Very well. Not seeing any more, may I have a renewed motion? Very well. It is proposed and pressed. Discussions? Très bien. Ceux qui sont pour disent « pour ». Des oppositions ? Des abstentions ? 7:01Speaker 1

Thank you, Madam President.

7:02 – 8:19Speaker 2

I would like to propose the amendment, please. Very well, it is proposed and supported. Discussions on the amendment, just a brief explanation. This simply adds a statement according to which the INDOT has created an audit policy to ensure that the work carried out really cleans the streets and simply asks them to follow this policy, which is all we can ask for. But that solves my problem regarding the signature of a contract that does not contain any specific mention on the portion of border that it really swallows. So it is in the audit policy, and this aligns with the libellé already present in the frame purchase contract. Okay, does anyone have any questions? Very well, not seeing any, all those who are in favor of the amendment. oppositions, abstentions, that makes 10 for, 0 against, 0 abstentions on the amendment. May I have a motion to approve such as amended? Very well. Discussions? Very well. Not seeing any, those who are for 10, for, oppositions, abstentions, that makes 10 for, 0 against, 0 abstentions for the approval such as amended. Point number 2, we have already read it in the verbal trial. May I have a motion?

8:20 – 8:37Speaker 4

Well, it's proposed and supported. Thank you, Madam President. I think I know that discussions are in progress between the promoter of this resolution, us, and the mayor's office on how to achieve the objectives stated here. I would therefore like to give them a little more time to continue these exchanges. I therefore propose a meeting report.

8:37 – 9:16Speaker 2

Very well. A meeting report has been proposed and supported. Are there any other interventions on this meeting report? E. Conseiller Allen.

9:16 – 9:38Speaker 1

Merci, Madame la Présidente. There were three or four after which the initial completion date was postponed from 2025 to 2028, or even beyond. One of them is postponed to 2031. So my question is, what's going on and why is the construction of these sidewalks taking so long? Do we have anyone from the department at the back of the room to help us?

9:43 – 10:05Speaker 4

Very well, you have the floor, Mr. Chris Mitchell, board liaison agent with DOT. One of the reasons is the high rolling rate within DOT. They therefore have new staff. This is why you receive this influx of amendments. Another part is linked to acquisitions of transit rights still in progress.

10:07 – 12:08Speaker 2

So... Other questions, councillor? Very well, thank you, Mr. Mitchell. It is always frustrating when delays are postponed, but some things take time. Other questions? If no one asks for the word, those who are for, say, for. Oppositions? Abstentions? 10 votes for, 0 against, and 0 abstentions. The next point removed from the order of the day is number 8, 226208 Rupi, a resolution accepting the terms of a cooperative purchase agreement with Altec Industries Inc. for public service equipment with accessories and connected supplies for the National Department of Transport Multimodal Infrastructure. May I have a motion? Proposed and supported? I understand that this must be removed. E. Le conseiller Morand a proposé le retrait. Très bien. E. Tous en faveur. Y a-t-il une discussion sur le retrait? D'accord. The next point in our agenda is number 19, a non-numbered late resolution. A resolution authorizing the director of public goods or his representative to exercise purchasing options for a flood-prone property located on 716 Hyde Street for the water services of the city. Ordered by Horton. May I have a motion? It is proposed and supported. E. Is there a discussion on this subject?

12:11Speaker 1

Councilor Allen. Thank you, Madam President. I saw the picture of the house and it's a really cute little house. Is there a chance that it could be moved elsewhere and that someone could live there? Oh!

12:23 – 12:43Speaker 2

Uh, is there anyone here from the water services who could answer this question? You have the floor, sir. Good evening. I am accompanied by Ricky Swift, deputy director of rainwater, and I am Mary People, special assistant to the director of the water services. I will let Ricky Swift take over.

12:45 – 13:24Speaker 4

Hello everyone. Hello. In the past, with our home rental program, we did exactly that. We had houses and we gave entrepreneurs the opportunity to come and buy them to move them elsewhere, and that went very badly. We found ourselves with abandoned houses. They were supposed to get them out of the county, but they loaded them on trailers and parked them on empty land. So we tried for a few years. And finally, in terms of putting these properties back into their natural state, demolition and the appropriate removal of the materials turned out to be the best solution. So, we tried it in the past. Councilor Berkeley. Yes, madam.

