All right, welcome Welcome. It is 5:01 on Monday, December 15, 2025. This is a regular meeting of the city council of the city of Cape Gerardo. Thank you all for being here tonight. We will begin as always with our invocation and follow that with our pledge of allegiance. Our invocation tonight is by Pastor Timothy Lee of the Apostolic Promise Church here in Cape Gerardo. Uh if you all would please join us and rise. Thank you. Lord Jesus, we thank you for the opportunity to come and to pray in this great assembly. God, at this time of the year, we hear the scripture quoted many times. For unto us a child is born and a son is given. But it goes on to say that the government shall be upon his shoulders. God, we believe you design human government to give order to chaos, bring unity so we can function as a better society. And God, we believe you ordained these leaders that represent us tonight to make wise decisions that can impact finances, impact people's lives, impact the future of our city. But God, it's your design that uh they would lean on your shoulder, that you would carry them in tough times, that you give them wise counsel, you would guide their minds and their hearts to make correct decisions for everybody involved. God, I pray you give them wisdom and guidance even tonight in this meeting, God, that can impact people's futures, their livelihoods, the future of our community, God. And you said through this you can give peace to mankind. And we pray that tonight and we pray it in the name of Jesus Christ. Amen.

Uh just actually right before the beginning of our of our uh meeting tonight, uh Ramona Bailey, who's who's always comes to our meeting, she actually passed me this uh flyer. It's for the first annual Cape Gerardo Community Mass Choir Christmas concert on Sunday, December 21st at 2:30 at First Baptist Church at uh 1289 Lexington. Uh looks like we've got some special guests there. But it's just a nice event. Uh Ramona is a singer and so she always brings us good singing and musical events and so anybody that's interested, it's just a holiday themed event to get out there and enjoy the community. That's it. Thanks. Hey, I was just going to say something about uh I don't know if you guys anybody went to the tree lighting uh Christmas Christmas and Cape's pretty cool uh this the uh Oldtown Cape and Park and Rex [clears throat] and the Mau family, Jim and Teresa Mau, they really do a lot uh to help provide a Christmas and Cape for us. So the uh the parade of lights, the Christmas tree, and then this week also we got uh what is it? Twinkle and twirl. They're actually bringing an ice skating rink in uh beginning Wednesday to uh Wednesday night from like I think it's 4 to 9 or 5 to 9 each night and they're have half hour slots for people to sign up mainly kids of course sign up and skate and each half hour slot all the way through Saturday at 900 pm is is taken. So I think it's pretty we need to acknowledge that and I know a lot of things happen in Cape you just you know people think oh that just happens it's the city doing it. It's usually uh small organizations and departments. It takes a village to do these things and so I just kind of wanted to get a shout out to Mr. Jim and Miss Teresa Mau.

