Whereas public works professionals focus on infrastructure facilities and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people of the town of Presco Valley. And whereas these infrastructure facilities and services could not be provided without the dedicated efforts of public works professionals who are engineers, managers and employees at all levels of government and the private sector who are responsible for rebuilding, improving and protecting our nation's transportation systems, storm water systems, vehicles and equipment, public buildings, and other structures and facilities essential for citizens. And whereas it is in the public interest for the citizens, civic leaders and children in the town of Presca Valley to gain knowledge of and maintain an ongoing interest and understanding of the importance of public works and public works programs in their respective communities. And whereas the year 2026 marks the six 66th annual National Public Works Week sponsored by the American Public Works Association. Now therefore, I kagura, mayor of the town of Presca Valley, to hereby designate the week of May 17 through the 23rd as National Public Works Week. And I urge all citizens to join with representatives of the American Public Works Association and government agencies in activities, events, and ceremonies designated to pay tribute to our public works professionals, engineers, managers, and employees, and to recognize the substantial contributions they make to protecting our nation, our national health, safety, and advancing quality of life for all. You can leave it, too. First and foremost, I want to thank you all for coming. Throughout my time at Bradshaw, what made the experience so special was not the milestones and achievements, but it was the teachers who believed in me every step of the way. I am so grateful to be a part of a community that values education and supports students in achieving their future goals. As graduation approaches next week, I've been feeling a mix of excitement and sadness. It's difficult to say goodbye to all of the people and places that made my high school career memorable. While I will miss Bradshaw, I am also so excited for what's next. Next year, I plan to attend Arizona State University to earn my bachelor of science and nursing and then continue my education to earn my masters. With this degree, I aspire or aspire to be a pediatric nurse practitioner. I've always wanted to work in a career where I can help others during difficult moments and make a positive difference in their lives. As someone with a strong passion for community service, having completed 560 service hours through the Interact Rotary Club and as a Yavapai Regional Medical Center volunteer, I have learned that true success lies in up in uplifting and serving those around me. In a healthcare career, I hope to provide care that goes beyond treatment and builds connections by listening to others stories. I want to focus on the value of the care rather than the number of patients. Successful healthcare is built through one life, one act, and one moment at a time. But its impact resonates much longer than the moment itself. This is the impact I hope to bring to others lives. I have I am honored to receive this recognition and I hope to continue making my school and community proud in the future. Thank you, Ava. Antonio, why don't you tell us about yourself?

Uh Brett has been a great experience and I'm confident they've prepared me enough to succeed. I'd also like to thank my family, especially my mom. She's the best. I love her so much. She's always been there with me uh without hesitation and I love her so much. Vice Vice Principal Dante Edmonson. Um we have a lot of great kids that come out of our school at Brad Mountain High School. Um and these two exemplify that. uh they have done a variety of things whether it's sports, academia, uh extracurriculars like club and and interact club and um there's no doubt in my mind that these two are going to go make an impact in our community and they're a wonderful representation of our high school, of our town. Um and I couldn't be more proud of the two students who are standing in front of you today. As we always say, this is a favorite uh council meeting of the month for us. So, we're very happy to be here and proud to be part of the the council meeting tonight. We're here to uh recognize Ava and Antonio. And they are students of the month for the month of May. And this is just one of the rewards, Ava and Antonio, as part of your personal commitment, obviously, or you wouldn't be here. And the hard work as part of your journey at Bradshaw Mountain High School and we know you have other goals uh in the future, and we hope to see you back in the community one way or another. Thanks, guys. Next up, Chamber of Commerce Spotlight, Mr. Steve Petti. Welcome, sir. Thank you, Mr. Mayor, Vice Mayor, and Town Council members and staff. During this past fiscal year, through the hard work of our chamber ambassadors, we raised and were able to raise eight and give out eight $1,000 scholarship to various graduating seniors who reside here in Presca Valley. One was Ava Burns. Uh she got a scholarship and five of those kids are going to UFA, Mr. Davidson. So, she'll be happy about that. But this is really uh something I really enjoy about the job because when you give out a scholarship as you see tonight, it's not just the kid who gets a scholarship. It's the parents, the grandparents, the siblings, it's a whole family effort and it really in is inspiring to watch and to learn more about these students because quite honestly with their efforts our future does look bright. So I'm kind of excited for that. This past weekend we hosted Presca Valley Days and we had what we called perfect chamber of commerce weather. Little bit hot on Saturday though. I got sunburned a little bit. But uh 2025 was a record year for us and this year we actually exceeded sales by 8%. So we're definitely trending in the right direction. It was a safe environment. Chief Taiser, everyone got along and played nicely. Um the bands were great. Fiesta is a PBLO. We had the Selen impersonator and she was fabulous. And we already have our dates for next year. And no, it will not be on Mother's Day weekend. It'll be the last part of April and the 1st and 2nd of May. We have our first uh women in leadership

