Yes. Thank you, Vice. Dear heavenly father, Lord, we come to you this evening asking that you bless this meeting. We are thankful for the council and staff who have worked tirelessly through this emergency. And we pray that you continue to encourage us to stay strong and positive as we work with our community to repair and rebuild our city. We pray for prosperity and strength for our community and business members whose lives have been forever changed as they work through the challenges to rebuild their livelihoods. 4:16 – 4:370

Amen. Thank you, Shelley. Clay, can you lead us another place? Sure. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

4:450

Next on the agenda is summary of current events starting with council. Mariano, you have any?

4:53 – 5:380

Yes, Mr. Vice Mayor. Um, there's still a lot of danger out there and I want to caution the public to be very careful. I had an occasion this morning to pick up u a friend of mine down in the Wheatfields area and I hadn't been down there in a long time and that used to be one of the places I would always patrol after a flood working for the county and I was appalled. What has happened down there is a channel has filled in and is now flooding um some of the mobile home parks down there. Now, I know the countyy's been working. They've been fighting that as hard as we have around here, but it's really changed so that it's level with a lot of the land, the private property out there.

5:35 – 6:170

So, there's I would support anything the county wants to do as far as dredging is concerned on that stream. And I had seen it in a long time, so I was quite appalled. So, there's still danger out there. Be very careful. Keep an eye on the weather and know that everyone is still struggling really hard to get the channel cleaned up where they can and to deal with um erosion that has occurred. It's everywhere. So, thank you for that, sir. Thank you, Mariano Fernando. I feel like I should report something, but I don't know what it would be. So, welcome back. It's not so lonely over on this side anymore. Mike.

6:16 – 6:420

Uh, Mr. Mayor, I don't have anything today. I Well, I just have a few things. Uh, this was our, uh, first our first back to first Friday last Friday, uh, which I attended. It was a good turnout. Little chilly, but it was a a good turnout. And, uh, I was honored to light the tree again this year. Oh, nice.

6:40 – 7:310

That was my fifth or sixth year, I believe. And we had a the same thing. The plug didn't work the first time, but it did after a couple times. But the kids, it's all about the kids. We all had a good time up on the stage, so they were laughing and everything. And uh I want to give a shout out to uh that company, Christmas Light Decorators from the Valley. I know they're not here in the audience, but they donated a lot of decorations and I just wanted to make it public that uh I wanted to thank them for that. And uh the the tree itself is just beautiful. Be nice if we can find a way to kind of tuck it away somewhere.

7:29 – 7:560

No, we're always looking. Yeah. Um, and then I wanted to give a a shout out to the Chamber of Commerce. Um, I also participated. We had a uh nine ribbon cutings last Friday in 2 hours. It was like a whirlwind. Every 15 minutes we were doing a ribbon cutting. Yeah, we were.

7:54 – 8:340

And that was all for the businesses that were reopening uh downtown. So, I give a shout out to them. And then just a reminder that the light parade is on for this Saturday the 13th at six o'clock and the uh we'll be using the regular route all the way down Broad Street which is cool. All the way in down to Yuma Bridge where traditionally do our turnaround. Excellent. So everybody show up for that. I know I'll be there with my grandkids and kids and stuff. So it'll be a lot of fun. And that's all I have. Paul.

8:32 – 8:580

Um, Mr. Mayor, me, Mr. Vice Mayor, members of council. Um, nothing nothing additional to report. Uh, everybody's working hard, getting ready for the Christmas and, uh, getting prepped for the new year coming up. A lot of excitement, a lot of work to get there. Good. And I did forget, I want to wish everybody a merry Christmas and a happy new year. If we don't see each other, I know we have a special meeting coming up.

8:55 – 9:480

Yeah, we will on the 18th at um, 2 o'clock. Okay. All right. Next on the agenda is the first community call to the public. Any citizens desiring to speak on a matter that is not scheduled on the agenda may do so at this time. This is a time for the public to comment to members of the city council and and not to members of staff. Comments will be limited to three minutes per person and shall be addressed explicitly to the city council and addressed to the city council as a whole public body. And if you'd like to fill out a card, there's cards in the back. You can uh fill them out and bring them to Shelly and she'll hand them to me. So the first card I have is Linda Merlin for Veterans Affinity.

9:48 – 10:010

Thank you, Linda. this podium. Yeah, on the podium. And podium. There you go. This is so new to me. I've never done this before. You're doing a good job so far.

9:59 – 11:050

My name is Linda Merlin. I'm a veteran of the United States Army. I was a helicopter mechanic. I now work with as a volunteer with Veterans Affinity. We concentrate on getting benefits for our older veterans that that they earned. We work with disabled American veterans who will be at the Elks on January 14th from 900 a.m. to 200 p.m. The um veteran needs to have their DG214 and come on down and we'll file for their benefits. And so I have a I have little flyers here for the council to show that tells what we do and how we do it. I do have a couple extra out in my truck. I also have a business card if anyone would like one, then let me know at the end. And so I will just pass these out and uh next time I'll be able to do this better. I was surprised I was doing this.

11:02 – 11:440

Thank you. Thank you, ma'am. Thank you. Thank you, Linda. You're welcome. Nice seeing you again. It's so good to see Vice Mayor. Yes, sir. I forgot an announcement. Oh, yes. Absolutely. I was asked to remind uh people that there's going to be a Christmas market at Uptons on Saturday. Saturday that that's before the parade. Yeah. Cool. What time is that? You know. Yeah. Put you on the spot. Yeah. I know. So early. Thumbs up. All right. Thank you for I'm not that good.

11:44 – 13:290

Okay. Next on the agenda is special presentations and ceremonial matters, presentations, proclamations, awards, guest introductions, and announcements. Item A is a presentation and acceptance of $106,000 uh donated from Freeport McMaran to support the purchase of the articulating ladder truck. Robin Bradford representing Freeport Magmaran will present a generous donation in the amount of $106,000 to the city of Globe. This contribution will be applied toward the purchase of the new articuling ladder truck, further supporting the city's commitment to public safety and emergency response readiness. Robin Good evening, vice mayor, council, members, staff. Um on behalf of the Freeport Macaron Foundation and the Globe Miami Community Investment Fund Committee, I'm pleased to present this check um to the city of Globe in support of the aerial ladder check. Um the project we were really happy to receive that application thanks to Connie and all her hard work and Linda. Um they went through a the whole uh interview process with our community investment committee. It was competitive application process. So um congratulations. We're really excited about you know this the ability to improve the fire department's um you know enhance their ability to protect lives and properties and globe Miami and appreciate all the work that all of you and and the fire chief have done for with the floods and just ongoing safety of the community. So thank you.

13:26 – 14:020

Thank you. Thank you, Robin. Do you have any comments for Robin? Anybody? Or I have had a week full and a weekend full of so many gifts to the city uh with the decoration of downtown Globe, which was a stunner. Just blew me away. Uh John and his crew have been busy chasing problems with our water and sewer systems. I really didn't want to ask them to go downtown and decorate because they're exhausted. And when people are exhausted, accidents happen. So to hear of that was quite a surprise

13:59 – 15:570

once again validated the world noticing that Globe needs help and they came running. They set it up. I drove by as they set up the Christmas tree and then I heard later they were going to decorate the rest of of Broad Street. That was a stunner. Uh no charge to the city. That's nice. But more important, it's here for the holiday season. And at the beginning of this flood, you know, we had our hands full just reacting. And and the way I feel right now is we're so blessed by so many contributions and thousands of people showing up to help on cleanup and then all the agencies on search and rescue and the rest of the positive press that we've been receiving. Plus all the success in donations, something that was not available during my tenure as an emergency manager, but here it is. GoFundMe and all the other revenue streams coming in. uh small I'm sorry I'm I'm going on and on but Small Business Administration this morning I learned has approved over four million uh four million in loans uh to businesses and residents in the area and that's been growing steadily for a month. That's an amazing number. A federal agency here in town $4 million. I like that. Uh but we we have seen all of our partners across the region including town of Miami and and Hila County uh being uh helped by so many entities and we have such a a spirit of cooperation going on right now amazing across the region not just because of a flood but because we're working together and our region is is well known and I'm seeing a synergy that is just amazing and I wanted to say thank to everyone who has stepped up to help

15:54 – 16:360

us in our pursuit of excellence. Uh a new fire truck, uh maybe later a new fire station and all the things that come with it. Uh we continue to strive to be a leadership, a leader in the community. We're only as good as our staff. However, I've got to give them credit. Every time I see something happening around here since September, our staff has stepped up beating the bushes for grants, other streams of revenue so we can improve what we've got. They're fantastic and they're as good as any other in this state and I need to thank them for that. I'm done. Thank you, Mar.

