All right. Good evening. The September 16th, 2025 planning and zoning commission meeting of the city of Long View is now called to order. Commissioner Heath Hamlin will now offer the invocation and pledge of allegiance. You'll stand with us. You bow your heads. Dear graciously heaven father, we we just uh lift up to you our decisions today. We ask for your divine wisdom and guidance uh on this meeting tonight. Dear God, we we continue to pray this week for for unity in our nation, our community, dear God. We just uh pray for healing uh to those that are that are hurting uh this week, dear God. And dear God, we just um ask that you watch over Long View. um you you guide its leaders and you help us all to make the best decisions in Jesus name. Amen.

All right. Minutes are approved. We now reached the citizen comment portion of our meeting. This portion of the citizen comment or comments met other than the public hearing items we have on the agenda tonight. If you wish to speak on an item on the agenda, please wait until that time to speak. Please begin by stating your name and address for the public record. All right. Now, on to the consent agenda. The items on the consent agenda are plats that meet the requirements of the city of Long View subdivision ordinance. These items will be approved with one vote unless any member of the planning and zoning commission, any member of the public or the applicant would like an item removed from the consent and placed on the regular agenda for discussion. The purpose of this meeting is to hear all pertinent testimony of those in support of and in opposition of to the applications before the commission. Excuse me. Tonight is the first of two public hearings required to approve a change in zoning. The commission also considers plats. The procedure for public hearing items to be followed tonight will be the public hearing will be open and testimony will be heard in the following order. First, staff. Second, the applicant. Third, the general public. those in support of and in opposition to the request. If you're a part of a large group with a common interest, we ask that you appoint a spokesperson rather than have each individual restate the same information. When addressing the commission, please begin by stating your name and address. Try to limit your comments to five minutes. When all sides have spoken, the public hearing on the matter will be closed and no further public discussion will be entertained. After each public hearing is closed, the commission will vote on the request. zoning request and the planning and zoning commission's recommendation will go forward to the second uh public hearing which will be conducted by the city council on October 9th, 2025. Thank you. Um, a public hearing be held to consider application HL25-01 filed by Cody and Wendy Arnold requesting a local historic landmark designation for a structure known as the B Franklin Martin House located at 800 North 6 Street. Um, so the applicant is requesting a local historic landmark designation for a structure known as the BF Martin House, uh, located here in Nugget Hill at the corner of Turner and Sixth Street. Uh, if approved, this would be the 12th local landmark in the city of Long View. Uh this home is a contributing structure within the Nugget Hill Historic District which is listed in the National Register of Historic Places. Uh this is a twostory 8 room English tutor uh with guest living quarters that was built in 1933. Uh the home was originally designed by Zimmerman Peters and Strange, constructed by Buford Bracie. Uh, and the original homeowners were uh were Benjamin Franklin and Lorraine Martin. Uh, the Martins were notable civic leaders. Uh, Mr. Martin was a respected businessman and co-owner of the Long View Coca-Cola Bottling Factory or Company. Uh, Miss Martin was credited as a prime mover of the Long View Symphony Orchestra. Um, after they were married, uh, they chose Nugget Hill as, uh, a neighborhood that they wanted to move to and, uh, hired, uh, the law, the architectural

firm, uh, to design a house, uh, within Nugget Hill. Local historic landmarks must meet the criteria listed within the UDC in order to be designated. Uh, the BF Martin house embodies distinguishing characteristics of an architectural type, period, or method of construction. Represents the work of a master designer, builder, builder, or craftsman that has influenced the development of the city. has value as an aspect of community sentiment, cultural association, historic heritage or public pride and possesses significant uh significance with respect to the history, events, culture, economy, social fabric, ethnicity, architecture, arch archaeology or paleontology of the city. Also, it is listed on the National Register of Historic Places and is identified with a person or persons who significantly contributed to the culture and development of the city. The Historic Preservation Commission along with staff recommends approval of this request. I'd be happy to answer any questions at this time.

Public hearing be held to consider application S25-05 filed by Demarcus King requesting a specific use permit to allow for a neighborhood pub, tavern, wine bar less than 2500 square foot in general retail zoning district for Long View Mall uh located at 3500 McCann Road. Uh so the applicant is requesting a specific use permit to allow for a neighborhood pub, tavern, wine bar. uh in general retail zoning district. Uh the applicant is proposing a small bar uh with snacks um located inside Long View Mall. A specific use permit is required for this use um less than 2500 square foot in general retail zoning district to ensure no negative impact on surrounding properties. Uh Macccan Road and West Loop 281 are classified as principal arterial roadways and is maintained by text and this type of development is appropriate along this roadway as long as access management is followed. Staff finds a proposed zoning change is consistent with our future land use map and surrounding uses. Therefore, it does not constitute spot zoning. I'd be happy to answer any questions at this time.
