41 school district with the economic development. And the Rock Hill School fees to support to say 26 26 the consent agreement the consent agree as an amendment and the county of the and any other to the county .

Motion and a second. Any discussion? First of all, this amendment is being compromised and includes the terms that were negotiated in good faith after third reading. It allows the district to move forward without issues that were not specified in previous discussions. I am very thankful to all of the folks in this community. I'm very thankful to OctoPharma. We've broken in. I had a family reunion this week with all my 150 people. Barry, I told you that. point, but to me this is a huge win. I think this is something that all parties can get behind. I'm very excited for y'all to come and look forward to hopefully resolving any other issues that exist. Anyone else?

I'll just make a comment. There's always somebody I think collecting We wanted this company here. It was just the backroom services of how we structured the deal. I want to thank all of you for coming together tonight. It was still tough negotiations. We got in the backroom. We still have some contingencies that have to be worked on. This deal is set. The government is going to help make our position. I think we've done The school's going to be getting an additional $65 million over the life of this thing. That's going to help them tremendously. You know, if we can have a strong community, if you've got strong schools. And so I'm going to work on it. It's just we just have to get in there and get some help from everybody. done that, so I hope to the line and then appreciate that. Look forward to what.

But I got one. As far as. Believe in everything that you read on Facebook, the half I've been saying with Dunga, I can't agree to disagree. They ain't never going to agree to disagree. I just want to say I'm glad to see that we were able to all come together, come up with an agreement that I think that we'll all Be proud of. It was a lot to it. I hope that in the future. We have a. Some type of workshop or something. We work out these type of negotiations ahead of time, so we want to do it like this with the stress and. that these projects are, when they just get voted on through as a formality, I really want all of this handled up front. It's not that any want this for the community, but that everybody is on board with it at the beginning when this starts. And I just appreciate that we did finally get there through all the hardships and stuff. has their fights and we're up here having ours, but we can still come together and and and still talk afterwards. So I look forward to meeting more years up here with my family.

I'll just round it out by saying I said this is prior reading is so here in this community and you know we can we can have healthy debate we can have healthy discussion there is there are learning lessons from this and I think that even finding out information later in the process I think that we've picked up on how to address those things and I know that we're committed to taking a closer look to that but as someone here in York County who graduated from public schools here in Rock Hill. He was very proud. I would not have had the opportunities that I personally had if we didn't have strong public schools. I'm very excited to see that our school board is interested in approaching an ATC program that will impact all of the folks and this is exciting. And again, I do want to say thank you Barry and Alice for being patient. I thank all of the folks in this room who have helped us get to this point. And with that,

certainly you can explain it you probably know a little bit better me I think the public would like to know about the consent portion that we've not talked about this keeps me from having to do it later explaining it with the questions just say it's quickly did or something along those lines what

financial terms of this, which would ultimately all of the entities are sharing. Um, and, uh, when it comes, uh, until, um, some with may apply which one doesn't are there issues related to an older panther agreement that that just popped up out of the middle of nowhere and how do you address that the consent agree agreement plates they're being support from to get on board with that to let us quickly and to not delay any further so I mean that's something that is legal has been left up to leave that certainly is something that is left up to the entities that need to cooperate on that to do that and we're certainly hopeful that that happens that will help avoid delay we we do still have a second motion which is a little bit parallel and it's a little bit odd but that's the explanation on that okay all Hearing none, motion carries unanimously. Accounts to consider first reading of an ordinance repealing. relating to authorizing the execution and delivery of a fee in lieu of ad valorem tax and incentive agreement by the county as Project Palmetto Rock and its affiliated and related entities whereby York County will provide for payment of certain fees in lieu of ad valorem taxes and provide certain special source revenue credits. The allocation of fees in lieu of ad valorem tax is payable under such agreements, the establishment or maintenance of a multi-county industrial business park and other matters relating thereto. Motion and a second. And I'll just add that if there is an unwillingness to move forward with the terms, then this obviously is the parallel track to move forward to deal with that. And any other discussion on that?

The only thing I would add is that if the FLO gets approved by everybody as needed, we won't continue through with this ordinance, correct? So we're not going to want everybody to understand that.
