Huh? Yeah. Heat. Heat. Heat. Heat. Heat.
Heat. Heat. N. Heat. Heat. Hey, hey, hey. Heat. Heat. Heat. Heat.
Heat. Heat. Heat. Hey, Heat. Heat. Heat. Heat. Heat.
Heat. Heat. Heat. Heat. Heat. Heat. Everybody must be like to call this meeting to order. City Celane City Council meeting. It is January 6. It's 6:00 and we're off and rolling here. Uh roll call, please.
Gabriel here. Miller here. Evans here. Guin. Yeah. Wood here. English. Yes. Hear me. And invocation. Is James Collard here? James. Time for the vocation. And please stay standing for the pledge.
Thanks, James. Let's pray. Our gracious heavenly father, you work for your glory and for our good. So we ask for your guidance and direction over this city council meeting this evening. We acknowledge that you are sovereign over all things and that those who govern do so under your authority. And your word tells us in Proverbs 29 and verse two that when the righteous are in authority, the people rejoice, but when the wicked rule, the people groan. May this truth guide every decision and discussion tonight. This evening, we lift up our city leaders. We lift up our new mayor, Dan Gan, our city council members, and all who serve the citizens of Celane. We ask that you would grant them wisdom and discernment and integrity as they make decisions that affect every corner of our community, guiding with fairness and with a servant's heart. May they act with humility, listen with care, and seek the common good above all personal interest. We pray especially for our new mayor as he is sworn into office. Lord, give him courage and clarity and perseverance. We ask that you would surround him with wise counsel and steady his heart as he leads our city forward. We ask that what you said of your servant David would be true of him as well. He cared for them with a true heart and led them with skillful hands. Lord, we ask that you would bless our city with peace in our hearts, with unity in our purpose, and with a spirit of cooperation in all that we do. We ask that Cordelane would continue to be a place where neighbors look out for one another, where justice and compassion guide our actions, and where your
goodness is evident in the way that we live and work together. And father, we ask these things of you because you are the creator, you are the sustainer, and you are the Lord of heaven's armies. We ask these things of you because you are the one who is able to answer. And in the name of your son, our Lord and Savior Jesus Christ, we pray. Amen. Amen. Thank you. Thanks, James. Mr. Gan, may you do the pledge for us, please? Certainly.
Ready? Begin. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.
Thanks. All right. Uh, amendments to the agenda. Anyone? Moving on. Public comments. Hopefully folks, if you want to speak, you've signed up the list on the back there. If you haven't, you can still go back there and sign up. You all get three minutes. It kind of keeps us moving. Try and get through the other businesses. See a lot of faces out there. I know. Jeez. Sorry. Part of getting old, I think. All right. First up, John Doe. Just kidding. Bridget Hill. Bridget, welcome.
Thank you.
Do I need to give my name and address? Nope. Yes. No. Oh, we just do that at parks and recck commission. They're a little harder than us.
Yes. Honorable mayor and members of the Celane City Council, my name is Bridget Hill and I've lived at 338 Military Drive for over 40 years. Good evening. Many of us are here tonight um our residents who share an alley between Military Drive and Park Drive in the foregrounds. We are here to respectfully request your review and enforcement of the Cordelane solid waste services contract following Republic Services decision to eliminate alley trash collection for certain households. We also respectfully request that alley service be reinstated while this review takes place. Here are some of our concerns. The contract clearly establishes alley service as the default. Schedule A section C2 states that as a general rule, service is to be provided through alleys unless the alley does not have through access. Our alley has an entrance and an exit at opposite ends and has been serviced through the alley for decades. Republic has stated that its trucks cannot make a turn at the south end of the alley. However, the contract does not define through access based on vehicle size or maneuverability. Routing challenges and equipment limitations are operational matters and the contract places responsibility for routing and equipment on the contractor. That same section of the contract also requires at least 20 working days notice to the city for any routing change and
prior city approval for any change in the route or schedule. If the city received notice and approved this change, the residents were not informed at the time and were not given an opportunity to raise concerns or participate in the process. We respectfully request documentation of any such notice and approval. And if the city did not receive notice or provide approval, then this change would constitute a breach of contract by the contractor. Even if the city accepts Republic's interpretation, other contract requirements were not met. First, the contract requires proper notice to the residents. Contractors must notify all affected C customers during two weekly routes before a change. In our alley, some homes were tagged while others were not. None were tagged twice and several residents learned of the change only through neighbors.