13:27 – 16:20Speaker 2

An excellent question and an interesting answer. E. Thank you. E. Other questions or comments? Very well, since no one is asking for the word, those who are for, please say, for. Against? Abstentions, that's 10 for, 0 against, 0 abstentions. Very well, that's all we have on the legislative agenda regarding the updates. You should have received a communication from the mayor's office and the Chime team on Friday, detailing 100 million additional dollars for the expenses of the program Choose How You Move. If you go online, it is detailed globally and also by district. And I think it is also found in your reception boxes. If you have trouble finding it online, know that it is available. Moreover, our new director of the INDOT has not yet taken these functions, but he has been appointed and he now resides in Nashville, where he manages the school return and the cards before starting, but we are impatient to welcome him. From here, our next meeting, which, it is hard to believe that the next time we will meet it will be in September, but we are there. Is there anything else on the part of the committee? Test. Oui, super. Very good. You have the floor. Just introduce yourself and start when you're ready.

16:20 – 35:14Speaker 4

Very good. Hello everyone. Derek Agarty, interim deputy director at the Nashville Transport Department. I am here to focus on the implementation of ConnectDunton. Small reminder, what is ConnectDunton? Exactly, six major objectives have been defined. You can see them on the screen here. The way I'm going to structure this presentation, however, is based on the five main axes that come from it. First, the management of bottling. Secondly, the improvement of safety, the transport of more people, the creation of a complete network and the optimization of sidewalks in Connect Dunton. Then, we launched 103 projects for implementation. Each of you has in front of him a spreadsheet detailing these elements. I will share this on the screen towards the end of the presentation for those who are watching us from home or in the back of the room. It is also available on our website ConnectDunton.eu. You can find this tab at this place. For phase 1, I will not go into too much detail, but we will focus on what we can do quickly to launch the project. It is a quick victory. This is the beginning of the design. These are the pilot projects. On these screens, you will see that it covers four major axes. The one that does not include it is the improvement of security. It is simply included in everything we do here. We focused on the opening of the traffic management center, the installation of adaptive lights, the priority of buses to fluidify traffic in the city center, the examination of reserved roads, the north-south and east-west axes, as well as pilot management programs for parking. Here, you can see a map of what we are planning to do. In light yellow, these are the conversions we are considering. In dark blue, the new mobility routes and in light blue, the improvements to the existing ones. Phase 2 corresponds to the beginning of the delivery of the real investment projects. It is a question of deploying all these adaptive lights in the city center. The single-sense conversion of the 3rd and 4th streets, as well as digital signage panels to better transport people. This implies the opening of priority transit corridors on what we call the west side, such as Rosa Parks and James Robertson. We are also planning to provide transit centers, including that of Sauron, while continuing to improve the transport service. This continues to develop the starting mobility route network during phase 1. It started in the city center. When I go to the map, you will see that it extends a little further to ensure connections with other parts of the city. Finally, for the management of parking, it is a matter of transforming a good number of these pilot projects into permanent programs and continuing to innovate in this area. On the map of phase 2 in orange, you can see the priority transit corridors and in dark blue the new mobility routes to be delivered during phase 2. Finally, phase 3 represents the continuous improvement. It is a question of improving the functioning of the trains, of continuing to develop transit connections, of studying reserved routes, of opening other transit centers, such as East Bank, of extending mobility routes and of refining the approach to parking management. I think the importance of phase 3 is to recognize that Connect Dunton is not a plan that will necessarily be completed one day. We have specific projects on this list, but it will be a continuous process that will adapt to the city center over the course of the changes. And finally, here is the development map of the third phase. You can see in dark orange the veteran Korean East Bank transport corridor. You will see dark blue mobility routes towards the outer limits of the city center. Here is a brief overview of the capital spending plan. We received two funding contributions for 2024 and 2026. I would like to point out that the ConnectDunton projects are not funded solely by this cost center of the investment plan. We also used funds from the management of transport systems, Vision Zero, active transports and other envelopes where appropriate. The funding, Choose How You Move, has been a great help for this program. You can see that a large part of the main projects have been taken care of by this program. This includes elements such as two-thirds of our smart fire updates. The complete streets of Deun-Brillant, 7th Avenue Church, Spock-Dyste-Nashville. The counterpart of this subsidy makes the implementation of Connect-Dunton much more realistic. thanks to this funding dedicated to public transport. And finally, the subsidies. To date, we have received some subsidies. One of them is to put in place some of the smart lights out of the program, Choose How You Move, throughout the city center. We have 3.5 million for this. And we have received several subsidies related to the Spokdiste Nashville project, totaling about 10.2 million. The subsidies are a bit of a double-edged sword. It is fantastic to obtain these federal funds to bring them back to Nashville. There is a little more bureaucracy that accompanies them. Things can move a little slower, as we have seen with some resolutions mentioned earlier. But we also know that with ConnectDunton, if we only counted on local funds, we would not be able to achieve everything. These federal subsidies are essential. And they deal with street closures for access, access to businesses, vagabondage, camping restrictions and report requirements for local governments in these areas. There are a few in the state, in the areas you probably imagine. Memphis, Knoxville, Chattanooga, I think Sevierville, Pigeon Forge. Obviously, in Nashville, it is very closely linked to the connection to Connect Dunton. And it also extends west along West End to I-440. So, I think it's a bigger area than what many of us had realized before seeing the map. Now, with that, they had a little time to set up the rules. August 1 was their deadline to submit the emergency rules. We saw them for the first time on July 31 and Métro Légal is currently examining them and making returns to the department. All this to say that we are waiting for these rules and impacts on what we can do or not in the city center and on which we must coordinate. We do not yet know what is at this stage. The message to the staff from the point of view of the delivery of infrastructure was overall to continue as usual. And you know, to be clear about that, it has always been planned to have to coordinate with the TDOT. We have many national roads that cross the city center. So, everything that, on this list of projects, touched. I will list the streets. Lafayette, 8th Avenue South, Rosa Parks, Broadway, James Robertson, 1st Avenue South, or that really touches a highway bridge, has always required the approval of the TDOT. So we knew that