The Midwest City Council approved changes to meeting times and frequency, moving regular council meetings to 3:00 PM once a month starting in June. The council also recognized Arbor Day art contest winners, accepted a significant grant for water resources, and approved a major contract for the Plaza 62 district development around the hospital.

I'm going to call to order the meeting of the city of Midwest City Council. And the first item on the agenda is going to be the invocation. I would ask everybody rise through the invocation and the pledge of allegiance. for the invocation. I've asked a lady, Jackie Miller, to come and lead us in the invocation. While I was on the campaign uh path, Jackie reached out to me and said, "I'm praying for you." And she prayed for me and sent me emails every other day. And after the campaign, Brian mentioned to me that he was knocking on doors and Jackie prayed for Brian. So, Jackie, I I can't tell you how much I appreciate your prayers. and uh they were definitely felt. So, if you would lead us in the invocation, I'd appreciate it. Thank you.

She makes excellent grades and her favorite subjects include math and history. Uh her hobbies include reading great books, creating art, and listening to good music. Her parents Brandon and Mary um I mispronounced it the first time. I believe it's uh Lineer are very proud of their daughter. Payton, please uh uh please lead us in the pledge of allegiance. Will y'all please uh join me in the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. The f I'll make the first one and then I'm going to pass it over to you. Um, first off, since this is the very first council meeting that I'm presiding over, uh, I wanted to, uh, say a couple of things. Um, if you saw my letter to the editor recently, I think that you understand that ethics and integrity in politics is is first and foremost on my mind. And I want to make sure that we as a governing body um always keep that in mind. Uh Bnee Brown said, "Integrity is choosing courage over comfort." And we always need to do that that's right rather than that that's comfortable. Um even if it means we're the dissenting voice. And I want to commit to my fellow council members, everybody has a voice here. Everybody will be able to have a voice. We may not always agree, but we will be respectful and civil and uh we'll have differing differing votes and I look forward to that. Debate is fantastic and debate is first amendment and we need to do that. And then Brian posted this on the Brian bandwagon tonight. He didn't even know about this, but Brian posted when he was campaigning a scripture that I want to read because I think it's apppropo. It's from Proverbs 31:8-9 and it says, "Speak up for those who cannot speak for themselves, defend the rights of the poor and the needy." It is really easy for us to sign checks and to approve contracts to get the regular business done, but we also have an obligation to take care of those in our community that are most in need. And I want to try and balance our physical responsibility with our social responsibility.

And uh so I'm going to get off my little soap box and I'm not going to do this every time. So you guys don't have to listen to me preach. That being said, my one announcement is I want to remind everybody that we lost a great uh uh favorite son of Midwest City, Jim Howell, who was a senator and his funeral is uh Thursday at 11:00 at First Baptist Church. U the city uh will be lowering flags to half staff. I would ask the city manager reach out to the chamber to Rose State College and the school district to remind them to lower the flags on April 30th in recognition of uh Jim H. So Mr. City Manager.

Thank you, Mayor. We have uh quite a few announcements and a little bit of recognition tonight. So, I think we I'd like to start with um our Arbor Day um from our art contest winners. If the president Aruma would come up and present with Paul Streets and who's Paul is or president Aruma is the president of um the tree board. So, they have an announcement on all the winners from the contest. Thank you, Mr. Mayor. I appreciate it very much.

Yeah, appreciate it very much. Thank you everyone and this is a very important moment. Um we had the Arbor Day contest and then uh we do tree board does a lot of things and I want to thank uh Midwest city staff and uh Miss Carrie and Mr. Paul and all the members for wonderful things they do for the city. This is our city. We need to make sure we keep it beautiful, right? That's what we do and we try to do everything we can to make that happen. So having said that we had a art contest and then we do this every year and we want to recognize the winners and this year he got so many arts. The beautiful thing is he's getting better and better every year. So that's a good thing and we want more participation and we thank for teachers principles who allow these students to do these kind of things and this is our future. So we got to make sure we take care of them really good. Right. And also before I announce the winners, I wanted to thank u Madly Mechanical LLC uh the CEO Jake Madly. He was very kind enough to give us a donation for a t-shirt project and he gave us $4,000 and very kind of him and his business is here in Med City as well. So helping each other, right? Helping our fellow citizens. So thanks, many thanks to him for doing that and uh we appreciate it very much. Without further ado, we'll go to the art contest winner. Okay, this year the first winner is Miss Chloe Logant.

