We like for everybody to stand, rise for we're going to actually have the call of order for the invocation which will be said by councilman Mike Brown and pledge of allegiance afterwards. One of that is to be serving to others and also to be loving to each other. God, you have shown this city great promise over 54 years in his existence. God, my prayer is that we continue to do the things that would garner your favor that we can be that shining city, not so much as on the hill, but in South Carolina. This is my prayer. Amen.

Congratulations. COACH TAYLOR um really um don't know what to say right now. I just want to say um first and foremost thank you um my heavenly father and I also like to say I appreciate uh the young ladies their hard work their parents making sure that uh all those crazy practices they met and um the community is of the whole my mother my family and uh also their families as well. Thank you. Now, I I spent some time with the young ladies um and I told them uh they you guys are going to receive the same plaque, but we're going to do it at the school with you guys so that the players can see what how what hard work does for you. Um Coach Taylor's an outstanding individual. He's a community guy and I didn't know uh until I think last week that he was from here. I thought he was from Georgia. He's from downtown.

8:12 – 10:10Speaker 1

Yeah, he's downtown. the downtown guy, man. Didn't know that. Um, but I want to say a couple of things about what these young uh young ladies mean to us. I I I saw them play in the state championship. They may have been in either the seventh or eighth grade the year that North Charleston High was up there and they win the state championship. They were in middle school and I said to myself, I didn't even know and I was born and raised here how powerful they are. the the Shakuri Eagles was the school that was there before the military man and that school was back back in u back in the 40s and 50s, right? They actually won two state championships, the girls did and from 79 and 80. So in the city of North Charleston, it was no school that had won any other multiple state championships until the military magnet came on scene. this five championships, people. Five championships. Come on, give it to him. Five. The young lady that that I saw her father, he's here. Where's that? Yeah. Right. He I went to the game after that her her freshman year, man. He was hyped up like I would be for my kids. And he saw me. He knew I was the police. He was like I said, "Man, that's your child, man. Hype her up." And man, he was just he was just picking her up and everything that she did, didn't matter if it was right or wrong, he helped her through it. Who would have known that? Dinary. Did he get it right? Timmy Dari. Yeah, Denari. Uh Williams, a thousand career points scored, a thousand career rebounds. 2025 all state 2026 all state 2026 player of the region 2026 1A player of

Nehemiah Broton, he got drafted by the Washington Redskins. And then John Simpson, another Fort D graduate. He's playing right now in the NFL. Those three men were only the only three men have ever been mayor for the day. In a month, you're going to be mayor for the day. Oh yeah, I forgot my niece. Who my niece say? DD Ben, that's my niece right there. Yeah, I forgot to call her name Dave. Um, and she's been in basketball all her life. Uh, Mr. Parano, where are you? Singleton.

Great job, ladies. Great job. Will the small business enterprise department and procurement come to the front please? Whereas small businesses are the engine of the American economy and the foundation of a free and prosperous nation, accounting for more than 99% of all private sector employers and creating nearly two out of every three new jobs nationwide. And whereas from our farms and factory floors to the frontiers of technology, small businesses drive innovation, strengthen local economies, and provide the products and services that keep America competitive, secure, and strong. And whereas the America first economic resurgence has produced more than 500,000 new jobs, driven small businesses optimism above its 52-year historical average, secured over 20 trillion in foreign investment commitments, and delivers strong GDP growth. economic strength, self-resilience, and reliance and opportunity. And whereas the enactment of the work working families tax cuts make the 199A small business deduction permanent. Allows 100% expensing for for new factories and equipment. Expands opportunity zones. Eliminates taxes on tips and overtime and delivers meaningful tax relief that strengthens small businesses. empowers entrepreneurs and fuels job creation in communities across the city of North Charleston. 16:23 – 18:12Speaker 1

Now we have our small business spotlight awards. Good evening, Mayor, Councilman, um citizens of North Charleston, and distinguished guests. It's an honor to stand before you to recognize two of many small businesses that help make the city of North Charleston a vibrant and thriving community. They create opportunities, strengthen our neighborhoods, and reflect the character and diversity that make North Charleston such a special place to live, work, and play. Today we are proud to present the small business spotlight award to two local businesses. Geichi South LLC and Quality Home and Lawn LLC. Gichi South LLC and Quality Home and Lawn LLC have both distinguished themselves through strong commitment to excellence not only in the service that they provide but the way they engage and support our community. At this time, I would like to invite the owner, Foster Gaston, from Quality Home and Lawn LLC, to come up forward and accept his um City of North Charleston Small Business Spotlight Award. I'm not sure if he's here yet. He was working on a job and had to fight traffic to get here. But if he's not

20:22 – 21:15Speaker 1

here at the time, if he shows up before council's over, a wise man once told me that they want their flowers before anything. So, I would like to give him his flowers before council ends if he shows up. But Quality Home and Lawn has been awarded $55,000 in contracts with the city of North Charleston, completing various demolition jobs for code enforcement and various ground maintenance jobs for the procurement department. 35:03 – 35:27Speaker 1

We have a motion in a second. Any discussions? Go ahead. So it's brought to my attention that um at least one of the um organizations husband serves on the advisory committee. Are there any rules or policies that's in place? There are no guidelines.

