I call this meeting of the Savannah City Council to order. Today is May 28, 2026. The time is 2.04 p.m. We want to thank everyone joining us in chambers and across our various digital platforms and, of course, our award-winning SGTV, we are reminded that Savannah will be a safe, environmentally healthy, and economically thriving community for all. And for us, all means all. Our invocator will be introduced today by 6th District Alderman Curtis Pertee.
Thank you, Mr. Mayor. It is an honor and a privilege that I get to stand here and introduce our person who's going to lead us in prayer today. Oftentimes, many of us in this room serve in dual roles. We have full-time jobs and full-time city council, and some folks here have full-time jobs and other obligations. But this person here looks pretty good in a suit, too. But this person here is the City of Savannah revenue manager who's been with the City of Savannah for the last seven years. He's currently serving our business in tax and alcohol as the manager, chief deputy city marshal for the city of Savannah. He's ordained and a licensed minister, a pastor in the Church of the Living God organization right in Stillmore, Georgia, spreading the good word. My friend, Jerry Bartley. Thank you so much, sir. DO WELL. DO WELL. All right. Number eight is an approval of an amendment for the stopping, standing, and parking prohibited ordinance. This was brought up as, I guess, would be a reconsideration from one of our alderwomen regarding this item, and I wanted to address it a little scientifically. I wanted the city manager and team um before we take up consideration this item i wanted to make sure that we understood the methodology for why this was recommended to counsel for approval in the first place and then we can discuss among ourselves where we are regarding it
Yes, sir, Mayor. Thank you. Several meetings ago, we had an amendment to the stopping, standing, and parking prohibited ordinance. We had it on our first reading, and then we had a second reading. It was approved unanimously by council, and there were about eight to ten street sections that we wanted to include new parking restrictions and traffic restrictions on those streets, including them in the ordinance, allows us to enforce them, particularly for a section of Maupass Avenue between Bull Street and Drayton Street. This was recommended because it's a narrow street and with parking on both sides had led to a series of traffic accidents and vehicular accidents. There's also a business on the north side of Maupass Avenue that routinely stores vehicles on the north side of the street. And that has been a longstanding code compliance issue with that business. And the no parking was also recommended to help alleviate some of the issues we're seeing with the improper use of the public right of way from a particular business there. So that's why that particular section of roadway was recommended by staff for no parking designation.
so all the woman Blakely if you have to leave you to want to raise this issue so okay so I'll let you start off and then council can make their considerations
I'm there's the council has already discussed this I mean I don't really have to say anything because we've already they've already signed off on it.
Well that's not how we do things and we do a well if this is it has to be put up there well second it because this public it needs to be addressed in the public square the the if the item that you brought forward was for to be re put on the agenda be considered.
Right. Okay. The business that was there, the way the city handled it, they did not give the business that's there, which is Autoworks, any notification that something like that was going to take place. They actually went in one day and just put the sign, put the... what is it, the yellow line there saying that it was no parking, nobody was informed, and that business has been there for 38 years. That business has been not utilizing the actual street itself, but utilizing spaces when he does business to go in, people park there to actually for them to look at the vehicles and what have you, no different than what they do with the business exactly like this, but deal with more upscale vehicles such as Mercedes and BMWs and Porsches right around the corner on Habersham Street. This is a historical black owned business in Savannah Auto Works and the business around the corner on Habeson Street is a, a business that is operated by a Caucasian individual. And the way it happened, it made it look as if this particular business is being targeted. The young man told me that they have been asking him to sell his property because they want to utilize that space. They want to make it look a certain kind of way because his business supposedly makes the area look unacceptable.

Yes, ma'am.
The people who own the shelter.
Okay.
And the people who own the housing building on Drayton Street directly across. He's been approached on several occasions to sell the building to sell the business and the building for $700,000. And he said, no, he does not want to sell. He wants to stay there. He's been there for the last 38 years. The African-American community knows him very well. He's a staple in our community. And by putting no parking signs in that area, it prohibits Not him from doing business, but it just looks like he's being targeted. When you put no parking right there, you're not even looking at the fact that there are businesses on Bull Street, nightclubs. Those businesses need areas to park at night. And if you put no parking there, then those individuals, we're already talking about parking in the city that we don't have. Why are we putting parking, prohibiting parking from taking place in that particular area?
So let me understand this. Now, if I remember the area, the business you're talking about is not on the same side. This is across the street from the business, correct?
Correct.
And the business does have its own yard and its own driveway, correct?
It does not have its own yard. It has the space in the front. of the business okay but you keep talking about that parking lot that's on the side of his business that is not his he's not allowed to even park in there okay and this is closer to drayton street than it is to bull street right no this is the whole street if you look at it it's the whole street even where styles is They put no parking right there as well.
So who's the property owner on the other side of the street, immediately across the street from the business?
It's a new business.

