councilman terman yes councilman leac here councilman Weber here vice mayor Mas here and mayor M here the invocation pledge will be led by council person [Music] Mas you could please your heads as we prepare oh God creator and Lord of our city as well as of our individual lives we humbly acknowledge your interest in your presence at this council meeting tonight before we begin our business we deliberately open our minds and Spirits to your holy will help us to be worthy of the trust the citizens of the Lions have placed in US guide us in each decision we make that it might be as fair and just as it is economically sound to the end that our community may achieve its highest potential and become all you want it to be amen please stand for the pledge [Music] to the flag of the United States of America and to the for stands Nation indivisible withy andice for all for the public reference a copy of the open meetings law has been posted on the northeast corner of this room in the Syria this posting complies with the requirements of the Nebraska legislature first item on the agenda is Proclamation for Catholic schools with is there anyone here to receive that I see some familiar faces come on Face the audience

on Friday foras the week of January 26 2025 to February 1st 2025 is National Catholic schools week whereas the theme of which is Catholic schools Faith Excellence service and whereas St Academy has been part of Alliance Nebraska since September 1908 and St Academy has helped to make our town a loving community and whereas St Academy prepares its students not only with fine academic training but also with spiritual vales good citizens able to contribute to their community and become the leaders of the future now therefore the city council of Alliance does here proclaim the week of January 26 2025 February 1st 2025 as Catholic schools week in the city of Alliance and urge all students to recognize Catholic schools for their commitment to Excellence and quality education cathic School we is from Sunday January 26th through Saturday February 1st s me each morning in the gym to pray and take pictures in our dress days those include scrubs day class colors day dress up day PJ and crazy hair day and favorite holiday this week's activities include the marage proclamation Mass with the bishop CFT movie in the gym and a new release on for so who would like to thank you again [Applause]

[Music] uh the next item on the tonight's agenda is Item B consent calendar approval of minutes payroll claims and Council proceedings Cemetery certificates resolution number 24-135 terrorism Services contract resolution number 24136 landscape bid award resolution number 24137 Street Department truck purchase resolution number 24138 Police Department radar Grant acceptance resolution number 24139 cultural and Leisure Services tractor cab bid award resolution number 24-40 Public Works and Airport janitorial bid award resolution number 24-1 141 12 and Missouri well engineering agreement Mr Mayor I make a motion that we approve the consent calendar have a motion in a second is there any discussion is there anybody to speak about the landscape that [Music] award it's Heather Hopman it's been do for years and how did know that there in the past had been concerns with down box view in those flow BS did you your Tad receive any criticism or complains or anything and how many staff does Heather employed it's her and her husband and her son so her and two others and were there enough resources

to cover all the beds for reading and yes M everything yes thank sure okay there's no other oh I'm sorry go ahead on resolution about Police Department radar Grant acceptance these three are going in for the in the new purchas have purchase yes ma'am uh most of our radar units are 20 years old or more and it's getting to the point we're spending a lot of fact I just saw an invoice for $560 repair on one of our radar units so the thought is as we buy new vehicles to start replacing these very old radar units and this grant will give us 3600 toward the purchase of three and we'll only pay four so it's almost 50% the cost of your pay for us that was my question is that the radar guns that we had prior if they were outdated or needed to replace or if we could just take them from our old V obviously that is not yes they need to start being we need to start being proactive and replacing because we're starting to spend a lot of money than anything else all right call pleas councilman lipac yes councilman Weber yes vice mayor Mashburn yes councilman Turman yes and mayor McGee yes city is in receed of an application for a liquor license manager change from BMW gas and convenience doing business as yesway at 610 east3 Street Manager application is included in the packet um there are no disqualifiers from a

