Whereas Richland County Council Vice Chair Derek Pugh is immensely proud to recognize those individuals who have dedicated their lives to the defense of our nation and the continued welfare of our veteran community. And whereas 20-year veteran of the United States Army, respected author, keynote speaker, and leadership consultant, First Sergeant Alvin King has demonstrated unparalleled leadership, courage, and commitment throughout a distinguished military career spanning decades of selfless service. And whereas upon his retirement from active duty, he did not cease his mission, but instead transitioned his vast experience and passion toward advocating for the veterans of the Palmetto State, ensuring that those who served received the honor, care, and resources they earned. And whereas Sergeant King is the founder of the nonprofit Range for Hope Foundation, which focuses on facilitating outdoor activities as a positive outlet for active duty service members, combat and disabled veterans and their dependents. The foundation's goal is to assist with overcoming the challenges associated with post-traumatic stress disorder and other difficulties faced by veterans and their families. And whereas his tireless efforts in veteran outreach, mentorship, and community engagement have a profound impact on the lives of countless service members and their families across Richland County. And whereas in recognition of his outstanding contributions and his embodiment of the highest selected, sorry, the highest ideals of the Soldier for Life philosophy, the South Carolina Department Veterans Affairs selected him as the inaugural South Carolina Veteran of the Year for 2023-2024. And now therefore be it proclaimed that Richland County Council Vice Chair Derek Pugh does hereby honor and recognize First Sergeant Alvin King for his exemplary service to the United States of America. the state of South Carolina and Richland County and congratulates him upon being named the South Carolina Department of Veterans Affairs 2023-2024 Veteran of the Year.

Good evening. everybody doing awesome uh i just want to say thank you you know obviously it's an honor and a distinction to kind of be you know in the presence of others who are doing amazing things and so serving their community giving back selflessly and so that was kind of the the thought behind my service to the country as well as my continued service um post um military service so i'm honored humbled and i thank you all for your recognition i just want to say that You know, when the state of South Carolina Department of Veterans Affairs created this award three years ago, they had no idea what it would be or where it would grow to. And now I'm so happy three years later that the things that are, you know, you would think at a state level award would are starting to kind of come together. And so I'm excited for the other, you know, the people who are following me to start to receive these kind of awards. accolades and things and so it's not that we do this for those accolades but at the same time you know at a state level you know there should be some some sort of recognition so thank you again and have a blessed night thank you

Thank you, Madam Chair. I just want to say I've known Alvin for a long time, and to see him serve the veterans through his program, Ranger Hope, is amazing. He uses the game of golf to help veterans get readjusted to being back in society and just doing what they're supposed to do. I've known Alvin for a long time. I worked with his supervisor who's sitting right there, Ms. Dina, and they're just a mirror image of each other when it comes to service. And I just want to say publicly congratulations, brother, and a huge congratulations on your history making, becoming the first veteran to receive that award from the state of South Carolina. Thank you.

Next is 6B, a proclamation recognizing First Sergeant Major Robert Clark. Dr. Henderson.

Whereas Richland County Council Vice Chair Derek Pugh is immensely proud to recognize those individuals who have dedicated their lives to the defense of our nation and the continued welfare of our local veteran community. And whereas Command Sergeant Major Robert Clark has demonstrated unparalleled leadership courage and commitment throughout a distinguished military career spanning over 32 years of selfless service. His dedication to serving veterans extended beyond his role as the 92nd Buffalo Chapter 20 DAF Commander as evidenced by various additional volunteer and appointed positions he held within the Disabled American Veterans Department of South Carolina. Whereas upon his retirement from active duty, Command Sergeant Major Clark did not cease his mission, but instead transitioned his vast experience and passion toward advocating for the veterans of the Palmetto State and Richland County, ensuring that those who served received the honor care and resources they earned. And whereas his tireless efforts in veteran outreach, mentorship and community engagement have made a profound impact on the lives of countless service members and their families across South Carolina and Richland County. And whereas in recognition of his outstanding contributions and his embodiment of the highest ideals of the Soldier for Life philosophy, the South Carolina Department of Veterans Affairs named him the 2024-2025 Veteran of the Year. And whereas it is fitting and proper that Richland County Council pauses in its deliberations to acknowledge the lifetime of sacrifice and the continued civic excellence of this old soldier, Robert Clark, that is on the paper, who continues to lead the way. And now therefore be it proclaimed that Richland County Council Vice Chair Derek Pugh does hereby honor and recognize Command Sergeant Major Robert Clark for his exemplary service to the United States of America, the State of South Carolina, and Richland County and congratulates him upon being named the South Carolina Department of Veterans Affairs 2024 2025 Veteran of the Year.

Good evening, good evening. Thank you so much. I can't believe all of that is what I've done over the last 32 years and then eight years after I retired. But yes, I am an old soldier, over 62 years now. You can't get here by yourself, you know? You can't do this by yourself. So I would like to recognize folks from my chapter, the Disabled American Veterans, 92nd Buffalo, Chapter 20, Chris Neesmith, the treasurer. Could you please stand real quick, madam? Chair, can I please? The auxiliary commander, Sharon Johnson, could you please stand, please? And our adjutant, Sharon Mitchell. I'm sorry, Tracy Mitchell. And then one of our new members that just got with us, she hit the ground running, and she is Donna Wilkins. Winkler. Winkler. And then our first vice commander, Mike Young. There's no way that I can do what I do inside the county without folks like this right here. So I thank you for standing by us and doing what you do every day. Thank you. So I just wanted to say thank you to my councilman, Mr. Pugh, for recognizing us and then the entire council for what you guys do every day for veterans in this community. I tell you, the community is stronger because of veterans. And I just hope that you continue to recognize those that have served. Thank you again.