16:33 – 16:590

Sure. That covered it all. Merry Christmas. Thank you. Thank you very much. It's um I know that that's a I've been on that committee and there's a lot of good projects that come and there's only so much money to go around. So, we really do appreciate the committee selecting Globe and especially with the fire truck because we need that ladder truck to do what we need to do. So, thank you so much. Yeah, Mike

16:58 – 17:290

Robin, you know how I feel about Freeport. I mean, they've always been a good supporter of everything we do in this community and this is really outstanding and we appreciate it very much. Yeah, me too, Robin. I just I don't even know where to begin. We saw this is just blew me away. So, thank you so much for contributing to this effort. It's a huge effort and we couldn't do it without you guys. So, thank you so much. Yeah, appreciate it. Chief, did you have something to say?

17:27 – 17:560

Yeah, just on on behalf of my department, I wanted to express the our thanks as well. Um, it is, you know, this is an important tool for for the city. It's an important tool for the safety of our personnel and we appreciate the investment in in that from from Freeport from your committee for for the work they put into selecting it. Yeah, we appreciate it. We live here. It's it's important to us. This is our community. We want it safe, too. Thank you.

18:02 – 18:150

I was going to say, do you want us all up there with you? At least you your I know but everybody I think is part of we got you come down

18:340

all This is a good looking group.

18:37 – 19:290

Everybody smile. and Mr. Vice Mayor and to the council. Just to a side note, uh as soon as we receive these donations, they all get sent directly to the uh the company. We're purchasing the the ladder truck to to build to to help work towards paying that up and locking in and um it the the money helps reduce the cost.

19:27 – 20:050

Good. Good. So, it goes right from here right to Minneapolis. Yeah. We don't we don't bank it. We take it and we process it and um and then and then pay the company. Good. Good. Best way to do it. Okay. Next is item B. Uh Tina Brown with Arizona Complete Health will represent the City of Globe with a $25,000 check awarded to the Globe Fire Department for the purchase of CO2 smoke detectors. Yes, ma'am. Thank you.

20:02 – 21:120

Thank you. Thank you everyone. Uh, Vice Mayor, um, council member, thank you for this opportunity and community members, thank you for this opportunity to, um, on behalf of Arizona Complete Health, I'd like to present the check for $25,000 for to support the fire department, um, smoke detector and carbon monoxide um, detectors. Um, I actually had the opportunity this last Friday to see them in action, to see how the program would work. um where they were having they were it was about awareness um letting the residents know about um the detectors and then educating about it and then not only educating but then also providing them the resources that they would need um to protect themselves and to save a life. So I'm really glad to um be a part of it. Um I'm really proud um to be a part of this community. I don't live here but I love this community. I love working with with Connie. I love working with Robin. I love working with Linda. Um and so it's always nice to come up here and so um that is why I'm here today. Um anything else?

21:11 – 21:220

Oh, very happy. And this is a big check. No, you can't keep it. We can take a picture with this. The big one,

21:22 – 23:140

Mr. Mr. Vice Mayor, council members, um, one of the things that that we're working toward is is a lot of education. And there's a pretty pretty significant statistic out there that, you know, fires 40, 30, 40 years ago. It would take it would take a fire 10, 15, 20 minutes to go from an incipient stage fire, meaning it's just starting to a point that's called flashover. um that statistic now uh with modern furnishings and materials is down to 5 minutes or less for it to go through that. So when you consider that in your home and the importance of having smoke detectors in your home um you know it it becomes even even more critical that that that that they are there that they're operating that they're tested. Um, and we appreciate the the opportunity to partner with you and and have the opportunity to be able to disperse some some smoke detectors throughout our community. Um, to get that education piece out there and make sure people understand the critical role that they play. Add on to that the the carbon monoxide component of that, you know, that that silent killer. um that you know this being the time of year when we start to see more more incidents related to carbon monoxide throughout the country. So, you know, this is a this is a great opportunity to partner to to to help those in our community who may uh who may not have the the necessary equipment in their home and and to do, you know, to do that in a way that, you know, that that gives back to to the city of Globe and to to the area as a whole. Thank you. And thank you.

23:12 – 23:270

Thank you so much. Thank you. Sure. Stand behind. Yeah, we can do that. Stand behind us again. Yeah, we'll do come up here.

23:34 – 23:550

You're getting bunny ears, by the way. And then lower your face. Thank you.

24:01 – 24:140

Yeah. Thank you. Appreciate it. Thank you. That'll be great. Thank you.

24:10 – 24:520

Thank you so much. Okay, next on the agenda is item C, introduction of the new city planner, Sandre Starky to the community development department. Tony Good evening, Vice Mayor, council members. Um, I'd like to introduce Sandre Stark.

24:50 – 26:500

Um, as you're aware, you know, we've used, we're all gotten used to using SG, which is Dana for our zoning and planning for the city of Globe. Um we're fortunate now to have that Sandra on board uh to fulfill the planning position uh for the city of globe in house. And what that means for us is um well in short to better our customer service, our response times and to better our project uh our projects in the city of Globe um and be able to do that inhouse is really essential for us. So this was a great move for us. uh still utilizing um companies like SCG and that's not unusual. So we have thirdparty companies that we use for plan review uh and other things that we utilize for the city that we simply just don't don't have the uh ability to provide all the manpower that we need but we do have all the resources that we need uh in case the need arises. So uh we talked about that in the past that uh includes plan review now zoning inspections uh amongst other things that we have. So it's about it's about uh providing succession planning for the city uh and providing a better customer service. So Sandra comes from a planning background. She worked for uh Navajo and Maricopa counties. That's her last uh employees. She is from a small town. I'm going to allow her to uh embellish a little on her past and herself, but uh so she is uh real privy to rural living uh and what that looks like and is kind of used to that. So um she's very bright young lady and uh we uh are happy to have her aboard. Uh with that being said, I'd like to allow Sandler to say hello and introduce herself. It's nice to meet you, uh, vice mayor,

26:500

council. Yeah, close to that mic thing there.

26:52 – 28:000

Um, yeah. So, as Tony mentioned, uh, I previously served in planning positions with Navajo County. That was for a couple years, um, as a planner one. And then I relocated to the Phoenix area and served Maricopa County as well, uh, more in like the plan review side of things and that was for, you know, zoning, building, uh, drainage, engineering, all all different types of things. Um, but I am originally from Xolo. Uh, so I am from, you know, arguably the area. I'm from the White Mountains. Um, that's something I'm really proud of. Um, that's something that I carry with me every day. I'm very proud to be from the area. Um, I grew up visiting Globe all the time. Uh, and this was actually my dream job. It was something where um I went to ASU. Um, and when I graduated, I had kind of cold called the City of Globe at the time, reaching out to see if there was a position like this uh that was open. It was not at the time, but it is now, and I'm very happy to join you. So, uh, thank you for your time tonight. And I do have an item later on, so we'll get right to business. Good.

27:560

Very good.

28:03 – 28:480

And Mr. Vice Mayor, members of council, this fulfills uh one of uh council's desires was to bring planning in-house. Dana was a transitional person and and we are at the the magnitude of of activity uh that that it is time to have that and and quite the find. This is going to be a great transition. Uh we'll we'll keep using Dana, but but we'll be transitioning Sandra in as as we Sandre as we go. Good. So, good. Welcome. And I need to apologize for Starky. I thought it was Starky is Stark, correct? Yeah, I get that a lot. Sandra Stark. Yeah, it'll you guys. Okay, just Well, welcome. Thank you so much.

28:45 – 29:110

Thank you. Uh, next on the agenda is item D, recognition of the 2025 Golden Prospector Award awarded to the City of Globe for the Hill Street School Apartments Economic Development Project by the Arizona Association for Economic Development. Melissa. Oh, hello Melissa.

29:10 – 31:080

Unfortunately, Melissa's under the weather. She's probably watching. Melissa, I hope I do you justice. Um, so we we had the honor of of being nominated by Hila County for for this award and we were chosen as one of I believe three projects to receive the award for um economic development deal of the year in rural and what an what an honor it is es and especially to be nominated by by Hila County who really does support everything that that we do here at the city. Um the award is in my office. I forgot to bring it, but it actually it's being uh re re-etched because it was um mistakenly made out to Hila County instead of the city of Globe. But that's great. We can both have an award because, you know, we do a lot of things in partnership. So, so this was a fantastic project. We've we've had the um honor of of presenting on it at several conferences. I I presented at the rural policy forum a few months ago on this as a as a fantastic uh project uh regarding around adaptive reuse and I was supposed to present at AED but that was just about a week after our flood. So unfortunately had to miss that one. So and then I believe Dana was um presenting on this project as well within the Arizona planning group uh that that we're a part of. So, it's been a f just whirlwind of activity around this project. I know it's up for several national awards and I don't think we've seen the last of it. It's it's just a a great example of what what can be done with with the right partners involved and especially with the city of Globe, the city council and and everything that the council did to support this project because as we remember it didn't it didn't pass go at at planning and zoning but it came to council and council had the vision to

31:06 – 31:510

see what it could be and that's what it is today. So thank you very much. Thank you Linda. Mr. there. Um, my fiance Bonnie, her sister moved into one of the apartments last week and she was helping her move in and I hadn't been there since uh the the opening and she has a first floor apartment. It's a gem of an apartment. She's elated. She's very, very happy for her sister. And they look great. They're wonderful. And they look brand new like they just opened yesterday. They're just gorgeous. and I'd for really forgotten from the tour what they look like and uh they're practical, they're welldesigned and I was very happy for her. So, it's a good thing. Thank you. Thank you. Fernando,

31:49 – 32:080

well, one thing I got the opportunity when Gorman invited us because they wanted us and uh so we asked to see one of their new projects and then we asked to see one of their older projects and honestly the older project you couldn't tell it wasn't new either. Mhm.