[Music] yes item oh that's you read or item e John we need to read that no oh I'm sorry would you read the ordinance by title ordinance number 2990 an ordinance of the City of Alliance Nebraska amending Alliance Municipal Code section 26-1 127 to restrict parking on the east side of the street in front of the property at 902 born Avenue for longer than 1 half hour during the hours from 9:00 a.m. to 2: p.m. on Mondays and Tuesdays repealing existing provisions of the city code not consistent with this ordinance and providing for an effective date sir all right oh it's about time um item e on tonight's agenda is ordinance number 29 2992 parking restriction NE Avenue first reading chapter 26127 title restricted parking ordinance number 2992 is for City Council on first reading which will approve and amend the city Valance Municipal Code chapter 26-17 title restricted parking the amendment will be for two no parking spaces on Avenue between 5th and 6th Street Mr Mayor i' like to make a motion to uh pass ordinance number 292 on first reading second have a motion in a second will the clerk please read the ordinance number 2992 an ordinance of the City of Alliance Nebraska amending Alliance Min sections 26-1 127 restricting parking in front of 511 n Avenue as police parking only repealing existing provisions of the city code not consistent with this ordinance in providing for an effective [Music] date

chief for the public this is for parking right in front of the um Annex Building that the police department uses the chief and and the captain correct where their offices are we brought this up about a month or go you w't really strongly in favor I mean you didn't you didn't feel like it was absolutely necessary this is more convenience it wasn't a mountain I was willing to die H okay all right but this is this is more of a convenience just because um of the access in and out of your building it it is just so that when there's an emergency and we're coming and going we can get out of the building and get to our vehicles quickly um I know it was brought up in the past of the Liv minute park on the other side of the street the 15minute parking 15 minute parking is only between the signs there's a space in front of that area and there's multiple spaces behind that area and generally speaking we park in those spots every day anyway it's 90% of the time it's not an issue this would just codify that that area immediately in front of the annex is for Police Department parking it would not interfere with anyone else's parking I believe is that going to be 24-hour restriction not always or is yes sir because there there are times when I'm there at 2 a.m. in the morning because there's been an incident and I'm in the office sending out a press release or notifying the city manager that picture uh the only question I guess I would have Chief is I I did a couple of Drive buys this week during business uh most of the courthouse employees do Park in the city lot but what we noticed as the weather gets bad and there's more walking involved you find house employees actually parking around the courthouse facility there on the North side and the south side of the building so what I would hope is that there's

currently three staff in your building yes ma'am I guess I would ask that you only take one spot and have your staff Park and leave a spot for people that want to meet with you or want to stop by or the option would be to encourage them to park behind your building in one of the four slots and offer to greet them at the back door I just want to make sure that citizens can access that annx building like they should the only issue I see with that is I'll just clarify there's only two spots behind that building not four okay and in order to do that that would be that would work to an extent but it's not like those spots are immediately outside the back door they're down a long sidewalk that in the winter we would have to keep that entire sidewalk clear keep those spots cleared there's also no walkway from the front of the building to the back of the building you're literally walking around the building ducking under trees so I wouldn't want to send citizens to the back door there also is no camera out on the outside of the back door and there is no coated access right it's a l key only well as long as as long as we're letting the public get to the building for the people that we serve I would feel the same way if the city staff parked in front of City Hall you know I understand your need to be able to roll out but if there's going to be two spaces there I don't see a need for the other full-time staff to occupy that all day long so that is just a concern I have so all right as long as we take the needs of the citizens and some of them are elderly and uh the handicap access to the Annex Building is obviously in the front right so those were just things that I based on my experience when people come to see me they usually park in sometimes they they 15 minutes but Mon it's not like we're out there riding tickets and toing vehicles right generally when people come to see me

they park in that visitor area between those 5 parking spots excellent and there is a handicap spot in front of next to the hand and there's also an entire two car wide driveway the business next door if he wouldn't block the driveway people could actually use that that's correct but are you allow to I know they let us use it on occasion but they generally didn't really want us occupying that's the place the handy bus pulls into no we don't no we don't we don't use that at all but his his what I'm saying is his customers could if he chose absolutely I'd like to say that it falls under one of the three public safety issues so this is supp that all I had anyse Mr Binger how do you feel about it um I think it's a resp reasonable request um we got kind of a system there that the police offic [Music] usually we're good neighbors we get along [Music] wellon anybody else for chief thank you chief okay if there's any other question call please councilman turn yes councilman lipac yes councilman Weber yes vice mayor Mashburn yes and mayor McKee yes next item on the agenda is ordinance number 2993 adoption of the city council's 2025 meeting calendar ordinance 2993 is before Council on first reading which will adopt the proposed 2025 city council meeting SCH SCH the City Council meetings will be the first and third Tuesdays of the month with no changes needed due to holidays staff is
