Well, good evening to everyone and welcome to the May uh meeting of the mayor and council of city of Carolton. I'll call the meeting to order and if you'll all rise, we'll have the pledge of allegiance. I pledge algiance to the flag of United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Dr. Would you remain standing for me? And Dr. Landry, would you please come and do our invocation, please?
Bow your heads if you will. Gracious, wonderful almighty God. We thank you for another opportunity for these city council men to do the work of this city. We thank you for their dedicated work and all the things that they are doing in their prospective wards. Lord, we thank you for the great events that's planned all around this city during this beautiful season. We ask your blessings upon the troops, dear God. Keep them out of harm's way. bless all that we do so that it will somehow bring glory to your name. In the name of your darling son Jesus the Christ I pray. Let every heart say amen.

Yes. Uh good evening and uh it's good to see everyone out and um enjoyed the uh retreat and uh learned a lot and we had our ward meeting the other night and uh there was so much I could have told them but it'll probably take two or three more more meetings but I c certainly enjoyed learning and trying to scale up on u on my duties within the council. Uh, I do want to uh express an invitation that is coming to the city council through one of our citizens, Miss uh Melissa Crowder, and she's inviting um the council to attend a black tie, super black tie uh event uh November the 14th and would love to and uh someone besides myself is will receive a uh some type of honore. So um so please hope we can get to a table or some of us could be could attend.
Okay. And other than that I appreciate uh Dr. Landram uh praying over the soldiers, sailors, airmen, coast guards, and I think the new the new force, the space force. Uh they are sometimes in harm's way and they do carry our American flag which I'm very proud of and uh thank you including them, Pastor Landry. That's all I have.
Okay. Good evening. Um, people ask me all the time how what's going on in Carolton and uh and how are everything how's everything going? And I told someone the other day that really I just want to pinch myself because things are going so good uh in the city of Carolton right now. We've been so blessed to have um new people come on board within the last year. Several department heads retired and we've ne got new department heads and all of the hirees that we've um have taken on are just doing a wonderful job. We got a chance to, as Don mentioned, the we went on a budget retreat recently, so we got to hear from all the new people as well as the ones that had been here for a while. And I'm just proud to be on this council and be a part of it. Thank you.
Okay, Council Member Gibbs. I just wanted to echo what Brett said. I feel the same and I I work on the square part-time and this past weekend we had Mayfest and uh Mayfest I guess technically started at 9:00 but we opened a little bit before that and all day long from 9 until really past 3 I think technically the ending is 3 but when I left at 3:30 the square was still packed full of people and I just think that says so much about what we're doing here in Carolton and how much people enjoy being a part of Mr. Bob,
thank you. Um, one of the big items we're going to discuss tonight is the budget. And as I've mentioned to a couple folks out there that uh it I think it looks bad that we don't sit up here and ask uh 30 or 40 good questions, hard questions of Kevin, but but believe me, we did ask them on a budget retreat. So, uh, the information that he's going to share tonight is, I think, a formality that we've already spent quite a bit of time discussing it. Uh, is uh I'm just curious, is the citizen of the year here tonight? Is there anybody here that's citizen of the year? Oh, is it Joe Richardson? Yes. and I wasn't able to make the uh ceremony that he was at. He was at a Chamber of Commerce event Saturday night that uh um I would have loved to have been in two places at one time, but I couldn't make that one. But you are very deserving, Joel. We're lucky to have you. And uh leads to my next thing is we have several members of our junior council with us tonight there on the back row. and uh we are thankful to have you here tonight. I believe there are three members that this may be their last meeting. They start as uh freshman. So we we started with I think three freshman, three sophomores, three juniors, three seniors, and they kind of rotate through. And uh so we've got three seniors with us tonight that are graduating. This will be their last meeting. Thank you so much for doing this and thank you for being involved. and they spoke quite a bit about uh the police department about different things that they got to learn there that that uh I would guess without being on the junior council they would not have learned. They were very thankful and and uh so we're thankful for all you guys. That's it.
All right. Thank you. Well, um, as Councilman Uglam said, we have our youth council members here, and this is a program we started, um, several years ago thanks to Councilman Uglam. We were at a, um, Cities United meeting in Atlanta and he saw a friend of his that was in Kowanas and he asked him why he was there and he told him about the youth council. So we started looking that up with um GMA and um I had talked to Dr. Alberta and we were on board with it and then COVID hit and then we were very fortunate that Mr. Brooks came along and uh he knew a lot of the students in the schools. So he really got our program started and this is our fourth year, right? Third
in 2021. Yeah. So it's our fifth year.