we should work hand in hand with them for any project along these roads or that they cross them, which is quite common in the city center. With the rules of the TDZ, it is possible that everything requires coordination with the state, whether it is the TDO-TEUL, I want to make sure I am not mistaken, the Tourism Development Department. You know, we just don't know at this stage. A recent example concerns filming permits. Last week, we received a request. He was preparing to shoot. And Métro Légal told us. And, we don't know if we, as NDOT, can deliver filming permits at the moment. So, in this example, the tourism commissioner had to personally intervene, approve it and move things forward, it's just an example of the lack of current clarity. E, and in fact, even before the TDZ rules appeared, we were exploring and had begun to define and update the ConnectDunton document, to examine what has changed, you know, to adjust the calendar, to create in a way an element of work plan. E, and this will probably not progress as long as we do not have a better clarity on the rules of the TDZ. This has the ability to have a fairly important impact on what we do. We want to make sure, when updating the plan, that we understand perfectly the impact of it. Once again, anyone who wants to see this in more detail can go to the NDOT's ConnectDunton website, where there is a link with updates, and you can consult this document or take a photo with your mobile phone and send it. So, I'm not going to go through this line by line in general. I'm going to talk about the five main axes. The first being the management of congestion. You can see that project number 1 LAO is the opening of the traffic management center. It is a project that we have in some way preloaded, it was in the middle of preparation to obtain an immediate victory. Intelligent fires are another key here, largely financed by Choose How You Move, or about 83 of our 120 fires in the city center. The others have been financed by the CSP and by the subsidy mentioned above, and design work is now coming to an end. We have the materials in hand. Our South Fifth Street technicians are actively building our new signaling cabinets so that, when the team is ready to deploy, which will take place in one or two months, everything is ready. We can transport them, install them, connect them, test them and we will be operational. The access management policy is another important point that we have here, which was presented to this assembly a few months ago and which has been approved. You will see here many TDMs, the management of the demand in transport. It is not marked as finished because some of these points, as you will see, are a little more focused on the processes. In the notes section, they are marked as continuous processes. We will always work on some of these aspects. You know, traffic management with police forces, it will never be finished in the city center. And the TDM enters this category. One point that I want to highlight here, which appears in red, is the conversion of the second avenue. The ConnectDunton project recommended the reopening of the second avenue in a double sense. We finally decided to reopen it in a single sense, as at the origin, after many discussions with the community. I think there was a lot of concern about the congestion that this could induce. They really wanted to see these adaptive and intelligent signals deployed before this conversion, to make sure to achieve this efficiency. This is therefore a return that we have taken into account. This will be linked later to phase 2, such as the conversions of the 3rd and 4th avenues, which are also linked to some of our phase 2 mobility routes, which this conversion really allows. Let's move on to the next section, improving security on Church Street. We are lucky to have obtained a CHIME funding for the complete street project of Church Street, which will go from 8th Avenue to Centennial Park through Midtown. This currently follows its course in the design phase for a construction at the end of 2027. We are also advancing some other complete street projects. 7th Avenue is also listed there. We will deploy it in two phases. Rosa Parks, which you see marked in yellow here. We have bigger projects to come, but we took advantage of the resurfacing by the DOT to bring some security improvements. We also have intersections improvements planned for Ripley-Weathway and MLK, as well as Forset Church. Two locally controlled intersections are part of our network at high risk of accidents. The design of these projects is almost at its end. Regarding the unmarked passages, we have set up 3 pedestrian passages this year. Another one is planned just in front of the library, whose construction is actually starting later this week, and anticipated pedestrian intervals have been deployed throughout the city center. Let's move on to the third section, move more people. In reality, most of this has been integrated into the Choose How You Move program, the priority corridor for public transport on the west side. Once again, think of Rosa Parks. The future site of the Sobro transit center, up to Elisabeth Duff, is included in the Corridor-Nolanville All Access project, for which Wigo obtained the first works a few months ago. The works of the transit center are underway by Wigo, and we also see an increased frequency of passage as well as extended hours, which will continue to evolve every six months. The fourth point is the creation of a complete network. Some of these gaps have begun to be filled. The first phase of Jefferson Street and the section of the 6th avenue between KVB and Lafayette have been treated. Many others are in the process of design. There is this complete street, Church Street, which I mentioned earlier. The Deun-Brillant project benefits from improvements from the pedestrian bridge to Deun-Brillant Hill, including concrete protections and a much more complete street approach. the 7th avenue that we have mentioned previously. We will also have an east-west link to Union Reliant Church and the project of the Nashville district, which I will talk about now. This project is, once again, partially funded by the federal government. It is progressing a little slower than we would like due to federal procedures. It has been subject to the examination of the NEPA for some time. We think this is due to an evolution of the mentalities at the federal level on certain types of projects, as well as a strong reduction of the federal staff, which slows down the examination deadlines, not only for this project, but for the whole country. Once again, the projects we are carrying out aim for better results than what was initially planned in ConnectDunton. It is not a rapid construction project at this stage. We prefer concrete protections, high-end projects in short. Think of the 12 Saous complete street project, if you know it. We also focus a lot on this connectivity. There are a total of 15 identified mobility route projects in phase 1. It is a secret to no one that we will not be able to finish them all by the end of the year. We really focus on this key connectivity. Other projects are starting their phase of design where we know that there are essential gaps to be filled to set up this network. It is about connecting the Gulch Greenway to 12 South. Other improvements on 6th Avenue will connect the city center to the project of complete streets of Chestnut in progress, then eventually to Edge Hill which will follow. The last section we have here is to optimize sidewalks. I think that pilot projects have recently been put in place concerning the loading and storage of passengers, but we have really lost a large part of our technical expertise with the departure of our director. I think you will see some movements on the side of Lando in the coming months, where we will reintegrate part of this expertise in the management of internal sidewalks from a strategic planning point of view to advance all this in a structured way.

