Go. All right. We'll we'll call our call meeting to order at 4:00 today. And we've got minutes from 2918 29 2926 and 21826 to approve. And I trust everybody's read over that. If they ain't, if we need to take time to read over it, we can. Is everybody I'll make a motion to approve. Okay. Second

0:29 – 0:47Speaker 1

motion and a second. Any discussion? All in favor? 5. On the back page over there of your draft, we need to make a we need to make a change in the years for the audit.

0:50 – 1:52Speaker 1

We first thought we was doing 19 and 20. That's not correct. It starts the fire tax started in 20. So the audit will be called for 2020 2021 year 2122 fiscal year 22 23 fiscal year 23 and 24 fiscal year round yeah 23 let me start over right here I've got a refreshed version right here from April 2021 fiscal year 21 22 fiscal year fiscal year 22 23 fiscal year 24 25 that's the four years can't do 26 26 is not finished the fiscal year so we need to make that correction in the motion for the years it's that's to be audited

1:52 – 2:37Speaker 1

is it already corrected July 1 2021 to J 30 2025 be 2020. Yeah. 2020 2020 2020. Got it. 2021. It was implemented in in 2021. It started 71 2020. So it's the 21 fiscal year. Fiscal year, right? Even though it started in the fiscal fiscal year 21 starts in 20. 20. Yeah. It's one half of 20 and then one half of 21. Okay. Does that make sense? So be July one of 2020. Yeah. Okay. Yep. Starts on July. That's when it was implemented. So we got everybody clear on that?

2:36 – 2:53Speaker 1

Yep. Okay. We need a need a motion to accept that change. Add that to the motion. Are we doing a forensic audit? I don't know that right now. It it says forensic audit. Okay. I'm But it's not that's not

2:50 – 3:30Speaker 1

Yeah. So, um, latest information and we can get April April down here if we need to, but what April said is that she checked with Scott. [snorts] Scott can't do it. So, he reached out to group that they subcontract with. That group can't do it. What they can do is do the same level of audit, but on all the years that they've already done. If not, we've got to continue to search until we find somebody that can that can do it. I think the DA said need a forensic audit. Did he? It needs to be the forensic audit because they will give an opinion. Opinion.

3:29 – 4:07Speaker 1

That's what we need. So, okay. Okay, then we'll need to continue to We don't have a a group, you know, selected at this point, but we will continue to I'm sure somebody's going to Do we have to put out a a bid for it or we can we won't have to put out a um RFP RFP, but um we can continue the search. Um uh but we do need to know some numbers because if we're going to be paying two 300,000 to recoup 90,000 that we won't recoup. Yeah. It don't make sense. Yeah. Well, 90,000 for one year, but how much for 5 year would we waste out there?

4:06 – 4:51Speaker 1

I think when we're just looking at the minutes right here in the spirit of transparency, this was the this was what I said during the meeting and that's what was voted upon. So, I think that's what the minute should reflect. And if we need to alter that down the road, then we have the right to to go in a different direction. But I [clears throat] think we voted to do I think what he just said is what Heather would say. I can't speak for Heather, but I think that I agree with what he said and I think Heather would agree with that. So is Heather working reaching out to the VA to see about what would be sufficient and audit? Yeah, they're have she's having a tremendous amount of interaction with them on multiple things regarding this.

4:50 – 5:35Speaker 1

Yeah. Now, I can check with her and ask that specific question. Um, but we can't get her today. She's got she was already booked for Well, and like Garrison said, that's the way it was made up there the other day. So, that's the way it needs to be documented at this moment. Yeah, that's Yeah, I agree. The bottom line is there needs to be more done. Yes. In the auditing. Yep. And what was agreed to by the board was a forensic. Yes. Exactly. Yeah. That's what we need to that's what we need to vote on. I would say, Mr. Chair, I make a motion to approve the minutes with the amendment of 2020 instead of 2021.

5:33 – 6:15Speaker 1

I'll second that motion. Got a motion and second. Any further discussion? Not all in favor? Five. Thank you. Would would the DA have a list of people that could do the order? I would think so. I would think so. Yeah, they probably he probably does. And I think it's an important question to ask the VA if they will accept uh like the audit we had done for the one year for the other for the other three years. And if they say yes, we can come back and because he said there was enough what he seen in there was enough to check. Exactly. I mean under five year on what we got.

6:12 – 6:56Speaker 1

I mean he he's sound like there's enough on that that he could ask questions from that. April and I briefly talked about this opt possible option and we both think if they can do the same level of what we've gotten before. We think that's satisfactory now. Um that would that would be our recommendation to you to consider that. Oh yeah. As long as it's I think that's definitely in the best interest of the taxpayer, but as long as it's acceptable to to the other parties involved, I think that would be kosher. If not, we'd have to figure out a different route. Sure. So, the fire department doesn't cop a copy this way. Uhhuh.

6:55 – 7:40Speaker 1

They've already seen it, but they what they haven't done unless it's something's happened in the last hour or two is sign it. So, it's not, you know, something that it's not official yet because it hasn't been signed. And if they don't sign it, like we talked about in the meeting, we, you know, we're gonna u have to give them a deadline for signing it. Well, I thought we had said it was going to be Monday because they got it Monday. One week is I think this coming Monday, the what, the 22nd, 23rd. That gives them a full week. If they haven't complied in a week, then they're just not going to, I think. And I think we should make a note that they refused to sign that. Yes. We can't we can't just wait. If they're not going to sign it, we can't wait forever.

7:38 – 8:23Speaker 1

At that point, are we going to move on? Yeah. Be it'll be put out there on the website. Yep. Okay. Cuz every taxpayer wants to see it has a right. Absolutely. It's their dollars. Yep. They have a right to see it. I'm sure if the DA doesn't have a list of auditors, the state auditor, the state auditor, she would have or he would have a list of people that could do the and we need to look at a time frame, you know, we can't say, six months, nine months. Got to be a certain Yeah. We need it as concise as we can get. Okay. Is there anything else we need? That's what we on the agenda.

8:20 – 9:01Speaker 1

And at this point, the county is still issuing the checks for the fire tax money. We're not approving those. No money left, but next year when the money comes in, we still need to hold it. They're they're spending their fundraising money. They don't have no fire tax left. So that's the reason count is not we don't have access their general fund fund raising. Yeah. But when July 1st comes around, we still need to hold her money until this is took care of. Yes. Exactly.

8:56 – 9:11Speaker 1

Okay. Anything else? Hearing none. Motion to adjurnn. Got a motion. Second. Second. All in favor? Thank you, gentlemen. Yeah, thank you.
