BOARD OF COUNTY COMMISSIONERS' APPROVAL OF WARRANT LIST FOR DISBURSEMENT VIA CHECKS AND ELECTRONIC PAYMENTS TO COMPLY WITH STATUTORY REQUIREMENTS

Pursuant to Chapter 136.06, Florida Statutes, checks, and electronic payments issued by the Board of County Commissioners are to be recorded in the Board meeting minutes. In compliance with statutory requirements, the Warrant List is added to the Consent Agenda for approval by the Board of County Commissioners. This Warrant List is for disbursements made between August 31 and September 13, 2026. Additional details related to these disbursements may be viewed in the office of the Martin County Clerk of Court and Comptroller or on the Clerk's website.

BOARDS AND COMMITTEES STATUS REPORT

This quarterly Status Report is provided to keep the Commission apprised of all the current vacancies, expired terms, etc. on the various boards and committees.

ADOPT A PROCLAMATION DECLARING DYSLEXIA AWARENESS MONTH IN MARTIN COUNTY, FLORIDA

The Board is asked to adopt a proclamation declaring Dyslexia Awareness Month in Martin County, Florida.

ADOPT A PROCLAMATION DECLARING 4-H WEEK IN MARTIN COUNTY, FLORIDA

The Board is asked to adopt a proclamation declaring 4-H Week in Martin County, Florida.

ADOPTION OF A RESOLUTION APPROVING THE REVISED PURCHASING MANUAL

Section 135.6, General Ordinances, Martin County Code, requires that the Purchasing Manual be periodically reviewed by the County Administrator. The County Administrator has conducted the required review and approved the proposed amendments to the Purchasing Manual, which are intended to improve and clarify procurement policies and procedures, incorporate current public procurement best practices, and ensure compliance with applicable state and federal laws, regulations, and grant requirements. Section 135.5, General Ordinances, Martin County Code, requires that the Board of County Commissioners adopt and amend the Martin County Purchasing Manual by Resolution.

APPROVAL OF THE TREASURE COAST SPORTS COMMISSION CONTRACT FOR FISCAL YEAR 2027

The Treasure Coast Sports Commission, Inc. (TCSC) is the official sports marketing arm for Martin County, and their annual contract is being presented to the Board of County Commissioners (BOCC) for consideration. The Tourist Development Council (TDC) reviewed and approved this contract for consideration by the BOCC during their July 29, 2026, TDC meeting.

APPROVAL OF AN INTERLOCAL AGREEMENT BETWEEN THE MARTIN COUNTY BOARD OF COUNTY COMMISSIONERS AND THE TOWN OF JUPITER

The Town of Jupiter is establishing the Jupiter Fire Rescue Department (JFRD), anticipated to begin full operations October 1, 2026. Because Jupiter borders Martin County, JFRD will be the primary fire rescue agency immediately south of Martin County Fire Rescue (MCFR). JFRD requested an interlocal agreement formalizing emergency assistance. Following review and negotiation, MCFR drafted a Mutual Aid Interlocal Agreement protecting Martin County's operational and legal interests while supporting interagency cooperation. The Agreement provides request-based mutual aid only and creates no automatic aid, standing dispatch commitments, or financial obligations for Martin County.

ADOPTION OF A RESOLUTION ACCEPTING AND APPROVING A TEMPORARY CONSTRUCTION EASEMENT FROM PETER GRIEN AND SUSETTE GRIEN FOR THE SW PRONG MANATEE POCKET STA PROJECT

This is a request for the adoption of a resolution accepting and approving a Temporary Construction Easement from Peter Grien and Susette Grien to provide Martin County temporary access and staging for construction activities during the construction of the SW Prong Manatee Pocket STA project.

ADOPT A RESOLUTION ACCEPTING AND APPROVING A DRAINAGE, ACCESS AND MAINTENANCE EASEMENT FROM PASTEUR HEALTHCARE PROPERTIES, LLC, AS A CONDITION OF APPROVAL OF THE PALM CITY FSED MINOR FINAL SITE PLAN

This is a request for the adoption of a resolution accepting and approving a Drainage, Access and Maintenance Easement (DAME) from Pasteur Healthcare Properties, LLC, a Delaware limited liability company (Pasteur), for the drainage, access, and maintenance of Danforth Creek as a condition of approval of the Palm City FSED Minor Final Site Plan.