It's a new business, but the thing that's so interesting with that is when they got to that business, they stopped. There's no parking signs in front of that particular building, that particular business rather.
OK, MR. CITY MANAGER, HEARING ALL OF THIS AGAIN, I WANT TO MAKE SURE THAT WE'RE MAKING DECISIONS THAT'S BASED ON SOME TYPE OF METHODOLOGY AND SOMETHING THAT, YOU KNOW, TO ALL THE WOMEN BLAKELY'S POINT, IF THERE IS AN EXACT SIMILAR CIRCUMSTANCE IN AN ADJACENT STREET, THEN MAYBE BOTH OF THEM SHOULD BE STOPPING, STANDING, AND PARKING. BUT I JUST WANT TO KNOW YOUR THOUGHTS.
WELL, I THINK TO THE The no parking issue isn't going to, taking away no parking or adding no parking isn't going to address the code violations. And for this business, we have code violations for storing vehicles on the public driveway, which is not allowed foreign code, dating back to 2009, has been sustained several times through the court system. um and we do have as alderman miller blakely mentioned we do have other automotive repair services businesses that also store improperly i have a list of of five others here that we could talk about that also have lengthy code compliance cases that are active and that including the one on habersham street where we're trying to enforce those compliance into code. It's not lawful to store your cars here. So regardless of whether the no parking signs are there or not, the code compliance issues, if the business continues to store cars on the street improperly, then there's still going to be an issue with code compliance and a fairly long standing one that's been there. And and the no parking in addition to the safety issues that have happened on Moppus Avenue because of the narrowness of the street. There's still going to be an issue with that business and others if they're improperly storing cars there.
So does that create an opportunity for us to perhaps increase the fines related for, I mean, obviously if there are businesses that continually repeatedly do this, then obviously we have to probably be more punitive for those that are not following the code.
That's right. And also to follow up on our discussion during workshop, maybe an opportunity for metered parking on this stretch as well.
okay all right so uh that being said um alderwoman um this has uh been brought to us i think we we owed it to the public to have this discussion in public um so uh this is up for his first and second reading um so we'll i will take well we can take the motion and then take questions if you're prepared to make a motion now or yes i would like to make a motion that we put this on the first and second reading
well unless anybody has any problems with that okay proceed proceed oh um the first and second reading and put upon it

One is placed upon its passage of past that part yet there a 2nd is there a 2nd they can probably move the 2nd it is on is that the 1st 3 because that the 2nd is on its place upon its passage of past. But city manager think I think you understand what our concerns are. I mean, if the code is an issue, then we need to enforce the code. And we need to make sure that it hurts. You know, if we say don't park there, don't store vehicles there, then, you know.
Understood. And I may come back with counsel when we do the parking matters with a recommendation that it's metered parking as well.