Go ahead.
This does not meet the contract's notice requirements. Second, the contract requires that service be provided in a manner that is convenient, safe, and free of nuisance. Many homes lack paved or accessible routes from the alley to the front street, and some are fully blocked by fencing or structures. This change poses serious safety risks due to snow, ice, and uneven terrain and also would require costly property modifications for some homeowners. In conclusion, we are asking the city to review this change by confirming contract compliance, enforcing its provisions, and restoring alley trash service while this issue is reviewed. And it would be great to include the affected residents in this resolution process. Thank you for your time and for your convenience, we are providing summary handouts for you. Thank you, Bridget.
Next up, Gabe Eckhart. Gabe, welcome. Hey, Gabe. Good evening, council and mayors, uh, past and present. Uh, I just wanted to say on behalf of Local 710, Woody, thank you for all your years of leadership support. Uh, you've always been a great friend to us, not just on this council, but on the Joint Powers Board as well. And aside from that, you've always just been a pretty bitching dude. So, we appreciate you. We got a little something. You wear a lot of Cordelane Fire swag. You don't have any 710 swag. So, on behalf of us, thank you.
All right. Thank you. There's no hiding with these clothes. Thank you so much, you guys. Uh Jim Cook, Jim. Thank you, mayors. Thank you, city council. Uh this is truly a colossal waste of time. Uh we are the city's customer. The citizens of Celane are the customer of the city of Celane. Republic Services is a vendor. On October 15, 2024, every one of you except for council member English uh was in um was present at the meeting when Ryan Waller, the area president of uh Republic Services, uh addressed the council. Uh he was very interested in Cordelane garbage for quite some time. He made that clear. And all of this obviously is available on YouTube. You can watch it for yourself. October 15, 2024. Uh he expressed to all of you that they were a very large company. He also promised each of you to continue the high level of service that Cordelane Garbage had provided the citizens. I think for nearly 50 years uh they had been in business. uh and for 16 years uh Celane Garbage was the uh supplier of garbage services and he hoped that you would vote for two additional 3year extensions
at that meeting on October 15, 2024. Uh the vote was taken immediately after Mr. Waller spoke with you and it passed unanimously and the council meeting was concluded. So, here we are 15 months later and this is what we get from the city's vendor. Okay, this is not my vendor. I write my check to the city of Celane. So, from the city's vendor, 85 households got this sticker and this sticker reads, "Attention customers, effective January 1, 2026, please move all totes to the street. Per uh Bridget's conversation or her testimony, uh we have received alley service for approximately 50 years. Uh it says due to impassible conditions, we will not be servicing from the alley any longer. How do I know that this is a lie and these are not impassible conditions? because the week following that this t sticker was placed on our totes, uh, the trucks went through as they have for the last 50 years and picked up our garbage. Um, so where is the city on all of this? And I know you're not the city. The city administrator is silent. The city has created a monopoly in terms of allowing only one vendor. And that's fine. But it gets worse. If I choose to no longer because they've discontinued my service, I'm almost done. Uh I don't get to go to another vendor and I don't get to cancel. So there's a real um overt responsibility on the part of the city
to make sure that the city is protecting the customer being the citizens because I can't even quit their service. Uh they're a $16 billion a year company and they're in the process of bullying us and making our city just a little bit uglier because nobody wants to see cans. That's why alleys were designed. Leave the cans in the alley. So, please tell the city administrator, and I know he's still on. I don't know what he's on, but he's he's not reachable, but will you please tell him to be like a good parent and have the vendor uh comply with the terms of the contract? Thank you.
Thank you, Jim. Uh Brian Rupler, Ruper, thanks. Are we going to give any feedback? Welcome, Brian. Thank you.
I'm Brian Rupiper. I live at 334 Military. I'm a new person to that neighborhood and only being there for 13 years. And I will express that there has been trash pickup in the alley consistently every week with no problem. Suddenly, as my neighbors have said, there's now a problem. I drove on the alley today with no problem leaving there my house because that's where my garage is at. So, we'd ask you to please reconsider this and have a further discussion and review into trash pickup. Thank you.
Thank you, Brian. Uh, Katherine Boss. Catherine. Welcome, Katherine.