Fifth year. Yeah. So, let's have our seniors stand up and let's recognize them again. Okay. YAY. They they've really accomplished a lot. Um we they've actually started a teen court u which their judge the peers that get in trouble they get to actually u they have to come before the the teen court. So, um, but anyway, thank y'all. We got one going to Auburn, we got one going to Georgetown, we had one going to the University of Georgia, and we had one going to North Georgia College. So, they've done well. Congratulations, y'all. Um, the next comment I want to make um is about something that was brought to me. Um, and I hate to say this, but it was back in the late fall by a dear friend of mine, Mr. Alan Gatston. Um, he had seen in Duth, uh, the flags that they put out in honor of our military. And so, the other day I was finally getting around to looking at some things. And the city of Duth does an outstanding job. I mean, they have tons of flags and even in Breamman, if you go up 27, you'll see uh the flags there. So, I spoke with David and I I sent it out to the council um just to see. So Allan has um volunteered to start this committee up and what he'll do is uh as we get some of the u veterans organizations involved hopefully um you'll be able to purchase a flag in memory or in honor of your military family or friend and then we
will place them uh in the rideway. And the good thing about that is Allan serves is it the Georgia Hard? Well, I know you're in National Guard, but the the committee, the highway committee you're on?
Yeah, roadside enhancement. So, he works with DOT a lot on that. So, he'll have all the contacts to find out what we need to do. But we'll there'll be more coming on that. But, I'm really excited about that. I think it's a great great time to start it. That's being our 250th anniversary of our country. And I I think we'll have a lot of excitement and we'll have all the rules and regs and he's he's working on that trying to get from um we're going to kind of use the pattern I think from the city of Duth. U but yes Allan also served in the military. He was in the National Guard. So that will be coming soon. And again Mayfest was a great success and we we appreciate all the city employees that work so diligently. Um, of course the marketing department puts it all together. And then we have the police, the firemen, uh, the city streets people. I mean, it takes a village, but um, again, I think it was very successful this year. So, at this time, I'll turn it over Mr. Brooks for his comments.
Thank you, Madame Mayor. Um, first off, I'd say congratulations, Chief Richards, again, on being selected as citizen of the year for Carol Carroll County Chamber of Commerce. That's a a big deal and welld deserved. There's been a lot of great business leaders, community leaders, and Dr. Parish, I think, won it last year, and and he's responsible for about half the population of Carolton, I think. Yeah. Um, but those are the types of people that win those awards, and and the chief is right up there with them, and we're proud that he's on our team. Very welld deserved. In a few minutes, we're going to do a u professional mis municipal clerk proclamation. This is municipal clerk's week. So, I'm going to use this opportunity to brag on our municipal clerk, Miss Haley Beaver.
Um, she's right over here.
Um, she does she doesn't do just clerk work. She does the work of a municipal clerk. She handles all our records. She handles all our minutes. She makes sure between her and and our attorney, we do not get out of line at meetings and we we, you know, follow the letter and the intent of the law even when we're trying not to. they don't they don't allow that to happen. She also is our grant writer. She's responsible for millions and millions of dollars of grants um that we and we have been the beneficiary of over the past five years since she's been in that role. She's the basically a planner, not basically a planner, she is a planner. Um she works in the community development department with uh Miss Connorly and she's involved in every development we have, every street enhancement beautifification project. Um and just anything anybody needs. Well, I don't know. Ask Haley. Where do you find this? I don't know. Let's ask Haley. Um so the work that she does is unbelievable. and um just we're very appreciative to have her and uh on our team and um so doing a proclamation for municipal clerk's weeks means just a little bit more in Carolton because our clerk does just a little bit more so a whole lot more. So we're proud of her and we got a concert this uh Friday night at the AMP uh homegrown I think is going to be there. So you know we don't slow down once summertime hits we don't slow down. We're going from Mayfest to summer concerts and uh everything in between. I mean, we'll have night markets coming up June, July, and August, and just a lot of stuff going on and a lot of things for everybody to get involved with. So, y'all pick out your events and and have a good time.