35:36 – 35:57Speaker 1

And I'm going to ask um I guess I as the legal counsel, is that a conflict of interest? Be be more specific. What What would your conflict be? uh the fact that the council is voting to possibly vote to award money in regards to the accommodation tax funding. Did he vote in that? He did not.

36:00 – 36:35Speaker 1

So if he abstained from that, I would say that conflict doesn't exist. Thank you. Also too, uh that's probably going to come before us once in a while. I've seen it done with Mayor Bourne, Mayor Khan, and Mayor Sumi. So it should be come to us, too. That's something I'm glad you brought it up though. Yeah, that may come before us as well. We may have to abstain in the voting process. I Mr. Mayor, I have one more question. You don't mind? Yes, sir. So, there's no policies or procedures in place. When will they be um implemented?

36:31 – 37:12Speaker 1

I currently research cities and towns that do this and none of them have them. Mount Pleasant doesn't have them. Uh Charleston doesn't have them. So, we're working to find someone who does and then we'll uh work them in for us. You good? I'm not good, but I'll take that answer. Okay. M Mr. Mayor, but we do follow the state the guidelines. So, so it's not like we're just willy-nilly doing it. We we do have some guidelines that we're following that the state puts out for the accommodation tax. Correct. We follow the state guidelines. Thank you.

Yes, ma'am. We will note that right now. Thank you. Thank you. Uh, we had discussion hearing none. Any others? Madam clerk, please call the role. Mr. Perry, I. Mr. Jerome. Hi. Dr. Ganway Paisley. Hi. 39:05 – 41:04Speaker 1

We have two speakers tonight. When I call your name, please come to the front and state your name and address for the record and you'll have three minutes. Wendy Price. Hello, my name is Wendy Price. My address is 6885 Willa Court, North Charleston 29418. I am a retired Air Force veteran. I purchased a home at Willow Court in 2021. It was one of the first duplexes that were built and I felt like it was a great opportunity due to the close proximity to the Air Force base. Since then, it has been a nightmare. There has been we have what has been established as an HOA on record and we have been paying our dues. However, there has been no enforcement. And so I'm here today because this has poured over into city issues and us using resources. We are constantly in in compliance with the noise ordinance after hours. We are constantly going calling the police. Someone sent the police to come down for the noise that we are experiencing down there at least four times a week. There's parties that are constantly happening. The the street is very congested. There are cars parked along the sides and in the culde-sac. If there are any people as far as emergency responses that need to come in this area, they would not be able to get in due to the congestion of the traffic. The trash is everywhere. There's trash every everywhere that you look. There's trash all over the ground. It is horrible in this area. And we also have had other things happen as far as crime that has taken place over there. We just had the police come down there not too long ago last week looking for someone

41:02 – 42:08Speaker 1

who said that they live in one of the addresses just they've been there a lot like a lot last week just to find this person. We also have other issues that have been going on going on. There's been drugs over there. There's been just a lot of issues that are not being addressed that we need help with in this community. It has been five almost five long years and this is the last stop here. I don't know where else to go to to fix these issues that we are having down here. It is we can't sleep here. I have a daughter. She's one. Like I mean she's just turned two. We can't sleep here. Like it is a lot of noise. The driving is erratic. She cannot play outside because they drive fast in this very short codac. And it has just been a nuisance. And it has also just been horrible for the people in the community. And I'm just looking for some assistance so that we can take back our community and live peace peacefully and be able to enjoy what we worked hard for. Thank you,

42:05 – 42:45Speaker 1

Miss Price. Where exactly is off of Dorchester Road? Yes, sir. Okay. Wait, what exactly on Dorchester Road? If you turn, you see Lambs Elementary School on the left side. Right before that, you'll see after there used to be a Burger King on the corner and there's a gas station. You turn on Lamb's Road and then it's a a left turn on Will Court. Gotcha. Gotcha. All right. Um uh Assistant Chief Karen Cordre, please make sure you you get with her. We need to get an afteraction report, whatever we do in that area. Also, we need to meet with the HOA to, you know, give them guidelines on this.

