I'd like to welcome everybody to the regular meeting of the 10 of Southeast. I will raise the pledge of allegiance.

I just want to remind everybody of the exits. There's two exits towards the back on both corners, and there's an emergency exit over here in case necessary. Item number one up for discussion is the engagement. of Millennial Strategies and Application for Spring House, this PFOA remedy plan that they have. There's a grant application that's due at the end of this month. And I don't know if we have anybody here who's ready to speak to it. But I'll give you the overview. We have a water district that's having some issues with PFOAs, which is an issue that's running rampant all over the region. But there's a grant application that we became aware of that would be very helpful to this district. So we're looking at applying for this grant with the grant company that we have. There's two issues actually with this grant company. I think they've done really great work for us recently. We've contracted with them the past two years. We received a big grant. payout a couple years ago in their first year of 325,000 that helped the highway department tremendously. And obviously the entire town at that point because we did save 325,000 thanks to their work. That being said, their contract is up for renewal right now and we're in the process of applying for this grant that's in front of us. Again, this would be the Spring House Water District. We're working on a plan on how to resolve this, and if we can get this grant money, that would help us. That 70% of the cost would be tremendous for the Water District. That's the basic overview. Does anybody have any questions or comments or anything they would like to add?
I'm fine with using them for spring house, regardless of how we go forward. But you know I have- Yes, we have- On number two, I have some new stuff.
Anyone else? Nope. Nope. Okay, so let's have the discussion about number two, which directly affects number one. So millennial, the contract, this is, our third year with them if we decide to go forward. I think they've done some outstanding work. Everybody I've spoken to thinks they're fantastic. I've spoken to them a number of times over the last couple of months. They're very engaged. And we have basically the entry level contract with them, which in speaking to them recently, since their contract is up, they've offered us another deal, which would make them more involved and more able to go for more grants for us. So if I could explain the two very simply, the simple contract that we have used for the last couple of years is $5,000 a year that we pay them. And we work with them to explore for other grant opportunities and we ask them to apply for us when necessary. It's become a little problematic because they have to take a look at the grant application we want them to go for. And then they'll give us a cost analysis of what we have to pay them in addition to go for this particular grant. For example, the one that we're going for, for Spring House, they're charging us $3,500 extra. And it's the fee that we pay them to do all the work to submit the grant application and follow it through for the process. And they've done fantastic work for us. Instead of having a grant writer within our town government, we have this company that does all the legwork for us. So that's how it's been operating for the last couple of years. The other option that we could investigate, if we are so inclined, is an upgraded way of doing this. So they would be much more involved, they would have monthly meetings with us, but the costs do go up. 3,300 a month for a total of 39,600 for the year, plus a $5,000 administration fee that they would charge us. That being said, I think there'd be more hands on, and we could theoretically apply for multiple grants every month if we can find them. And of course, whenever we apply for a grant, We could decide six months from now if we do get the grant to turn it down if it's not meeting our needs at that time. It seems to me that the last couple of years we've averaged with the grant applications that we have gone forward with, some we did not receive, two we did receive. We were averaging like $16,000 a year with this company. And if we go this route, granted it's considerably amount more, roughly $44,000 a year, we could go after more grants. And if we hit one big grant like we did a couple years ago for $350,000, it would make it well worth the effort. So that's what we have in front of us tonight. We have to decide, three decisions I guess, if we want to continue with Millennium, If we want to keep the current contract that we have, which is the lesser deal, or if we want to expand your services, pay a little bit more, and maybe try it for a year, we could always change our minds next year and decide it wasn't the right thing to do. But again, we did get a $325,000 grant from them a couple years ago from their hard work, which is a great savings to the taxpayers of Southeast. So I think that's the overview, if anybody would like to- I had a couple questions and I just read this right before I came.
I wrote an email my way and it's here, I never sent it to you guys. But when I read through this, I only saw the $5,000 administrative fee for option two. Option one says, 3,300 per month, 39,600 for the year, and underneath monthly retainers inclusive of all costs including travel, meeting, and attendance. I don't see anything in here about the $5,000. administrative fee, unless I missed it. So I would go with option two as it's presented on this document, right? Option one, as it's projected in the document.