Hello. I'm Katherine Boss. I live at 328 Military Drive. Um, 40 years now, and I appreciate the opportunity to be able to bring this to your attention. I just wanted to follow along with my neighbors on um the issue of the trash. I never received a sticker. I happened to be out of town the weekend that they went through. I received no notification about this change. Um, nothing in the mail and um, no sticker cuz my trash can wasn't out. I didn't get one the next week, but my garbage was picked up as usual. Wasn't until this Monday that they skipped us because we were in the alley. Um, I just wanted to say that it's not simply an inconvenience to us. It is that our neighborhood is old neighborhood and it was built in the old way of all of the car issues revolve around the alley. So, um, we access our homes from the alley. Our garages are in the alley and we don't have driveways in the front. most most of the neighbors. Um, I remodeled my house in the '9s and when I did, I put in more parking off the alley. At that time, we had a lot of trouble with uh street parking because for one thing, it's one-way streets down there, so it cuts the parking in half. And then with the college which now we have um residentonly parking but it just continued that process of everything is uh developed around the alley. So a lot of neighbors don't have any access from
the back of their house where you keep your trash can to the street. So I just wanted you to um take that into consideration. Thank you. Thank you, Katherine. Chelsea Roth Boss, did you want to speak? It looks like your name is there and you want to cross it out. Yeah, it's good. Thank you very much. You want to sing a song or anything? Fun. Okay. Mike Gridley. Only in the shower. Okay. Touche.
Here comes trouble. Okay. Good evening. Um, I just wanted to come and have some free cake and cookies. So, no, I don't have any swag or anything else. I just wanted to come and say thank you, Mayor Mcvers, and wish Mayor Gan good luck. Uh, you're seeing some of the problems you get to deal with and, uh, uh, I know you guys do a great job. I think uh people don't understand all the things that city council and staff get to deal with and have done a great job and why everybody in America wants to live in Cordelane, Idaho, uh because you do an excellent job running the city. So anyway, thank you Woody and we'll see you around.
All right. Thank you, Mike. And last but not least, Bill Elliott. Bill, how are you? Welcome.
Hi, I'm Bill Elliot. uh live at 335 Park Drive. Uh my wife Barbara and I sent an email to all the council members uh this last week and uh expressed our concerns about the change that u Republic Services bestowed upon us. And so I'm not going to but I'm not here to repeat that. And uh I think some of my other neighbors uh gave a good explanation of what we what our concerns are. But I am here to read a um a letter that one of our other neighbors asked to be delivered tonight from Jonathan Burns. Jonathan and his family live at 316 Military Drive. So they live on the other side of the alley from where we are. Uh one household that's affected of of services was recently decision was to halt the alley pickup to certain homes under the opaces of the safety and liability mitigation. I'd like it to be known that I spoke at length with this is this is Jonathan speaking here, not Bill. Uh Jonathan says he spoke at length with Republic operations manager Jeff along with another neighbor, Jim Cook, who you heard from just a little while ago. And in that conversation, the operations manager made it clear the Republic could safely continue to service it as has been provided for at least the last 50 years, but it would cost them some money. uh they'd either have to put a second person on the truck to assist in spotting or they need to buy a new truck designed to fit into smaller spaces. And while these options are not cheap, Jeff said that it would only amount to pennies per household over the length of their current contract. That was Jeff's uh comment. It's clear the Republic is keen on improving safety and limiting their liability going forward, both which are both worthwhile goals. However, it's also clear that they are willing to do it by placing an an unnecessary burden on their customers, us uh while my house is has access from the alley to the front yard. So, uh Jonathan says he could bring his trash to the front, he
says many of my neighbors do not, including people who are on both sides of of my home. Um our neighborhood is not designed to keep our cans out front like many neighborhoods that have front-facing garages. Please direct the city attorney and administrator to look into this matter as quickly as possible and negotiate a reasonable solution to our to to uh to this situation on our behalf. So, thank you very much for listening. Thanks, Bill. Anybody else want to just get on the list? All right, I'm going to close public comment consent calendar.
Mr. Mayor, I'd like to make a motion to approve the consent calendar as presented, including resolution number 26-001. Second. Been moved and seconded. Uh, discussion. Hearing none. Roll call, please. Gen, yeah. Evans, yes. Wood, yes. English, yes. Miller, I. Gabriel, yes. All right. Announcements. City Council Christie. Hi. We'll talk about you in just a little bit, Mr. Mayor, but I I just I guess I wanted to respond to public comment that I council I'm not aware.