I think it's important for people to realize first of all that um these artists that bring these pieces of artwork put a lot of heart and soul a lot of effort in these projects. We couldn't have the art contest without obviously the benefactor but without those that are willing to do the art. I want to point out that we were allow they were allowed to either bring paintings to bring multimedia. We had gave them we gave them several options. Actually Khloe put together if you haven't seen it yet. It's up front here. I don't know how much longer she'll be I don't know whether she'll stick around but if you don't mind Khloe you stand by it. But this particular piece of artwork obviously was amazing. Everybody that got a chance to see it was just shocked at uh at how this turned out. We're pretty excited to see it. So, if you haven't had a chance, obviously, um, take a closer look because it's not just one or two things. It's a lot of a lot of effort. There's a lot of heart and soul in that. Every bead and bobble that's on that, um, she put there with intention and we're grateful for the effort that you made to celebrate not only the treeboard, Arbor Day, but Earth Day, uh, because they actually brought it to the Earth Day festival this last weekend. So, thank you very much. Another round of applause for Chloe, our first. I think we'd be remiss if we didn't also mention I see somebody has graced our presence in the back. If you don't mind, Marcus Hayes, stand up. He's one of the folks that's actually on our art. We have an art council here for the city, Midwest City. And Marcus along with a few others including including I think Susie Burn and a few others were here to help judge those contests. Yeah. Thank you very much. So, we had at that Earth Day festival, in case you didn't get Who here, by the way, was at the Earth Day Festival this last weekend. I I see a bunch of folks in the back. Look at that. And I know even our illustrious city manager who bought a couple of treeboard shirts. Um they're doing a fundraiser. So, last work, last year's artwork that won actually got put on a shirt that you can buy for 20 bucks. It's a fantastic way to support the tree board and those efforts in Oklahoma in Midwest City. And guess whose artwork is going to be on it next year? That's right. Khloe's artwork will be on the t-shirts we'll do next year. Pretty exciting. Um, and so we had almost 500 people, right, come to the Earth celebration. And those folks that did come got a chance to vote on those on those pieces of artwork to decide who's won people's choice. Obviously, we're grateful for everybody, but Chloe, you got recognized not only for first place, but people's choice. That's quite an accomplishment. We're grateful for that. This is my co-orker and engineer uh Jzwine Thomas and our uh accountant Brendan Bradford. We're all from the Oklahoma Water Resources Board and we're here today to present a ceremonial check um for a project that they've been working on for several times for emerging contaminants from my understanding. So, it is our honor and our privilege to present this ceremonial check in the amount of $4,262,620 with special thanks to Senator Brenda Stanley and Representative Robert Manger for the Midwest City Municipal Authority. So, I do my best. Y also if I may like to give special recognition to Garvern as they are the consulting engineers for this actual project. Okay, let's get into some of the city announcements really quick. Um, public works department, they've already taken over the meeting, but we'll give them a little bit more time here. So, uh, some exciting, these are Paul Street's words, exciting slate of activity scheduled in May. Starts on May 2nd. Will Public Works will hold its annual tire, metal, appliances, and e-waste collection event at Household Hazardous Waste Facility at the Charles Johnson Building, 8726 Southeast 15th from 8:00 a.m. to noon. There's no registration required. Just bring your utility bill to prove you're from Midwest City and your ID, and you may drop off tires, metal appliances, and e-waste. On May 8th and 9th, we'll host a rain barrel pickup. If you would like to order a rain barrel to pick up on May 8th and 9th, visit the city website for more details on how to purchase one. And then finally on May 30th, public works will be offering a tour of the water resources recovery facility, the WARF, from 1:00 p.m. to 2 p.m. If you've ever wanted to see how um graywater is treated in Midwest City, it's a an amazing plant and an amazing group of