E. Alan has been really fast this time. E. And you may have started at the same time, but that's how it is. E. Municipal Councilor Alan, you have the floor.

The water is crying. I am in front. So, I will speak quickly. E. Is there a chance in this framework that we bring back the shuttle from the city center to move more people?

35:45 – 36:02Speaker 4

Good question. I think that everything that concerns this subject would probably go through Wigo. E. They are actively working on updating. And I have to make sure I'm not mistaken about their plan, We Go Forward, which studies new extended service routes. So, I should get back to them.

36:02 – 36:19Speaker 1

I'll talk to them about it. They, and then, they, there are some cities that, when they have a dedicated bus route, allow it to serve both buses and bicycles. Is it a possibility or does it just seem that leaving it empty while it could be a bus and bicycle route is envisageable? Is it up to study?

36:19 – 36:49Speaker 4

Excellent question. So, for the centre-ville specifically, we hope to reach a frequency such that these roads do not remain empty for a long time. Well, we had conversations on the subject of shared bicycles. And I don't think we've found any answers yet. It's probably something we'll discuss. We really want to make sure, first of all, that it's safe for everyone to ride a bike and, secondly, that it has no negative impact on transit time. So it's a dialogue that we're going to continue and we'd be delighted to hear the opinions of this group.

36:50 – 37:09Speaker 1

And maybe parallel streets, it works too. But more bike paths, that would be great. And then, regarding the management of sidewalks, two questions that come up often. The first is that we have received a lot of emails concerning the carpooling and the difficulties of depositing passengers, among other things. And is this still the subject of an evaluation in progress? Can we continue to work on this point, or is it over?