I just want to say congratulations. Mr. Clark is well deserved. I've been knowing Mr. Clark for years in passing. I had a lot of one-on-one conversations with him, but everywhere we were in passing, it was in service. And even when you see him from afar, it's not what he's doing when people's watching, he's doing it when people are not watching. And so I just want to say congratulations again, and thank you for your service, sir.

Whereas Ms. Ruby Alston has 33 years and 10 months of faithful and dedicated service to Richland County, beginning her career as a custodian and later advancing to the role of custodial crew leader through her commitment, reliability, and strong work ethic. And whereas throughout her tenure, Ms. Alston became widely known for her longstanding service at the Hampton Street facilities, where she consistently demonstrated pride in her work and a continued commitment to maintaining a clean, safe, and welcoming environment for employees and the public. And whereas Ms. Alston earned the respect of her colleagues, peers, and supervisors through her dependable nature, no-nonsense approach, loyalty to Richland County, and willingness to do what was needed to support the custodial team. And whereas as both a custodian and later a crew leader, Ms. Alston consistently carried out her duties with diligence and pride, always working to ensure county facilities were properly maintained and supporting her team wherever needed. And whereas her years of dedicated service reflect not only her hard work and professionalism, but also her lasting contribution to the daily operations and presentation of Richland County facilities. And whereas after over 33 years of loyal and distinguished service, Ms. Ruby Alston will officially retire on August 25th, 2026, leaving a legacy of dependability, diligence, and commitment that will be remembered and appreciated by Richland County for years to come. And now, therefore, be it resolved that Richland County Council Members Jason Branham, Derek Pugh, Tyra Kay Little, Paul Livingston, Allison Terracio, Don Weaver, Gretchen D. Cooper, Tish Dozier-Aline, Jessica Mackey, Cheryl English, and Shaquise Newton congratulate Ms. Ruby Alston on her retirement and acknowledge and recognize her commendable, outstanding, steadfast, dedicated service, and unwavering commitment to Richland County, South Carolina.

Hello. My name is Ms. Carmen Pendergrass. I'm originally from Florence, South Carolina. I currently live here in Columbia, South Carolina. I'm here to speak on the need for improved, oh, I'm sorry, are you gonna say something?

Yes, ma'am, state your address for the record, please.

Forgive me, my address is 124 Riverview Court in Columbia, South Carolina, 29201. I'm here to speak on the lived experience of overcoming homelessness. I am someone who's currently going through that. I moved up here because I needed access to more transportation and more job opportunities. And I moved up here from Greenwood, South Carolina. I actually was in the process of becoming a behavior technician with Project Hope. They help with families and children who are going through the stages of autism. And I had to let go of that avenue because of the lack of transportation in Greenwood. It is a much smaller rural town. So by being faith-based, I moved up here. And I found quickly job opportunities, but there was a need for expanded transportation as well as a current need for expanded assistance with your transitional housing. Columbia has such an influence on other parts of South Carolina, and you all have more resources than other areas. But there is such a need for people who understand what it means to have to overcome homelessness, people who who want to help, who sincerely want to help. Sometimes it takes people who have lived that experience to be able to fully grasp what is necessary. I have been assisted with a lot of humanity, with a lot of love, but I also see what many people don't see. Some people think that when you're homeless, you look like it. Sometimes people overlook you because they think that you don't have anything to give to this world. But I'm here to share with you that I've been a firefighter. I've been a caregiver for my mother for many years. I've been a Verizon customer service advocate. I've been so many different things because people have given and loved into me. And I want you to know that some of the people I've come across by having to overcome, I'm sorry, by having to overcome my situation They're there. They are deserving of being seen and they're deserving of being held.

Thank you, Madam Chair. To give my update on this evening as a part of my report, I wanna start by recognizing again, some individuals working for Richland County. And again, just showing support for the people that you have here providing service to our community. The first individual I want to recognize is Ms. Keisha Bell. You may know her as a senior accountant in the Richland County auditor's office. She was recognized in SB's Top 100 Women. So the Top 100 Women honors South Carolina's high achieving women who are making an impact through their professional experience, leadership, community service, and mentoring. Winners are selected by a panel of judges, including previous honorees, as well as the SCBiz editorial team. The judges review applications and letters of recommendation and identify key community leaders resulting in the 2026 top 100 honorees. and one of our own Ms. Keisha Bell, who works for the auditor's office was recognized. So I don't know if she had a chance to make it here on tonight, but I know that she would appreciate knowing that this council, this administration, Richland County supports our employees when they do great things. And we appreciate that their services to our community. So I wanted to recognize her in the presence of this body on this evening. Thank you, Madam Chair. The next person I wanted to recognize again for just continued movement to be better for our community is someone who oftentimes does not want to be in the spotlight. And when I say the name, you'll know. And that's the assistant to the county administrator, Mrs. Shia Myers. She recently obtained her Strategy Execution for Public Leadership certificate from the Harvard online program. And this program was led by former Pentagon Chief of Staff and Assistant Secretary of Defense for Homeland Defense and Global Security, Eric Rosenbach. The program guides students through real life public sector challenges to illustrate how purposefully developed public strategies lead to long-term adoption and success. So again, just wanted to communicate to you that our staff continues to try to elevate themselves so they can be better servants in our community. And we want to acknowledge them when they do such things. So I just wanted to take a moment and lift up Mrs. Shira Myers on this evening. Thank you. Thank you all. I appreciate you all allowing us to recognize our employees and our coworkers when they do great things and support our community in such a way.
