We're gonna go ahead and get started as I've started the recording. I'm Carol. I'm the housing and community development manager. And before I begin the presentation, I'm gonna ask Lorena Escobar, who's our housing coordinator, to make the following announcement in Spanish. I mentioned that because this is not only for applicants, but it's also for stakeholders, which could be members of the public. So, Lorena, you wanna go ahead? Hello. K. Thank you. K. This year, we have two separate application processes going at the same time. From February 1 through March 2, we have the human services grants, which are reviewed by the human services advisory board or HSAB. We have the community development block grants or CDBG. And this is an earlier timeline for both applications.
I'm presenting this in one workshop for both grants to hopefully save time and prevent confusion. I'm running the application processes at this process.

So I'm gonna present CDBG and HSAB here in the same meeting, and often agencies sometimes apply for both. But I do wanna emphasize that CDBG does have a lot more criteria. It has more paperwork, etcetera. So I wanna encourage you to kinda think ahead and see if you could really meet the criteria.
Please feel free to contact me if you're thinking about applying for CDBG funds for the first time. I prefer that you do that, and I can help you ascertain whether it's a good fit, and then also how to go about it and so forth. I will post this presentation and the application materials and requirements on the city's website, and I will post the recordings. It will be cut so that it doesn't have all the technical difficulties.
Okay. Here we go.
Okay. Here's the presentation contents. I'll do a grant overview. As I mentioned, this is both a stakeholder meeting and an agency meeting. So first, we're gonna go over the grant briefly. We'll talk about basic application instructions and timeline, and sort of more detailed requirements, scoring, and the remaining questions. And at each section, I will stop to ask if there's any questions. If you have kind of a general question, hold it to the end. But if you wanna ask a question at the end of a section, you will need to raise your hand, like click on the the hand raising button, and then I'll enable you to unmute, and you'll have to unmute yourself.

Okay. Let's start with a brief overview of the purpose and function of each grant. So the City of San Marcos Code of Ordinances provides the purpose and activities for the Human Services Advisory Board. The board consists of eight city residents who are appointed by city council, seven of whom are voting members. And the board's purpose is to administer the application process for the Human Services grant funding that is set aside in the city's budget each year.
Annually, applications are accepted from human services agencies for service specifically to San Marcos residents. The board members review all the applications in detail and receive a presentation from each applicant agency. And the board makes a recommendation to the city council on which agencies should receive funding and how much, and then the city council makes the final decision. The purpose of the funding per the code is the development and enhancement of human services in the city. The funding is from the general fund, the tax dollars, and so they serve a public purpose of helping residents have the services they need in order to prevent issues that negatively impact the community.
So community development block grant, a little different. This is federal funding allocated to the city annually. In order to receive the funding each year, the city has to determine the projects and programs that are going to be accomplished with it, and then submit an action plan to the US Department of Housing and Urban Development, which is HUD. So it's on a quite different timeline than HSAB, as well as a different process. This slide states the overall purpose of CDBG.
And then within this overall purpose, San Marcos has chosen three high priorities, affordable housing, public services, meaning social services, and then public facilities like parks or infrastructure. Projects and programs must serve low to moderate income people or eliminate slum or blight. For example, CDBG paid for major roof repairs at Centro Cultural Hispano de San Marcos, And now they are tracking incoming demographic information for five years to show they are serving principally low to moderate income people. Another example, CDBG park upgrades can only be made in parks that serve principally low to moderate income neighborhoods. So you just see it has a lot more requirements.
So who is eligible to apply? Four, it's almost the same for both. Human Services Advisory Board regulations state that it must be a nonprofit organization. This is literally the definition you have to meet that seeks to improve the quality of their clients' lives by providing, facilitating, or recommending support for an array of basic social, physical, health, housing, and mental health services to needy clients in the community. This definition includes any non not for profit institution that's providing these types of services.
So agencies, the county, the school district, the housing authority, and churches. So CDBG is the same except it also allows city departments to apply. So here it is in a nutshell. So that's the basics. So fiscal year 2027 is 10/01/2026 through 09/30/2027.