32:06 – 32:400

And then that's what gave me a lot of confidence in Gorman because the way they maintain their properties and one of the things that I thought was well if you go into an affordable living situation and then let's say for example I qualify but now I get a degree and now I'm professional and I can get a higher paying job. Do I get evicted? And uh they explain to me no that they do a survey every year and then if your income changes it can change the amount that you're responsible for. But the worst it would be would be market rate. Yes.

32:37 – 33:220

And so you don't get evicted. And so there was just a lot of things that they did right. And so it was it's they're a great partner and you can see that from the final results. So I'm glad that we took some arrows for them because it was worth it. Yeah. Thank you. Like anything? Well, all I could say, Mr. mayor is every day that I drive by that building or I walk by that building, I just smile to myself and say, "Boy, did we do a good thing here." And I've talked to several people who sit out there with their dogs and just sit out and visit and I ask them how they like it. I haven't run into anybody that doesn't like it. You know, it's it's it's a beautiful building. It's a beautiful project, you know, and I I think we did the right thing. Yeah.

33:22 – 33:520

Good. I think so. Mr. vice mayor. Oh, go ahead. And then I won one last That's fine. I too just quickly is, you know, since I've lived here, you know, it's just like what a cool building, you know, and you go there and everything and then it's just been idle for all those years. And then for somebody to come in here and do that to that building, invest that kind of money is just outstanding. And it just still amazes me every time I go by there too, Mike. Yeah.

33:50 – 35:430

It's just really cool. And people are happy. council. There was a lot this project didn't just land in our laps. There was a lot of leadership that that was needed by our side to bring this in. Um we had the the the PNZ, brand new PNZ first meeting and they were hammered um on the parking issue. Um council said, you know, okay, well, let's hang on. Let's go take a look. Let's investigate. Took the time. traveled down to Tempe to visit uh those came back and and and did you know a reversal of what what PNZ had voted u and and took that chance and took that leadership role. There was also the application required a promise for $400,000. Um and and we made that promise um going well let's you know keep our fingers crossed and and when it when the application was approved we this council came up with $400,000 out of ARPA funds uh that we we didn't just give to the project but we partnered with the EDC so that they could could help the project out. And so the relationship we have with the EDC was so important to have that on hand that we could we could swing that and and do all that right. So it so at every turn uh through the construction uh staff through the initial contact were still held up as a model by by certain by people that that legis uh city councils are not a blockade to development. We moved that project from initial appearance to approval, full legislative approval in 45 days. People in the valley say it takes nine months to two years. And uh and and this council is able to do it in that record time and and we we have made history with that in the valley. So this was a example of leadership by so many people and we now have that beautiful building. So thank you.

35:41 – 36:100

Yeah. Just just one more comment. the the day of the dedication, the most important person to me that attended was the banker who services the Gorman company. And I asked him, "Why are you here?" He says, "Because it's a good company and they do good work and why not support them." I was impressed with that. It's really cool. Thank you very much. Thank you, Linda. Thank you, Linda. We want to see the awards. Yeah. Proof of doubt.

36:10 – 36:290

Next on the agenda is item E. Globe Fire Chief Gary Robinson will present the council with a presentation of the Globe Fire Department strategy community fire safety education and inspections. Chief,

36:25 – 38:240

Mr. Vars, mayor, council members and uh want we wanted to just keep this really brief. Um, but we did want to keep the the council informed on some of the efforts, you know, we've we've been putting into the prevention side of the fire department. Um, obviously you've seen with with the the grant that we just uh that we just got for smoke detectors on that side. Um, right now is our our current uh ongoing drive where a lot of the business owners within the community will get a letter from us from the National uh Volunteer Safety Council. They're they're the group that we go through for all of our prevention material. um those donations go back in to to an account that we can then order materials from. Um we've had a lot of a lot of interest from from our mid-level leadership to get back in the schools and they've been doing that, engaging with the schools on on some education uh and keeping that involved, getting more involved with with First Friday with the smoke detectors. Um the Readon Express, they'll be involved in in this coming week. um on the that's on the education side of things. On the prevention side of things, um we we're doing a lot of a lot of work within the community. Um the with that we we set our primary focus to start this uh to start this initiative within our downtown corridor. um within the downtown corridor as a whole. Um over the the a little less than a month now, um we've we've uh we've been involved in in 27 inspections of some type or another. 27 businesses of some type or another. Um several of those with multiple inspections, reinspections, um to to work through compliance. A lot of the focus on that is on education, getting people, you know, understanding what uh what it is we're looking for in terms of of fire code compliance, working with

38:21 – 40:150

them on timelines to to bring their uh bring their businesses into compliance with that. Um 13 of the businesses are in the downtown corridor of of that 27 that we've that we've been into this uh in the last month. And our goal is to continue that to continue through not only the downtown corridor but to expand out from there um to to get in into the into the businesses to be seen to to educate um and to to find you know those those issues that are of greatest concern and start working towards compliance with those. Um we're can you know we'll continue we'll continue that effort. um we've we've assigned an extra person into to that. That person is can't be assigned to regular duties right now. So So they're now involved in in uh in the inspection side of things, in the prevention side of things to to allow us to expand those efforts, make sure we're getting the follow-up that we need um with the with the businesses. Uh with with that um you know the the other thing you know we we've uh we sent our fire marshall the last uh I guess it's been about a month and a month and a half ago or so. We sent our fire marshall back to the National Fire Academy um for plan review classes. Our goal is to try and send him again um sometime in the not too distant future for for additional plan reviews. Um that comes at very little cost. we pay we pay for a meal ticket. Everything else, lodging, um flights back to Emittsburg, Maryland are all covered for that training. So, our goal is to take advantage of that when it comes to the prevention side as well as hopefully uh take the opportunity to send some of our operational staff in there. Are there any questions for

40:13 – 40:430

It's nice to hear um Mr. Vice Mayor, it's nice to hear that our departments are still striving for excellence and this is how you do it. Uh, invest in education of your staff and have them bring back the latest set of concepts in their profession and that's admirable. Thank you, sir. You have something for Thank you.

40:40 – 41:470

Thank you, sir. Okay, next on the agenda is the consent calendar. Matters listed under the consent calendar are considered to be routine and will be enacted by one motion and one vote. Public hearing items are designated with an asterric prior to dis or prior to consideration of the consent agenda. The mayor will ask whether any members of the public wishes to remove a public hearing item for separate consideration. Members of the council and/or staff may remove any item for separate consideration. Item A, consideration of waiver of section 2-4-10A, prior discussion rule to allow action on the balance of the consent agenda. one accounts payable 1,323,615. And does anyone from the council of staff or the public wish to pull any item for separate consideration?

41:45 – 42:260

Mr. Vice Mayor, I'd like to pull this item because I'd like some public explanation u a positive explanation but um more of explanation to the public of a couple of these figures. Okay. So, do we have to call for a motion to accept? There's only one item. There's only one item. So, okay. So, do you want to We got the uh some of the amounts here. Uh one is Apache Underground Excavating for the amount of $361.6,000. That's due to the the flood, right?

42:24 – 42:500

Right. That is the the initial payment on the on the work being done for the re uh uh flood recovery work to repair our damaged uh sewer system from the from the September 26 floods. Okay. And then the next item was Blue Cross Blue Shield for 156.9,000. That's insurance, so it's self-explanatory.

42:48 – 43:340

And then Viking Specialty Services for $104.2,000. and and we received additional storm damage to the um Silver King building uh on Broad Street and that had to come down very quickly. So that is storm again flood related flood recovery money. Uh both the Apache Underground and the Viking uh specialy services that money will be submitted to DEMA and and hopefully reimburse and reimburse in the future. Um at a 75 uh we 75% of that will be reimbured. uh 25 we may have to we may have to cover unless the federal government does a federal declaration and then FEMA will step in and and our portion will only be 10%.