And this evening, the school board also meets on the same night as we do, and they're honoring the retirees. And I just want to do a shout out to all the retirees uh in the school district. Um and specifically I want to mention one and it's Doug Row. Doug is a 7th grade social studies teacher and he in his short time at Liberty Traditional School has made a big impact on a lot of uh our our little's lives. And I just want to also say that he was recognized last year by the Prescuit Valley Chamber of Commerce as teacher of the year. So just want to do a shout out to Doug and wish him well. Uh we as you know uh over several months ago uh redid our entire website trying to make it more uh user friendly for everyone that's searching for things and the portal into all town uh information. And so the Academy of uh interactive and visual arts uh has is bestowing a a designation for our creative services team and our website. So, want to thank them for for that. Uh, and then also we have a storm water management open house uh next week uh next Wednesday, May 20th. It's 5:30 here in the library crystal room. And it's an opportunity for the public to come learn more about some of our various storm water projects and various strategies uh in how we're managing overall storm water. Good evening, Mayor, Council. Detective Phil Munchinsky with the Pres Valley Police Department here. the president for the Prescuit Valley Police Officers Association. It's a great honor to represent them here this evening. Um you have the summary of the changes to theou and your packets there. So I won't belabor the the details uh for you, but just to highlight a couple of things very quickly. Normally at this time of year, we're going over pay structure, things like that. with the current um compensation study that's going on. We're delaying that a little bit until the compensation study is in. We've agreed to adjust that a little bit this year just so that we all have all that information. Couple of the other highlights, the corporal pay, we're adjusting. This hasn't changed since the corporal position was enacted 12 or 13 years ago. So, I think it's due for adjustment at this point. Couple other things. I won't uh go through all the details. I can certainly answer questions if you have any of them. All of these of course been discussed with staff previously. Uh one of the premium pay adjustments that we see in there is something that has been in place for a long time. It's been long-standing, but because of some changes in tax law last year, specifically the big beautiful bill, we're incorporating it here to account for that for the finance department to make sure it's a little bit cleaner for them as well. So, just uh making things easier for both the town and law enforcement pay in general. So, those are big things that I will address. The other one that I specifically want to note is uh pay for lateral officers. So, we're trying to adjust uh with theou. There's been a current policy the way it's been set up where lateral officers that are incoming get half credit for their years of service. We're trying to

adjust that for equitability among the officers that are currently here and also for hiring new lateral officers to the town of Presca Valley as well and adjusting the some of the compaction issues that might happen because of that that were the policy was originally enacted. So those are the biggest changes that we're making. Uh do I have any questions about any of those from the council?

I just want to have a comment. the work that you guys do along with staff is just so important. Um because up here in Northern Arizona, we're competing with other agencies for the same position. So, in order to get very qualified men and women, the things that you do and the the details that you work out is very important. It means so much to bringing over good officers and uh that helps us as a community and helps keep us one of the safest communities in Arizona. So, thank you, sir, for your work. Appreciate it. Good evening, Mayor Council. James Warren, senior utility engineer. So, I'll actually be presenting on the next three agenda items, all associated with the Windong Drive water main improvement project. So, as the name implies, and you can see by the cyan line on the screen, uh we are requesting to install an 8-in water line connecting just west of Windong Drive on the frontage road over to and up Yavapai Road. And the benefits of this project will provide a larger diameter looping main to an area of town that is served primarily by smaller diameter mains. Uh it will also allow us to eliminate the existing deadend line on Valley Road. And then with the larger diameter main, we'll be actually able to add a couple of fire hydrants. The first located at Valley Road and Yavapai and the other between the frontage road and state route 69 at Yavapai. Uh, another benefit or thing we're seeking as part of this project is minimize disruption to the traveling public and maintain access to the businesses along this route. No, we will be looking to bore under Windong, thus keeping that road open throughout construction and then we will be closing Yavapai to through traffic and working with those businesses to maintain maintain access especially the lifelight ambulance station there at Valley Road in Jabapai. Uh the project is scheduled for 90day duration.

We opened bids on April 27th for this project. Received seven bids, two of which were below the engineers estimate of 636,000. uh staff and the design engineer Kimley Horn. We reviewed all seven biders and found them all conforming. Which brings us to why we're here tonight. Now, item 10B is the award of the construction contract with Mile High Excavating in the amount of $442,42. Uh 10 C will be the approval of a amendment to the professional services agreement with Kimley Horn for construction phase services consisting of shop drawing review response to requests for information attending construction meetings and producing asbuilt drawings. And that is in the amount of 43,680. And then item 10D is the approval of a cooperative agreement with quality testing to do the construction observation, construction inspection and materials testing. And that is in the amount of 56,168. With that, uh, I am here to respond to any questions you may have.

Questions or comments? Councilman? Yes, sir. Um I'm curious what is the projected or anticipated uh service life of this type of pipe material and how does it compare say to an ironbased one? Uh we usually like to see 20 to 30 years of a PVC ductal iron can is on the the 30 to like 40 year life. Uh but PVC generally has a lower cost for install because the material is less expensive. Council woman.