Well, I did not see the extra five, but Joe said it was in there, so I assumed it was in there.
My conversation with David Jenkins, it was going to be added to it.
Yeah, I mean, a couple of things. A, absolutely, I'm all in favor of going forward with the millennial. Again, they've been great to work with. They've gotten us some money. When we first engaged with them two years ago, we had these same two options. At the time, we decided to stick with the lower cost option, what they call the flex plan, where the $5,000 gets their services. We get access to the grant portal and all that other kind of stuff. And then we pay them per grant we want. In two years, we've applied for five grants. We've been awarded two, that's not their fault. So we've spent an average of $3,310 per grant. That means we would have to do 13 grants in the next year for us to save money. other than the work they do like look at all the work we have to do for spring house we've got to engage ashley we got to engage you we got to engage bruce like i don't know that we have the capacity to apply for more than 13 grants this year and i don't know that we have the capacity to get 13 projects completed so me i'd rather see us i'd rather stick with the flex plan Let's say we apply for six grants, which would be an all-time record for us. We'd still save $20,000. And if we're successful at doing six grants, then next year we do the full plan. But that's just my opinion. That's right. I think it's risky to jump in to the full plan.
Yes, if I could say, I'm not trying to be the salesman for them. I've spoken to Dave Jenkins, the representative, a couple of times. And quite honestly, it was because I was trying to put together what has happened over the last couple of years, which I was unclear on. Because to do it, in my mind, correctly, pay the $5,000 up front and we say, hey, we want to go for this grant. How much would it cost? And then come back and say $3,500. There should have been a resolution from the town board. I would need to say, I gotta go back to the town board and pass a resolution. You guys wanna do this? Let's go forward and there should be a resolution. It seems like the procedure wasn't exactly clear. And then over the last couple of months, we weren't connecting on possible applications until we found this one grant for the water district, which was perfect. And they jumped all over it after we brought it to their attention. The other plan, which is also being used by Kent currently, and Kent raves about them, and they said they've gotten millions of dollars. Granted, Kent has got a police department and other issues, I'm sure, so they might be more involved than we are. They highly recommended it. I'm just putting it forward. I haven't really decided which one's best, and I kind of agree with you. Maybe we should go one more year and try to fix our process so we don't miss any opportunities on any one of these grants.
Yeah, I mean, I'm one person. And the math aside, and you know I tend to be a math guy and I tend to be conservative, the math says stick with the flexible. I do agree with you that having them support us more would probably lead to more success. I just don't know if I'm willing to spend 30 grand to take that chance. Gotcha. Just my opinion. Sure.
yeah i'll just i agree with you the one thing that is a little disappointing in these two options the one that we have today says millennials research all available federal state county corporate philanthropic grant opportunities on a continual basis throughout the duration of the contract period that's for the base one the increased one says This process will include coordinating meetings with administrative department heads, blah, blah, blah. So we should just put them to task to find us more, too. Well, there's two things. They're not doing.
Well, they do email us regularly with grants. But just a lot of them don't apply to us. Right. That's what I'm saying. And then we also have the grant portal where we should be searching for grants on our own, and we don't. So that's why I'm saying we need to be better at our part, and then I'd spend the money in a second.
We might want to wait a year, and then decide what you guys want to say.
Yeah, I mean, I think, you know, the annual fee, the $40,000, if that meant basically they're always on our file and basically there is, they're able to act quicker. because of the administrative piece that we're just speaking about coming for a resolution. I mean, that sounds attractive to me, but we at the same time, and we've struggled with this. We have so many projects, right? We're 10, 20, 30 deep where we can't complete stuff or keep up. And then you could potentially add more as on top of that, it might be a little premature versus you know being more reasonable in setting expectations as to you know we could handle this much in a year and then and and then another year so that's why I'd be a little cautious as well because free money is great but it's not great if you can't utilize it the right way we have grants from three years ago that we have not finished the project yet so i'd be a little wary anybody else have anything they would like to add
Just a procedural question, how are you going to move option three later?
I will start with the contract first, and then we'll go back to the grants.
One other thing I can add- No, watch what I'm saying, but you're going to present the resolution to go with the full plan or the flex plan, just so we know which way I'm voting.
Well, it sounds to me like everybody wants to go with the regular plan that we have right now, which is the second option, the flex plan.