43:33 – 43:440

I understand that's is that in Washington now through FEMA the there we're waiting we're waiting on the the federal declaration it has not happened yet

43:42 – 45:410

okay ju just a comment Mr. Vice Mayor, we have been chasing damage to a 100-year-old water system, sewer system and water. And because of that, the amount of repairs is tremendous. And I keep reiterating to the public that we're not done. That we have a lot left to do. and John and his crew, all of our personnel, as we discover things and note them, we add it to the list and we try to attack that list every day. I have had uh constituents ask me about a status. Why isn't this wall repaired or why isn't this road repaired? Well, that's why we're chasing things that we have to repair. we have to account for a future um with an eye on further damage occurring because the system is that old and I keep reiterating that to the public. Uh we have a lot to discuss going into next year's strategic action plan meeting and how we're going to prioritize this and also how we're going to finance this. There's a lot of work to be done there and I want the public to know that we're not out of it yet. We have a lot of work to do and a lot of planning to do. And as we can get to them, what I would call normal road repairs and erosion, we're still addressing that. Sometimes we're using contractors to finish that job. And the list is endless. And so I'm I'm asking for the public to understand that and ask for more patience as we scratch things off the list. And it's still ongoing. We're not done yet. And people don't believe that. Well, the water's gone down. Why aren't we back to normal? We're not. We're not. And it's going to

45:39 – 46:230

take a long time. So, I ask for the public's patience. And as they hear and see these numbers, please digest them. Call and ask. I'll meet you anywhere you want as far as showing you damages that I've seen throughout the city to reiterate to you that we're not done yet. We got a lot of work to do. And that's why I wanted to point it out. That's all I have, Mr. Vice Mayor. Thank you, sir. Thank you, Mariano. And Mr. Vice Mayor, members of Council, just real quick, this was a three-w weekek uh pay period. So, that's why it's also a little bit higher. Um just so you know, so it's three weeks worth of bills, not just two, right? I was going to remind everybody as well. I would move to present approve the consent agenda. I have a motion and a second.

46:22 – 46:510

Yes, sir. I'll call for the vote. All in favor say I. I. I. Any oppose? Nay. and he's sustaining. Motion passes. Jeez. Be careful over there. Hit the microphone. Okay. Little flying. Are you up, Mariano? I'm awake, too.

46:48 – 47:470

Okay. Item five, new business. Public hearing and consideration of ordinance number 893 to apply a planned area development P A zoning overlay to increase the allowed building height from 30 ft C2 intermediate commercial zone to a maximum height of 65 ft and approve the site plan as described in Cobra Valley Regional Medical Center PD narrative for plus or minus 228 acres of land located at 5880 South Hospital Drive, APN 20607 005D, case number Z-25.01 and request to wave section 2-4-10A prior discussion rule. And then Shelley, can you read the ordinance, please?

47:44 – 48:280

Thank you, Mr. Vice Mayor, Council. Uh, ordinance number 893, an ordinance of the mayor and council of the city of Globe adopting a planned area development overlay zoning ordinance to increase the allowed building height for the Cobra Valley Regional Medical Center from 30 feet to a maximum height of 65 ft and as described in the planned area development narrative for a total of more or less 22 acres of land located at 5880 South Hospital Drive, APN 206-07-000055D in the city of Globe, County of Hila, state of Arizona. Is council pleased with that meeting?

48:26 – 49:010

Yes. And then we're going to bring Dana on, right? Yes. There. There he is. Thank you so much, Vice Mayor Stapleton, council members. It's a pleasure to see you this evening and present uh this proposed uh zoning overlay amendment uh for hospital improvements. I'll go ahead and hop right in and share screen. Hopefully you can all hear me fine. Yes. Very good. Really good.

48:57 – 50:560

Excellent. And see the video or screen. Uh so just to quickly orient you um to what this request is again as that language of the agenda item read in the ordinance um Cocoa Valley Regional Medical Center uh approached the city uh with a request to construct a new threetory office building, medical office building, living rooms and so forth. Um and in addition a few other kind of came up and and to play with this request as well. So, I'll quickly cover those the process for adopting the zoning ordinances. Initially there was a public uh meeting held uh at the location with uh that was advertised to surrounding neighborhood uh by both mailers and uh sign postings along hospital drive there at basically Miami garden center uh and the property and advertising uh this hearing as well as the plan commission hearing which was held last weekend uh sorry last Wednesday last Wednesday the 3rd of December. Uh and we have a recommendation that I'll cover in a moment. But uh that's the process for all zoning ordinances uh to be reviewed and ultimately approved and considered by you and that's what we're doing this evening. Um and then part of that process includes the public hearing that we're required to advertise. So after we go through our typical presentation maybe question and answer uh between council and myself and then the applicant is available as well uh to respond to any questions that you have uh once you're satisfied then you can open up the meeting for public hearing by striking your gamble and uh and then hear from the public and then

50:53 – 52:510

close that public hear and I'll just I'll prompt you there if needed. So, uh, we'll hop right in. Like I mentioned, uh, the October Valley Regional Medical Center was part of a 1990, early 90s, uh, annexation by the city of Glow. You can see all this area in red. And this is your online interactive zone C2. Uh, and that C2 zoning district is basically commercial uses with a 30 foot height maximum uh, limit. Um, any not in color is county. It has not been incorporated by and uh this is the parcel in question or that this request applies to Valley Medical Center and then the kind of this smaller additional area that's part of that parcel. Uh, as you recall, I think in the last year and a half, two years, uh, council reviewed and approved, uh, improvements to Hostel Drive, including the roundabout. Uh, and unfortunately, I've got a better image. You can kind of see some of that roundabout going in. Also, since that uh development occurred and the development agreement that was included with that roundabout, we have replatted and dedicated uh the hospital and other adjacent property owners, DHPs for the most part in the hospital, uh dedicated the necessary rightway to start cleaning up some of these lot lines that you see here in these configurations. So most of this area is all either drainage, it was a temporary bypass runway so forth. Um so that said, uh the hospitals did approach and I'll hop right into their request

52:49 – 54:480

uh which is this plan right here. Part of that um new improvement and kind of reorienting some other access provided more direct access western portion of the hospital. right here where there's an existing uh underneath this uh site plan drawing you see the existing helport in this square area uh that is proposed to be moved to the south as a first phase so it'll be located behind and south of the building uh further away from the existing residential area of Miami Gardens uh property so we think that's probably going to be a benefit to that area though I have not been made aware of any complaints or issues uh surrounding the use of that helipad helport uh and then redeveloped as parking to serve this new medical office building you see here in the orer uh color against the three stories total of 64,000 or I'm sorry 68,000 square foot uh usable area three stories and then an additional um parking area is going to be needed to meet minimal parking requirements of the city to fulfill that. So, and obviously displacing a few parking spaces and so forth, but overall uh pretty significant improvement, substantial improvement. I think you know considering Hill Street Schools to be the second threetory building I think approved in the last uh uh 20 years probably if not more uh if not three decades at least. Um so uh definitely a considerable amount of square footage. to make a significant economic impact on our uh medical office space in the community. Um also in conversations with the property owner Co Valley uh Regional Hospital um they noted that the existing

54:47 – 56:470

hospital portions of the existing hospital were designed to be constructed at four stories. However, they only constructed the first two stories. Um so that's why we have a uh condition for portion of this request to include up to 65 foot height um because that four stories that all of the existing uh hospital facility could be built up. Um so they did request that. Uh, one comment that came up during the public uh, meeting uh, with the neighbors uh, was concern expressed over possibly building up in that uh, that kind of key area that I mentioned. And no, that's not a part of it. We also installed is your conditions of approval recommend and your conditions of approval and in the ordinance uh that any buildings over 30 ft that are proposed closer um to the residence than what the existing footprint in this proposed building are where they're located uh would need to come back uh for an amendment uh to be reviewed and then approved by council as well. So uh that put that I think concern um uh for the period of respons. That's really the only comment that was received through that public uh input process. We did not receive any letters or other notification and nor did we receive any um comment public comment and uh the planning zone commission's call public hearing. So with that I'll go through and show you additional uh sheets provided by the applicant again for this site existing site plan showing the area that's being replaced cardiology and another area

56:44 – 58:420

for structure. There's a parking calculations and this document is the narrative provided by the applicant and their designer. uh architect and that's going to be as an exhibit to the orphans uh that you're considering this evening. So this is the actual approval uh that's that what the actual approval will consist of and there's that office building has three stories obviously some additional articulated masking uh that reaches up above the 47 foot mark and and gets us up around 50 or so. So the way this ordinance is written is that these elevations are what you'd be approving to be constructed at that location and then you have the higher par to screen the roof mount mechanical equipment and so forth. And this would be the elevation main entrance and north elevation as you would see as you drive south on drive into the uh medical campus. This would be the elevation uh looking from the existing hospital uh to uh from the east and then that's from the south the BHP land or more open space and hillside um undeveloped land for the most part and elevation that would be the uh adjacent to maybe some of the closest residences which would be about uh nearest residence about 540 ft And there's uh a grade change. The hospital does sit lower uh than properties to the north and the resident Miami and the other um homes that are up in the foothills surrounding the uh hospital campus. So that is the full scope of the request.

58:43 – 59:290

staff is recommending approval. I'm sorry. The plan zoning commission unanimously recommended city council adopt this zoning ordinance. This would be the uh third hearing or third public advertised meeting uh on this case and uh for that reason we are requesting city council wave the rule and their motion. Um we have the motion here as well. we reiterated those conditions of approval that are included within the ordinance. Um, and that will become part of that zoning code that applies to this overlay of this uh uh request this property. Um, so with that, be happy to respond to any questions.