Yeah. Um that is a busy little area. So I just want to make double sure that you'll you'll have traffic um provisions in place to help the cars get around there during construction. Yes. uh that the contractor will be required to submit a traffic control plan as part of the rightaway permit. Uh since we are directly adjacent to the state route, they actually have to go through an ADOT encroachment permit as well because traffic control will be out on state route 69. Okay. Wonderful. And at first I thought it was a little bit expensive, but then I realized that you guys are doing all kinds of asphalt sidewalks. You have to having to replace all of that.

Yes. the the trenching down Yavapai and crossing Yavapai will be asphalt replacement. There will be replacement of the concrete curb ramps as we're going through the sidewalk there adjacent.

And lastly, is part of this goal to get um to get the bigger water lines over towards Roberts and then start expanding there for fire hydrants. Yes, that's I I forgot to mention that the there are some future uh improvements that are associated with this as one would be upsizing the main on Valley Road to get that to a larger diameter main and adding hydrants on that street and then potentially take continuing that main adjacent to 69 all the way over to Robert. Thank you. It's always good to see that we're 200 grand below engineer's estimate. That's always good

They're based out of Flag, but they they have been working in Prescuit Valley here recently. They're the underground contractor that completed the effluent line for the Glassford Hillale project. Thank you, ma'am. Next up, final item. Item 10E, Town Code Chapter 13, zoning update. This is a public hearing which I will be opening now. Welcome, ma'am. Good evening, Mayor Council. Britney Cleveland, Planner One with Development Services. Uh, today I have the honor of sharing a project that our team's been working on with the community for over a year since the adoption of the updated zoning ordinance in late 2024. Um, we did hold a study session on this item last month on April 16th, but a few council members weren't able to attend. So, in this presentation, I'm going to briefly go over what we did in that presentation, and of course, as always, we can dive into whatever you'd like to. Um, so early 2025, the new zoning code was adopted. um staff decided to meet weekly um to discuss interpretations and feedback and topics that came up during the week. The people that we worked with provided a ton of insight as to what works and what doesn't. Um the new code provided an elevated understanding oop sorry there. The new code provided an elevated level of understanding and access for the community which makes our job so much easier. um which is responding to the needs of the community. So after a year of that practice, we're here today to present a handful of text amendments that we see as businessfriendly enhancements which um for us is creating flexibility where it makes sense um and to expand economic opportunity. We're also categorizing these changes as clarity, consistency, and process efficiency modifications,

uh, which we identify as quick wins to simplify our processes from the top down and ensure consistent interpretation. In total, we've identified 40 amendment items. Um, which sounds like a lot, but in reality, it's only about half of these items that are substantive. In this process, we identified several wording tweaks that serve the purpose of strengthening existing intent and improving clarity of the text, but not actually creating a change in regulation. Each proposed amendment item went through an extensive consideration process. Staff fed out the impacts of a proposal looking at the code and community as a whole, and we took the considerations to other departments working closely with neighborhood services and our legal team including Frank Cassidy. and we took the proposals to groups who might be impacted such as the YCCA and KAFMA. But most importantly, each of these proposals is a direct response to a need voiced by the community. We took this project to PNZ this past Monday and the commission had some really great clarifying questions and considerations for impacts to the community and ultimately voted unanimously to recommend approval to this council. On this slide, I have some highlights that we consider wins for this for the business community. We identified small flexibilities that create more options within the sites that businesses have to work with in town, such as creating legal way for businesses to justify that they will require less parking than our code dictates. We're hoping to look at the parking section of our code as a whole in the near future. Um, but wanted to provide that pathway for needs today. And to improve our process efficiency and consistent interpretation, we were

able to add some commonly requested definitions and simplify measurement points to improve communication and effective practices from concept to construction. This slide has a few items that I wanted to highlight that the community has frequently requested, including formally regulating fences for privacy screening separately from fences and walls, allowing them to go up to 8 ft with spacing requirements to mitigate light, air flow, and view shed concerns and pool setback reduction from 10 feet to water's edge to 5T provided that they meet all building and safety requirements. This has been a long and iterative process. We're always asking ourselves where we can improve if the current way is working and how we can respond to the community. Big thanks to everyone who's involved for for all their work, input, and the efforts that went into this project. With that, I will take any questions.

Does does this change affect them in a positive way for their pool or do you know?

I'm not familiar with where their setback actually was, but I do believe that it benefits them and we will be reaching out to that applicant. You actually already someone from staff already reached out because I spoke to that resident and he said that hey someone came to my door and said good news you get to have your pool. Providing that if any provision in this ordinance is held invalid by a court of competent jurisdiction, the remaining provision shall not be effective shall remain continue in full force in effect and providing that this ordinance shall be effective 30 days after its passage and approval according to law.