Or anybody can make that motion, I would assume. All right. Okay. I'll move on then to Item number three that we have is a discussion for this natural gas supply cooperative bid participation. We had good success with something similar earlier this year. It's pretty straightforward and will allow us to get the most reasonable low bid and hopefully save us some money on this gas bid. Anybody want to add to it? Any bid I defer to Alex. Yes.
I think it's definitely worth pursuing since how we've done on the electrical side. And see what the bid results look like on July 15th. And if they're in our favor, then I recommend we act on it.
Okay. Anyone else? All right. Item number four, notification of pending planning and zoning application for signing. So we'd like to take a look at the signage rule when a house or property is on two roads, two roadways or more, and they should have multiple signages there. So I know it's a process. We've been talking about it a couple times, but just have it up for discussion if anybody has any questions or comments.
I'm not clear on where we're at. So I know a planning board member, Lynn, had made a recommendation. I know I had made a recommendation. Lynn and I spoke offline. She convinced me my recommendation wasn't good. But I'm not sure what you asked Ashley to prepare. And are we going to be in a place with Ashley on vacation to have everything we need for the public hearing on August 6?
I think she's only out for a week. Yes, that was my understanding that she would have it prepared for us. I think she's not back until the 20th.
I had provided it to Chris. I thought she was putting it in the backup. She had provided, set something forward for commercial, saying that it should be for commercial properties.
Well, that was one of my suggestions. I mean, I'll say that. I thought it would most affect commercial properties, in my opinion. I mentioned it at the last meeting. So I'd like to not have it affect a residential property when it does happen, and on occasion it might happen, but most likely it would be on a commercial property. So that was my only suggestion.
So that's what you asked athletes to prepare? Yes. I'm not clear on what you said.
You said she sent it. I had given it to Chris, but I don't know how it didn't make it into the backup that I can see. So I can forward it to you tomorrow. It's a very brief, just the signage section.

It's basically just saying that for commercial properties should they abut to
multiple roads, multiple roadways. They would put it on both both sides.

Okay. Item number five, we have for discussion amending a zoning code section 4.01 RPTL section 466A, volunteer firefighters and ambulance workers exemption for unmarried surviving spouses. Laurie, if you would like to give us an update on this or give us an overview.
Yeah, it's not the zoning code.
We're not amending the town zoning code. This falls under chapter 126 in our code for taxation. That's where the exemptions are. We currently have the exemption for the volunteer fire and ambulance workers. The section that pertains to conveying or continuing the exemption to unremarried surviving spouses was never put in the town code. So this is really just housekeeping, but we need to cross the T's and dot the I's.

Okay, moving on to item number six, discussion about our agriculture districts.
Yes, so I've been keeping this on here. I've been inviting the Ag district to the meetings. Is anyone here from the Ag district? No? Well, basically there's, There's a lot of confusion on AG districts and what it provides and doesn't provide and what protections it gives or doesn't give. The AG board has been, continues to think that we don't understand it or that there's no impact and I personally disagree. So we continue to invite them to these meetings so we could have an open discussion with the public we sent out notices to neighboring properties for this last go-round and they Did receive it they were able to show up to the public hearing which they would not have known of otherwise so I think we're doing what we can to make sure people are aware and that we're supporting farming and also protecting the residents. But I'd like to keep this on work session until they can make it here and explain to us what we may be misunderstanding. Yep. Okay. That's it.