59:270

I have a couple

59:29 – 1:00:170

u Dana the movement of the helellipad further south. Uh I'm only concerned about uh whether or not it needs to be fortified to to flooding conditions. Now the hospital has done an admirable job in their flood preparations and they have quite a set of procedures to prevent flood to the hospital itself. But the movement of that helellipad further south does concern me. Are there any plans to fortify that or protect it from uh flood conditions? Uh it's a vital a vital thing there that we need to be sure that it it can operate in all weather conditions.

1:00:14 – 1:01:450

Yeah, thank you. Great question. Uh Vice Mayor Council Mariano. Um so any new construction including the helellipad and other improvements need to meet the a the flood certified elevation. Uh and that is a comment from our engineering department and that will be shown when they submit uh construction documents of how they're a mitigating overall gradient drainage or showing gradient and drainage for the site uh and these improvements as well as meeting put above the flood 100 year flood elevation. Uh here in this image before you uh on the screen the purple is that 100year flood plane and then that darker that blue is the actual flood way to actually flow. Um so to answer your question yes that is something our engineering department reviews and has commented on and and will require uh that certificate of flood control requirements to be met. Yeah. Um, Mr. Vice Mayor, I walked the uh the channel after the flood and uh I guess I was testing out my new four-wheel drive truck, but the point is that it's another channel that's filled in and can pose future danger and the movement of that helipad. It doesn't concern me. I'm sure it'll be engineered just fine. I just wanted to point that out to Dana to continue to monitor that.

1:01:43 – 1:02:220

That's all I have, Mr. Mayor. Thank you. Thank you, Fernando. I the only thing I lobbyed for was a drive-thru for the the pharmacy pharmacy, but uh didn't get it. Huh. I didn't I didn't win. Darn. That would be nice. Yeah. Well, I'm only one vote. Well, can I join your team? Well, there you go. Mike, you know, this has been on the on the dock for long time. Long long time. And it's just expansion for the hospital. I mean, it's Mhm. Makes a lot of sense. So, I don't see any problem with it.

1:02:20 – 1:02:530

Yeah, I too don't see any problem with it. It's a a beautiful set of plans, beautiful building. Yeah, I'm excited to see this. And uh we definitely need this. You know, the city, everybody in Globe, surrounding areas, more healthcare is, you know, this is what we need. It's awesome. Uh could you show me David blow up quick where the uh helellipad is going to be? I I missed that part. Oh, yeah. Is it going to be absolutely right here on the south area?

1:02:560

Oh, okay.

1:03:05 – 1:03:460

Okay. Control. Okay. Quickly here. Uh, let me back out here. All right. Okay. Vice Stapleton, this location. Okay. Near the parking lot. There's an existing parking lot in the rear there, right? Is going to be constructed in that location and displace that parking. Uh, and another reason why additional parking is needed. Okay. And that will actually be easier access to the hospital. where that is now where it's

1:03:44 – 1:04:260

a direct path coming right into the hospital through this route. Good. What's the timeline for this project? I'll refer to the You want to come up to the You want to come up? Somebody want to come up? Well, we can either way. Can we do the public hearing for this part first or can that be included in the public hearing? Can it be included in the discussion? The applicant speak now more during the go ahead and have discuss about then and then I'll I don't think we're going to have anybody comment

1:04:23 – 1:05:030

Mr. Mr. Vice Mayor and members of the council, thank you for the opportunity to speak. The uh what was the question? What's the timeline for the timeline? So, it's uh hopefully uh construction documents will be done next week. Um we'll immediately submit after approval of the PA AD uh application for a building permit. um with an intent to start sometime first quarter of 2026. Okay, cool. Excellent.

1:05:00 – 1:05:360

And in regards to the helicopter pad, it actually sits higher than the existing pad by several feet and there will be um some retaining walls because there are some slopes to the uh west side of it that do tend to bring down some erosion. So, we can keep that cleaned out. Yeah. It was a great question. Okay, I answered my question. Okay, so I can open the public hearing lightly.

1:05:37 – 1:06:200

Open I open the public uh meeting for comment. Do we have any public comment? No one on No one text nothing. Nothing on the phone. Nobody in the audience. No in the audience. Okay. So, I'm going to close the public meeting and then we have I would move to approve ordinance number 893 and wave the prior discussion roll. Second. So, I have a motion and a second. Uh I'll call for the vote. All in favor say I. I.

1:06:16 – 1:06:310

Any oppose? Nay. Any sustaining? Motion passes. Thank you, Dana. Dana, thank you very much, Dana. Thank you, Dana. Appreciate it.

1:06:33 – 1:07:080

Okay. Item B, uh, Globe City Council acting as the historical preservation advisory commission will discuss and consider a request by GH2 Architects for design review to alter the exterior of a commercial building within the historic preservation overlay located at 157 South Broad Street known as the Michaelelsson Building and request to wave section 2-4-10A prior discuss role. Sandra,

1:07:06 – 1:07:450

good evening once again, Vice Mayor, Council. Thank you for your time. Um, tonight, the item that I have in front of you is a Historic Preservation Advisory Commission item. Um typically this type of review would be done by our separate historic preservation advisory commission but as we do not have an acting commission at this time. Um you guys um you folk have um happened to u speak up a little bit louder. Speak up a little bit louder. Please move this. You can't move it. Well no you I don't think you can touch that. Just project outside voice. Outside.

1:07:42 – 1:09:420

So I'll back that up a little bit. just to make sure that everyone can hear me. Um that typically this type of uh historic preservation advisory commission item would be heard by a separate historic preservation advisory commission. Uh but as we do not have one acting at this time, um that responsibility per the zoning code um does fall on the city council. So I do appreciate uh everyone taking the time tonight to hear this item. The HPAC review um project name that we are looking at tonight is the Globe Michaelelsson Building Renovations. It is proposed by GH2 Architects. Uh specifically Oscar Rodriguez is our applicant. He is uh I believe online tonight. He will be presenting shortly after me. Uh just to give you uh a little bit more of a fullbodied scope of uh what all work is going to be completed to the exterior. for a little bit more information about the parcel. If I can get the next slide, please. Um, it is located at 157 South Broad. Um, that is within Globe City limits. It's APN208-03-084. It is one parcel totaling approximately 0.09 acres. It is located in council district 4. The zoning of the parcel is C3. It is subject to the HP, the historic preservation overlay, and it is in flood hazard area X, which is identified as the 0.2% annual chance flood hazard, which does not require flood insurance. Uh the property owner is is Kila County. Um and again, the applicant is Oscar Rodriguez on behalf of G2 Architects. Um just to go over the request description uh one more time. Um it's to uh discuss and

1:09:39 – 1:11:380

consider a request by GH2 architects for design review to alter the exterior of a commercial building within the HP overlay um known as the Michaelelsson building and request to wave section 2410A prior discussion rule. Um, when it comes to the city council acting as the age pack, um, I want to clarify that it is just reviewing for architectural style, um, color palette that they will be using to renovate the building. Um, that it doesn't go into the technical review for anything. So, um I did note in my staff report um the compliance with the zoning code, but uh the primary things that we're looking for for this review would fall under the scope of compliance with the guidelines that we have established for the historic preservation overlay district. And I did break that down in the staff report as well. There's about 30 different aspects that it is compliant with in those guidelines, which is fantastic and it is what we look for. Um, and I'm more than happy to answer any questions that you may have after reviewing um, all of those bullet points. It is a very long list. Um, but I am happy to answer any of those questions and provide further information. Also, with the zoning code, um, it is mostly compliant with the zoning code as it's currently written and enforceable. There is one point by which the design proposal does not fall within allowable requirements and that would be regarding the projection of the canopy which uh is down toward the front of the storefront and I'll get to a little bit more detail on that in a minute. Um but it does go uh beyond the parcel line and it does uh extend over the sidewalk to an extent. Um I'll touch more on that in a minute. Um, and then for the general plan compliance, which is um, you'll get to know me as a planner a little bit more. That is a very important thing for me to

1:11:35 – 1:12:040

to touch on. Um, is it is compliant with the general plan in several different aspects, but it hits six of the main uh, policies within the goals that were set in the general plan about 11 years ago. Um, that is a huge thing for us to establish. Can I get the next slide, please? No, you can do here. Oh, can I? There we go. That's awesome. So, right there. Okay. Thank you.

1:12:01 – 1:13:140

Awesome. So, the vicinity map, um, just to kind of establish a little bit, um, of a better understanding of where exactly we're looking at, um, the building at is at the intersection of South Broad Street and East Sycamore Street. It's right across from the City of Globe public parking lot that we have downtown. Um, it's down the road from the Holy Angels Roman Catholic Church. um kind of just to give you a little bit more com uh context for the area and we'll look at the site plan. So this is the parcel. Um it is well known that in the historic district um things tend to go a little over or a little under property lines. Um but I did want to call attention to that canopy to the west of the uh parcel. We do have north uh pointing up uh for your orientation for these plans. So it is uh to that left side you can kind of see the dotted line that would be the outline of that canopy. Um that was the only zoning concern that we would have for this parcel. But again um that's not something within the scope of this review. It was just important to note. And next we have the visual. Sim

1:13:12 – 1:13:300

quick question on your last slide. Yes. So why is that dark line different than the looks like the building is not where it's supposed to be? Is that what that means?

