Good evening, we're live and recording in the chambers. Let me know if you can hear us. Welcome.

1:28 – 2:14Speaker 6

This is Lourdes in the chambers. I see that our applicant, Mariana, is via Zoom. I also see... Lili Ferrero, our board member, Angelica Lang, our board member, Surami Cabrera, staff, and staff is also present at the chambers. And at the chambers, we have our third board member, if I'm counting correctly. So we have three. So we have a quorum, city attorney, who is also present. Our chair is not here.

2:14Speaker 8

Yes, three constitutes a quorum. We can maybe give a few minutes for the chair. We did hear that he was going to be attending. Correct. Okay.

2:26Speaker 7

Yeah. He emailed that he was going to make it. Oh, he emailed otherwise.

2:30Speaker 6

He confirmed with staff that he, but.

2:34Speaker 7

Yeah, 10 minutes ago.

2:40Speaker 8

Okay, perfect. Who's our vice chair?

2:45Speaker 6

Our vice chair is Angelica Lang.

2:51 – 3:03Speaker 5

I am. I don't have all my notes in front of me, though, so I'm going to ask for some assistance. So I believe we start by calling the meeting to order and having, well, a Pledge of Allegiance.

3:04Speaker 8

A call to order and then a Pledge of Allegiance. That's correct.

3:08 – 3:19Speaker 5

Okay, so let's start the meeting and then we'll have our Pledge of Allegiance. Do we want to make sure the people that are just here with name are, we see their visual?

3:21Speaker 8

Yes, that'll be required for any testimony being offered.

3:24 – 4:07Speaker 5

Okay, because then we'll have to swear I'm in afterwards. Okay, perfect. So let's call the meeting to order and start with the Pledge of Allegiance. So if we can all rise. Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. So I believe our next point would be to swear in all the people that are going to be speaking today that aren't members yet or have never been sworn in.

4:11 – 4:49Speaker 8

Well, the swearing-in specifically is for anyone who's going to testify Okay. To anyone, including staff, who's going to testify at today's public hearing is required to be sworn in. If you choose not to be sworn in, your testimony will be given its due weight. We'll ask each person testifying to provide their name and address, to raise their right hand and to swear after me. Well, name and address will come at the presentation. If you plan on testifying, Mariana, I believe you're the applicant. Would you be testifying today?

4:50Speaker 1

If needed, yes, that's fine.

4:52 – 5:35Speaker 8

Okay, Mariana. Okay, your camera's on now. Perfect. If you would, and anyone else from your team going to present today? if necessary i have my architect and gc on the call okay if they hope just for you know an abundance of caution if you turn on your cameras please architect and gc and then raise your right hand do you swear to tell the truth the whole truth and nothing but the truth and your answer is i do yes you do thank you very much chairwoman um The next item on the agenda is the one application we have, HPB 25001. I think Lourdes will take it. We'll make a presentation.

5:36 – 9:04Speaker 6

Thank you. Thank you. The property owner, Christian and Mariana , the location's 5730 Southwest 49th Street, and the request exterior painting, and also the installation of windows and doors. This property is owned RS4. They use obviously single families within the historic preservation overlay district. It is a property that sits mid-block by its lonesome, by its lonesome because I repeat, it's not Cambridge Lawns. This one is on 5730 Southwest 49th Street. Subdivision, Biltmore Heights, resubdivision. So the applicant has requested to paint the exterior of the residence, including replacing the broken windows and doors. Specifically, the code requires a certificate of appropriateness to be completed and approved by the board when exterior renovations are taking place. and such properties. The intent at this time, as is stated on the section three in the application, is to paint the existing two-story residence. The color is, one color is the proposed. It is Sherwin-Williams, for the record, SW7012 by the name of Creamy. It is not white, it just has a tint of color, a creaminess to it. The code states that applicants may choose up to four colors for a building. one or two colors for the body, another trim color, and the fourth one could be an accent color. Again, at this time, there's only one color selected. As accent, we'll have the impact double French doors on the front and the windows. Also, the existing barrel roof tiles are to remain as is. I wish someone could put up, I see our other board member, Julio Guillen, could put up the existing, I'm sure you can all see it in the computer, the existing front facade and then the rendering that was included. So based on the existing conditions, HACCP has determined that the requested certificate of appropriateness be approved for the exterior painting of the building. Basically, you'll see that it will give the existing building a refreshing, clean new look, and also the installation of the new windows and doors with the following conditions. that the building shall be pressure washed at a low PSI prior to painting, and any comments and suggestions from the Historic Preservation Board. Thank you. I'm assuming you all can see the existing conditions and the intent in your computers. All I see are your faces. Do we need to, does staff need to... share that for you all, or are we good?