Yeah, I just got started. Um I I don't think council was not aware of the garbage issue until we started receiving emails from the residents. So, I I appreciate the feedback. Um we will I'm sure have that discussion or with our city administrator and our city attorney and um I don't know Mr. Mayors how how will we get back to the community on that? It will be very public and transparent. We're waiting for the administrator to return from his vacation and then we'll get together and uh we will discuss it. Please
thank you. And see, one point of clarification on that is that in some of the emails it sounded like that they were still picking up, you know, the cans, but then it sounds like maybe not. So, not sure where that is, but um, you know, it's very much I mean, those are very legitimate things. I I mean, it's one of our basic services things we do. So, um, and you know, it's kind of hard to imagine what's really happened, you know, from a month ago to now that makes it that drastic, but anyway, yeah, it's something that we'll be uh looking at, I am sure. So,
Christie, you got anything else? Uh, no. I'm going to talk about you later. Please save it. Not a lot to say. Okay. Oh, anybody else? You got to be kidding me. Okay. Well, I've got nothing other than I've had a great time being here with you guys. Uh I think it was my shoes that got me here, so I'm wearing them, so they'll get me out of here. But I've uh learned so much being on council and all the committees and uh really appreciate again the trash thing. We will fix it. They will fix it. It's a It's easy fix. It's just we just tell them what to do, you know. Um,
thank you. But far as a perspective on this job and what I've learned here is pretty amazing. We live in a really great place. I know we're growing, but I was here when we weren't and it was tough to make a living. And now it's so successful. It's tough to make a living. But I just from my heart, I've just appreciated everything, everyone, all the things that we've accomplished over all these years that I've been here. And I'm sure looking forward with you guys here that you'll keep moving forward. And um you can yell at me, you know, where I live, and my phone number won't change. So we blame everything on you.
Yes. And I'll take the fall. But it has been uh quite an experience and I'm not quite sure to do what to do now. So that's kind of an interesting point in your life when you go h what do I want to do? But I appreciate all the people looking for a city administrator if no I was thinking from the outside looking in you know but anyway that's kind of all I have. So, other business, Bill, this the approval of a 5-year lease agreement with Buoie LLC for concession service services at the Harbor House. Good evening.
Thanks. Um, we've had our contractor at the Harbor House since 2016. So, the Buoie, I call them the Buoie Boys. They're they're young enough to be my my sons. So, um, they've done an excellent job. They're very creative. They do a great job at servicing the public um with their food fair. They're sort of our ambassadors as well. So, they're right at the entrance of Tubs Hill. They get a lot of people coming by that are new. And so, they're they're really good about interfacing with those folks and giving them directions. And so, they came to me a while back um earlier this year with this idea or concept to they wanted to go year round. And so, we went through a few iterations. I I think I mentioned this at park and wreck. I went dad mode on them a little bit because I didn't quite understand the model of their business and suggested they would maybe do a modified um option to do winter rather than just doing it all the time. And by the third time they said, "No, Bill, we'd like to do this." And said, "Okay, you're on your own, gentlemen." So, I I did what I thought I should do as a dad, but nonetheless, they're they would like to do this. And I think it's it's um they have some things they need to do within the HVAC system and as noted in the in the staff report. Uh they have some things to do for TED in building and they have some things they need to do for fire as well as the outside seating area and then the exchange system within the harbor house itself. They will not be able to operate winter operations until all of those codes are satisfied by both of the building and fire department. They'd like to get going ASAP because they want to open this uh spring in March and then have that uh ready for next year this time or this year um in in I guess it would be uh October and November and through through the winter. So um with that I'll stand for any questions. Oh, one one thing I do need to note, I apologize. In in your exhibit, it shows a location for they have a in their
agreement, they have mobile um access to take out in the park and sell some water, ice cream, chips, that kind of stuff. They in years past have been near the splash pad. They'd like to have an additional location which would be closer to their operation so they could um supply that cart easier from that spot. And I think it's fine wherever they want to be within the park staying off of Front Street if there's an activity that they wanted to get closer to with the mobile aspect of that. I I'm I'm all good with that. And just bring it to your attention that it may be at two different locations. And so with that, I'd stand for questions. Questions, council. Christie,
just a comment, Mr. Mayor. Um, Bill did bring this to Park and Wreck. My fellow Commissioner Bridget is here tonight and we did get to we affectionately call them the buoy boys at our meetings. Um great great group and they've done wonderful business for us in the park and I think the public really enjoys what they bring to the city and and so we unanimously approved bringing it forward to council hoping that you would all see the same value in it that we do.
