Good evening, everyone. Welcome to the City of Jonesboro Metropolitan Area Planning Commission meeting for Tuesday, 03/10/2026. You're here. I'm gonna open up for the roll call. Press your button, please.
Check You ready? Try
Yeah, I'll do it. Zofar? Yes. Little? Here. Cooper? Here. Porter? Here. Bailey. Here. Nelson. Here. Stiling. Ford. Roberts. Here. So we have a quorum.
Okay. So the first item we have to look at is the minutes from the previous meeting. Are there any changes to be made? I'll entertain a motion for approval.
Move for my commotion to approve as submitted.
I'll second. All those in favor say aye. Aye. Anyone opposed? Okay, minutes are approved from the previous meeting. Moving on tonight, we have the first item. This is RZ26Dash04. The applicant, Christie Lands, is requesting for a rezoning for the property from C2 to C3 at 2005 East Highland Drive. Have the proponent for this item?
John Healy with Associated Engineering on behalf of East Arkansas Planning. The current side we have, what was the old Malcolm movie theater side and parking lot is currently on C2 and we're asking for it to be changed to C3 to fit in with the adjacent property and the overall neighborhood.
Okay, and then I think you said yesterday this will all be at least temporarily zoned in one plat once we're finished. Yeah. Okay. City planner, you have staff comments on this one?
Yes, sir, we do. We reviewed it and it meets all six of the rezoning criteria. So we would recommend approval with the following requirements. The proposed site shall assess all requirements of the city engineer, all requirements of the current storm water drainage design manual and flood plain regulations regarding any new construction. A final site plan subject to all ordinance requirements shall be submitted, reviewed, and approved by the planning department prior to any redevelopment of the property. Any change of view should be subject to planning department approval in the future.
Okay. And with this being a rezoning request, is there anyone here to give public comments regarding the rezoning or questions? If not, I'm gonna open up for commissioners. Questions and comments of city staff or the proponent? I make a motion to approve. A motion on the floor to approve. Do I hear a second? Second. Second. Do a roll call vote.
Zoffer. Here. Oh yes. Little? Yes. Cooper? Yes. Porter? Yes. Bailey? Yes. Nelson?
Yes. Okay, you have received a favorable recommendation from the Planning Commission you need to get on the City Council agenda before Thursday, 10:00.
Alright. Thank you.
Alright. City planner, you have any other staff comments or questions?
We had a rezoning that went out for, it was published to be meeting today, but we did not get all the notifications out, so we've had to reschedule. So we make those notifications to let everybody know that it's gonna be rescheduled. We need to find out if we're gonna have a quorum for the March 24 meeting since that is the week of spring break, and we know that several members are already gonna be out. So let me know. How many of you are planning on being here on March 24? One, two, three, four. So if
you could just reach out to Ford and styling. Yeah.
So right now, if everybody, all five showed up, we would have a quorum. I'll reach out to the two, and we'll let you know if we actually are able to have the meeting or not. Hopefully, we'll give you a we'll we should know by the end of this week. The other thing is, design week starts for the comprehensive plan and the master street plan from March 30 through April 4, at the OYMCA Building. So please come out and give your input.
There will be all day sessions. If you're on the steering committee, there will be a session just for that. And there will also be obsessions for the public to come in. So it'll be basically a four day event. And we'll be out there hoping to get everybody's comments so we can provide a comprehensive growth plan that reflects the city.
What time does that start?
They're gonna be all day events. We're gonna start in the mornings with some. There'll be meetings, charrettes, and different things. But I'll send out the the just the ones open to everybody. I'll send you the dates and times on those. Okay. Thank you.
Commissioners have anything else to add? Okay. We're adjourned.
Thank you.