Go ahead. Mr. Melda, what was the reason we placed the yellow line there? Was it because of the-
There were two issues that really drove, and longstanding since 2009, where we've had a series of vehicular accidents because the road is very narrow and the parked cars tend to block views from oncoming traffic. at at a bowl or at Drayton on there's also some instances where I believe some cars were sideswiped because of the narrow roadway and also because of the longstanding persistent issue of the improper use of the public right of way by businesses along that stretch storing vehicles in the public right of way so which dates back to 2009 have a very long history of the code compliance cases on that I will share with Council. So that you have that information but for those 2 reasons this section was recommended by staff as a no parking section.
And I was asking I needed to hear that because I know I have a persistent issue in the first district about businesses that really or exceeding the size the operation is exceeding the size of the lot and they do a lot of their business on the right away and you know I was listening closely because you said you may come back later with something regarding regarding that with that was always that just downtown just in the historic.
Well, those code compliance cases to the ones that you know and you bring to me. We also have code cases that are open and active and trying to find those issues as well. And if we get to a point where we think no parking might be a solution in those areas, then we can discuss that as well. These code compliances here specific to this business and to this street date back to 2009. So if you've got some concerns, and I may have some of those locations here in the data that I'm looking at where we have businesses that use the right-of-way improperly, and you certainly, there are some in the first district that stack up their trucks along the sidewalks and along the public streets, and that's an improper use. I mean, I know that code compliance is trying to address those as well.
Let me say this. I don't think we could solve that issue with this particular ordinance that we're looking at. So I wouldn't want to target this particular business because of that. I thought we were looking at the availability of parking for residents downtown. That's why we wanted to expand this. Yeah. And the other thing is, I know there is a street near the arena in the Carver Village area that we decided to apply the yellow line on that street. And so it doesn't have those problems of a business using the road or it's no houses on that street. It's just and so and so I don't see the consistency of how we applying some type of measure to use it on this particular business. I think we might be trying to use this as a convenience for maybe something we didn't like, but we're going to have to handle that a little differently. I don't want to use this to try to solve another kind of problem. Yes, ma'am.
I understand that, and I think that's, I understand that completely, and I think my comment about, well, let's take a look at what the parking matter study says for that area as well and see if there are other recommendations or policies that might better fit the issues that we're seeing here. Thank you.
i think the challenge though is that particularly that particular street on the other side there are i know there's at least one uh house dwelling there that i believe is going to be redeveloped so there might be a couple of houses there and no residents obviously going to want parking there but i just want to make sure for me um that we're not cherry picking because i don't think i hope that the decision to do this was based
off of the need for the street and not for to address the business to me the business is not relevant in this well i understand that mayor i do think you know a pretty consistent issue since 2009 i don't want to overplay the great compliance portion and the staff's recommendation to no park this section um um but it it it can be a serious issue Oh, it is.
I've driven down Drayton Street, and if you're not, you better be real careful when you turn onto Maupass from Drayton Street, because sometimes there's a car there and you just don't even see it. So, I mean, but again, that might be another avenue in which to handle that. Alderman Leggett?
Thank you, Mister mayor, Mister city manager and Mister mayor, I think we have to be very careful and also make the the business owner aware that what's what may happen and what can happen once this is past being that we open up the street for parking on that side. I mean, anyone is able to park on that side of the street. So if he storm cars on that side of the street, then code enforcement not to target, but to they'll monitor that area. But with that being said, if City Mission wanted to park their vehicles down the street, they'll be able to park right there. But what I'm asking the city to do, to the mayor's point, once you turn off of Drayton Street, there should be a wide turn strike there to give large vehicles an opportunity to turn onto Moffett Street. Autoworks has been there for a long time. We just wanted to make sure that we send somebody from city staff, if not a letter, to let them know what's gonna happen moving forward. Because once we create a space for a right-of-way, and also to the point that new houses are gonna be built in that area, that's free for anybody to park right there in front of that. But you cannot, store vehicles there overnight because we have multiple places around the city who has gone to court who has been cited and who continuously Being in a hardship because they cannot continue to operate their business because of certain things that are happening but again, I'm going to continue that we make this business understand that they're going to be an issue with us taking this away that he know exactly what's going to happen moving forward now that there won't be a strike there but there might be some other issue now that if if he comes to work earlier that morning and there's a large truck there and they park there for the day or something else so yes we just got to be very careful yes sir how we how we proceed understood all right anything else uh go ahead
Mr. City Manager, you mentioned that there were several accidents there. I would like to get those accident reports. Yes, ma'am. Because I'd like to know about that as well. Yes, ma'am. Council, City Council, thank you all.

And so he lived in his vehicle for quite some time. um and then he got involved in one of our programs with the city and the homelessness authority he is able to right now have an apartment but when he meet all his obligations he has 11 left over after he take care of all of his responsibilities and he has accumulated a hand a handful of parking tickets because he was living in his vehicle and he's reaching out for help and and i'm praying for the mercy of this homeless this gentleman who is housed now um that we could help and and if we could forgive those private tickets when he was homeless and living in it so who should i take well yeah let me just can't deal with that offline with the city manager please Yes, sir, I sure will.
