[Music] yes item oh that's you read or item e John we need to read that no oh I'm sorry would you read the ordinance by title ordinance number 2990 an ordinance of the City of Alliance Nebraska amending Alliance Municipal Code section 26-1 127 to restrict parking on the east side of the street in front of the property at 902 born Avenue for longer than 1 half hour during the hours from 9:00 a.m. to 2: p.m. on Mondays and Tuesdays repealing existing provisions of the city code not consistent with this ordinance and providing for an effective date sir all right oh it's about time um item e on tonight's agenda is ordinance number 29 2992 parking restriction NE Avenue first reading chapter 26127 title restricted parking ordinance number 2992 is for City Council on first reading which will approve and amend the city Valance Municipal Code chapter 26-17 title restricted parking the amendment will be for two no parking spaces on Avenue between 5th and 6th Street Mr Mayor i' like to make a motion to uh pass ordinance number 292 on first reading second have a motion in a second will the clerk please read the ordinance number 2992 an ordinance of the City of Alliance Nebraska amending Alliance Min sections 26-1 127 restricting parking in front of 511 n Avenue as police parking only repealing existing provisions of the city code not consistent with this ordinance in providing for an effective [Music] date

chief for the public this is for parking right in front of the um Annex Building that the police department uses the chief and and the captain correct where their offices are we brought this up about a month or go you w't really strongly in favor I mean you didn't you didn't feel like it was absolutely necessary this is more convenience it wasn't a mountain I was willing to die H okay all right but this is this is more of a convenience just because um of the access in and out of your building it it is just so that when there's an emergency and we're coming and going we can get out of the building and get to our vehicles quickly um I know it was brought up in the past of the Liv minute park on the other side of the street the 15minute parking 15 minute parking is only between the signs there's a space in front of that area and there's multiple spaces behind that area and generally speaking we park in those spots every day anyway it's 90% of the time it's not an issue this would just codify that that area immediately in front of the annex is for Police Department parking it would not interfere with anyone else's parking I believe is that going to be 24-hour restriction not always or is yes sir because there there are times when I'm there at 2 a.m. in the morning because there's been an incident and I'm in the office sending out a press release or notifying the city manager that picture uh the only question I guess I would have Chief is I I did a couple of Drive buys this week during business uh most of the courthouse employees do Park in the city lot but what we noticed as the weather gets bad and there's more walking involved you find house employees actually parking around the courthouse facility there on the North side and the south side of the building so what I would hope is that there's

currently three staff in your building yes ma'am I guess I would ask that you only take one spot and have your staff Park and leave a spot for people that want to meet with you or want to stop by or the option would be to encourage them to park behind your building in one of the four slots and offer to greet them at the back door I just want to make sure that citizens can access that annx building like they should the only issue I see with that is I'll just clarify there's only two spots behind that building not four okay and in order to do that that would be that would work to an extent but it's not like those spots are immediately outside the back door they're down a long sidewalk that in the winter we would have to keep that entire sidewalk clear keep those spots cleared there's also no walkway from the front of the building to the back of the building you're literally walking around the building ducking under trees so I wouldn't want to send citizens to the back door there also is no camera out on the outside of the back door and there is no coated access right it's a l key only well as long as as long as we're letting the public get to the building for the people that we serve I would feel the same way if the city staff parked in front of City Hall you know I understand your need to be able to roll out but if there's going to be two spaces there I don't see a need for the other full-time staff to occupy that all day long so that is just a concern I have so all right as long as we take the needs of the citizens and some of them are elderly and uh the handicap access to the Annex Building is obviously in the front right so those were just things that I based on my experience when people come to see me they usually park in sometimes they they 15 minutes but Mon it's not like we're out there riding tickets and toing vehicles right generally when people come to see me
