Good morning again. This regular session of Commissioner's Court for Comal County for Thursday, August 13, is called to order at 8.30 AM. Let the record reflect that all members of the court are present, with the exception of Commissioner Hogg. There is a quorum. We will begin with action agenda item number one to approve claims.

Judge, I move to approve the claims for today. EFT is $386,997.66. Regular claims, $2,162,232.95 for a total of $2,549,230.61. Second.

Good morning, judges and commissioners. I'm back again. with Rocky. So I was here a couple months ago, told the court how great Rocky did at the state powerlifting meet down in San Antonio, and that he had qualified for the USAPL Masters meet up in Illinois. Well, he went up there, he represented, and he came in second place overall. He ended up squatting 688 pounds, which in some being a new state record in his age and weight class. He benched 380 pounds and deadlifted 650 pounds for a total amount of 1,720 pounds, which is in itself a new state record as well. So with all that, Rocky has qualified and was invited to compete in the USAPL national team at the IDFPA World Powerlifting Meet to be held in Houston, Texas in November 5th through the 8th. That's a huge accomplishment. Now he gets to go up against the best in the world. Fortunately, it is in the States this year, because last year it was in South Korea. So it's great that he's here. It's easy to get to, and it allows us an opportunity to watch him online. Heck, I'm even thinking about going up there and just going, because these are not my videos. I would have had better videos, and probably would have had technical difficulties again. But again, we're so proud of him. The whole team is here to support him, again, because this is outstanding. Judge Commissioner, I want to give a little background. This property up here north of the lake, they had a notice of violation for their septic. That evolved into a subdivision violation as well. We've been working for quite a while. You can see that's back in 24. The property changed hands. And finally, working with the survey, we finally got everything lined up. And so we've got both violations cleared up with this plat. So I'd recommend approval.

Judge, Commissioner, we periodically get these cancellation applications. The Vincents did bring one forward. We are processing that the way the local government code says. They also included, well, let me just go back. 232 does allow for somebody to cancel all or part of a subdivision plat. So within that code as well, there is some discussion of evidence to It doesn't interfere with anybody's legal right. They put their version of that in here. So they do own two lots and a platted subdivision. They're highlighted 239 and 240. They have an adjacent piece of property, 98 acres. They would like to combine all that. they're still taking access through those platted lots. And they just want to combine all this, get it in the appraisal district as one large tract. And so today we're here to look at a possible timeline to establish a public hearing, which is part of the government code. And we're looking for putting notice in the Herald three times, which is part of that as well. And so we're here today to, if you guys would, if it's appropriate for us to go ahead and establish this and give us direction to go ahead and process this.

Item five, concerning the Comel County Mental Health Extended Observation Unit Crisis Residential Unit Facility Project, discuss and consider approval of change order number 10 from the Trevino Group in the amount of $138,739.94, with the associated cost to be funded using principal American Rescue Plan Act funds.

Good morning, Judge, Commissioners. Today we are presenting a proposed change order regarding the mental health facility project for the county. This change order number 10 primarily involves changes to accelerate the schedule for the project, mainly for the scopes of work for the steel erection and foundation scopes for the project. The added costs presented today will assist in making up time for the schedule, but also making sure we meet and stay on track with project timelines and deadlines, and most importantly, getting the building built. So at this time, we respectfully request approval of the court for change order number 10. Move to approve action agenda item number 5.
