Here's a couple of items. The service department wants everyone to know that a household hazardous waste roundup will take place on September 14th through the 19th at the Westlake Service Center. A scrap tire roundup is also scheduled for September 18th and 19th. And the fall shredded day will be held on Saturday, September 26th from 9 a.m. to noon. AT THE WEST LAKE ELEMENTARY SCHOOL. AND THE RECREATION DEPARTMENT WILL BE HOSTING THE ANNUAL WEST LAKE COMMUNITY RUN AND PANCAKE BREAKFAST ON SATURDAY, SEPTEMBER 12TH, FEATURING MULTIPLE RACE OPTIONS.

REPORTS OF ADMINISTRATIVE OFFICIALS. CHIEF B. LOSER.
YES, SIR. THE POLICE DEPARTMENT STARTED THE DEER MANAGEMENT PROGRAM TO INCLUDE CULLING IN 2016. Leading up to that, we were totaling deer accidents and pickups by the service department year over year. 2015, there was 235 total accidents involving deer. So the goal is accident reduction and also a damage reduction in the residence yards. The measurable we can get is the accident reduction. At this point, we've seen a 27% reduction. Year over year, we've been able to hit our target every year as far as number of permits granted by the state, except for 2022 due to retirements. So that year, we were only able to call one deer. Otherwise, since the program began, 929 deer have been called. the deer are donated and have been consumed except for one that had that was cold but they'd already been hit by a car and the meat was no good and those donations are going through a butcher and the fee is being paid by the people that sign up to receive that so the city's not paying that the last three years The culling team has been able to meet their permit target. We've requested additional permits and they've been able to exceed their target. I could say the last few years, the total numbers have been over 100 deer culled per year. So we've submitted a permit requesting 120 permits for this season. We anticipate getting a response sometime in the next week or so, so we can begin the culling season.

Chief, where is this taking place, and how do you decide where to go?
We have a retired officer that runs the program. He goes out to complaint areas, assesses for safety, so some are on private property, but primarily they're in city parks throughout the city.

Any other questions on the deer calling? Are they still doing? The parks are still doing there separately, correct? That is a separate Bradley Metro. They're doing their separate, correct?

Okay, no, I just I'm trying to get a I just seems like there's a lot more deer than ever before I had 22 this morning in my yard.
I don't know we could reach my your goal right in my yard, you know, so Okay, mr. Hendy So and thank you chief for this report because obviously that's a question everybody that's sitting up here gets Constantly as well as I'm sure you do too about how many deer there in the city and I I'm not an expert at deer, but my understanding is they have a pretty far travel distance. We just don't have the Westlake deer. They're traveling across many cities. I know that a few cities have tried or looked into or are experimenting with What's the term I want to use? Sterilization. Sterilization, right. Have we investigated that at all? And where does ODNR, what are their thoughts on that?
Our last talk with ODNR, they're not a big fan of that due to cost and inefficiency. They are a proponent of the culling program. They're also very much a proponent of establishing lot size requirements and granting permits to private residents.
Okay, and at 100 a year, are we keeping up with what's going on or are the deer winning?
ODNR they've attempted to calculate exactly what the replacement factor is as we're removing deer from the population they have been a little bit I guess easier and permit granting to allow us to target many of each type and age as available to the culling program where it used to be a little more strict We've attempted counts, both visual counts and even using the drones, and it's just not really feasible. You could attempt to get a count by hiring a private pilot for a flyover, but even those are not all that accurate. And as you said, Mr. Van Dyke, it's a transient population.
I know, and this has been a number of years ago, but that the deer population had gotten, had really... grown across the state. It wasn't just here, the statewide that the deer, and now is that still true or if they have the statewide statistics? And I apologize if I'm asking you questions that are beyond, maybe we need to do more research, but we appreciate what you do. Let me just say that. And as we know, there's still a challenge with trying to deal with the deer with all the They're beautiful, but there they can have challenges and obviously like accents being the biggest one. So thank you chief.
I will just add this having you know I'm obviously in the car business, but they the deer hits and hail hits have like quadrupled. That's all I gotta tell you. I think there's a lot more deer in West Lake than you would ever know. That's my opinion. I don't know much.
We can't do hail calling, but we can do the deer. Mayor, were you going to say something?
I was just going to point out that before we even started this program, we had an individual from the Ohio Department of Natural Resources come to the council meeting. I think Mark probably remembers it. And they gave us the different options. And they basically told us in no uncertain terms that the sterilization program was not effective at all. And the most effective was still the culling, even though people objected to it. But that's why we adopted it. And the biggest problem we have, I guess, is making sure that when they are culled, it's a safe area to cull them. And we probably all, I get as many calls probably as any of you that they're in my backyard, come over here and take care of them. Well, we can't always do that because of the safety risk. But there is something that many people are not aware of. But if they can prove that the deer are damaging their particular shrubbery and their landscaping, the Department of Natural Resources will issue a bowl permit for that homeowner. Now, most people don't want to take it up. But that's what they explained to us. but you've gotta be able to prove it through the damage that's been done on your property.