All city offices will be closed. Trash and recycling that is normally serviced on May 25th will be picked up on the following Wednesday, May 27th. The compost facility will be closed on Saturday, May 23rd during Memorial Day weekend. And if there's any questions, you can always contact the public works um administration at 7391066. Next is the 2026 citywide garage sale scheduled for June 4th through the 7th, rain or shine. So residents can um complete a the form on citywise garage sale garage sale at the Midwest city.org website. There's no fee, but please sign up so they can be permitted. Um, Covered in Color is coming up very soon. This year, we'll have fun for kids and adults alike with live music, vendors, food trucks, and activities throughout the WP Bill Atinson Park at Soonertown Center at 29th and Air Depot. It'll be Mother's Day weekend, so bring mom out and spoil her for the day from 11:00 a.m. to 3:00 p.m. May 9th. And the 2026 swim season is coming up very quickly at Reno's swimming slide. Um and our mayor um who was actually on the planning board and and had to resign in order to take his new position reached out and acknowledged that there was no representative from W five. And I just wanted to thank him for being a team player and being inclusive um and asking for my input as well. and um we were able to discuss it and also vice um mayor Pat Burns also for your encouragement on this as well. Uh with that said, thank you mayor for your leadership and also I want to thank Mr. Marcus Hayes who is genuinely one of the best community community leaders we have in Ward 5. Those who know Marcus know that at some point throughout time he has served on almost every board and body that we have here. So he's fully experienced. Uh, but I did want to also share briefly his uh bio that was submitted. Uh, Marcus Hayes was born in Houston, Texas. Uh, he attended the Oklahoma Christian University earning a bachelor's degree in English and communications. He's a former law school student turned serial entrepreneur. He has developed business interest across property services, e-commerce, and the Texas home rental market as well as pub in publishing. His professional experience includes serving as the assistant communication director for the Oklahoma State Labor Department. Uh Marcus is married with children and has an incredible son, uh Liam, and remains active in his community. His involvement includes being a wrestling coach for the Rolling Meadows Wrestling Club, a member of his neighborhood association, a member of the Midwest City Arts Council, uh the founder of the Midwest City Community Theater page. I also know that he's the uh chair of the Midwest City Junth committee um as well as a member

Um but uh even though I've only known Alicia for a short period of time, one of the biggest things that stood out to me uh as we've kind of uh gotten to know each other and build a friendship is that she knows everyone in her neighborhood. She knows everyone on our streets and maybe uh coming from more of a, you know, closed lifestyle. I'm I'm surprised and excited about that. But I just really uh I just want to recognize uh the amount of empathy that she has and also consideration for the community. So I couldn't really think of a better person to uh to uh suggest for the appointment of the arts council. I'm I'm excited to just recognize her and be part of this team. Thanks.

We're going to ask to pull this one. Um ODOT found an error in the total amount of the change order. It's a small amount, less than $100, but you guys will see this again in May with the correct dollar amount on it. We just found out on Friday, so um we couldn't get it addressed and so we'll see it in May.