Council Kiki. Okay, I'm gonna be that guy. Um, a a couple things. I love the Buoie Boys, too, and I love going down there. I I have musicians that I adore watching that play there, and I think they do a great thing, and they are top quality service. But I've long said that I think that we need to reexamine our lease rates and prices. And in in this staff report, there wasn't anything that said what their expanded square footage was. So, I was trying to kind of figure out how would we really compare this to another waterfront restaurant that was operating year round um that didn't have to pay to plow their parking lot that didn't have a lot of overhead that other restaurants would and is, you know, regardless of their reduced menu or how great they are to tourists or not, a lot of our other retailers in Celane are the same. And so I I felt like this seemed like a really good rate for this expanded square footage and the multiple opportunities they have
and I don't think they even have to service the restroom that's serviced by the city of Celane. So there's a lot of expenses that the city takes on and will take on more and so I'm just wondering what your conversations were regarding comparable lease rates. So, we went out to bid on this and so we are bound by bidding laws and so I agree with you 100%. If everybody would like to come to us and give us a larger dollar amount, I'm all for that.
But this went out to bid and so they're on um an increase by the C uh the CPI and so they started out I think at uh 16 or it was less than 16 it was 14 went to 16. They're at 19. This is doubling their rate. Um, we have not expanded their footprint. Their footprint's the same. We've expanded their time. So, they actually occupy the space right now with seating that they want to put in some sheeting and create a a space that's warmer but still have view of the lake. So, I guess that's it's not an expanded footprint. It's just extended season.
Okay. Well, I'm not sure that's um I I guess it was just important for me to express that thought to you, Bill. I think we've talked about this before in that I think that is um premium lakefront property. And I I feel like we do need to go out to bid, but we need to be able to look at that and and make sure that, you know, that there are people who might be really interested in operating something like that. And this is kind of turned into a full-time restaurant now. So, it's different than um a food truck like we usually go out to bid for a vendor services. So, I just wanted to express that I hope we keep a keen eye on what those lease rates look like. Good. Okay. The question is Mr. Gan. Thank you, Mr. Mayor. Um Bill is this So, it's $40,000,
correct? Is there any other vendor you have in your system that pays that much? The resort. The resort. Yeah. Can they afford it? The resort. I I think I'll go with Kiki on increasing fees. I think we could do that. Okay. Thank you. Yeah. No, honestly, just just, you know, joking aside, our our vendors range all over the place. You know, our our guys at on on the river com combined, it's $50,000 there. Wow.
And so, two se separate dock vendors. So, yeah, this is this is a higher rate, but this is what we negotiated with the boys and they're agreeable to it. And um I hear what Kiki is saying. I I agree 100% that we maybe it it's a bidding process and here's a real good example. You talk about the food truck. So at Independence Point, we have a food truck. Had food truck there for the last 35 years. And we went out to bid. We didn't get any biders. And so fortunately we had one guy that came in really late and that's the pizza guy that's there now, Rafy. And here's another example is that we had uh vendor locations at Atlas and we had one bidder for four locations. We I set a minimum bid at five grand thinking somebody come in at 10 because everybody at that time was really wanting food trucks, right? Well, I brought it forward and this board, this body here chose to reduce the taco vendors rate by $1,000 because he was the only vendor. So Paul Mason's great guy, had good food. He was only there a year. He paid four grand. And I was expecting vendors to be, you know, pounded down the doors to be there for 10 grand a piece. But we do what we can. We're fair about it and and abiding by the law and and the bid, you know, the bid laws that we do. So
another question for comparison, the uh like with the food truck vendors on East Sherman. Yes. How how is that working? and how do those rates go and things? Well, that's not our property, but I I know that I used to go there for the the hot taco truck there, and they have since left and opened up a brick and mortar. So, I don't know how well that's that's going for those folks there. Yeah. Yeah. So, Okay. Other questions for Bill. Unique animal. Nope. Mr. Mayor, I just make a motion. Make motion. I'll make a motion to approve resolution number 26-002 approving a 5-year lease agreement with the Buoie LLC for concession services at the Harbor House.