Committee of the Whole will meet on September 10th at 7 p.m. to discuss short-term rentals and e-bikes, e-mobility, and on the 8th at 6 p.m., PZO will meet to discuss four CUPs and one rezoning. Yeah, so this remodels the former Bahia Bowles tenant space. So with updates to the storefront, it will be a piercing studio where licensed nurses perform ear piercings. So the existing cladding, which is 6-inch wide wood grain metal plank plating in natural wood color, base tile in black, will be replaced with an exterior architectural plaster facade to existing ventilation louvers and storefront system in oak buff color, tile base in cream color, black fabric awning. Not really any changes to the storefront other than just painting it adding a couple of brass ladder pulled door handles And it does comply with the Crocker Park mixed-use area design guidelines for your department has Required the approved Knox box to be located there This is how it will look these are the materials so Planning Commission did recommend approval with the conditions in the report

Black metal canopy and new exterior lighting in this does also comply with the crack Park mixed use area design guidelines and for Department again is requiring the approved Knox box.

The project did not begin within one year as required by code. The owner was busy developing Cavoli's Pizza Shop and was not able to get to it in time. What you're seeing is the exact same thing that you approved last year. It's just that unfortunately he didn't begin the project and so he has to go back through the process again. This will add 22 very much needed parking spaces to the end of their parking lot. And so the Planning Commission did recommend approval with the same modifications and conditions that you approved last year.

Yes, so this is a pediatric occupational and speech therapy practice with a sensory gym serving children ages 1 to 13 with various neurodevelopmental differences and it's It does require conditional use in this zone the hours of operation and the number of vehicles that it will generate are not out of line and and it seemed to be a good fit for that location, so Planning Commission did recommend approval without the need for any safeguards or conditions.

Yes, so this was a city's code enforcement officers in coordination with the law department on drafted this amendment and it will better provide a clear definition of hedges to ensure consistent application of these regulations and it will really help their enforcement actions and any resulting legal proceedings. We would tell them that is it is we have a permissive code. It's not identified in our code, therefore it's not allowed.

We're gonna have to go through, according to Mr. Bedell, we go through a CUP application. which would be, we've narrowed it down to about two months to take, to get through.
Actually, I think the way it works now would be the hospital is the main use, and just like our, you know, here, this office is the main use. The data center that we have for the city is an accessory use. So as an accessory use, it would be, that's much different than having one of these large-scale data centers that's going to be the main use of the... If it's the main use, that's where we're telling them. No, the code doesn't allow it, but an accessory used to a main use. That's you know, that's that's just a function of having a business today. Having computers so we wouldn't even be reviewing that.
So in Mr Gatsby's example, we wouldn't review it. It would be approved and go through.
It would be an accessory in allowed accessory office or in their case hospital use.
So if I may, Mr. President, we're wandering a bit here. The question was, should we create, should council create a restrictive definition of data center? That's where we were 10 minutes ago. The stuff you're talking, my opinion, the stuff you're talking about now is exactly what you need to talk about over the next three months, as opposed to strictly defining data center. Essentially the cabinets out to hold to store all of our equipment Customize it so that so there's very little Cost in addition to this to getting it on the road because that cost is built in And Mary you you and I discussed not only is it that monetary cost but it's the cost the opportunity cost of waiting For a new truck to come online, correct?

Yeah, we're excited about this opportunity for a number of reasons. This vehicle was brought to our attention by our sales rep because he realized it's very, very similar to the last Pierce engine that we bought, which is very important to us operationally to have our fire engines be as similar as possible. So when he noticed that they had this coming as a demo, he reached out to me. So it checks the box for us operationally. We save some money buying the demo. We save a ton of time, obviously, if we had to spec out a custom truck to try and match our previous purchase. That's where we're getting into the three-year waiting period. So we're saving time, we're saving money, and we're getting what we need operationally. So we're very excited.

Yes. Thank you. Mr. President. So as as you Referenced we lost at hack last month At 79 years old but still a fit 79 and I just wanted to say a few words about him. He he YOU KNOW, I ALWAYS ADMIRED HIM VERY MUCH AND PART OF THE REASON I RAN FOR OFFICE, IT WAS BECAUSE OF HOW MUCH I ADMIRED HIM AND HOW HE REPRESENTED THE WARD AND THE CITY AND HIS THOUGHTFULNESS ON DIFFERENT ISSUES. YOU KNOW, HE WAS ONE TO SPEAK HIS MIND. and always was looking out to do the right thing for the city. It was interesting at his funeral, both the pastor at St. Bernadette's and his son really brought out all the same things, which is that he was somebody who everybody, many people came to him and asked for advice, whether it was his family or his friends or his neighbors, and certainly that was my case. He was, you know, truly a mentor and a friend and an advisor. And he served our community well for 12 years, and not just on the council, but also in other volunteer ways that I didn't even know about. So I just wanted to honor him here for a moment and, you know, give our sympathy to Sue and his family. He will be missed and again, just really appreciate the person that he was and the service he provided our community. So thank you. Thank you. I'd just like to say something for a minute too.
Just having known Ed and his family and just getting me started and helping mentor me. He was one of my mentors too. And I enjoyed him talking about all his family and all their trips. They took a lot of trips. But anyhow, I'm just saying that. Thank you. Thank you.