So there's a, I'll open it up for discussion, but item number one, resolution authorizing engagement of millennial strategies and application for spring house PFOA redemption and grant funding. This is an amount of, we want them to go forward with this project, with this grant application that's due at the end of this month with that, and we're going to move $3,500 to cover the cost for their services for this particular one.
Joe, can you remind me just what's the grant number? What's the grant? Do you remember how much the grant is for? $3,500.

I believe our matching, the match part for the water district would be 30%, if that's what you're looking for. Yeah. Would be 30%. And although we haven't gotten to our final plans yet, we're going to apply. I got it.

Again, there's no guarantees that we would get the grant, but we'd like to apply for it, and it would be a huge savings to the water district if they get it, because we do have to do something for this water district.

Resolved that the town board of the town of Southeast hereby accepts the proposal of Millennial Strategies LLC in the amount of $3,500. to prepare a grant application for submission to New York State Environmental Facilities Corporation under its Water Infrastructure Improvement Act and Intermunicipal Water Infrastructure Grants program for the fiscal year of 2026. Two authorizes the transfer of $3,500 from the appropriate contingency budget line to the appropriate special district budget line. And authorizes the supervisor to execute any and all memorandums memorializing the engagement of millennial, millennium. And any of the applications or other documentations necessary for the proper in connection with the application for a grant or grants under the New York State Environmental Facilities Corporation Water Infrastructure Improvement Act. An inter-municipal water infrastructure grants program for the fiscal year of 2026 and be it further resolved that the resolution shall take effect immediately. Moving on to item number two is a resolution to authorize the submission of the grant application to New York State Environmental Facilities Corporation, Springhouse Estates Water District. Resolved that the town board hereby authorizes the supervisor or his designee to execute and submit all documents necessary to apply for this grant from the New York State Environmental Facilities Corporation for the WIIA program grant funding in connection with this project. So after some discussion, I think we'd like to stick with the same plan that we've used for the last couple of years. They have done great work for us and I'm looking forward to another year. And I think we'll try to make better use of their services going forward and Get some good grant applications in there. With that, just read the resolve section. Resolve that the town board of the town of Southeast hereby accepts the proposal of Millennial Strategies, LLC, 25 Smith Street, Suite 401, Nanuet, New York. Dated, I believe it's today's date of- July 8th. Is it July 9th or 8th? 8th. 8th, July 8th, that was sent to us last night, 2026. To provide for professional grant research and writing services to the town of Southeast and further resolve that the supervisor be hereby authorized to execute the contract with Millennium to provide grant research and writing assistance to the town of Southeast for a period of one year to expire on June 30th. in the form and manner of the execution satisfactory to the town attorney and be it further resolved that all actions here into taking in further of the contract are hereby ratified and confirmed non-proton. So be it resolved that the town of Southeast hereby authorizes acceptance of the bid submitted by the lowest responsible bidder, provided that the pricing remains valid within the parameters outlined herein and acceptable at the time of execution. And be it further resolved that the supervisor is hereby authorized to execute an agreement with the lowest responsible bidder In the form approved by the town attorney and to take any actions necessary to secure such pricing in a timely manner consistent with market conditions. All in favor? Aye. Okay. We have a resolution for APAP Land Management LLC, Putnam County Industrial Development Authority. Payment in lieu of taxes is pilot agreement for tax map 35.2-6. I'll open it up for discussion, unless you guys want me to give you an overview first. We have a local business that would like to get a tax break over the next ten years. So the resolution in front of us is that the town board of the town of Southeast authorizes and approves the following tax abatement schedule to be applied to so much increase in assessed value of the subject premise. approval to improvements made pursuant to the IDA financing program. It is year number 1, 50%, year number 2, 45, year number 3, 40, year number 4, 35, year number 5, 30%. Year 6, 25%, year 7, 20%, year 8, 15%, year 9, 10%, year 10, 5%. And see here, be it resolved that the clerk of the town of Southeast is authorized to transmit a certified copy of this resolution to the Putnam County Industrial Development Agency and the assessor of the town of Southeast and the town of Southeast tax receiver. That being said, this is for APAP Land Management LLC. We had a big discussion about this at the last meeting. I'll open it up for discussion before we move forward. Any comments?
Yeah, I have a comment. It's my understanding that under New York law, the Putnam IDA has the statutory authority to approve or deny the pilot. And the town board's approval is not legally required for the IDA to act. While I appreciate the opportunity to express the town's perspective, I do not believe it's appropriate for me to cast a vote, which I believe to be an advisory vote on a matter that ultimately rests with the IDA. Since the IDA can proceed without my approval, I do not believe my vote should be used to suggest otherwise. And for those reasons, I'll be abstaining.