1:13:26 – 1:14:150

Yes. So that is uh standard for our historic downtown uh that given our uh access to surveys and things over time. Uh this building was constructed in the early 1900s and we just did not have uh the technology at the time to ensure that things were built to the property lines. Um so it's would be very difficult to find a building downtown that would be built directly to uh the lot lines. Um that darker dashed line would be um the building itself. There's a much thinner line that denotes the property line and then there's that dashed line that shows um the area where the canopy and the um awnings cross over.

1:14:130

Okay. So the dark one is where it actually is. Yes. So the dark dashed line is the building. Okay.

1:14:22 – 1:15:100

Okay. And so this slide is the visual sim that was provided by the applicant. Um, we've got a couple different images going on there. One of them is um a more what would be inperson rendering uh of the character of the block to include uh the design choices for this HPAC review. And we also have the larger rendering um to kind of show a little bit more detail of the color choices um as well as the architectural detail. And I'll leave that one up while I explain a little bit of the history of the parcel. Um the existing structure was originally constructed prior to the establishment of the city of globe zoning code and has received minor modifications to the exterior of the structure throughout time. Um that I looked into it quite a bit.

1:15:08 – 1:15:510

Go ahead. As soon as you finish, I'll ask my question. Okay. Um, and through the images that I source online, um, historically the building has been painted sage green, but at this time, uh, the structure, as far as the exterior design goes, um, is quite dilapidated. There is exposed stucco to the exterior as well as, um, there is, um, trying to find the verbiage for that. Um, that there is like wood that's exposed to the elements as well. And then um many of the windows and doors are missing and those have been encased in plywood.

1:15:49 – 1:16:340

So what color is the building? Is it blue and beige or is it all beige or So I have that one on a slide as well. So the primary color is uh historic white. Uh that is um included on that presentation. And then our applicant when they present they'll go over this in a little bit more detail as well. um with the accent paint being summer night. Um and then the awning fabric uh is a sumbrella colored called new called Newport Teal. These are colors that were selected from the color palette. Is it two tone or is it one solid color? Um so the building itself is a solid color and then it's got the additional colors for the awnings.

1:16:32 – 1:17:160

Okay. by True Tone and this is blue and this is the other sand color or whatever it is. Oh no. So with that one um the colors just look a little bit different because of the lighting. Okay. But we got two different pictures of the building. Yes. Um so the one that you are holding up on your right um is meant to be a more inerson your your left my right of what you're holding up. Um that that would that was rendered to be more of what you would see in person standing at the corner. And so, uh, it's got the light coming from the east, which makes the front of the building look a bit darker. Okay. But it will all be the same color. Trust the one with the sky.

1:17:140

Trust the one with the sky in it. Okay.

1:17:18 – 1:19:180

Awesome. Okay. Um, and so, um, essentially, um, the applicant intends to keep the existing architectural features, including the open half gable parapet wall at the roof line. Um although the historical images that I was able to source from different postcards and things um throughout history do show a canopy attached to the building projecting over the storefront that no longer exists. Um so that is another point where they would be um compliant with the historic preservation guidelines. Um and that would be that canopy that we see there um with the proposed logo sign. Um that does go over the sidewalk a little bit. And I'll just cycle through some of the the pictures that I've included on the presentation um with their included plans as we go over a little bit more of the project description. The applicant intends to alter the exterior of the existing structure while renovating the inside of the structure to create a co-working space for the community. Um the exterior of the structure is currently unfinished. Um, but the proposed exterior includes replacement doors, aluminum clad wood windows, vents, fabric awnings above the windows and doors on the west and south sides, a new steel canopy with LED lighting and signage, repairs to the existing Stuckco finish, and fresh paint. The applicant has also included a new bicycle rack protected by Ballards to the south of the building in the proposed design. You can see that in this um rendering as well as um both of the previous renderings as well. And then this is um the elevation from the south. Um you can see um that they're intending to have those awnings over the windows and um even though it isn't directly called out, it is all one shade of paint. All right. So, it has been found by staff that the exterior design proposed by GH2

1:19:16 – 1:21:000

Architects is compliant with all but one applicable requirements and expectations as discussed in the staff report. For the purposes of the historic preservation advisory commission review, a recommendation of approval for the forthcoming building permits would support the original spirit of the HP overlay with the understanding that the forthcoming building permits will also be subject to completeness review and substantive review to address any technical concerns with the project plans such as um any issues that uh zoning may have with that overhang. The standard review process for all building permits by the city of Globe includes approval from the building safety department, planning and zoning department, public works department, and fire department. Um, so any of those types of concerns will be resolved during the typical permitting process. This would just be for the design review. And for our finding of fact for this item, the item was properly noticed in compliance with the Arizona Revised Statute requirements. Um and that would be why we would be um requesting um for that wave waiver uh for the section 24-10A prior discussion rule. Um additionally, the project is compliant with the historic district design guidelines and zoning code. Um as again discussed in the staff report, the proposal meets several goals of the general plan. There are minimal adverse effects on the public's health, safety, and general welfare resulting from the design being executed to its fully fullest extent as presented. And the applicant will be required to obtain all applicable building permits for exterior and interior renovations, including sign permits, which will be reviewed by appropriate departments for compliance.

1:20:58 – 1:21:420

What is the Could you go back to the previous slide? What is the uh it says uh propos the second line the second uh dot it says the historic district design guidelines and zoning code are all but one regulation. I don't understand that. Yes. So that was the and it says it's in here in this staff report. Yes. Um that that would be under the zoning code section. Um I describe in detail in the staff report uh where exactly it isn't compliant. Um and that has to do with that overhang for the canopy and awnings.

1:21:42 – 1:22:240

Okay. And that is something that will be addressed during the zoning review for the building permits. Voice. Yes sir. I just have a curiosity question. Who's the lead on the design? Is that the county? Is that an internal city group or is there a team or Yeah. As far as the application that I received, um it is from G2 GH2 architects, I believe. Um as far as I understand, um it is owned by Hila County. I have also heard of um the city having a lease agreement uh for that co-working space. Okay, good. Okay. And I'll yield to Linda.

1:22:22 – 1:24:110

I wish Sandra had been here through this entire process. It would have been even more fabulous. So, this has been a uh collaborative effort between the county and the city and and the staff involved. So, we've sat down in weekly meetings, I think, over the last five months looking at every aspect and detail of I mean, you're you're just seeing a a very small snapshot because we we were fortunate enough to be able to look and help to to design the inside. So, and the design is driven by the function of the building. So, you know, going back to it being a co-work space and and what that what that means, it means different things for every community. And so, our co-work is tailored to fit the the our region's needs. There's and this is kind of going probably a little too in the weeds as far as what's inside, but we're excited to show you that part when when it's um appropriate to do so. But it so this just bringing it back, it was through a collaborative effort with with the county and the city. And again, it was based on a business plan that that city staff has worked on uh over the last year with RCAC because we one we had to prove that it was sustainable through through the um the the memberships that that will be uh driven through here. And and that's that's how we've arrived at the current design. The exterior is it took into account what's going on with the neighbors. You know, we want to be good neighbors. we want to add to the, you know, the aesthetics of of downtown. And I really think we landed on on a design and a color that really is going to just be a beautiful anchor for for this end of town.

1:24:07 – 1:24:520

And Mr. Vice Mayor and Council Council Shiffley's question. So, we've worked on this with the county, the two teams together as owner and and partner, but now this is coming to the the legislative authority in which the building sits, which is the city of Globe. And so, you're sitting as as HPAC to approve this, not as a partner or owner in the building, but as a legislative body responsible for the downtown look and feel. So you so county won't get the same presentation in this detail because this we we need legislative approval to move forward with that. Well, they will see this detail. They just don't take action in the way that uh you do as HP pack.

1:24:490

Right. Okay. Thank you. I just curious. Of course. Thank you. Thank you. Thank you.

1:24:59 – 1:25:400

So we will move on to the next slide. Um, as far as uh the recommendation goes, the city of globe community development staff supports a recommendation of approval of the historic preservation advisory commission review for the Globe Michaelelsson building renovations project as presented as it pertains to the forthcoming building permits required for renovating the building to create a co-working office space. And we do uh request a waiver um for the prior discussion rule. And I am available for any questions, but I will yield to the applicant for their presentation. Question from you.

1:25:38 – 1:26:230

I like the building. I like the design. Okay. But I don't like Where does Board works come from? Is it an amusement park ride or what? Broadworks. Broad works. Huh. Or broad works. It sounds like amusement park ride. I mean, this is a historical district. It's a historical building. It's a Michaelelsson building and we're calling it Broad Works. So, it's still the Michaelelsson building, but the the co-work space, the the the activity within is called Broad Works. We wanted to pay that inside the building and leave Michaelelsson building out there.

1:26:20 – 1:26:400

But it doesn't even go with the street, but it doesn't reflect the activity within which Broad works. I'm just one vote just so you know. I I think it I won't say it. Thank you.