This is the 57th annual professional municipal clerk's week May 3rd through 9th. Whereas the office of professional municipal clerk, a timehonored and vital part of local government, exists throughout the world. And whereas the office of professional municipal clerk is the oldest among public servants. And whereas the office of professional municipal clerk provides the professional link between citizens, the local governing body and agencies of government at other levels. And whereas professional municipal clerks have pledged to be ever mindful of their neutrality, impartiality, and rendering equal service to all. Whereas the professional municipal clerk serves as the information center on functions of local government and community. Whereas professional municipal clerks continue to strive to improve the administration and affairs of the office of the professional municipal clerks through participation in education programs, seminars, workshops and the annual meeting at their state uh provincial, county and international professional organizations. Whereas the it's most appropriate that we recognize the accomplishment of the office of professional municipal clerk. Now therefore, I, Betty Kase, mayor of the city of Carolton, Georgia, do here hereby recognize the week of May 3rd through 9th, 2026 as professional municipal clerk's week, and further extend the appreciation to
our professional municipal clerk, Haley Beaver, and all the professional municipal clerks for the vital service they perform and their exemplary dedication to the communities they represent. Before we get the request, there's something I need to read to everybody. Uh we will hear a resoning request. And since many of you may have not previously attended a public hearing on a zoning request, I want to quickly review our procedure. No person in attendance shall speak unless formally recognized. Upon rising to speak, each person recognized shall state their name and home address. Speakers must not employ tactics of intimidation, profanity, or threats of violence in their comments. All comments shall be directed to the mayor and council, not to the petitioner or those in opposition. In accordance with the Georgia law, each side, not each individual, is allowed 10 minutes of public input. This means that all those speaking in favor of the request have a total of 10 minutes and all those speaking in opposition to the request have a total of 10 minutes. Time devoted to questions and answers that the elected officials may ask should not be counted against the time limitations. Since we do have time limitations, please try to avoid restating what another may have already stated. The applicant shall be allowed to speak first in order to present the application. Others may then speak, indicating first their support for or
opposition of the application. The applicant will be allowed time for rebuttal. Rebuttal must be limited to points or issue raised by the opponents in the application at the hearing. Okay, Miss Connorly.
Thank you. Uh the only uh zoning item that you have on your agenda this evening is an amendment to um a a zoning condition that was placed on a property uh in 2014. Uh the particular request is basically an amendment from the request is from C2 with conditions to C2 with revised conditions. Um the owner and applicant Scott Kaiser is requesting an amendment to a condition of zoning. It's on a 6.8 acre tract at 400 Cottage Hill Road. Um the tract was previously zoned C2 to allow for uh professional offices including that of a construction company. Um, at the time there was a condition placed uh that the pro um on the property that stated any type of food service establishment is strictly prohibited from being sub um located on the subject site. At this time, the owner would like to amend this condition uh because they have a tenant that is intending to put in a coffee shop and a package meal business on the site. Uh no commercial kitchen or alcohol sales are proposed with this request. Uh the planning commission reviewed this uh during their April planning commission meeting and they did make a unanimous recommendation to remove this condition in its entirety um and not replace it with another condition. There is uh another condition relating to alcohol sales that will remain on the property.
Okay. And I believe the applicant's here. Okay. Mr. Kaiser, would you like to speak? It's already Okay. Will you state your name and your address? 212 Crook Road, Carolton. Um I think Miss Connelly said it all. It's already C2 uh in the beginning in 2014 when we bought it. Uh the intention was to just put our office there. I own a construction company for 30 years. And uh now it's now I've sold it and we don't no longer do that. We want to have a coffee shop there. U and they'll have Okay. All right. Thank you. Thank you.

Any opposed? Same sign. Hearing none. Motion carries. The next item on our agenda is the uh our 2062 27 uh budget public hearing. So, Mr. Kevin Bush will present this to us.