Second and moved and seconded. Discussion. Hearing none. Roll call, please. Evans, yes. Wood, yes. English, yes. Miller, I. Gabriel, yes. Gen, yep. Next up, resolution 2603, approval of the professional services agreement with HM engineering for development of a bid package for construction of pedestrian ramps to meet ADA compliance in recent overlay projects in the amount of $38,20. Todd Street department, no snow yet, Todd,
the boys are waiting, right? Good evening, Mayor Mcvers and council members. Uh, Mayor Mcvers, I tried to make that title as long as I could so you could chew on it for a minute, but um uh yes, we come forward tonight to talk about uh some improvements that we need to make to our sidewalks. ADA uh codes require us to do that. The last four years we've been very busy on uh doing inlays, overlays, things like that. and the ADA code state that we are required as we do those repairs to upgrade the sidewalk facilities. So, um we've been very busy the last four years. We've been trying to come up with a plan and so we are ready to go. Um these are some random locations. If you look at them, uh you don't see any of those yellow domes in there. We're required to have those. um at the top of the uh ramp if you will, there should be a flat spot, a turning spot or a landing as they call it. And we need to upgrade these ramps. Uh some spots don't even um have a ramp. As you can see on the bottom there, there was actually a location where it's just a curb. So, uh, we've done some asphalt repairs in these locations and we've been working on evaluating the condition of our sidewalks. There is some loopholes to where if a ramp was put in to ADA compliance at the time that we can, you know, do some minor upgrades to it. Most of the locations that we are calling out right now, uh, are in serious need of some, uh, upgrades. right here on the top of this diagram. This is what HMH used. They have uh this to uh evaluate the ramps, but this spot right here is the turning space. You know, that gets difficult. We don't
always have uh right away to put an extra flat spot there. And so there's different styles of ramps we might have to use. Um obviously the slope of this ramp area right here is important. The dome uh and we need to calculate the wings you know they need to be those wings need to be 2 to 8% slope. Um there is some scenarios where it can be more um but these are all areas that we need to address. Um this map is showing the areas that we have addressed. So each of those can have anywhere from one to four ramps that would need service. We have evaluated at this point 125 locations. Um in this bid package we are hoping to address 50 of them this year. Uh what we would like to do is put it out to bid and if it comes in under what we expect then we will add to it off of this list and then we will continue uh to as we do these asphalt projects moving forward. We're going to try and lump these in with the mill and inlay projects. Uh the mill and inlay goes a lot faster than doing all of these ramps. But it's time we've been working on this. We came uh to city council in February of 25 to bring HMH engineering on board to help us uh evaluate and uh decipher where we need to go. Um all these areas are in areas that we've done new paving in the last four years. So there's other areas this professional service agreement uh for core lane pedestrian ramps um to help with the bidding process uh from HMH engineering. I would take any questions.
Questions, council. Well, I have to ask, how often does the design change? I mean, what you were showing us was old ones that worked. Right. Right. It it the ADA requirements can change annually. They can change 5 years. I mean, we're a little bit behind on this. That's why we're trying to push to do 50 at one time. We're hopeful that we can do more. Uh but we have some spots that really need to be addressed. So uh yeah, it it change every year we get a new copy and we just we see what we got to do. Thank you. No other questions and look for roll call, please.
Didn't we did we make a move? You need a motion. I'll move to approve resolution number 26003, approval of a professional service agreement with HMH Engineering for the development of a bid package for construction of pedestrian ramps to meet ADA compliance in recent overlay projects in the amount of $38,20. Second and moved and seconded. Discussion now hearing none. Roll call, please. Wood, yes. English, yes. Miller. Hi. Gabriel, yes. Bookin, yes. Evans, yes.
Okay. Being my last meeting, I kind of spaced out in the early part of this and didn't do the uh amendments to the agenda. We are pulling off the agenda the fire reorg tonight and be back next at the next council meeting with a little more information and the economic impact of saving and stuff. So, I'm sorry about that. you can throw things at me later. Uh, presentation. So, the next part of this is oath of office for council. And, uh, our city clerk is going to do that. And then I need, um, Amy Evans, Kiki Miller, and Kenny Gabriel to step down there and take the oath. And don't be afraid. It doesn't hurt. Don't be afraid. You're already

I've never seen a mayor kissed when they got inducted. Way to go, Dan.