We are changing Human Services Advisory Board from being a calendar calendar year grant to being on a fiscal year. So this year, the application process is in the spring. The funding starts 10/01/2026 and ends 09/30/2027. The funding amount is a little bit flexible. City council is starting to meet about the budget.
And in their initial meetings this spring, they plan to set the amount. It will likely be 750,000. So that's total for all the applicants to split among themselves as the board recommends. Okay. This round of CDBG funding also starts October 1.
Just know that often we don't get approval from HUD to spend the money until January. CDBG is often about 750,000. We spend about 148 or $7.40 is what I calculated this on. Administration, about 20%, so a 148. Social services is only allowed to have 15%.
There's only a 111,000 for that. And then everything else, 481,000, must go to projects. Projects for CDBG means that you are actually doing construction, repair, or demolition to a building, park, or infrastructure like sidewalks or pipes. If you're going to propose a project, please contact me before you apply so I can determine whether it's eligible. CDBG has a lot of various requirements in the background, and I can help you go through those and just make sure.
So this is my contact information. Of course, I'll provide it again. I just wanted to throw it up there now. And I wonder if anyone has any questions about the grant overview. Next, we're gonna talk about the application process. So if you have a question, please raise your hand. Okay. I'll keep going. Now we're gonna go over kind of the basics of the application process. The application and the instructions can be downloaded from the city's website.
The deadline for submission is 03/02/2026. And you'll notice that there are two different websites. So sanmarcustx.gov/hsab. Of course, we'll get you to the HSAB application. Sanmarcustx.gov/cdbg, other side, c dbg application.
A separate application must be filled out for each program or project. So if you're submitting two or three different programs for HSAB, which is allowed, we need a separate application for each program. We don't have to have the extra material that you have to turn in with it. We don't have to have that three times. It's more about your agencies.
You turn in agency information once, and you turn in three different applications if you're doing three programs. Same thing with CDBG, if you're doing more than one project or program and wanting funding there, separate application for each one. Yes. You can apply for CDBG and HSAB funding for the same program. You must, of course, commit to not double dipping.
You can't use the funding twice, like for the same expended expenditures. But both grants are for reimbursement, and so you'll be submitting invoices or or receipts and documentation for us to review for the expenses that we are charging to the particular grant. So some agencies have each one and they'll say, okay. Here, I'm turning this one in for HSAB. K. Separate set of documentation and expenses. This one's going for CDG and so forth, but it could be for the same program. Deadline is at 5PM March 2. That's a hard deadline. I have set it up with two different email addresses.
HSAB is used to sending the applications in general to cgriffith@sanmarcustx.gov. CDBG applications usually go to cdbg@sanmarcustx.gov. Either one will come to me. So if you get it wrong, it is not a big deal. Main thing is get it in before five.
So we are strictly enforcing that an application will be considered on time only if a substantive answer has been provided for every question on the application form, and the application form has been signed by the representative that's correct for your agency. Also, just know that you bear the burden of proof for submission. So what I would be looking for there is you would need to be able to show me that you sent it before five. So if our firewall bounces it back to you for some reason or whatever, you know, just be able to show we tried before five, so I can accept the application. If you have to sacrifice something, if you're struggling to get everything done, you can turn in some of the attachments late.
So don't miss the deadline just because of the attachments. Get that application in fully answered, and if you miss some of the attachments, you can turn those in later that week. So the review process for each grant is very different. Application process is the same. Here we are.
Now I'll talk about the review process. So Human Services Advisory Board, the eight residents appointed by city council, they are gonna meet weekly on Wednesdays at 6PM starting April 8. So each week, five or six agencies will provide a ten minute presentation of the board, followed by a question and answer period of ten minutes. This is really the only time that y'all will have to interact with the board. In the instructions on the application, I do have some advice about what to include in the presentation and so forth.
So after every agency has presented, which takes a couple of months, in June, the board will create the recommended allocation of funding and staff, I will present it to city council on July 7. So you'll have an idea of what's been recommended on July 7, but the decision can't be made by city council until September. So you can see on this calendar, September is the final allocation because September I believe it's fifteenth this year. It's that Sorry. Right?
