Alright. Good evening, chair, planning commissioners. So tonight, before you consideration, master case twenty twenty two dash thirty four encompassing all applications said read off by the chair. Thank you very much for that. So we'll go ahead and start off with the location of the project site.

This location is actually in the gateway specific plan near the 10 Freeway. More specifically, it's the Northeast Corner Of Valley Boulevard in Willow. The site consists of three parcels today totaling about 6.02 acres. Today, the site is about half or a little bit more than half percent developed with an existing industrial building with its associated parking and paving. And then

the other remainder of the site is vacant.

So the proposal before you tonight is the general plan land use designation to change that to a business park with this SP overlay, to change the specific plan zoning designation to an industrial park within the gateway specific plan. To reconfigure those three parcels into two to facilitate this development. Construct two warehouse buildings, one with 46,758 square foot and the other at 73,210. And then, you know, once these buildings are constructed, they can accommodate the various industrial uses for storage and distribution. So the specifics on the general plan amendment.

If you look at the left side will be the existing and then the proposed is on the right. So today the project site is the red area there. Everything to the west and south, those are all in the business park. But the site itself today is in a general commercial. So the proposal there is to make this more consistent and compatible with the industrial use and its neighboring properties to the west and south.

The specific plan in order to maintain consistency with the general plan would be to change the designation to an industrial park within that gateway specific plan. And this is kind of what that would look like. Very similar to the west, Southwest, and south. We're gonna go ahead and propose matching the industrial park.

There is also a little, you know, obviously to the northeast there, there's a geographical site plan is tweaked a little bit. The underground basin will be used for or underground filtration will be used for water quality. This one has about a 111 parking spaces.

They're proposing four driveways. Today's site does have three. Also parkways, all the landscape throughout is going to make sure it meets the city's requirements for drought tolerant trees at 30 linear foot at a minimum and then ground cover and shrubs throughout the site as well. So this project, when it first started, completed a scoping agreement that was done by Dudec. That was reviewed by the city engineer's transportation engineer. And the trip generation looked like this, about 152 net new trips. And what that looks like on the breakdown for truck vehicles as well as regular passenger vehicles.

And after that was analyzed it was all sections for the road and intersections nearby will maintain their level of service. And it did not warrant any further studies for the transportation. With that, the initial study due deck prepared, mitigated negative declaration was prepared. A thirty day comment period was held, February 11 through March 12. And the city during that period did receive two comment letters, pretty standard from the Department of Toxic Substance Control as well as the neighboring flood control, San Bernardino County Public Works.

And the responses to those comments were incorporated into the final MND. So to summarize of this project would be consistent with the IP zone, this development. Also, the indoor storage facilities ordinance chapter eighteen one one two as well as the design guidelines and the uses in the area. Environmental studies, the project concluded the impacts for this project were less than significant. And at the end of the day, the warehouses that are being proposed the highest and best use for that zone in this area.

The economic development committee did review this or take a look at this several years back. And as far as the public hearing notices, this project was noticed for a thousand foot radius. So those notices did go out. It was published in the local newspapers required. And think last slide here just has staff's recommendation.

So staff recommends that the Planning Commission adopt the attached resolutions exhibit KL, MN and O. Forwarding a recommendation to the city council for approving the general plan amendment, specific plan amendment, conditional development permit, and PPD as stated herein with the associated MND based on the subjects findings therein. So that shows the fire department that they can get their vehicles maneuvering in there. In the staff report, it indicates that that Valley Driveway will be for vehicle passenger vehicles. So that's why it has a little bit more narrower, 32 foot wide. But there will be no trucks on that that access right there.