42:43 – 42:59Speaker 1

Our HOA does not have a board. There's one person running the HOA. There's no meetings. There are no financial trans transparency. It's one person. Okay. You got it. Thank you.

43:03 – 43:28Speaker 1

Okay. Do just make sure for council and I make sure we follow up with her. Okay. All right. Thank you. Thank you, Mr. President. And I also say I appreciate you uh taking my call earlier today. I'd like to also if I could be included in those conversations. Yes, sir. Thank you. Thank you. Yes, ma'am. What district is it in? Uh, one. That's yours. Gotcha. Thank you,

43:24 – 45:24Speaker 1

Cody Eles. Good evening, Mayor, City Council, Council Member Perry. My name is Cody. Um, I'm also a veteran of the Navy. I have some PTSD anxiety issues that were not helped by living next to Wendy. Uh she was my neighbor for 2 years. Um I apologize for my parents. I came straight from work. Um Wendy's my friend and former neighbor. Uh and and I want to help her with the ongoing situation. I had to move away because of these issues. Um many of you know me. Many of you tried your best to help me. Unfortunately, it's hard to make a difference when dealing with people that don't care. I had to move. Two years of dealing with the noise, street brawls, drug dealing, DUIs, trash issues, harassment, illegal businesses, a rape uh in one of these houses was the last straw. I want to point out that Mr. Cheetel uh chef and one officer in particular, I can't remember his name, were of great assistance during this time. I've returned today to support Wendy in order to return attention to this matter and end this once and for all. The residents of North Charleston deserve a standard of living that should not be subject subject to the disorder similar to that of a third world country. I want to leave you with a quote from the uh builder, landlord, and HOA of 16 of the 20 units, Will Silva. If I was you, I would be out long time ago. He does not care. We've dealt with them for two years. I had to move. She can't rent her house out. 16 of these 20 units have 20 to 30 people living at them at times. They all

45:22 – 46:01Speaker 1

trade houses when they get in trouble. If the police come, guess what? They're in a different house the next day. If they get called to court, they don't have any IDs. They might show up. They might not. You never hear from them again. They're dealing drugs out of these houses. I don't doubt that they're part of a cartel. They're selling drugs. They have guns. I've seen them. I've I've actually turned over drugs to a police officer at one point. And nothing is being done. No matter how much how much you try, we we don't know where to go from here. That's all I have. Thank you for your support, Mayor. Mr. Cheetel Chef.

45:58 – 46:43Speaker 1

Thank you, Mr. Cheetel. Dave, he's right there. You met him. Okay. Thank you, sir. Any other um business before the council? Um yes, Mr. Mayor. On yesterday um it was administrative professional day was celebrated across the country. And I want to acknowledge our clerk of council Courtney for the hard work that she puts into ensuring that council runs smoothly, city hall runs smoothly, our records are maintained and kept efficiently. And I want to applaud her and offer her her flowers on today because I did not see her on yesterday. Raise her flowers for me, Chris. There you go.

46:40 – 47:17Speaker 1

A nice I just, you know, a lot of times we we come to council and we take we take um take on a lot of responsibilities, but we don't stop to acknowledge the hard work that she puts in to ensure that these meetings are ran smoothly and dealing with the constituents. And we've been a lot recently. So, thank you, Courtney. God bless you. Can we have Miss Courtney to stand for our community? Stand, please. Not wait.

47:14 – 47:55Speaker 1

Yes. Yes. That was that was awesome. It's a pink and green color. I don't know about that, but uh yeah, it was it was but um uh on a on a kind of uh a little different note, um Bishop Aaron Elliott, you probably don't know, but myself and Charmaine and Courtney and uh Lil Mike, you know, he's has family on Liberty Hill, Greg Perry, Ganway, uh uh uh Mike Brown, we all actually have experienced some type of life around him. Yeah.

47:52 – 49:17Speaker 1

He uh is 90 90 something years old. He was a bishop all my life living and I'm 60 years old. Uh he's a pillar not only in the Liberty Hill community but uh in government as well. Uh this man and his wife had 20 children. 20. And all of the children, almost all of them, I think maybe one, but all of them were named after books in the Bible. Aaron, Moses, Amos, Timothy, Lincoln, uh, Miam, Naomi, I can go. The thing about it is that this guy was a father to the fatherless and he was a father to people who were fathers in Liberty Hill and in areas around. And you know the Lord had called him. But one thing he always did, he always placed God first. So when somebody like that leaves this earth, we should not feel sorry. We should said good and faithful servant. Well done. So just want to you know uh put that out there. Uh bishop is gone and we have to continue on. Uh hearing nothing else. This meeting is adjourned. Oh, wait. Wait. Oh, yeah. Yeah. Hold up.