Second meeting in September is when they generally get past the budget. They have to pass the budget in order to approve the funding for HSAB. And then in that same meeting, I'll have it set up where then they roll straight into discussing the final decision on who gets the funding, and then we'll know the final answer. People who have been around in this process for a while know, city council doesn't generally change things, but sometimes they do. I would say, you know, as of July 7, you can assume that it's a reasonable expectation, but it is not certain that you'll get the funding that's recommended by the board.
I think that's the best we can do for this process. We had to change the process to fit the city's payment calendar better so that we stop encountering issues, you know, in our finance area. Okay. For CDBG, different process entirely. So we'll get the applications in March 3.
A committee of staff members will meet very quickly and provide a recommendation to city council at the city council meeting on April 7. So let's see. So then in April, sorry. Let me just make sure I'm leading this upright. Okay.
So we present the recommendation April 7, then we draft the action plan, which is the whole document that describes what's gonna be done. We set it out for a thirty day comment period from the public, so nothing's decided by then. We're still getting comments from the public. And then July 7 is when we will have likely a final decision from city council. If they don't make the decision July 7, they still have August 4, but that's it.
After that, we have to turn it into HUD. And so you'll definitely have an answer either July 7 or August 4 of whether or not you've received this funding. We then, for CDBG, wait a period of months for HUD to approve the funding. This year, it was delayed by congress as well, And so that's what you're looking at. Generally, it's available by January.
Okay. Now we'll go into the detailed requirements about the applications. So where to find detailed information? The application forms actually contain detailed instructions, and these forms, plus the additional information about each grant, can be found on the two web pages shown here. Each application also has a checklist of documents to submit along with a signed application form.
As you answer the questions, please provide compelling descriptions of the program or project, the need for it, and the impact it will have on San Marcos residents. I would note that I have now made the questions the same for CDBG as HSAB. So if you're one of those agencies that does both, you only have to answer one set of questions. You have to turn in different attachments. So going back to your application, I encourage everyone to be, number one, very specific about all the the programs you offered last year and the numbers served.
You can talk about all the different programs your agency offers, but focus on most on the one that you're asking for funding for. Be as specific as possible about how the funding next year, the October through September funding will be used, and paint a picture of all the benefits your participants received received. So we just wanted to be really clear for the board. They may not be familiar with your agency at all. So start there and make it just super clear.
Don't assume they know anything. May they may not. They will, however, I can tell you this for sure, read your application in detail. Like, they pour over these things, and they really do a good job of of review. So you can know that your time is not wasted there.
So funding requirements for both, these are kind of local restrictions that have been placed. So HSCB and CDBG agency must have been in existence for at least two years. Remember that the funding must be spent on San Marcos residents. So you can have a program that serves San Marcos plus, you know, whatever the county, other counties, doesn't matter. But you need to be able to prove that at least, you know, sort of proportionately or specifically, the funding was spent on San Marcos residents.
Also, can't fund more than 20% of a full time position. You can fund a whole part time position, but just and you can you can, like, do 20% of several positions, like 20% of this 120% of this 120% of that one. That's okay. We just don't want you to be sort of overly dependent on this funding for a whole person. For HSAB, funding cannot be more than 50% of the total agency funding.
And then just know there is an exception for school based programs. If you're literally working through the schools, we are not gonna exclude students just because they happen to not live in San Marcos. And so those those fund that funding can be used on students that are just from within the ISD boundary.
Okay.
Ineligible expenses, somewhat the same for both. Cannot use this funding for fundraising, furnishings, vehicles. You can't do little gift cards to incentivize people to come to your program, that sort of thing. CDBG also cannot be spent on city projects that are in the current city budget. We can't supplant local funds.
We also can't use it for deferred maintenance that is supposed to be done as part of the tax dollars of the city, things that the city would normally pay for. So eligible expenses for social services, labor, supplies, materials, operation and maintenance, your rent, phone, utilities, etcetera. With HSAB, you can purchase equipment. With CDBG, you cannot. It's specifically ineligible.
