CONFERENCE WITH LEGAL COUNSEL – SIGNIFICANT EXPOSURE TO LITIGATION – THREAT OF LITIGATION

Significant exposure to litigation pursuant to Government Code Section 54956.9(d)(2) and 54956.9(e)(5) with regard to one potential case. Following City Council open session direction on December 16, 2025, for City staff to prepare an urgency ordinance with respect to the existing senior-status of the University Mobilehome Park ("Park"), Harmony Communities, Inc. has threatened to sue the City of Goleta if the City Council-directed urgency ordinance is adopted. A memorandum prepared by the City Attorney detailing this matter is attached to the agenda and is also available for review upon request at the City Clerk's Office, where it is on file.
