a very unique and unique area. But DANGERMAN PRESERVE is more than just land conservation. It also has a purpose. And for its purpose, we have to protect and maintain our forests and make them a life-saving facility. So this is not just a field of protection, but it is also a place where we can do research and understand better ways of protection. To speed up learning in practice, to improve in management practices and then to educate 19-year-olds. We are not just limiting them to this. We are educating what we have learned in other places and making things better. And they hope to involve tomorrow's leaders and inspire the international community for protection and local management. But one of the cool things they are doing is to revive Black Avalon again. Black Abalone is in the list of endangered species, but DANGER PRESERVE is actually an ideal voice that can help support some of these populations. That is why they have cooperated with UC Santa Cruz, NOAA and TNC, The Nature Conservancy, who manage DANGERMAN PRESERVE. They are working together to rebuild the Black Abalone population on all the main lands. For this, they are bringing the healthy population in Channel Islands to DANGERMAN PRESERVE. This has been a great and successful project. And this is a great example of successful efforts already taking place in Santa Barbara County, due to which those species are recovering successfully, which otherwise we could have lost in Santa Barbara. So this is a very sensitive topic. I am representing Danger Preserve in this, but I am not from Dangerment Preserve. So if you have any questions about this, I would be happy. Otherwise, if you are interested in knowing about this project, then I can happily direct you to the Dangerment and TNC website, where there is a lot more information about it. I think this is a clarification question for Judy. We have just been informed about the work done by Calatrons. And I remember when we were in the Board of Supervisors, we talked a lot about this, how to inform the open space element, the conservation element. So, you know that to travel around the world, the space is needed for nature. And what I am hearing, according to that, we are putting it for the conservation element. But what do you think is that we can still make a policy that can do the same for the entire county like the Calatrons for the Gaviota pass. I am just struggling a little bit on how connectivity fits in open space for rewilding and how it is different from the conservation element. And then another question is that if we are focusing on rewilding with connectivity, then will there be any mistake in the county's policies to improve the in-stream flow of connectivity?

So, for your first question, we are looking at the open space element as a starting point for connectivity with the conservation element. For the protection of the element, the rule of law is required. But what we are seeing are high-level policies, studies and opportunities, which we can identify through this process. It includes talking to great leaders, land trusts and other universal landowners. We are looking for opportunities where we can make high-level and supportive policies for future efforts and show the support of the people of the county who follow them independently. So we intend to do the same with open space elements.

I am not completely sure about your other question because you were talking about maintaining fisheries and water flow.

And I do not believe that you are talking about water management or because of the absence of steelhead, you are talking about them.

So, rewilding is an opportunity for the steel to pass through and it does not only improve the basic structure or remove it, but also includes the necessary water flow to maintain it during the flight. So, the techniques that will support it will come under rewilding.

Yes, policies that can be supported through re-welding. I think this is a very important tip and I think you should say it again and put it on our board so that it can be ensured that this tip is present in our recording tonight. Okay, thank you. I think you are after this.

Thank you. Yes, this is somehow related to something written in the chat by Lisa. To know the message, I am curious as to how the county is aligning these major projects on which they are working. Obviously, work is going on at the Open Space Element. A lot is going on, but along with that, the county of Montostow has entered the second stage of the Bar Control Master Plan. And I am really curious as to whether those efforts are being understood or the conversation is being held. At this point, the current master plan is focused on channeling the possibility of a basin of 8 new mills and channeling 6-mile vehicles and strengthening them. The definition of the county is different, and the open space element is good, but the voice connectivity is looking at all those things that we are talking about. And the solution is based on nature. So it does not seem that we are necessarily talking about each other at this point. And I just want to know if there is any such opportunity to achieve the objectives of flood protection and protection, such as to control the areas on the banks of the streams, to create buffers that can be used for entertainment, to strengthen biodiversity and connectivity, and all those things that the open space element wants to achieve. And there are definitely a lot of data and research that show that if you keep buffers on the banks of those streams, then you can get the same kind of flood protection and they can provide significant benefits and they can provide significant benefits that the open space element wants to achieve. So I just want to know if you are talking to the flood control department or if you have any thoughts on saving those two projects.

I have not worked with the Badniya Intrand in particular, but I would like to investigate with my partner. Laya Spring is working on this. She is also working on the Open Space Element. She is working on the Anukulan scheme with that team. And I know that they are talking to other county departments on some issues of public safety and Anukulan.

Yes, I can tell you a little bit about this. So, there is an internal cooperation between all these various initiatives. However, there are different intentions behind these various initiatives and we are all limited by the lack of funding. It would have been very nice if we could have bought the gutters and turned them into a farm. But the county does not have the budget or instructions to do this. In Monasito, we have rented some parcels for the bar control basin, but as I am sure that everyone knows that these are very expensive parcels. And that is why we have to rebuild the channels completely, where there are houses right next to them and the bar seat is in danger, in the near future. We will have to do something. So I don't think they are necessarily in a struggle. I feel that we are working in the direction of naturalization where we can become experts in our communities and environment and we are trying to identify the best natural-based solutions. But there are some places where the borders do not allow us to do so. Yes, you know. If there is a budget in the world, then I think it would be very good to move some of those things forward. And I think that the Jalwai Anukulan Yojana and some of the policies being developed here, in the future, we hope to make the initiatives that will lead to those projects exciting and enjoyable. But as part of this effort, we are not providing specific initiatives. Yes, definitely.

I just want to say one specific thing that The cost of that project is estimated to be more than 1 billion dollars and it will take 100 years to implement it. That's why as we are doing this work and thinking about money, I think it would be wise to advocate the tax-free analysis of how we can do it so that ultimately the community remains safe. And I mean, this is the first and most important. And you know that's why the project was developed. But I think it is important to see how much will be spent on both of them. For example, if we build Malbe Basin along with the Creek Corridor and maybe in Santa Barbara city, we have a project like Transient Occupancy Tax, which provides the Creek Division with funding. But something that is present so that the members of the community are aware of this. It will not be for the members of the community who did not want to sell their property, but you can become an activist. And then if there is another destruction event, then people will be aware of it and this will be an opportunity to raise it again. That's why I'm just thinking and I think it would be good to try to address these things in some way. But I can only stop here and we can save that conversation for some other day.

No, this is definitely an interesting topic and I think the protection or open space element and the protection element of the future is that there should be policies that support those efforts in the future. We can't go to the flood control and say that you should do this, but we can make such policies. Which is the hope that it will create relations and relations with various community groups, which can work in the direction of those goals.

Agriculture is going on, which will be different from your vegetable or strawberry products in the valley of Santa Maria.