Payments are reimbursements provided upon submission of receipts and evidence of the payment, such as a bank statement or a check. Each agency will sign a contract for each program, and that contract will include a description of the types of expenses the grant will cover. This description is based on the budget that you submit with the application. So the application is gonna ask you specifically, what are you gonna spend this money on? Once you sign the contract, that's hard and fast, but also know that we as staff won't put anything in the contract that the board or the council haven't heard.
So you kinda need to know upfront what you're aiming at for this funding. I mean, you can say just salaries. You don't have to name the people. But if you put salaries, then we'll expect you to spend it on salaries. I would over list. So if you have multiple categories you're thinking of, go ahead and list them all. That's fine. Because then the board will just know, okay. Well, it could go to one or more of these categories. So just try to know that what you list as your budget is gonna show up again in the agreement, and we can't vary from what you presented to the board.
K. Eligible expenses for CDBG projects. Now this is in a little bit of detail, but I know we have some, you know, city departments listening in. So I wanna make sure that this is clear for anybody proposing a project. So project funding for CDBG means you're actually doing construction repair or demolition.
Once again, if you're gonna propose a project, contact me. But know that in CDBG, you either have to show you're directly benefiting specific people, or for something like a park, you have to show that you're benefiting a whole area of people. If it's a direct benefit, like you're providing counseling for a per one person after another, each person has to have income less than 80% of the area median income. Their household has to. So for a family of four, that's a 104,000.
It's not it's not low. A 104,000 for a family of four could qualify. Just know that I I listed the minimum here documented at least 51% of the beneficiaries. If you're directly benefiting each person, each person in San Marcos has to meet that criteria. San Marcos has set a 100% limit for direct benefit.
Everybody has to meet the income criteria. If you are doing something like a park or something like that, we will look at the area it serves. The area has to be primarily residential, and about 51 or more of the residents have to meet the income requirement. Okay. The application form.
They both require summary information, short essay questions, same on both forms, a funding restriction statement that you're going to sign, and then a signature. For HSAB, you'll just fill out the two sections like summary information, short essay, sign the form, attach the documents, and you're done. For CDBG, you have many more sections to go. So CDBG also requires beneficiary information. There's some specific project budget questions and a budget format, implementation schedule, more organization information, a conflict of interest questionnaire, and the certifications.
And the certifications are things like they will not discriminate against people and so forth. So pretty, ordinary. One thing new this year for agencies that are applying for social services funding with CDBG. We are looking into which types of programs specifically have to check their beneficiaries to make sure they are in the country legally. So this has not been a criteria for CDBG before.
Now we are gonna have to use what's called the save system, which we can hook you up with an agreement to use that system to check people who are receiving benefit from CDBG. There are some exceptions, and so I still haven't quite gotten a grasp on all all exactly who will have to check, but we will definitely have that answer for you, you know, before you're signing an agreement so you know what you're getting into. And just know that the city staff will help you with that system. Like, even if we if you have to turn in your applicants and we'll run them, that's fine. Also, we can give you the ability to get into that system, and you can run them yourself.
So with that, I wanna know if anybody has questions about the detailed application requirements. Next, I'm gonna talk about how they're how they're scored. So the score is calculated the same for HSAB and CDBG. You do have, you know, as I've tried to emphasize, some different requirements for CDBG and so forth. This table just shows a quick summary of how it's calculated. The review committee for CDBG and then the Human Services Advisory Board will use all the information they have about the program or project to make these determinations. So not just the answers you provide to the short essay questions.
The CDBG application form has a lot more pages, but no presentations. The HSAB requires a presentation, so they'll use that information as well to decide your score. So please just, you know, provide compelling answers to those questions in the application. The application form describes how each section will be scored. So you'll know when you're answering the question what the board is going to look at as criteria for a good answer.
So for example, implementation category. What does that mean? It means, and it'll say this on the application, resources are ready to begin immediately. The applicant has clearly defined objectives and measurable outcomes. And if they've had prior funding, they've performed well with that funding. So that's the cues that you'll see on the application. So you'll wanna be explaining those things for when you answer the implementation question. Quick note on risk. We used to calculate risk where you got a higher score if you were more risky. Now you'll get lowers having lower risk.