D1. Discussion. Consideration possible action approving a city ordinance amending chapter 2. um administration article 2 city council sections 2 through 11 time of regular meetings um of council and 2-12 place of council meetings and providing for repealer and severability Mr. Gosh. Let's see. How could I top my last one? Uh the these changes do basically three things. The biggest thing it does is it's going to move our city council meetings uh from 6:00 at night starting to 3:00 in the afternoon for all regular meetings. The second thing it does, it moves all months to only having one meeting a month. There may be times when we need two meet two meetings in a month like we're going to be doing this week. That second meeting will always be a special meeting perfectly allowed under the uh open meetings act. We just have a little bit of different type of notices we have to do and how and how quickly we have to do it but we can easily do those as special meetings and keep flexibility uh for the city and city council. Finally, if you may recall, there was a time when we uh renovated this place and we couldn't have meetings in here. The changes that are in here now specifically state that if that is to occur, then this body will adopt a resolution stating so, stating the reasons why, and stating where we're going to go. So, it just makes it in black and white that uh the city council has the power if this room for some reason is not available to have a regularly scheduled meeting someplace else. And with that, I'll be happy to take any questions. Um, this this arose at uh partially my doing and partially at a request from staff and having been a staff member, I totally loved the idea. But I did check with Sarah to make sure that there wouldn't be any child care issues. Sarah's assured me that there would not be and I checked with

everybody else and everybody was okay with the time change. It does cause some logistics. Um Mark had uh mentioned some uh ideas about staff not being available to the public during that time. It does allow us to have more staff available during the council meetings. Um as well as the concern of the public being able to attend. A lot of other cities uh start their meetings even earlier. Oklahoma cities attend in the morning. Um but this will also save us some money. We won't be paying out comp time. uh and having uh staff members stay late uh which does add up uh and frankly staff members overwhelmingly wanted this and uh I'm willing to listen to that. So, but it is a it is a body that votes on this. I myself personally would have liked to have seen the last Thursday in April always being designated as the budget meeting because we have to have a separate meeting just for the budget because I like the rigidity in schedules. But uh keeping it off allows staff greater flexibility in when that is scheduled which I'm fine with. So those are my comments my two cents. Will we still plan on we have a ritual here where we kind of try to connect an hour before the council meeting? Um I know sometimes it provides a great opportunity for us to ask a staff member a question prior to the formal meeting. Will that still happen or

thank you. Uh this is a an application for a minor plat. Uh the application before you uh proposes to subdivide a single lot uh that currently is 5.79 acres uh in size into two lots. uh both lots uh after our review would meet our uh applicable zoning and subdivision regulation requirements. Um we complied with state and local notification requirements. Uh we did have a pair of property owners call uh to inquire about the nature of the application. Uh and before at the public hearing before the planning commission uh there was one neighbor present who inquired about the nature of the application. Ultimately the planning commission unanimously recommended approval of this item. The way I read this, it's two houses, correct?

Yes. It would it would split one lot into two lots. There's there's one house on on site currently. It would give, you know, either the owner or a future buyer the ability to build a house on the second lot. We're not going down the lot split road then. No, this would be done by plat. Okay. Yes. Because I we need this that as long as that's not going to happen. Yes. that basically the the changes that were made uh several years ago to the subdivision regulations uh lots split is not an option. Uh all all creation of new lots has to be done by plat. And so they would have to have a separate drive to the second house. Correct. Yes.

Totally separate. No drainage concerns. Obviously at this time we won't know until they're they're large I mean they'll they'll both be large lots. Um they both sort of naturally slope toward the the creek that runs through the property. Um with single family residential zoning, I don't anticipate there being any uh significant drainage issues, which the slope is back towards where the second house would be, right? Um so they'll I guess the the lots will kind of stack north and south, so they'll both kind of drain toward the toward the west for the most part, although they both have little little parts that are on the on the west side of the creek.