All right. Good evening, Mayor and Council. I know y'all are tired of hearing and seeing budgets after the past month we've been through. So, uh I appreciate it. As y'all stated, the budget retreat was wonderful and appreciate y'all's time and energy there. Um, tonight as part of the public hearing, we will highlight a few of the key elements of the proposed budget for next year. But I really want to start on behalf of the finance department just say thank you. Um, there's a lot of people that do a lot of work to put this budget together, Mr. Brooks as a start who gives the directive to the department heads to stay within their budgets and they do a great job of that, but we're fiscally stable because of all their efforts. Uh, I know it's municipal clerk's week, but Miss Beaver does an amazing job putting all of this together. Um, there are software programs that are tens of thousands of dollars to assemble a budget and, um, Haley puts all this together with us and makes it look professional, everything she does. So, thank you, Haley. Also, I have Hie Jacobs from our staff, one of our staff accounts here, who helped put all the numbers in from the department heads. And there's a lot of work. This a lot of numbers. Y'all saw them. Uh, and putting all that together and getting everything balanced. So, it takes a village to put all this together. and I just appreciate all the effort that's gone into it. So, let's get into it. So, the total proposed budget for our three primary operating funds, general, water, and sanitation for the FY27 is 72,168,719. This represents a 5.3% increase over the FY26 original budget. Uh that's broken down the general fund budget 39,863,464 water fund 24,049124 and sanitation is 8,256131. And we have some um charts that we'll go to. The first one is going to be our general fund revenue summary. Okay, so this is our general fund revenues for the next year. Um as I said, it's 39 million863464. What you can really see from this slide is that we continue to benefit from a diverse revenue mix of what comprises our revenue. So we're not reliant just
on property tax or just on sales tax or just for charge of services. All these things helps us to be uh fiscally responsible because if in a downturn one of the others can make it up. Um so we're going to start kind of at the top right of the um chart. Our Avalor tax is $7.4 million. It's 19% of our budget. Um this includes not only our property tax but also our avalorum on vehicles and this is not slated with a millage rate change. That mill rate will be decided in August after we get the digest complete and we make those decisions at that time. Um sales tax is also $7.4 million. That's up 5.7% from last year's budget. Our economy is doing really well here. We got a lot of new businesses, a lot of new things coming on that brings in sales tax revenue and that helps us be able to keep our millage rates low and keep um keep things we we brag about this all the time, but I don't know if many people know it. We've not raised the millage rate since 1993 here in the city of Carolton. And I don't think there's many communities that can say that. And that's because we have a thriving retail group. The growth that y'all bring brings money that helps us to keep that balance. So, thank you for that. Uh utility franchise fees is 8% of our budget, $3.4 million. Um this is a a um a small increase from last year uh based on current year results. Intergovernmental revenue is one of the largest sections we have. As as I said, we have a lot of grants that we're able to get. Um but this $1.6 million is 29% of our budget. Includes grants, our agreements with the county with our fire service agreements and also recreation agreements and also includes our transfers from the water and sanitation departments. Fines of forfeures. We budget every year at $1 million. That's 2% of our budget. Um insurance premium tax is 2,950. That's um 7% of our budget. We're projecting a 3% increase from our current year results. Um that's actually been a pretty steady trend. So we really think that we'll be able to achieve that for next year. Occupational tax is $2 million based on our stable local businesses. Um miscellaneous. This
consists of our interest revenue, our facility rentals for the depot, um and other recreational facilities. and it's 2% of our budget, 862,000. Other tax revenues are the beer and wine tax, energy excise tax that we collect from the county, and also in intangible tax, which we collect from the superior court clerk. Um, those are budget 3% of our revenue. Licenses and permits, $612,000, which is 2% of our revenue. That's consistent with our current year collections. And then finally, uh, charges for services is 1,516900. This is the user charges when people go to recreation programs, cultural arts fees, all those kinds of things. So it's basically the charges that we um charge for that. So that total comes to the 39,863 464 and this budget is balanced without any use of fund balance. So we're not using previous year reserves to balance this budget. Okay, we'll go to the next slide. This is our expenditures. So the total expenditures, as we said, were balanced. So it's the same $39.8 million. Uh the police makes up the 33% of our budget. Obviously, public safety is one of our core functions here between our police and fire. Police is $13.1 million. That's 33% of our budget. Our fire department is 8,380,35. That's 21% of our budget. Uh recreation culture is also $8.3 million, 21% of our budget. Streets and engineering is $1.8 million, 5% of our budget. General administration includes both um the city council, the staff, uh the city manager, finance, HR, all those general functions, engineering, community development. Well, not community development, they're in a separate section, but um that is $6.5 million. It's 16% of our budget. And then community development not only includes uh the community development department, but also um services that we provide to the regional library and other things to help enhance our community. And that is $1.5 million and 4% of our budget. Uh the key cost drivers as you already know from our budget retreat for the general