And with that, folks, we're going to do a recess. Well, Mr. McKver Mayor, before you do that, do we have an opportunity to say a few things to you? Oh, now I see it nowhere else on I just want to get out of here, but Okay, go ahead. Well, I know that there are there's some more formal things coming, but I Woody, I want to say from me, I've known you for so long. I met you when I was just a young patrolman and you were serving coffee to all of us rag muffins that never paid our bill. So, um, you're just a very kind person
and thank you for your service to the city of Celane and to this council. appreciate it. It's been a a great experience hanging with you guys, learning all these different languages, you know. I appreciate it. Thank you. So, well, you come on. You've been a friend of the family. I mean, we've had kids are working there. In-laws come out there for coffee. Every once in a while, I wander in for the gravy and biscuits. So, um, yeah, I mean, you've really got a legacy and, um, yeah, I wish I had a skate park named after me, but anyway, so well done. Well done.
Thanks, Dan. Okay, Ames, welcome. And, okay, Gendel, I just want to say thank you. I've been um with the city seven years planning. This will be going on 13 years on council and Woody has been by my side the whole way. Um and I just want to say thank you for your mentorship, your friendship, Thanksgiving dinners, Christmases, sending my kids presents at college. Not only do we operate as colleagues and mentor mentee, but as family. and I will miss seeing you every week. So, thank you so much.
Thank you. Appreciate that. Ke, be gentle. Be gentle, Kiki. Well, I've probably known I might have known you the longest. I I mean, we go back when you first moved here. So, um and you never asked me out. I don't know. Well, what's that about? Um, anyway, uh, I am the only one. Everybody said the word, but nobody wrote the word in your book, and you know what word we're talking about. But anyway, have a great one. Thank you so much. Appreciate that. I don't know why I said that. That was funny. And like I said at your party, thank you is not nearly enough, but thank you.
Thank you. Thank you for being here. And Woody. Uh-oh. So, yeah, we we've been around a long time, so we're the old men here. Yeah. And uh I do remember going to council way back in the zeros. And you you and Ron were the only two who would talk to me. So, I I do appreciate that. And you'd always come up and say something nice and that's great. And there's really nothing there's nothing bad about you that I know about. We're not telling referencing the back of the room. Nothing that I know about. So, but no, it's been great. Thank you. I appreciate it. Thanks you guys. It's really it's been a pleasure and uh I can't imagine not doing this. So, it's going to be an interesting adventure coming, but I appreciate
my last official act. Council President under the esteemed mayor Woody. I have a presentation. Do we go there or here or right here? Okay. So, I'm going to read this before I give our wonderful plaque. And if you want to pry off the gavvel to hammer somebody. Presented to Woody Mcvers in recognition of your service to the city of Cordelane. Mayor from 2024 to 2025 and council member. Good lord from 2002 to 2024. So good for you. Crazy.
I was so young. Oh man, I'm starting to feel old. You guys, are we done? Jesus. So, what the plan is now is there's food back there
for you guys. Cookies and cupcakes. And we're going to cruise around and chitchat. And then Dan's going to change his clothes and come back in as a mayor. Okay. So, please please go back and eat some of this stuff cuz it'll keep us up all night, you know. So, thank you all for coming. So, we Heat. Heat. Heat. Heat. Heat. Heat. Heat. Heat.

Oh, another roll call. Thank you. I'll call this meeting to order. The clerk will take the role. English here. Wood, yes. Evans, here. Miller, here. Gabriel, here. Very good. We're all present. The um I would like to thank staff for providing us with cake. Thank you staff. Appreciate the cake. There's a few items that we need to do when we start a new session of council and one of those items is to silence our phones.
The uh time means everything. The other item um is uh by statute we have to elect a council president. The council president currently is Dan English. Your term's up. Sorry. Yeah, that's what I hear. Yeah. And so, uh council president serves as the mayor pro Tim when the mayor is unavailable or when the mayor is conflicted. So, that's pretty much we'll run the meetings, we'll sign documents and stuff like that. There's really no fabulous prizes or pay increase involved, but I will take nominations for a council president. Mr. Mayor, yes, Christie. I make a motion to nominate Amy Evans as council president. Second.
There doesn't need to be a second, but there is a second. So, are there any other nominations? Nobody wants that job. Nobody wants the job. Amy, would you like to say anything? Thank you. I think very good. All right. So, we will do all those in favor of Amy Evans as council president. I I Any opposed? Very good. Congratulations, Amy. Thank you. You are now the council president.