37:10 – 38:04Speaker 4

We are waiting to see how it goes with these 21 sites and where we can expand. We just have to keep in mind that we have a limited space on the side of sidewalks in the city center. It will not grow. We want to make sure we make the right decisions to integrate all uses at the right time. Modern city centers focus on parking flexibility by recognizing that sometimes delivery areas are needed in the morning and passenger parking areas in the evening.

38:06Speaker 1

They do not manage the consultation, but they make sure that we meet all the conditions of the federal subsidy. Our team prepares the NEPAE documents and, in the past, we submitted them directly to the Federal Highway Administration, as we did last November. In general, this examination takes 30 to 60 days. This is where we are today. We have meetings scheduled with the personnel of the local program of TDOT to really understand what this delegation looks like, because I think our initial impression was that they would have the power to approve. Now, it seems that they provide part of the personnel, but that the file must always be submitted for final signature. The NEPA is therefore rapidly evolving at the federal level and we are learning as we go.

40:22 – 41:54Speaker 3

It looks like a nightmare. Thank you all for following this closely. And so, regarding Spock, I think that strategically, to connect East Nashville to the city center. I project myself in a scenario where the secure connection at the first street level will probably be removed with the extension of Marine Drive and will not really be replaced.

With the end of the JRP project, we want to make sure we communicate effectively with the TDOT on the final result, but yes, it is something that our team is studying. Okay, thank you. And last question, I am a big fan of pedestrian lights in advance, LPI. I think we should install them everywhere where there are pedestrians and that they should be automatic. Those in the city center, or some of them, do they need to press a button or are they simply integrated into the cycle of lights? I would not want to say nonsense. The vast majority are integrated in the cycle, especially in the city center. I cannot confirm for each of them, but yes, I am sure that 80 or 90% is the case. And from a technical point of view, do we consider that LPI helps to improve the safety of cyclists or is it an aspect not taken into account? Yes, it is also part of the process.

44:41 – 46:55Speaker 4

C'est une excellente question. The management of the transport demand, or TDM, consists of seeing how to modify travel habits to reduce traffic jams and facilitate trips for all. This can go from, maybe we could avoid everyone moving between 7am and 9am and 16am and 18am. If we manage to convince companies to adopt shift schedules or a hybrid approach, we relieve congestion for everyone. This also goes through the examination of alternative modes of transport. I think a lot of people in this room have already taken a bus or ego. If you have never done it, it can be a little intimidating. It is therefore a question of helping to train people, for example with fun events. Explain what transport looks like in common during the development process. We also work with the new real estate projects of ANS by asking them to collaborate with us. We include in their obligations the adoption of certain demand management measures. For example, you will be located on a major transport line. Install a bus stop here, provide documentation to your new residents to explain to them how to use the bus. We manage all this via the Nashville Connector program, the name of our team dedicated to demand management. This has been largely financed by subsidies in recent years. We still have about 12 months of funding for this subsidy. Over the next 12 months, we will see if we can extend it. Otherwise, we will come back to you to ask for funds to maintain this program. But the essential thing is to know, beyond the construction of infrastructure, what we can do to reduce congestion. How to encourage people to go to a football match at Nashville SC? We know that there are not many parking spaces there. If everyone takes their car to try to park, it will not work very well. How to encourage them to take the bus or bike? How to encourage people to really lighten the pressure on the system?

46:58 – 47:13Speaker 2

47:14 – 47:35Speaker 4

Yes, absolutely. If you are interested, I would like to get you in touch with our program manager, Megan Mattson. She has incredible information. She loves to come on the field, talk to the community, and I think a lot of advisors are here. I know that the advisor must have worked a lot with her on the opening of the truth. I would like to get you in touch with her to see what she can do in your community.

47:35 – 49:04Speaker 2

Yes, please, do it. Thank you. Very well. Does anyone else have any questions? Very well. I just want to thank INDOT for coming and organizing all this. It's really useful. I know that every project in the city center is important. We probably have all those who care about us the most. If I had a magic wand, the seventh would be over. So, you know, I think this update for people is really useful and shows the progress we have made. So, thank you for doing this and putting it online so that everyone can see it. I would also ask, I think, if you could share it with all the presidents of our various transport, pedestrian and bicycle safety organizations, which are numerous. I would really appreciate it because I know they will all be interested. You went to the BPAC, to Vision Zero, I forget one, I forget one, there is transport, parking, the BPAC. Yes, oh yes, TLC. the whole range. I think they will all find this very useful too. So thank you for doing this. Thank you for coming. I know that some other advisors could not be present, so they submitted questions directly to you and I encourage people to do the same if they have had things that they could not ask or if they think about something later. And on this, the session is officially over.