1:26:37 – 1:28:370

Any other comments? Um I remember standing on that street corner three years ago uh with the idea of the vision to anchor as was mentioned uh that that area and I think it will be an addition and will be an anchor and because there's so many kinds of companies that could use that space I see it as something that pretends a great future on that corner. It'll be more than than a coffee shop down below. It'll be more than um one company using the building. And that's the vision I like that we are seeing a future of collaboration. And a nice word is synergy. And I I I look for that. Right now I see a parking lot. Across the street is the the um the train station. I see the church on across the street. So, it's not dead, but it needs something to anchor it. And I I like that word anchor. And so, I think it'll surprise us the kind of uh energy it's going to bring to that street corner. We we've not ignored that end of Broad Street, but it could use that kind of attention. And um as we've seen in so many other projects of the city once they're in place and running u it'll prove itself and then we'll have another u anchor in town that we can look to. I I think all we have to do is show a little more patience. We do have to work with the county at their speed. I used to work for the county and I I will say that uh it's a good collaboration. I think we'll have a final product that will be something for our future. So, I

1:28:35 – 1:28:540

I like everything I see. Thank you, council. I just don't like the aesthetics. I know the purpose of the building, but I think it looks like a an amusement park, right? Fernando,

1:28:52 – 1:29:400

I actually like it, but um well, I got different tastes. Um, and what I did Kit Broad works kind of caught my attention, but then but I do believe that once it's occupied for its purpose, it will it will definitely make a lot more sense. And I think too, I know you're going to market it and it's they're going to get the word out. So, I think I think we'll learn to love it. But, you know, that was one of the reasons that I had asked who's making the decisions because like the colors and all that. I was just curious as to who was steering that that boat. Um, but I think it's a great project. I think it's I wish I hope that it gets done faster, sooner than later. I know that we've been talking about this for years and kind of beyond our control. It's been delayed delayed delayed. So,

1:29:38 – 1:30:050

um, looking forward to see it going forward. So, well, we we've stayed on our design schedule. So, once once it goes into permitting, we we hope to be open in the spring of 27. 27. Um, was this Carettos too or I know they had a history but it was before my time. No, it was CarMEDs. CarMEDs. Okay. Okay. Clothing store.

1:30:03 – 1:31:470

Clothing store. And then upstairs was professional offices. Maybe I give a little bit of of um what went into to the the name. So when we were working with the design team, they wanted to know what what's your branding package? And this this is what what was com what was developed through through the collaborative process with RCAC with our our businesses that have been along through this entire development of of this space and and Broadworks came out of again being on Broad Street. We're very proud to be part of that activity and to help to bring about more small businesses to fill our downtown. And you know we're our our community is unique. We're we're not high-tech. We are we we don't have a lot of people developing apps or or high technology data centers, things like this, but we we have people that are developing small businesses across a pretty broad spectrum. And so that's that's kind of how we arrived at works. Broad Works pays again homage to Broad Street and and the working people that made that made Globe what it is, what it was and what it is and what it will be. So, it takes it takes all of us working in in whatever whatever corner we're focusing on to bring our community up and and into our future. All my questions were answered already. Um, it's exciting though to see another empty building

1:31:44 – 1:32:270

transform into something beautiful and usable. So, this is awesome. You said spring of 207. So, another year and three months or whatever. We do have Oscar online. Yeah, that's what we still have one more presentation. And do we we want to go to that? I heard this one. Is Oscar online? Yeah, he has a full presentation, too. Yes. Oh, very short. He says it's very short. Okay. Hello, Oscar. Can you hear us? Yes, I can. Can you hear me? Yeah, we can hear you. We're We're um you're getting louder as you go, so there you go.

1:32:24 – 1:33:000

Very good. Well, um thank you for having us. Uh thank you, Mr. Vice Mayor and City Council. I'm here with Lutter from GH2 who loves work work there. I'm an architect. She's interior designer. Uh and uh so I'm going to share my screen with you. All right. Hopefully you can see this. Yeah, we can see it now. If you want to go to slide master mode though, presentation mode.

1:32:57 – 1:34:570

All right. So uh basically um and thank you uh we start for the uh presentation uh and also Linda uh uh the next slide uh basically shows what the intent of the building when it's finished would look like. U we have a building that obviously it's it's an existent building. It's historic building. Uh we have basically u about five u features that we're adding into this uh historic building. Uh one of them is and I'm going zoom in a little bit is this canopy that we mentioned uh before start mentioned before um and that is basically a steel canopy that does not resemble there before but brings a little bit new life and color into that corner. Uh obviously with the with that canopy that's going to be lit with LED lights uh and painted as you can see. And this is one of the um schemes, one of the iterations that we did. Uh we'll have a sign that's a horizontal sign that's aluminum sign. Uh that basically will have the uh um the name of this this building. Obviously it is the building but uh this uh co-work space will be known as road works. Um the other feature that we have uh other than the canopy is as I mentioned the the horizontal sign the vertical sign that happens right section uh again with the name of the building and um also uh the other feature is the new windows uh and uh same existing uh location for that penistration. Uh also over there in those windows by the way

1:34:53 – 1:36:340

are aluminum um clad wood windows. So they would look like wood on the interior. On the exterior they would look like um it would be aluminum windows. Um and uh over that you had canopies at every window on the upper story and um those are fabric and u we get to the color of the next slide and this is really short. So um uh the next feature it would be as mentioned before were um renovating a refresh of the exterior basically with with a lot of um fixing up the existing stuckco and uh painting it. U and there's some minor modifications at the rear of the building at the alley where we're adding a new door into a new fire riser uh that will supply um uh fire sprinkers into the building. Um so those are the main features. As you can tell, I mean there's really not a lot that we're changing. Uh we're obviously making a few introductions. Uh the storefront originally we wanted to replace uh but we're keeping it and um um adding a fill a film on the interior uh to help um for the uh ultraviolet rays that will yeah and again the u the canopy will help uh on the south side get that sun uh of of the interior. L, do you want to talk a little bit about the the colors themselves?

1:36:32 – 1:38:170

Um, sure. So, I think we've kind of like went over that already, but um basically what we did, like Linda mentioned, we've been collaborating with the city as far as the concept for the function of the building and that's how uh Brockburg's um branding concept came up. And what we did is that we followed the district's historic um guidelines as far as like color palette that could be used on the buildings facade. Um, and that's basically the colors that we're using for the field paint in the building. And then, um, we're using one of the accent colors. It's called summer night in the corn, um, trims around the building. And then we're matching a fabric for the awnings to match that color um, from umbrellas. And it's going to be exposed in the exterior. And then um, the signage is just using the colors the has been created for the branding um but with their own like um pantones that have been provided by the city and uh just two other features that I would like to mention it's the seating in the front in the storefront and then the bike parking um that we have on the east side of the building just again for the intention to activate that building and the storefront and make it welcoming um for the Thanks, L. Any questions on the exterior? Hopefully, this brings a little bit more of a clear picture on what this uh will look like.

1:38:19 – 1:39:030

No other questions, Mike. No, we have no further questions. Motion. I think he's trying to show us the inside maybe. I'm not sure. No, no. Is he done or? Yeah. Oscar, I think. Oscar, I think we're good. Thank you very much. Yeah. Thank you everyone. Thank you. Thank you. Thank you, Loose. So, do we have Can we have a motion, guys? We have more. No, I'm sorry. Go ahead. Oh, okay.

1:39:01 – 1:39:420

Anybody want to make a motion? Am I going to make every motion tonight? All right. I'll I'll move to approve the historical preservation commission on the Michaelelsson building and to Oh, wave the prior discussion. I'll second that. Okay, I have a motion and a second. I call for the vote. All in favor say I. I. Any opposing? Any sustaining? Abstain. Okay. Motion passes. Thank you. Thank you, Linda.

1:39:39 – 1:40:030

One sustaining, man. You've been busy. Appreciate it. Okay, next on the agenda is uh we're going to go into action items. He's still on the He was still on the screen. Oh, no, we're getting we're taking care of that.

1:39:59 – 1:40:500

Okay. Uh item A, consideration to ratify contract number CS-2026-0059 with Schultz Contracting LLC executed under the City of Globes Emergency Declaration Resolution 1912 for the locating and repairing of sewer manholes necestated by the September 26, 2025 flood event for the total contractual amount of $37,192. The project is budgeted through account number 20-80- 08008 DMA 2 2025 flood vents.

1:40:47 – 1:41:580

Good evening, Vice Mayor and Council. Um yeah, like like you said, this was a one of those projects that happened during the flood. Um this was part of the project where we lost a few of the uh manhole ring uh cones, the rings, the covers in main trunk line inside the creek area. Um days like 2 days after the flood happened, they called us. They did previous work for us in the past on four street water line, daybreak water line. Uh they're going to do the speedway water line for us. So they just knew the the troubles that we that got hit to us and they offered their their assistance. I reached out to John and John reached out above him above him and got the approval and they they were here that day. They came that morning and well later that afternoon, but uh they showed up with their their equipment, their guys and they went to work for us and they were very helpful in in getting that uh they worked on the manhole right behind um the Selena Smoke Street right there. They they were they were the first contractor on that that manhole there and got us got us back into business for the most part of it. So yeah, any questions?