9:07Speaker 5

I'm good. I saw it in my computer. I just saw it on a different computer. This one's having some technical issues, but I did see it. Did everybody else have an opportunity to take a look?

9:19Speaker 8

Lily, you're muted.

9:22Speaker 6

Lily, you're muted, but Lily picked up a hard copy this afternoon, so she's got it. We cannot hear you, Lily.

9:38Speaker 5

I think Julio is trying to get in.

9:50 – 10:05Speaker 6

Okay, I'm reading on my computer here that my director, she's asking for someone to please illustrate it on Zoom. Basically, the front facade would be great, the existing conditions.

10:05 – 10:18Speaker 8

I think the applicant or the applicant's architect may be able to help with that. If we turn to the presentation, they could share their screen. Is that right, Marcus?

10:20Speaker 3

Yes, the applicant should be able to share their screen and show the program. If they are unable to, let me know.

10:27Speaker 2

I'm not able to. I'm on an iPad. But if you give me one minute, I can switch over to my desktop. Is that okay? Sure. All right. Bear with me.

13:20 – 13:36Speaker 8

Okay, Chairwoman, Marcus is able to pull up the presentation materials, so you have them here now. I think Lourdes can wrap up her presentation and then the board can open it up to public comment. And if necessary, a presentation from the applicant. Okay.

13:37Speaker 6

Okay, on screen we have the existing conditions.

13:41Julio Guillen

I think you have the wrong screen, sorry.

13:47 – 14:59Speaker 6

The wrong screen, those are the existing, that is the facade of the home. 5730 Southwest 49th Street. The existing, that's the front facade. These are some of the side views. There's the chimney and the roof tiles. Back of the house. More existing photos. There's the property survey of the, And then here's the intent, which is a fresh new paint. Barrel roof tiles to remain. And staff's condition from the report is the actual pressure wash at a low PSI prior to painting. And any comments and suggestions from the board this evening? Thank you. I'd like to turn this over to the applicant or the general contractor if you have anything else you want to add. I also want to say that there's no one in the chambers.

15:03Speaker 5

No one in the chambers from the public.

15:06Speaker 6

Yes, Mr. Manuel Menendez, board member, is present. I think I mentioned that at the beginning. Yes, you're here. Staff is also present. Thank you.

15:14Speaker 5

Do any of the members have any questions?

15:21 – 16:24Speaker 7

Marcus, can you go back to the elevation? I mean, what it looks like today? Yeah, I was just going to mention, one thing that's not noted here is the proposed elevations show some different light fixtures and stuff. I think this is a beautiful house. Congratulations to the owner. Fantastic. One comment I would make looking at what's proposed is the black windows are very trendy, sort of a modern look. this is a historic house i don't know how appropriate it is for that's my one thought i think it's a beautiful property and congratulations i think it's going to look great after the alteration but just a thought you know black windows i just see it as a modern uh design element that's all i have we agree the um the windows are actually a uh it's a wood grain it's an aluminum frame with a wood excuse me jerry

16:25Speaker 8

Hi, Joey. If you would state your name and address for the record and your position with the applicant.