I'm along the same line as Eric. Nothing against the business itself, but I don't think it fits the ideal of what the pilot program should be. So I'll be doing the same.

Yes. Okay, I will move on to the next item then. Item number six is the Kinsley Group Development, the Putnam County Industrial Development Authority payment in lieu of the pilot. I will ask to, I mean, everything has just been discussed before. Would you like me to read the resolved clause on this one? You have to. Okay, will do. Resolved that the town board of the town of Southeast is authorized and The following tax abatement schedule to be applied only to so much of the increased in assessed evaluation of the subject premises applicable to the improvements made pursuant to the IDA financing program for Kingsley Group Incorporated. The project was contemplated here under. Same amounts, first year 50%, second year 45%, year three 40%, year four 35%, year five 30%, year six 25%, year seven 20%, year eight 15%, year nine 10%. Year 10, 5%. And further be it resolved that the town of Southeast is authorized and directed to transmit a certified copy of this resolution to the Putnam County Industrial Development Agency, the assessor of the town of Southeast and the town of Southeast receiver of taxes. Yes. Okay. We will move on to item number seven is a resolution of an inter-municipal agreement with the Village of Brewster for uniformed court officers. It was brought to our attention that our agreement with the Village of Brewster had since expired. So after some work, We have come with this agreement, but before I move forward, and again, correct me if I'm out of order on this, I have reached out to the Village of Brewster. They're still reviewing this agreement that we're putting forward. I did ask our attorney for some guidance as to whether we should move it forward tonight or not. I did not get an answer on that today. So that being said, I'm not sure if you guys want to move forward with this now or wait two weeks. The contract is already expired. I think we're all under agreement on our side. We have a good offer to the Village of Brewster for services. I'll open it for discussion.
Yeah, I mean, if we're going to vote without seeing the final agreement, I'm going to vote no. So I think it's best to wait. That's just my opinion.