First of all, I want to thank Carrie Evenson and the effort she made with Craig Davis to get the request made for the grant money to ACOG. This is an opportunity for us to continue to wean ourselves off of traditional fossil fuels and work toward cleaner options like CNG. Um it also is something that's helped provide time some time savings for our sanitation services in the city. Most people don't have any idea about that. We embarked in this journey about 10 years ago, a little more than 10 years ago actually when Tim Lion was the assistant city manager um and I actually was managing sanitation. We worked uh with a partner early early on in this process which is Robert Campbell CG Solutions who is actually in the audience um and can answer questions we need to. It's been a very fruitful relationship. It's allowed us to do some things we wouldn't have been able to do without uh having ma migrated our trash trucks over to compressed natural gas. Um ACOG has been very very supportive for this effort for many years, not only in this particular grant but many grants before allowing us to change those trucks from diesel to CNG. Um, so obviously what we have before you tonight is an opportunity to enter into a contract, give Tim permission to enter into that contract, uh, with CNG Solutions, uh, for us to expand that operation and to actually put a larger compressor in. Some of the things we've learned along the way is that the smaller compressors didn't do as good a job with the overnight fill that we're getting on a slow fill on our trucks. This larger compressor and the expansion of that pad will give us much better, in my opinion, much better efficiencies and reliability. moving forward. So, we're pretty excited to have this opportunity to spend the money to get CG Solutions back on site to do some additional work for us. If you have any questions, I'd be more than happy to answer them. And if I can't answer them, if it's about the grant itself,

Um the reason why I wanted to speak to you guys today was uh I actually I wanted to complain about a ticket that I had at first, but then I kind of thought about the bigger cause and then I thought, well, that's probably a better opportunity to talk about something important. And uh so a couple years ago I started studying theology and um I kind of got into a spot where I was trying to figure out like how this whole Jesus thing worked and why Jesus would die on a cross. you know, in America there's a lot of Christians and um and and then I started looking at like the hardship of life and um I started looking at how like um evil exists in the world and um the examples of people like um there's this weird story in New York, you guys probably heard of it. uh this woman was murdered or whatever, but there's all these people that stood around and looked and they had all these witnesses, but nobody actually was able to report because nobody said something at the at the appropriate time. Um, and it's funny because I think that the appropriate time is maybe currently, right, at when at when the moment arises when the ability to to stand up for somebody to to say the the right thing is, you know, is is that moment. And so I'm looking at the situation of how this ticket occurred in this town um and the situation that led up to the ticket. Um being homeless and nomadic and having a a business owner Crunch Fitness of like glad the the police are showing up and and hoping they take me away to jail and I hopefully hoping I lose my car. I I got her on body cam hoping that that happened to me. I'm homeless. I I'm not trying to bother you. I barely I didn't even know the lady's name. I had to learn her name after the fact. I'm thinking, "Okay, so she knows I'm homeless." Because in the video she

The cops on July 29th decided to show up while I was trying to get my vehicle towed to a repair shop. I went to that repair shop. The repair man got mad at me, wanted to kick me off the property, said I was trespassing. So, I go to my vehicle. I sit in there. I wait for a cop car, not a cop car, but a tow truck to appear. The tow truck appears. He charges me more than I I I have to give. I've planned on giving. It was supposed to be $95. He charged me $135. I said, "I can't pay that." But he takes off. Cops show up, arrest me. They never confirmed if I wanted to leave the property.

Um it is a project like any of the other projects did come in over budget by several million dollars. We were val we value engineered this project back things that you know trees that are 2 in in diameter versus 5 in. We changed um some bases and see Willoughbrook did a really good job of value engineering where we thought that um we could still have very nice things but not like the gathering place in Tulsa. And so this is still a very beautiful project with a beautiful um PL new playground that will be artificial turf that is included in this amount with a new um playground piece of equipment, a um a stage that was requested by SSM who will program this

Yes, thank you. My name is Chris Gray with Will Construction. Uh this is Eric Williams, also with our estimating group. Uh first thing is going to start off is we're going to work with the underground utilities. A lot of utilities in the ground just need to be replaced. So we're going to be replacing new water lines, sanitary sewer, storm sewer. So, we'll work with closely with the city staff to coordinate uh traffic detours and signage so people know how do we get to the hospital, what's happening, and make sure that traffic movements are are safe. But there'll be quite a bit of time that we'll be spending on just the utility infrastructure, then doing some storm water management uh improvements at the north end of the property, and then we'll work towards building the the roads and then a trail that goes around the hospital. So, about 18month project. So, so to just broadly categorize, for the first year, maybe year and a half, most of the work is going to be invisible to the human eye, unless you're underground. You're going to dig