Now, I would like to before we move on with some committee assignments and that's pretty much going to be it. I would like uh Chief White to join me at the lectern. Very good. Chief White, this is your last official council meeting. You are retiring, but uh I just wanted to say a few words that uh this is his last official council meeting and how much I appreciate you and the city appreciates you and the job you've done for us. Um when Chief White uh before he came here, the police officer, there was a police officer who approached me and said uh you know, Gan, you have to help us out. And this is was weird to me cuz I was just elected and I had no clue what was going on. But this gentleman, this officer sto sat with me and told me all the stuff that needed to be fixed at the police department. And there was a lot of concern there. I did a lot of ride alongs and then the opening came available. We needed a police chief and I was part of the crew that uh interviewed the candidates and you just jumped off the screen. I mean, seriously, it was a Zoom thing and you're coming in from Mesa, Arizona, and it's like, whoa. Like, wow, this is the guy. And you are the guy. You did just such a tremendous job as our police chief. Crime is down over 70% in the time you've been there. You have this this model of policing that just frightens the bad guys. They don't do bad things here. In fact, I met with some officers and I asked them. I said, "What what is it? You know, what are your complaints about being a police officer? What can we do better?" And they said, "Well, we just there's no crime to fight." And that's that is a great problem to have. So, on behalf of me, cuz I I initiated this on myself, um, which maybe I'll let you guys know,
and we made him pay for all of it, too. I paid for this. So, I would like to present you with the first of what I hope will be several of these. This is the key to the city. Oh, have Cordelane. And it says, "Kee to the city of Celane, presented to Lee White, January 6, 2026. I think you deserve this." And you no longer have to jimmy open the door. Thank you very much.
Thank you very much. Very good. Thank you. Now we get an opportunity to roast him at the at the retirement party hosted by the association. Very good. Thank you, Chief. Okay, so let's see. We have a presentation and now we have the committee assignments and appointments. Moment we've been waiting for.
Good. Uh these committee assignments will be as follows. So originally we have this committee called the general services public works committee. It used to be two separate committees that met twice a month. That's four times. We're just down to two times a month. And I wanted to rename them committees A and B, but I think I'm going to keep the first one is general services and the second one is public works. So cuz that's what we call them anyway. So the general services committee will be the first meeting of the month and will include council member council president Evans as the chairman and council members English and wood. The attendees of the public works committee the second meeting of the month will include council member Miller as chairman and council members Gabriel and then new council member as well. Um, if you do want to uh switch committees, you just need to let staff or me know ahead of time that you're, you know, you're changing and that's fine. And any changes will be done by seniority. Um, and here are the committee assignments. These are the uh committee assignments required by city code. So, council member Wood will be assigned to the sickle bank, panhandle area council, and the parks and recreation committee. Council member Evans to the pedestrian advisory committee. Council member Gabriel to the CDA TV Committee and to the KCMS Joint Powers Board, Council Member Miller to the Historic Preservation Committee. Um, the new council member will be appointed to the parking commission, which is the the worst one, and that's why get it. Uh, the mayor will continue to represent the city on the KMO board. Other appointments and continued representation are not direct appointments, and these include Yeah. So, they don't worry, I'm getting there. Uh, Council Member Wood shall represent the city on the Cordelane Area Economic Development Corporation or Jobs Plus. Council member M uh, Evans shall retain her seat on the Arts Commission and Ignite CDA. She will also represent
the city on the Centennial Trails Foundation. Council member Gabriel shall represent the city for the Association of Idaho Cities. Council member English will continue to serve on the library board and will represent the city at Lake City Center. Council member Miller will retain her seat on Ignite CDA and represent the city at joint chambers and the NIBCA. And like I said, those those are not I mean those are not in our code. Those are just liaison. We will continue those relationships. Very good. And the item under new business has been pulled. So we're moving right along to a recess. We need to have a seat filled. So, I would look forward to a motion to recess.
Uh, Mr. Mayor, I'd make a motion to recess to January 8th, 2026, 9:00 a.m. at city hall, conference room number 6, 710 East Mullenav, for a workshop regarding council seat number three, applicant interviews. Second. Very good. Motion a second. Any discussions? All right. All those in favor? I Good. We are recessed until Thursday. Thank you all.
I'll take your book. Heat. Heat. Heat up here. Heat up here.
Heat. Heat.