Okay, item number eight is a resolution for a special permit request for Dignelli Ventures LLC. 341 to 361, Route 312, tax map 45-2-46, 45-2-47, and 45-2-48. be resolved that the town board of the town of Southeast hereby makes the findings of fact in connection with the instant application, number one, proposed use. In such location and in size and character that it is and will be in harmony with the appropriate and orderly development of the surrounding district and will not be detrimental to the immediate site or adjacent properties. Two, the location and size of the proposed use and the nature and intensity of the operations involved in or conducted in connection therewith. its site layout and its relation to access streets will be will be such that both pedestrian and vehicle traffic and form the use and assembly of persons in connection therewith will be not hazardous provided the conditions set forth herein are incorporated with the final approval. Number three, exercise the appearance of the exterior appearance of the proposed structures will not hinder or discourage development or use of adjacent land and buildings. Number four, the proposed use will not require such additional public facilities or services or create fiscal burdens upon the town greater than those which characterize uses permitted as right. And be it further resolved that based on the foregoing findings of the town board, the town of Southeast hereby grants a special use permit for Dignely Ventures LLC in connection with the subject premise in accordance with the statement of use. prepared and submitted to the planning board in connection with the project development plan application and incorporated herein by reference on the following conditions one the applicant shall operate the facility in compliance with all conditions set forth in article 10 of the zoning code and all and two all signs and advertisement in connection with the subject enterprise shall comply with the provisions of the zoning code. Number three, to mitigate any adverse impact. of the project may have on a pedestrian or vehicle traffic in the vicinity. Any final approval by the planning board shall contain a condition that the applicant provide adequate on-site parking for employees. Number four, there shall be no retail sale of motor fuels on or from the subject premise. Number five, the planning board shall employ the advice of the engineering and design professionals to mitigate any adverse drainage or storm border discharge upon adjacent roads and properties and shall enforce sufficient lateral support to adjoining properties affected by the improvements proposed by the subject premise. Such mitigation measures shall be incorporated into any final approval of the foregoing project development plan application. And be it further resolved that the town clerk is hereby authorized to direct authorized and directed to forward a certified copy of this resolution to the owner or representative of the subject premise and to the secretary of the town of southeast planning board forthwith i'll make a motion to move it forward do i have a second second all in favor aye aye Number nine on our agenda is I'd like to make a motion to set up public hearing for Thursday, August 6th for the notification of the pending planning and zoning application for signage. Good evening, everyone. Lynn Eckhart. Just a few questions. And I'm sure you did do this, but I was just curious. Have you spoken to either of our state representatives as far as any money available from your state that they could secure for Spring House?
Yeah, we have had conversations about both. And we're constantly looking for both. I know, I know. I just wanted to follow up on that in case.
This is the third district. It's going to be a problem for all of them. So it's in a constant state of... Investing.
And I'm just curious, what was the grant that you got for $350,000 or $325,000?

yeah i mean i i know five lots and above have to go through architectural review i don't know if that's a good cutoff for you whatever you you know if you discussed it i i think it might help um because especially when it's in an existing neighborhood people really like to know and that would be great i also want to thank you for the abstentions on the pilot program i think i do think we sell southeast short a bit when we award pilots I think. I think we have such a great location, and it really is important. I think our taxes are reasonable, considering the rest of Putnam.
And so I think- Just that fact. I mean, we were constantly told they're here for courtesy. They don't need our approval. Yeah. Yes. I'm not willing to give them my vote if they don't need it. Yes.

It's got seem in that time of Southeast. I'm also here from the Brewster Board of Education. First, there's always like to thank the board for what they do for our students and their support of the community. Thankfully, it's a quiet time right now. We rolled off the graduation as I pointed out last time and young men and women are getting ready to go to the next phases of their life, work, services, college, trade, whatever that happens to be. The summer construction is full underway, especially now that the heat has passed. A lot more of the work's getting done. I'm hoping that with the A lot of the semesters start to see more development the next time you go by. As some of the buildings are closing up and then the interior work can start to work. Specifically in the high school, they're really going all ahead with the P-tech and the steam lounge and the really improved ROTC room. As they're a jewel of our school, we really like to support them. And even though school had ended, I believe there was a veteran's event where they celebrated three veterans all celebrating their 100th birthday. And the ROTC color guard went there and celebrated with them. And we were just very proud of that moment. And we just like to highlight these young men and women as they do these things. And as always, thank you for your work. If there's anything we can do, please let us know.
The graduation was great, too, by the way. It was awesome. Yeah, it was fantastic. Yeah, the weather was good.

speaking of weather um they canceled the fireworks yes last week um so they're scheduled for this sunday at starting around six o'clock unfortunately the um is it the choir chorus thank you they're not going to be there i guess there was a conflict since we rescheduled but um should be good show hopefully some better weather and if it does pour we'll see on labor day