1:41:56 – 1:42:400

So are they completed have they completed all the repairs? Yes. Uh so on that manhole that they got so far and um down that line there's a lot of flow since that's kind of towards towards the end of our line and they weren't capable of of completing it. So that's when Apache Underground came in with their bigger equipment, bigger pumps, and uh basically they just passed the baton to them and and Apache Underground took over and finished the project there. Yeah. And Mr. Risner, members of council, um Vince, just just to to be clear, they they were in in Globe working. They're familiar with our they were not in Globe. They were not in Globe.

1:42:38 – 1:43:050

They they indicated they're available. Uh but they came on our request. We initiated a request for them to work in our city. Correct. Yeah. Yeah. They said they said, "If you guys need anything, let us know." And when I reached out and then got the approval, I said, "Yeah, come help us." And they brought they came they reacted and they came up. So they deployed based on our request. Okay. In the emergency, which was, you know,

1:43:02 – 1:43:460

phone calls at this point. And and then just a a second thought or um this is coming uh out of the the DEMA flood flood account. Um at the next meeting we're going to have a little bit of an updated process for for how we track DEMA money. But I I will tell you that if again if we get uh DEMA reimburse reimbursement 75% of this cost will be reimbursed. We get uh additional FEMA declaration 90% will be reimbured. Um, but we're going to do a little bit more detail in how we track these per procurements and or these uh approvals of contracts and of purchases. So, just a heads up and we'll talk about that more I think on the 18th.

1:43:44 – 1:44:200

I got a question on that. Um, so I was reading something that Dimma opens up to 250,000. Is that is that true or is that just they opened up what's when you get approved for the state for DEMA that it opens a pot of $250,000 that becomes available. Is that all is that true or not true or is it a bigger number or smaller number? It's a start. Connie, do you want to address that? It's just a starting point.

1:44:18 – 1:45:280

Okay. And then and I assume that all that money was just used to reimburse all the other agencies that were asked to deploy here to help us. So cover overtime kind of like the fire thing. So that 250,000 that you read about um vice mayor and counsel um that is the EOM deployment 250,000 for uh other people to come here and and help us and assist us the county and Miami and Globe. Uh so basically uh what uh what uh Paul was sharing and and Vince was sharing with this one particular line item uh it will go to DIMA. It's on the declaration list. So we're looking at this point because we haven't been um we our federal declaration has not been signed. We're looking at 75% reimbursement and it'll be handled just like that and it's a grant. So we have to submit it to Dimma. We have to spend our money first, submit it to DEMA for reimbursement.

1:45:25 – 1:45:370

But but there there is no 250 cap or anything like that. I think that was to fund those emergency people, the type three team,

1:45:32 – 1:46:170

the type. that the as much of qualifying expenses that we have that we submit to DEMA we will be if they qualify that we will be reimbursed um uh 75% with with no limit for whatever we damage we have and and just to be clear the damage is damage to public infrastructure that is not covered by insurance or covered by any other entity or source of funds and and and this is not so um uh there is no cap and we run out of of re of money that we can we can use. But that came as that was more of a technical thing as part of the governor's declaration. Okay. Exactly.

1:46:15 – 1:47:140

Yeah. I I believe Mr. Vice Mayor I believe there is a committee that reviews additional work that needs to be uh funded uh down the road for ARS title 26. So, it's a continuing item and and given the severity and and I just am amazed that in a a 1-hour storm, this much damage has occurred and we're still reeling from it. But there is a mechanism in place to uh release additional funds at the legislative level meeting with the governor's office. And just one one last follow-up question that that DEMA money that 250,000 was not just handed to the city that was put in a bank account that we could we could draw from for the the core emergency. Um uh all of this is reimburseable. Uh I don't know of any example of any that we get up and I think John wants to add in some.

1:47:11 – 1:47:430

So so actually clarification on that. So it is put in an account but it's not for the city, county or Miami to draw on. Dimma themselves draws on that and pays the different agencies like Glendel um uh Kern County Kern County Texas and uh and New York. So that's paid from DEMA draws it and pays those people directly the type three team. Okay. And then John, did you want to add something?

1:47:41 – 1:48:260

It's okay. as vice mayor and counsel I just wanted to add actually kind of councilman Gonzalez mentioned earlier the long process of what we worked through um just additional to add on is that today we actually met with four DIMA members they came in for site inspection and that is the biggest area that we visited through the creeks myself Vince and then Connie filled in on the later end part of it with some of the requests that we're uh submitting so they're really actually coming back and this is their second visit from the initial floods and then we actually did the visit today and that's what they were doing measuring you know giving them that schedule of what work was been done with the contractors what we're anticipating and doing so that ball is rolling. Thank you. Thank you. Thank you John.

1:48:27 – 1:49:110

Then Mr. Vice Mayor I'd like to make a motion to ratify that contract um through the account as stated. Uh do we need to wave a rule? No, we don't because this this is under the umbrella of the previously passed um emergency declaration. So So this is an extension. It was discussed that in the emergency declaration we would have these these costs that that we would do and so it we do not need the Okay. As stated under 68. Do I have a motion? Do I have a second? Go ahead. I can't make it. So,

1:49:08 – 1:49:410

if you can, but second, it's a tradition that we don't. Yeah, I know. I don't understand it. Okay, I have a motion to second. Uh, call for the vote. All in favor say I. I. Any opposed? Any sustaining? Motion passes. Thank you, Mike. And happy birthday. Oh, yeah. Going to file a PTSD plan. I know. I know. We'll be passing out the earplugs for the next meeting.

1:49:44 – 1:50:170

Okay. Item B is discussion and consideration to approve applications submittal to the Arizona Department of Transportations AD uh fiscal year 27 bridge formula program BFD for the amount of $4,262,480 100% funded for the replacement of the Haskins Bridge structure number 09710. 10. John,

1:50:15 – 1:51:390

good evening, Vice Mayor and Council. Uh, this is our second attempt on this application. Uh, last year we applied. Um, we did not get a successful nomination, but that's only because of the funding uh that was available at that time and the priority list that was through CAG. Um, so we're wanting to resubmit. Of course, as you all know, we currently have the bridge closed. Um, some of the repairs that I c I previously came to all of you was estimated at 276,000 that this funding is totally separate of that. We're not looking to do repairs and but right now we're looking at staff and city side to get the bridge opening prior to the holiday. As you see, there's work being done. This application is actually for replacement and the dollar amount is for that just total replacement of the bridge. Um calendar-wise, uh the application is due December 31st and Travis has been really adamant in working on this project with Luis and Rick Powers. Um so we'll actually by submitting it by the 31st of December. Uh it would go into possible review. Elig eligibility determination letters will be sent by February and hopefully by July we could get some type of response as to if awarded or not. So any questions?

1:51:36 – 1:52:440

Um just comments. Um really appreciate the work you guys are doing on that particular bridge. Um that whole side of district 5 is affected for transportation as you all know and the workaround uh exists. Um, I've used both sides of that workaround for many months now and uh I'm looking forward to when we have that particular one reopened and I'm looking forward to this day when we have a brand new bridge there on on Haskins and I have high hopes. I I I'm not A dot and I'm not the legislature, but I think uh we have a chance this year and for for whatever reasons, I hope we get it and that we can expedite it, that ADOT expedites it. I thank them for even considering it and putting it on the list. So, I'm I'm going to keep my fingers crossed and and as Fernando says, you know, I'll believe it when I see it, but I I really really think we have a shot this year. So, that's all I have. Thank you, Mr. Thank you, Mad.

1:52:42 – 1:53:240

Any other comments? I would move to approve item 6B as presented. Second. So, I have a motion and a second. I'll call for the vote. All in favor say I. I. Any opposed? Any sustaining? Motion passes. Thank you, Vice Mayor and Council. I I just do want to close out and uh one note uh Councilman Shipley as you're always wanting to repurpose the the steel railing there is a steel casing that we used from our wells when we redid our well sites so that's actually being repurposed so I I fig you'd appreciate that good job thank you John

1:53:22 – 1:53:400

thank you sir okay late agenda items do we have any none Nothing. A second call to the public. Nothing in the email.

1:53:44 – 1:54:290

No. Okay. Scheduling of meetings. Anything different? We have the 18th. Didn't you say we were going to change? Right. And so we we are asking or you want to go with this or do you want me? Okay. So we are asking for January just to accommodate uh the schedule of a couple of council members and because um I think there are two Monday holiday days in in January. um to move our uh first meeting in January and our second meeting in January to the Wednesdays there which should be the um 13th

1:54:28 – 1:55:080

27th and the 27th. Yes. Um or the Yeah. Double check that. So just those two 13th of January. So Oh, so we're Okay. So, we're moving them from the 13th to the 14th and from the 27th to the 28th and then the rest just leave them the same. Yes. So, we're just changing the month of January by one day both meetings.