Thanks council. Anyone else? Okay. I just wanted to mention that um I was uh very pleased to be able to attend last Friday morning over at the Cape PD a um a signing in ceremony. We had uh nine new police officers sworn in as officers with the Cape Gardo Police Department. Something we're very excited about. Um all of these officers completed their training at the Simo Law Enforcement Academy and they're starting their 16-week field training program now. I guess they'll be working alongside uh seasoned officers for that time. Um Chief Glick, just wanted to give a shout out to you and congratulate you for um a lot of great things happening in that in your department. Obviously, we're almost fully staffed now with uh with police officers, which is um with come a long way in that regard and thank you for all that you're doing there. So, great news. Um all right, anyone else? Moving on then for discussion items. Is there anyone uh here in the audience who wishes to appear as an advisory board applicant? If so, you may come to the podium. Bill 25118, an ordinance accepting a general warranty deed from the Patre Replic family trust dated November 21, 1994 as amended and restated for property adjacent to the Cape Trotto Regional Airport. Uh, first is Bill 25119, an ordinance authorizing the city manager to execute a cooperative agreement with the county of Scott clerk of the county commission and the county collector for tax collection services in the city of Karoto, Missouri. Good evening. So, this evening uh this is an ordinance as Mayor Kinder stated um to for some tax collection services um and we are um agreeing in a cooperative agreement with Scott County. the uh Scout Scott County will levy and collect tax real estate and personal property taxes for property taxes due to the city on property that's located within the city limits. Um largely that's the city limits that are located in Scott County. And this is um we the agreement we currently have was written in 22. The one before that was written in 2019. This is just simply an extension and a rewrite of the agreement as it was before. Um, and then we'll move forward with that. Okay. Is there anyone in the audience wishing to comment on this issue? Uh, this proposed subdivision is zoned R1. The plat subdivided several tracks to create two new lots. The uh planning and zoning met on November 12th, 2025 with a uh recommended approval of seven in favor, zero zero in opposition or one abstaining. Okay. We do not have any appointments tonight. We do have two people registered to speak under appearances um for issues not not uh not on tonight's agenda. As always, this is a time for um people in the community to come forward and uh share some thoughts they have with the city council. Um speakers have up to three minutes and we'll hear a bell when that three minutes goes off. Um and just as a reminder, as always, this is not a time for discussion back and forth with the speaker and the council. We are listening to what speakers have to say and uh it's just a present presentation time by speakers. So first uh person who registered to speak is Katherine Planck. Is Ms. Planck here? Katherine Planck. Okay. She apparently is not here. And then the second person registered is Mr. Percy Houston. Thank you, Madame Mayor and fellow council members. My name is Percy Houston, and as many of you know, I currently serve as the parks and wreck advisory board chair, but more importantly, I like to think of myself as an advocate for the city as a whole. When I moved here in 1983, Cape Gerardo could not pass a tax initiative to save their life. Fortunately, that has changed dramatically in recent years. TTF, public safety, PRS, and even a use tax to name a few. And also a muchneeded approval by voters to allow the city the financial flexibility to restore our water infrastructure. Our city voters have stepped up and now the city government has much [clears throat] needed resources at their disposal. As a result, since the

CO debacle, staffing levels have been restored in our public safety departments and pay levels have been increased across the board in all departments. This has been vital and as always, there is more work to be done. Madame Mayor, your letter in the Missuran over the weekend was telling and informative. I hope our citizens take the time to read it and take it to heart. Too much progress has been made recently within all of our departments toward a productive pay plan. Outside influences such as minimum wage will continue to provide challenges. While no doubt I support our public safety and first responders unconditionally. No department should be overcompensated at the expense of others. My review of 2025 recently completed general fund expenditures indicate that public safety accounted for 67% of expenditures while only accounting for 55% of staffing. It does not appear to me that they are being overlooked. The city's negotiations with the fire department and its union are nothing new. They date back to the terms of Mayor Kenudson and maybe even before. We all need to realize that communication, communication, communication. And in my world, face-to-face communication is immensely important. We need to start those processes early. And I realize in some cases now we are past that. Communications with our citizens at these meetings, I feel, is equally important. While these proceedings have become increasingly efficient, I feel like more is needed. more study sessions, more dialogue, and the ability of council members to respond in some cases. My personal review of the minutes for these meetings since the end of June

indicate an average meeting time of 24 minutes. While I realize what goes on behind the scenes to move our city forward, the average citizen does not. The optics of two council meetings a month lasting less than an hour in aggregate hardly provides the transparency our citizens desire or deserve. Please consider this moving forward in your works. And thank you for your continued efforts in being good stewards of our taxpayer dollars. Thank you, Mr. Houston. Thanks.

We didn't do that last week and the last meeting and I believe that was a mistake because you are our citizens. You are our fire departments, our first responders. We do love you. We do need you and we want to have good relationship with you. But the city is bound by the same financial restraints that you personally are bound to. Income coming in can't be more than income going out, the expenses being paid. So please don't think we don't recognize you and that we take this lightly because I assure you we don't. Thank you.
