At this time the public shall have an opportunity to comment on any non-agenda item relevant to the jurisdiction of the City. Reasonable time limits are imposed on each topic and each speaker. In accordance with the provisions of the Ralph M. Brown Act (GC § 54950 et seq.), no action or discussion may take place by the Council on any item not on the posted agenda. Recommendation: Approve the City Council Meeting Minutes of May 19, 2026

26-216 Amendment No. 2 to Professional Services Agreement No. 2024-040 with Western Audio Visual for Council Chambers A/V Maintenance

Recommendation: Approve and authorize the City Manager to execute Amendment No. 2 to Professional Services Agreement No. 2024-040 with Western Audio Visual for maintenance and minor upgrades, in a not-to-exceed amount of $62,600 with a termination date of June 30, 2027.

26-215 Amendment No. 1 to Professional Services Agreement No. 2024-059 with Voices Translation and Interpreting Services for Spanish Interpretation Services

Recommendation: Authorize the City Manager to execute Amendment No.1 to Professional Services Agreement No. 2024-059 with Voices Translation and Interpreting Services to provide interpreting services and real time Spanish translation for a total not-to-exceed amount of $60,000, and a termination date of June 30, 2027.

26-210 Professional Design Services Agreement with the Urban Forest Institute for City-wide Canopy Map and Parks and Open Space Landscape Design

Recommendation: Authorize the City Manager to execute a Professional Design Services Agreement with The Urban Forest Institute for Canopy Mapping and Landscape Architecture Design Services, for a total not to exceed amount of $177,514 and termination date of June 30, 2027.

Recommendation: Adopt Resolution No. 26-__, entitled "A Resolution of the City Council of the City of Goleta, California, Increasing Solid Waste Maximum Rates."

Recommendation: 1. Conduct the public hearing. 2. Adopt Resolution 26-____ entitled "A Resolution of the City Council of the City of Goleta, California: 1) Adopting Environmental Findings Pursuant to the California Environmental Quality Act, 2) Certifying the Sandpiper Golf Course Renovation and New Clubhouse Project Final Environmental Impact Report (SCH No. 2024120923), 3) Adopting the Mitigation Monitoring and Reporting Program, and 4) Approving Alternative 4 (Extended Bicycle Path) Development Plan and Conditional Use Permit for the Sandpiper Golf Course Renovation and New Clubhouse Project at 7925 Hollister Avenue Goleta; APN 079-210 -059; Case Nos. 22-0001-CDPH (in concept); 22-0009-DP-CUP; and 22-0032-DRB." 3. 26-211 Award of Professional Design Services Agreement with TDG Engineering, Inc. for Professional Services for the Vision Zero Action Plan

Recommendation: A. Award and authorize the City Manager to execute a Professional Design Services Agreement with TDG Engineering, Inc. for Professional Design Services for the Vision Zero Action Plan in an amount not-to-exceed of $449,989 with a termination date of June 30, 2028; and B. Authorize a budget appropriation in the amount of $364,000 as identified in Table 2 of the Fiscal Impacts section of the staff report.

26-212 Resolutions Calling for and Giving Notice of a General Municipal Election to be held on November 3, 2026, for the Election of City Council Representatives for Districts 1 and 2 and Requesting Consolidation with the Statewide General Election to be Held the Same Date

Recommendation: A. Adopt Resolution No. 26-__ entitled “A Resolution of the City Council of the City of Goleta, California, Calling for the Holding of a General Municipal Election to be Held on Tuesday, November 3, 2026, for the Election of Certain Officers as Required by the Provisions of the Laws of the State of California Relating to General Law Cities.” B. Adopt Resolution No. 26-__ entitled “A Resolution of the City Council of the City of Goleta, California, Requesting the Board of Supervisors of the County of Santa Barbara to Consolidate a General Municipal Election to be Held on November 3, 2026, with the Statewide General Election to be Held on the Date Pursuant to § 10403 of the Elections Code.”