fund this year and all our funds is a 3% cost of living adjustment, 10% increase in health insurance premiums from our previous year um actuals and also our property and liability insurance based on our current market rates that we have. So those were kind of the drivers big drivers that drove some of our uh changes in the current year. Um from a capital perspective, we're limiting our capital spending in general fund to primarily just be doing those from SPLOS expenditures. We have a few police vehicles and a few things that we're doing out of general fund, but primarily anything of capital nature we're going to do in that capital project funds. Okay. And then next we'll move to the water fund. The water fund budget is 24,49,124. This is a 3.2% increase over last year. Um, as you can see from our revenue mix, 13.4 million is from water sales. Uh, 8 that's 56% of this budget. Sewer is $8.3 million, which is 35%. And then tap fees we budget at a million dollars which is 4%. And we also have some miscellaneous and other fees for our interest revenue and rent revenue we have on water tower leases. Um from the expenditure side we have our uh various departments within um the water department. This includes our general operations, the treatment plant, uh systems upkeep. It also includes our um metering and utility billing departments. Um they have all the same highlights as the other with our cost of living insurance and also this budget includes $3.5 million in infrastructure and equipment upgrades through the department. Uh a million in chemical costs, $200,000 in tank maintenance and our debt service of $1.3 million is for our revenue bonds which are expected to retire here in just a two or three years and also our Jeep alone for the settlement pond. Uh the intergovernmental cost includes our indirect cost from the water to the general fund to help reimburse for salaries and also costs for shared services and also fund transfers. And once again, this budget is also balanced with no fund balance. And last of the
three major funds is our sanitation budget. It's $8.2 million. That's a 6.7% increase from the previous year. Once again, those are all the same items as as the previous funds. Also $2.2 $2 million in landfill cost um that we incur annually and also the intergovernmental cost of indirect costs and salaries that we reimburse to the general fund. This fund is also balanced with no use of fund balance. And our budget not only includes those three big funds, there's a whole bunch of small minor funds that we have. Our hotel motel tax fund is one of the largest of those. We're budgeting $1.2 million of revenue next year. It's a really great fund because that's what provides us our downtown events um and many of the things we're able to do downtown. That's actually paid for from a 8% sale eight not sales tax 8% hotel motel tax when people come into the community and stay in our hotels. We receive that money and that money is restricted for just tourism and marketing downtown events. And we also have contracts with the visitors bureau here in town and the chamber of commerce where they receive a portion of their funds and they use those funds as well to promote Carolton. So it's kind of like a revolving cycle. We get the tourism money, we use it to promote which grows more tourism money. So, it's a great thing that we have here and what really makes us a vibrant community. Um, and then we have our other special revenue funds, our tax allocation district, police technology, opioid settlement funds, hazard hazardous materials unit, drug task force, drug seizure funds, and our neighborhood stabilization fund and those are all captured in the full uh document. So, that concludes the proposed FY27 budget. Just as a reminder, this meeting is the required public hearing on that budget. No vote is going to be taken tonight on the budget. The final vote is scheduled for the next council meeting on June the 1st, which is when we will make a vote and have a final budget to you. And that is all I have. And Mr. Brooks and I are available to answer any questions that you or anybody else has. Thank you.

Kevin, I I think your department along with the department heads have done a wonderful job getting this budget together and I appreciate all the hard work. Thank you.
All right, hearing none. And I just want to reiterate what Councilman Lib Better just said because if we hadn't had the um cost increase in our insurance, our budget this year, the increase I think it would have been 1.76% if I'm not May maybe six. Yeah.
Yeah. Just a little over 1%. Less 2% would have been a total increase with a 3% cost of living. Um but if the health insurance hadn't went up so much, we might would have give a bigger cola. That's true. That's true. But I do want to commend our departments, our department heads. I mean, these people do a fantastic job and they're very conservative in in spending money. They only spend money for things they need. And we appreciate that. And I know the citizens appreciate that because it helps us uh to be able to maintain where we are. And I they say that Mr. Brooks R rules with an iron iron hammer that he puts it down and tells them they can't spend any more money. No, I'm just teasing. But he does do a great job in um helping the department heads to stay within their budget and if there's something that um can be taken out maybe for this year and put in capital improvements or something. And that's another thing that we've been able to do is establish a cap capital improvement fund. And our TAB dis uh TAD district has been so successful. And there again, I'll contribute that to Mr. Brooks for bringing that to us and that has worked really well. It's helped our u businesses and it's helped our city. So u we really do appreciate it and everybody does such a great job and and we really do appreciate it. Okay. So, moving on to the next item. I will now close the comment and we'll close the public hearing for the budget. Uh, board appointment for historic preservation commission. Mr. Brooks.
Thank you, Madam Mayor. Miss Connelly um has uh given you guys a memo. There's two members on the historic preservation commission whose terms will be expiring. Miss Julie McCrae and Mr. Lacy Robinson. Miss McCrae has uh expressed interest in continuing. Um, right now we do not have a replacement for Lacy Robinson. We would uh accept recommendations from this body. If you have anybody in mind, um, you can get them to, uh, Miss Connorly. She'll send out an email reminder as well, and we will vote on that at the next meeting. But tonight, we would ask that you would vote on reappointing Miss Julie McCrae to the Historic Preservation Commission. She's been a good and uh, dedicated member of the commission, you know, present and and uh, takes it seriously, and she would be uh, she does a great job. So, we're recommending that you vote tonight to reappoint Miss McCrae.
