Recommendation: Committee Discussion
General Plan Update: Final GPUSC/GPAC Draft Harbor, Bay and Beaches Element, Natural Resources Element, and Safety Element (Curtis Black, Ben Zdeba)
Description: The initial drafts of the Harbor, Bay, and Beaches, and Natural Resources, and Safety Elements were introduced to the Water Quality/Coastal Tidelands Committee at its meeting on September 4, 2025. The Committee opted to use a subcommittee to review the drafts and to provide feedback for the General Plan Advisory Committee (GPAC) and General Plan Update Steering Committee (GPUSC) consideration. The Subcommittee presented the feedback at the Committee's meeting on October 2, 2025, which was forwarded to the GPAC and GPUSC. The Elements have been revised based on input received, and are now considered Final GPUSC/GPAC Draft Elements. Recommendation: Staff recommends that the Water Quality/Coastal Tidelands Committee review the Final GPUSC/GPAC Draft Harbor, Bay, and Beaches Element, Natural Resources element, and Safety Element, which have been revised to incorporate the Committee's input from October 2025. The Committee may provide additional input and should conduct a vote to consider recommending the City Council adopt them as part of the comprehensive General Plan Update anticipated in May or June 2026.