It was also sorry. It was calculated separately. So now we've added it into the 100, but you get points if you're a lower risk. So for example, if you've been around for a very long time, you have a lower risk, you'll get some points for that. The other issue is that with that is how much of the funding that you're using is dependent on the city because we like to see having diverse funding sources for the your project or program.
So HSAB, you'll be doing a ten minute presentation to the board for each application that you submit. Presentations can be up to ten minutes long. The board will have ten minutes to ask you questions. But right after the application deadline, city staff will start contacting all the organizations to schedule a time so that five or six applications will be scheduled for each meeting. So and the board meets every week, April and May, and Wednesdays at 6PM.
Meetings, just so you know, are going to be in the City Hall Conference Room, which is in City Hall instead of the other buildings where it's been before. But presentations can be virtual or in person. A lot of people do virtual. Some people do in person. It is completely up to you. Some of the board members will be virtual, like online. Some will be here in person. Also, it doesn't have to be fancy. So it could be a PowerPoint, it could be a video, or it could be just you talking about your program. Most people actually just do that, and that's completely fine.
It's really about the content, not the flash. I recommend that you cover the following, if this applies to your program, and I'll post this up. I have posted actually this presentation with my talking points, and so you don't have to, like, make notes super fast. It is actually on the website. But
what
I recommend that you cover is how will you market the program to San Marcos residents, Exactly what will the beneficiaries received? So, like, if you're teaching a class, what topics are covered? Exactly what are you doing with the funding if you're providing a service? Does the participant take something away with them? Like, what do they learn, etcetera? Also, the contract structure. So think in terms of exactly what is the HSAB funding paying for. That needs to be pretty clear. So if it's paying for people's time, talk about what they're doing. Or if it's paying for materials and services, you know, give the board an idea about that.
Create a picture in people's minds of this specific program in action. That's the main thing, the one that you're asking for funding. Also, of course, all HSAB meetings are public. You're welcome to attend, you know, virtually or in person. Any meeting, we have a citizen comment period, but you won't have a lot of opportunity to interact. But you're welcome to listen in on other agencies' presentations and so forth to get an idea what they're doing, etcetera.

Great. I have just two questions. One, I was curious on the applications you all ask about the minimum funding that is required for the program. I'm just curious, you know, what is the reasoning behind that question, if you have any recommendations for how to how to answer that. Is is it just kind of basically what we need to stay operational?
So that I would look at it like that. Yes. The board, a couple years ago, asked me to add that to the application because it is a really hard decision for them, of course. They have to pick among 35 different different applications. Sometimes they do wanna provide some funding, and they worry that if they provide too little, you won't be able to do anything with it or it won't apply to your program, and so forth. So it just gives them that basic element of if we give them this amount, it may be the minimum, then they can at least still do something with it to benefit that program. Does that answer your question?
Yes. Absolutely. And then the other question I have, and sorry if you made this clear, do all applicants for the human services funding give a presentation, or will, only a select number be invited for presentations?
So all applicants, and it is really important to the board, yep, and counsel that that everybody gets their chance. So if it's 40, we'll just add meetings and keep on going.

How do we handle the overlapping months? That's a good question. Okay. So some agencies currently have an HSAB grant, and that grant is for January through December. I think the way it's gonna have to work is you'll just have to sort of separate in your mind which batch of funding goes with what.
Staff will definitely be keeping track of that as well. So let's picture if you have the same program and you have 2026 funding, and now you're applying for this new funding 2026 to 2027, we'll spend the 2026 funding first. We'll help you keep track of how many payment requests we received and how much you've spent on that. And then when the new money comes available, you you can start you can charge either one for expenses that happened between October and December. So it is a little bit of an overlap, and we'll just try to help you keep very straight on which funding we're tapping for the payment request that you submit.
So let me know if that helps. How do I scroll? I've got Kate Resnick. Question is whether HSAB funding can support new construction of affordable housing. I would say it never has before, so that would be new and different.
Of course, it takes a lot of money. And so in the past, especially, you know, when the money was lower, but it's only been used for repair. I think you can apply to support new construction. I would say that the board generally is trying to fund, you know, sort of as many organizations as they can. Not everyone necessarily.