16:33 – 17:21Speaker 2

Sure. This is Jose Cardona. I'm the principal architect of Design Space Architecture. So just to clarify, the rendering may not portray the exact hue, but the windows are actually proposed to be a wood grain finish. So we agree with you. And I think Mariana and her husband and just the whole team in general have been wanting to be very respectful to the history of the house and to the architecture of the house. So they've gone through great lengths to source these windows and get windows with raised muntins and just do something that's you know, appropriate to the to the original character of the house. So just want to make that clear. It is not going to be a dark frame. It's going to be a wood grain frame with raised wood grain mountains.

17:22Julio Guillen

Yeah, it's in the plans. The plan says Walnut. Yeah, finish.

17:28Speaker 7

Oh, excellent. Oh, here they look black in this thing that's presented here.

17:33Speaker 2

Yeah, it might just be coming across a little dark.

17:35Julio Guillen

Yeah, you look to you go to the elevations. You're going to see in the notes and the windows. It says aluminum frame with a walnut veneer. Excellent, Julio.

17:49 – 18:00Speaker 6

Actually, another color that's not depicted truly on the rendering is the actual paint. And here it is, Sherm Williams 7012 Creamy.

18:00Speaker 7

That's the wall color?

18:01Speaker 6

That's the wall color. It's not the white.

18:03Speaker 7

Oh, it looks so white and like ultra modern. It says on the plans Creamy. Oh, that looks great.

18:08Speaker 6

So here is the actual swatch I'm holding, Sherm Williams 7012 Creamy.

18:13Julio Guillen

Right, it's a very subtle cream color.

18:18Julio Guillen

I think it goes very well with the white of the accents, which is not seen neither in the actual presentation.

18:31Speaker 5

Is that texture of the wall remaining?

18:36 – 18:50Speaker 2

It's going to be subdued, so it's still going to have a texture. It's going to have a bit of a Spanish lace to it. But we're wanting to smooth it out just a little bit, just to give it a bit of a fresh look. But it's still going to have some movement and texture to it, yeah.

18:54Julio Guillen

Spanish lace, that's what it was in the blouse, which is that sort of thing.

19:00Speaker 2

Yeah, on that side. On that side of stucco movement.

19:06Speaker 5

Does anybody else have any questions? So then I propose I move to accept.

19:16Speaker 8

Chairwoman, I'm sorry to interrupt. Before you proceed, if you would just formally open up for public comment and then close it if there are no public comments.

19:27Speaker 5

Do we have anybody with any comments from the public?

19:32Speaker 8

Is the applicant satisfied that they've had an opportunity to present?

19:37Speaker 1

Yes, thank you.

19:38Speaker 8

Great. Chairwoman, I think you can close public comment.

19:42Speaker 5

Let's close public comment and move for a vote. We propose to accept. Do we have a second?

19:53Speaker 8

I second. Is that with staff's proposed conditions?

19:59Speaker 5

Yes. Do we have any conditions?

20:04Julio Guillen

No, just follow the plans.

20:13Speaker 5

It's accepted as proposed. Can we make the record show that it's been accepted as proposed?

20:21 – 20:32Speaker 8

We'll have a motion from Mr. Menendez, a second by the chairwoman, and I think it's unanimous. Any nay? Any board members wish to oppose? Okay, it's approved. Thank you very much.

20:40 – 21:00Speaker 5

The next would be to approve the minutes from the last meeting. Does anyone have, is anyone aware of what the minutes were? It was quite a bit ago that we met.

21:00Speaker 6

These are the minutes from November 25th.

21:05Julio Guillen

Yeah, they're attached to the agenda.

21:11Speaker 5

Yeah, I mean, I propose to accept the minutes. Is anybody else?

21:26 – 21:56Speaker 5

Okay, the minutes have been accepted from the last meeting. Do we have any other points or any other topics to contend with? No? So I guess we are completed. Anything else pending that anyone can think of? No? So then it was great meeting with everybody. We're adjourned.

21:58Speaker 8

Wonderful. Good night, everyone.

22:00Speaker 8

Thank you all.
